Acquisition of Geographic Information in North Korea Using High Resolution Satellite Image (고해상도 위성영상을 이용한 북한지역 지리정보 구축 실험연구)

  • As economic cooperation and exchanges between North and South Korea have been glowing much more than before, the demand for geographic information on North Korea is recently increasing. In fact, there is no specific method to be provided with geographic information on North Korea. In this regard, the study searched a method to collect geographic information on North Korea by using the high spatial resolution satellite image. In order to produce its best result, the study collected the geographic information on the case study area and ensured the location accuracy. This study produced total 52 items of geographic information on North Korea. Horizontal and vertical errors of stereo image, which are 4.6m and 0.9m respectively, showed high accuracy. In addition, even though the horizontal error of single image is 9m, which is bigger than that of stereo image, there is no doubt that it can be used as basic data for North Korean studies and related projects.

African Swine Fever Outbreak in North Korea and Cooperation between South and North Korea (북한지역에서 ASF발병 현황 및 남북수의협력에 관한 연구)

  • The ASF, which originated in Africa and threatens the world, landed in Asia in 2018 in China, and became a stern threat to the security of the Korean Peninsula when North Korea officially reported the ASF to the OIE in May 2019. In 1921, Montgomery, a British veterinary pathologist, made headlines by naming the African swine fever "African Swine Fever," or ASF, a disease caused by a high fatality virus that existed in East Africa. The ASF, which was a pandemic of endemic diseases in Africa, landed in Portgal around 1957 and swept through farms in Lisbon, Portugal. The ASF continued to settle in Spain and Portugal, causing 40 years of damage until the end of the 1990s, and is now in progress after landing on the Italian island of Sardinia in 1978. The virus, which landed in Portiport of Georgia on the Black Sea coast of the Black Sea in 2007, spread to Russia and caused massive damage to China in 2018, then rapidly spread to Vietnam, Laos and Myanmar in May 2019 and spread across the country, causing massive damage to the pork industry and is now in progress. Just three months after confirming the outbreak in North Korea, the outbreak at farms in Paju and Yeoncheon was confirmed on Sept. 16, 2019, leaving South Korea with the stigma of ASF-causing countries, and although the ASF's nationwide expansion has been blocked, it is currently underway in wild boars. If the ongoing ASF in the two Koreas becomes indigenous, it would be a major disaster not only for the pork industry but also for the Korean Peninsula economy. Under the current circumstances, it is impossible to focus only on veterinary areas limited to South Korea, ruling out risk factors from the ASF outbreak. Currently, it is difficult to prevent damage to the pork industry due to the ASF outbreak due to the poor water defense reality in North Korea, and as it is adjacent to China, which has a high risk of developing various epidemic diseases, there is a need for the two Koreas to jointly conduct quarantine and quarantine on the border areas. First of all, I think rapid exchange of information and education on ASF and other diseases is necessary before establishing a joint defense system on the Korean Peninsula. It is important to conduct thorough quarantine and disinfection of ASF-generated areas in North Korea, and areas bordering China and Russia, and jointly conduct thorough quarantine and control of livestock and livestock products in circulation. Cooperation by the South and North Korean water defense industries to prevent the protracted ASF on the Korean Peninsula by all means and methods is essential.

The Characteristics of Natural Landscape of Gaesung as Reflected in the Geographical Names (지명 속에 나타난 북한 개성시의 자연경관특성)

