금년 3월부터 사용검사 후 10년 이상 경과된 아파트 등 공동주택은 단지 또는 동별 입주자 전원의 동의를 얻으면 리모델링이 허용될 전망이다. 규제개혁위원회는 최근 건설교통부가 제출한 공동주택관리령 개정안 및 공동주택관리규칙 개정안을 심의, 무분별한 공동주택의 재건축 사업으로 인한 사회적 자원 낭비 요인을 억제하고 리모델링을 활설화하기 위해 이같이 권고키로 의결하였다.

과학적인 유역관리를 위한 모형개발 환경의 구현은 구체적인 방법론의 제시와 더불어 중요한 연구과제이다. 모형개발자들은 개발과정이나 표현과정, 모형의 보정 혹은 구동과정에서 빈번히 반복적이고 시간 소모적인 소프트웨어의 작업을 수행해왔다. 이 과정에서 상당한 시간과 자원의 낭비가 발생되었고, 많은 경우 개발된 모형이 일반화되는데 상당한 장애요인이 되었다. 또한 개발자들 상호간의 상이한 개발환경은 모형의 통합이나 상호검증에 긍정적으로 작용하지 못했다.(중략)

가로등은 공공 부문 전력 사용량 중 절대적인 비중을 차지하지만 불필요한 전력 소모로 인한 낭비요인이 적지 않았다. 통상적으로 가로등은 조금만 어두워도 안전사고 우려가 높아 법적 기준보다 10~20% 정도 밝게 설계되고 있는 실정이다. 그래서 도로조명의 가로등은 에너지절약을 위하여 격등방식으로 사용하고 있으나 등주사이의 조도분포가 균일하지 않아, 조도가 낮은 곳에서 운전자가 불안감을 느끼고 피로가 증가하여 사고로 이어지며, 조도조절이 불가능해 차량 이동이 적은 새벽 시간까지 밝게 유지해야 하는 비효율이 발생, 불필요한 전력소모로 이어지는 등의 문제점에 대해서 본 고에서는 가로등에 디밍제어 시스템을 구현하여 안정적인 조도 유지하고 에너지 절감효과를 증가시킬 수 있는 방안에 대해 고찰하고자 한다.

360 도 VR (Virtual Reality) 영상을 기존의 비디오처럼 재생하고 전송하기 위해서는 아직까지도 논의 되어야할 많은 문제들이 존재한다. 특히 보는 장면에 비하여 전방위의 영상을 보내야하는 VR 영상은 매우 큰 용량을 가질 수 밖에 없다. 그럼에도 불구하고 사용자의 불편함을 덜기 위해서는 HMD (Head-Mounted Displays) 의 빠른 반응 속도가 필요하다. 따라서 QER (Quality Emphasized Region)기반의 전송 기법은 영역별로 차별화된 화질의 영상을 전송하여 실감미디어의 몰입감을 유지하고 대역폭의 낭비를 줄이는 뷰포트 적응적 360 도 비디오 스트리밍 시스템 (Viewport-Adaptive 360-Degree Video Streaming System)의 일종으로 제안되었다. 그러나, 사용자의 시점 정보를 계산하기 위해서는 매 프레임마다 차원 변환을 위한 복잡하고 많은 계산이 필요하고, 이러한 중복된 계산은 시스템의 성능을 저하시키는 요인이 될 수 있다. 본 논문에서는 이러한 차원 변환에 따른 자원낭비를 줄이기 위하여 QER 선택을 위한 개선 방법을 제안한다.

남북한 경제통합 시에 이익지대 확대 방안을 모색하고, 남북한 경제의 발전적인 방안을 탐구하고자 한다. 한반도 공급망 이익지대를 분석하여 공급망 이익지대 확대 전략을 수립하고자 한다. 그리고 한반도의 경제통합 시에 경제적인 손실과 낭비, 시행착오를 줄이고 경제발전의 부흥기를 도모하기 위함이다. 현재 북한지역의 무게 중심지를 분석하고 향후에 인구의 유동에 의해 초래될 무게중심지를 시나리오 기법으로 분석하여 위험요인을 최소화 하고자 한다.

