An Extensive View on the Highway Network in North Korea and the Determination of Investment Priority Using AHP Analysis (북한의 고속도로 전망 및 AHP기법을 활용한 투자우선순위 결정)

  • Current state of population, the existing roads, and the function of roads and highways of North Korea have been reviewed in this paper. In addition, the 'Five by five' road network has proposed for North-South and East-West directions to be connected with the road network of South Korea, China, and Asian Highways. Furthermore, the evaluation criteria and weighted values have suggested to determine the investment priority of highway based on the survey results from expert group members using AHP analysis method. Throughout the analysis, the ranking of the investment priority has been decided for the North-South axis and East-West axis. The second North-South axis (Geasung-Pyungyang-Anju-China) has been ranked as the first priority for the North-South axis followed by the fifth North-South axis as the second, the first axis as the third, the third axis as the fourth and the fourth axis as the last priority. For the East-West axis, the second East-West axis(Nampo-Pyungyang-Wonsan) has been ranked as the first priority followed by the first axis as the second, the third axis as the third, the fourth axis as the fourth and the fifth East-West axis as the last priority.

  • 남북한 관계는 지난해 대통령의 방북과 6.15 남북공동성명을 계기로 급속한 변화의 물결을 타고 있다. 사회 전반에 걸친 화해 무드와 함께 정보통신부에서도 남북 IT산업에 있어서의 남북 민간협의회를 구성하여 남북 경협에 한 축을 이루고 있다.본 고에서는 남북 IT 민간협력협의회 소개와 회원사의 남북 협력 사업 사례를 소개한다.

A Study on the Changing Connectivity of Pedestrain Network Using Space Syntax - Focussing on Restoration of Cheonggyecheon - (Spacee Syntax를 이용한 보행자 네트워크 연결성 변화연구 - 청계천복원사업을 중심으로 -)

  • This study examines the consequent impact which Cheonggyechoen restoration project of Seoul makes on pedestrian network structure around the inner city, especially in terms of sustainable developments and the city's balanced development. It identifies variation of Global Integration and Local Integration of the pedestrian networks which is compared by before and after conditions with east-west and south-north walking axis by using Space Syntax. The results show respectively different set of Global and Local Integration. First, Global Integration shows high performance along the east-west axis, while pedestrian spatial networking is balancing through Donhwamunno and Samillo. Second, Local Integration illustrates both performance along both the east-west axis and the south-north axis after restoration of network. It is primarily concentrated in Taepyeongno$\sim$Samillo section(business and commercial-centered) before the restoration. In addition, total integration is holistically improved while the networking in Samillo$\sim$Baeogaegil section(the instrument shopping streets) if almost same as one another Moreover, in Baeogaegil$\sim$Dongdaemun Stadium section(market-centered), the connectivity of Cheonggyechoenro is improved after the restoration. All in all, Cheonggyechoen restoration project of Seoul allows traffics to be equally accessible from the east-west axis and the south-north axis and contributes to the connectivity improvement of the east-west axis as well as the south-north axis.

The Characteristics of North Korean Regional System and South-North Regional Integration (북한 지역체계의 특징과 남북한 지역통합)

  • 이 연구의 목적은 북한 지역체계의 특징을 이해하고, 남북한 국토공간을 하나의 기능적 단위로 통합할 수 있는 방안을 모색하는데 있다. 북한의 지역체계는 도시간 분화, 상호의존, 그리고 대도시 지배를 주요내용으로 하였으며, 자료의 제한으로 인하여 탐색적 차원에서 연구를 진행하였다. 북한의 지역체계는 개성-평양-신의주를 연결하는 서부축, 원산-청진 -나진·선봉을 연결하는 동해안축, 그리고 희천-강계-만포를 연결하는 내륙축으로 구성되어 있는 것으로 보인다. 북한의 도시는 서부지역 도시를 제외하고는 분화의 정도가 상대적으로 낮고, 도시간 상호의존도 또한 낮은 것으로 보인다. 다만 북한의 경우도 평양이 종주도시화 되었으며, 수위도시인 평양이 북한 전역의 도시를 직접 통제·조정하는 것으로 보인다. 이는 북한이 고도의 중앙집권적 사회주의 경제체제라는 점 그리고 '자족적' 도시발달을 추구하였다는 점과 부합된다. 이 연구에서는 균형성(통합성), 대외연계성, 그리고 효율성을 원칙으로 남북한 지역의 기능적 통합 방안을 단계적으로 제시하였다 중단기적으로 북한의 동해안축을 연결시키며, 장기적으로는 남한의 동해안축을 개발하여 국토공간의 균형적 발달을 도모하는 것이 바람직하다고 본다.

An Effects of Signal Phase Plan on the Traffic Signal Operation of 4-legged Intersection (신호현시 순서가 교차로 신호운영 효율에 미치는 영향 분석 분석)

  • This study analysis traffic phase order alternatives to maximize throughput. According to theoretical analysis alternative2(EW: left turn after through, NS: through after left turn) and alternative5(EW: through after left turn, NS: left turn after through) can minimize the maximum delay. Both alternatives split the phase that have the same destination link under the whole cycle length. This shows that phase order alternative can effect to the fully saturated intersection. In side of simulation analysis by microscopic traffic simulator PTV VISSIM F 7.0, each phase order alternatives can't effect throughput under the non saturated condition. However under the saturated condition, the average controlled delay of the intersection has been changed by phase order alternatives. The simulation analysis shows that alternative2 and alternative5 increase throughput 3.8% to 5.1% under the saturated condition.