  • Gaesung city of North Korea is meaningful because of the development of Gaesung industrial complex as a peace-building project and economical cooperation works between South Korea and North Korea. This article presents the characteristics of natural landscape of Gaesung through geographical names. This research was studied by literature analysis of North Korea, depth interview of North Korean labour and refugees, and second times fieldwork. The main results of this study are as follows. Firstly, the mountain landscape of Geasung revealed on geographical names characterized mountainousness and round shape. Especially, the places where are enclosed by mountain and streams are foggy and rocky. Next the landscape of stream characterizes sandy, unstable, and tidal river. Thirdly the fauna and flora which are reflected on geographical names are hawk, snake, tiger, homed owl, snapping turtle, chestnut tree, pine tree, pear tree, zelkova tree, and willow etcetera. The environmental conditions of habitation of these are similar to the natural environment of Gaesung. Besides, the geographical names related to soil distributed in northern mountain area of Geasung. The place names implicated cliff located on the riverside. In addition to this, the geographical name of 'Bul' implicated plain distributed in the riverside of 'Seoam' which a branch stream of 'Sacheo'. And the place names related rock located in place enclosed by mountain, river, and village. In cnclusion, Gaesung is more important to us as the Gaesung industrial complex and tourism development. But the fundamental research on Gaesung is a few because Gaesung belongs to North Korea. Therefore, this research will be useful for the control and management of Gaesung in the future.

Understanding the Trilemma in Inter-Korea Economic Cooperation (남북한 경제협력의 불가능 삼각정리와 실천적 협력방안)

  • Models of South-North Korean economic integration have the problem of circular reasoning. While many studies argue that South-North Korean economic integration would contribute to alleviate security risks in the Korean peninsular, they emphasize the success of any economic model of inter-Korean economic integration is subject to favorable geo-political and security environment. It is a failure in distinguishing between goals and constraints. After identifying three major goals of South-North Korean economic cooperation, this study shows the trilemma among the goals; they are 1) formation of a complete economic community, 2) maintaining independent sovereignty of the two Koreas, 3) promotion of mutual economic interests. The trilemma suggests that it is theoretically impossible to achieve the above three goals at the same time. Only two goals are achievable simultaneously. This study argues that the most practical option is to pursue the combination of goals 2) and 3) considering the complex political and security environment around the Korean peninsular. Recognizing that North Korea is the least developed country in the Northeast Asia region, South Korea's initiatives for inter-Korean economic cooperation should focus on assisting industrialization and integration of the North Korea economy into the Northeast Asian regional production sharing structure. In view of the 'flying geese model' of the sequential industrialization in the region, the least developed economic status of North Korea can partially be explained by its failure to participate in the production network in the region as well as lack of effective implementation of appropriate industrial policy. Therefore, promotion of industrialization of North Korea should be the immediate goal of economic cooperation between North and South Korea. It is an interesting fact that North Korea has rapidly expanded its apparel exports in recent years. It could mean that the North Korean economy is actively responding to the dynamics of international comparative advantage structure, although the production activities are limited to exports to China since the closure of the Gaesung Industrial Complex. The recent increase in apparel export is a starting point for incorporating the Easy Import Substitution fulfilling both domestic and neighboring regional demand of North Korea. It could help integrate North Korea's industry into the production network of Northeast Asia. An immediate policy implication is that the economic cooperation between the two Koreas should focus on facilitating this process and supporting North Korea's industrial policy through South Korea's contribution of capital, technology, and service intermediary inputs.

The SOC Building Strategy Planning of North Korea through Analysis of Domestic and Foreign Case (국내·외 사례분석을 통한 북한 SOC 구축 지원 전략)

  • The study proposed a strategy for supporting North Korea's SOC construction in the future by reviewing domestic and foreign cases. According to the literatureanalysis, we developed a candidate list of technology for SOC of North Korea in terms of Construction Management / economy sectors. The category is North Korea SOC construction support, and the sub-category is North Korea SOC construction support program. The implementation procedures included the following six steps: Preparation, Support for Establishing Construction Industry Base, Support for Establishing Business Management Base, Support for HR Management Base, Business Model Establishment/Expansion, and Monitoring of Management Result. Lastly, we developed twenty-five candidates of detailed technology. In the future, it is necessary to decide a methodology for project implementation by each scenario after selecting a study area, and to develop a more specified scenario.