한해 누수로 인하여 많은 양의 상수가 소실되고 있어 국가 재정낭비를 초래하고 있다. 이는 관의 노후화와 지반침하에 의한 파이프의 파손 둥 여러 요인에 의해 발생하는 것으로 누수를 예측하여 탐지하는 것은 매우 어렵다. 현재 누수를 탐지하는 방법은 여러 가지가 있지만 현실적인 제약과 경험자의 주관적인 판단에 의존하기 때문에 정확한 누수 위치를 찾을 수가 없었다. 본 논문에서는 종래의 누수탐지 방법의 단점을 획기적으로 보완하여 지하에 매설된 상수도 관망을 실시간으로 모니터링 할 수 있는 누수탐지 모니터링 시스템을 제안하였다 또한 제안된 시스템을 GIS상에서 실험함으로서 효율성과 정확성을 입증하였다.

For many organization, a strategic information systems planning (SISP) continues to be a critical issue. This paper is an empirical study of what is being done in Korea with respect to SISP. A survey questionnaire was mailed to the major 1000 Korean companies. In this research, the experiences of 51 companies contribute the SISP practices including the success factor of SISP. Forty-three percent of the respondents indicated that their companies undertook some form of SISP. We also compared finding with the state of SISP practices in Singapore.

Multicast in mobile host has the problem of hast mobility, multicast decision, triangle routing, tunnel convergence, implosion of retransmission, and bandwidth waste. In particular, the bandwidth waste in radio is a definite factor that decreases transmission rate. To solve the problems, this paper proposes a new multicast transmission protocol called FIM(Forward Error Correction Integrated Multicast), which supports reliable packet recovery mechanism by integrating If Mobility Support for the host mobility, IGMP(Interned Group Management Protocol) for the group management, and DVMRP(Distance Vector Multicast Routing Protocol) for the multicast routing, and it also uses FEC and the local recovery method based on receiver. The performance measurement is performed by dividing the losses into the homogeneous independent loss, the heterogeneous independent loss, and the shared source link loss model.. The result shows that the performances improves in proportion to the size of local areal group when the size of transmission group exceeds designated size. This indicates FIM is effective in the environment where there are much of data and many receivers in the mobile host.

The results of the survey on water utilization status, the wasted water factor, the awareness, and the education and promotional activities of water saving in Daejeon City are as follows: The percentage of using tap valve with a closure was 66% when showering. 74% of water was used with closing the tap valve when washing faces with no water needed, it was still considered that there existed a wasting water. The most wasting reasons of water were found to be shower, bath, and laundry in order. In the awareness of practicing tap water saving, 9.1% of respondents acted actively, 53.4% of them were trying to practice it, and more than 63% had a positive awareness. In the contents of practicing saving water, locking water when soaping while showering, non-laundry of small quantity, and using cups when brushing teeth were top priorities. About 50% of the reasons for saving water was to practice purely saving water, when saving for economic help was excluded. The level of water saving awareness was not high when considering that the ratio of usage without water saving equipment and installation, and using method was relatively high when moving in. In order to make usage of water saving equipment more common, it was deemed necessary to provide information on the purchase of water saving equipment and to promote and educate the efficiency of saving of related products. More than about 90% of the respondents responded that water saving education or promotional activities had an effect of improving water saving awareness. The most effective method of education and promotional activities was found to be 40.4% by mass media activities, and 21.7% by promotions through mobile devices.

The MIC-NET of 3,010 circuits to process on-line business on post, insurance, finance, electromagnetic wave, and so forth has the problems on spending of bandwidth for the lack of flexibility of leased-line service band. In this paper, it is suggested to establish the efficient 3 steps conversion plan through analysis and comparison with economical efficiency on MIC-NET. The promoting policy proposed in this paper, both MIC and local post office will raise image as financial institute and provide high level service with reliability and security as distinguished government organization.
