The SOC Building Strategy Planning of North Korea through Analysis of Domestic and Foreign Case

The study proposed a strategy for supporting North Korea's SOC construction in the future by reviewing domestic and foreign cases. According to the literatureanalysis, we developed a candidate list of technology for SOC of North Korea in terms of Construction Management / economy sectors. The category is North Korea SOC construction support, and the sub-category is North Korea SOC construction support program. The implementation procedures included the following six steps: Preparation, Support for Establishing Construction Industry Base, Support for Establishing Business Management Base, Support for HR Management Base, Business Model Establishment/Expansion, and Monitoring of Management Result. Lastly, we developed twenty-five candidates of detailed technology. In the future, it is necessary to decide a methodology for project implementation by each scenario after selecting a study area, and to develop a more specified scenario.

국내·외 사례분석을 통한 북한 SOC 구축 지원 전략

지난 1990년대를 전후하여 남북한 SOC에 관한 연구가 일부 기관을 중심으로 수행되어 북한 SOC 현황에 대한 정보가 제공되었다. 그러나 지금까지 진행되어 온 북한 SOC관련 연구는 각 연구기관별로 독자적인 연구추진체계에 의한 도로, 철도, 수자원분야 등 단편적인 연구형태로 수행되어 왔으며, 이를 이행가능하게 하는 건설사업관리(construction management) 관점의 통찰적인 연구는 부족한 것이 사실이다. 또한 최근 정부의 통일 정책 및 남북교류 협력 정책의 기조는 작은 통일에서 시작하여 큰 통일을 지향하는 '한반도 신뢰 프로세스'를 추진하여 북한의 개혁개방 진전 시에 필요한 국가 차원의 SOC 구축전략이 필요한 상황이다. 이에 본 연구에서는 건설사업관리 관점에서 국토과학분야 지원 방안을 수립하기 위하여 사례 고찰을 토대로 향후 북한 SOC구축을 지원하기 위해 나아가야 할 방향을 제시하였다. 해외사례는 통일 독일 사례를 중점적으로 고찰하였다. 국내 북한 관련 연구는 각 학문분야에서 다양하게 진행되어 왔다. 본 연구에서는 건설분야의 건설관리/경제부문에 범위를 한정, 선행연구를 분석하였다. 전술한 선행연구 분석결과에 따라 건설관리/경제 부문에서의 북한 SOC구축 지원을 위한 세부 전략을 작성하였다. 대분류는 "북한 SOC구축 지원"으로 하였고, 중분류는 선행연구에서 제시한 대상국 맞춤형 기반구축 프로그램 실행절차를 커스터마이징한 "북한 SOC구축 지원 프로그램 실행절차"로 하였다. 중분류의 각 절차별로 25개의 세부 전략을 도출하였다. 향후에는 시범적용 지역을 선정하여 시나리오별 사업수행방법론을 확정하고 상세 시나리오를 개발하는 연구가 수행된다면 북한건설기술 수준이 남한과 비교하여 상당한 수준으로 도약할 것이라 생각된다.