  • This study analyzes the achievement of the shipping policies and the priority for the promotion of such policies, in order to consider the features of the shipping industries in Korea and other advanced shipping countries and manage the rapidly changing shipping environment actively. Based on such analysis, this study also discusses the promotional strategy to strengthen the international competitiveness of the shipping industry. Regarding the promotion of the related policies, it is necessary to establish a base for growth, strengthen a capacity of leading the market, and create an opportunity in the market. By considering such three factors, it has become known that the establishment of the market order is important for the establishment of a base for growth. It is important to consider the advancement of the shipping tax system. Also, the information-orientation and the knowledge-industrialization of the shipping industry need to be considered. In order to strengthen a capacity of leading the market, the stable security of the labor force in the shipping industry is the most important factor. Also, it is important to consider the development and the upbringing of the global mega career and the shipping business. Regarding the creation of an opportunity in the market, it is important to expand the range of the shipping exchange between South Korea and North Korea, which will influence the administrative and the operative results related with the promotion of the related policies.

A Study on Policy Directions for Regional Development of North Korea (북한 지역개발 방향에 대한 연구)

  • In order to minimize regional disparities between the North and the South, it is very important to reduce shortages of food and energy in North Korea in the short and mid-term. In the long term, it is important to reduce not only regional disparities between two Koreas but also regional disparities in North Korea. It is important to consider national policies of the North, the South and other countries in Northeast Asia in the process of building regional development policies for North Korea because the future of regional development in North Korea depends on policies of stakeholder in Northeast Asia. This study suggest some policy directions for regional development in North Korea. At first, building new industries, such as hi-tech industries and MICE, is important for regional development potentials in North Korea. Also, we should take some special development strategies according to regional potentials in North Korea. For example, Nampo region should be specialized through hi-tech industries. Wonsan region should be specialized through MICE. Finally, this study suggests some policy issues to the South Korean government. Financial support from South Korean government about inter-Korean economic cooperation should have priorities on the regions where have potentials of hi-tech industries and MICE. Also, we should implement inter-Korean economic cooperation policies under consideration about spatial aspects.

A Study of Establishing the Plan of Lodging for the Workers of Gaesung Industrial Complex (개성공단 근로자 기숙사 건립 계획 연구)

  • Now that it is the current situation that the smooth supply and demand are necessary for 2nd phase of beginning construction and stable development of Gaesung Industrial Complex, this study was willing to offer the planning criteria and model to establish the lodging for the workers in Gaesung Industrial Complex based on the agreement that both South and North Korea agreed in 2007. Regarding the plan, its standard and the alternative were reviewed considering welfare of workers, economic efficiency, technical validity, possibility of agreement and long-term development. The exclusive area per capita was calculated through Labor Standards Act of Korea and status survey of lodging for the workers provided to border line area between China and North Korea and the economic alternative based on one room for 6 persons with the public restroom was compared with that of development type based on one room for 4 persons with indoor restroom. Especially regarding the proposed site, the area with the optimized position was set by considering gradient, accessibility and convenience of development out of the area of Dongchang-ri where was agreed already and the priority of the proposed site that can keep the existing building site and provide was offered. The necessary period for whole construction was set as approximately 36 months. Regarding construction method, RC Rahmen method was selected as the optimized alternative considering the workmanship of manpower of North Korea and conditions of supply and demand of materials and cluster-type vehicle allocation plan based on 4~6 units considering the efficiency of supplying service facilities and convenient facilities along the simultaneous accommodation of 15,000 people was offered. It was analyzed that total business expenses of approximately 80~100 billion Korean Won would required though there were the difference for each alternative in the charged rental way that the development business owner develops by lending the inter-Korea Cooperation Fund and withdraws the rent by the benefit principle. The possibility of withdrawing the rent was analyzed assuming that the period of withdrawing the investment is 30 years. Especially for the operation management after moving, the establishment of the committee of operating the lodging for the workers of Gaesung Industrial Complex (tentative name) was offered with the dualized governance that the constructor takes charge of operational management, collecting fees and management of infrastructure and human resource management is delegated to North Korea.