  • 실시간 교통신호 제어시스템은 검지기 체계로부터 교통소통자료를 수집하고, 이를 중앙시스템에서 실시간으로 분석, 처리하여 신호시간을 신호주기별로 산출하는 시스템이다. 신호제어시스템의 운영성과는 시스템의 신호제어기능 또는 제어 알고리즘을 활용할 수 있는 신호제어전략의 효율성 여부에 의하여 크게 좌우된다. 본 연구에서는 신신호 시스템의 기본 제어알고리즘과 개선된 신호제어 알고리즘을 개관하고, 신신호시스템의 운영성과를 현장자료를 토대로 분석하였다. 신신호 시스템의 운영성과는 시스템의 제어기능과 알고리즘을 토대로 비 중요교차로의 패턴 Table을 조정하여 신호제어전략을 수립하고, 이의 적용성을 분석하는 과정을 통하여 분석되었다. 운영성과는 시범지역의 남북 교통축(영동대로)과 동서 교통축(도곡동길)을 대상으로 분석하였다. 분석결과 영동대로는 비 중요 교차로의 패턴 Table을 조정함에 따라 시스템 운영성과가 현저하게 개선되는 것을 확인할 수 있었으며, 도곡동길은 현재의 신호운영 전략과 검토대안이 비슷한 수준의 운영성과를 도출하는 것으로 분석되었다. 시범 운영지역의 교통축은 1개의 중요 교차로와 5-6개의 비 중요 교차로로 구성된다. 영동대로의 운영성과 분석결과, 교통축의 운영효과는 중요교차로의 교통대응 제어기능과 동시에 비 중요 교차로의 패턴 제어기능이 적절하게 연계 운영될 때 운영효율성을 높일 수 있음을 확인하였다. 따라서 향후 신호운영의 효율성을 높이기 위해서는 중요교차로의 교통대응 제어기능의 개선과 동시에 비중요교차로의 패턴 Table의 개선이 필수적인 것으로 판단된다.

Trans-Korea Rail Logistics Strategy for the Normalization of South and North Korea Economic Cooperation (남북경제협력 정상화를 대비한 철도 물류망 구축 방안)

  • It is essential to connect the railroads between South and North Korea in order to the implementation of the Eurasia initiatives and prepare for the normalization of the economic cooperation between south and north Korea as well as the unification. This study provides the strategy to establish the rail logistics network for the normalized trades between south and north Korea, and the accommodation of the logistics demands to China and Russia. The alternative routes were designated and the costs for the rehabilitation were estimated, and suggested the priority for the investment. The Trans-China Rail is prior to the Trans-Siberia Rail in terms of the utility for the logistics and the political value. In connection to the TSR, it is desirable to pass the Seoul-Gyeonggi area where the demand is greater than the other area. This route is limited by the restriction in the capacity, then the Gyeonggi Ring Rail route may be necessary.

Strategic Approach for South-North Korea's S&T Cooperation (남북과학기술협력에 대한 전략적 접근: 향후 추진전략과 협력과제 도출을 중심으로)

  • This study tried to suggest South-North Korea's S&T cooperative strategies and priority areas using mixed-methodology. First, survey research was conducted to analyze the understanding of scientists how they think about these issues. We surveyed scientists whose names are on the KOFST mailing list and analyzed 485 questionnaire responses. After that, experts who are participating in FGI discussed more deeply about the survey results and suggested the feasible strategies and projects. The results suggest some findings about priority cooperation area, new projects and strategies. Priority areas of S&T cooperation are following; agriculture, electricity & energy, and health care. However, more important thing than these priority areas is how to approach the inter-Korean S&T cooperation. More strategic approach is needed while promoting exchange and cooperation projects with north-korea. Also more long-term approach is needed to maintain the sustainability of this S&T cooperation.

A Study on the Formation of the Seoul-focused Network City for Technological Commercialization (메가 시티 서울의 기술상용화 네트워크 도시 형성에 관한 연구)

  • The aim of this paper is to explore the formation of the Seoul-focused network city for technological commercialization compared with Seoul as a mega city. The growth of Seoul and subsequently, the Seoul metropolitan region as a mega city and mega region has led the uneven regional development in Korea since the 1960s. To reduce a huge gap between the Seoul metropolitan and the non-metropolitan region, the concept of network city can be suggested in terms of the functional and spatial division of labor. More specifically, such division of labour throughout the formation of the Seoul-focused network city concentrates on technological commercialization which is deeply concerned with R&BD (research and business development). For this network city, there are 4 axes such as the axis of South-North Korean cooperation (the axis of R&BD for complex technologies), that of the expansion of a mega city (that of R&BD for green growth technology), that of the linkage of small and medium-sized cites (that of R&BD for life science and technology) and that of megalopolis (that of R&BD for basic technology) with regards to the axis of urban development and technological specialization. It shall be argued that the formation of Seoul-focused network city can be an alternative to the contemporary uneven regional development between the Seoul metropolitan and non-metropolitan region in Korea.
