The location information of wired 112, 119 emergency call is provided immediately by subscriber database of KT. But emergency call made by mobile phone should be ask location information to mobile network. This paper proposes the network protocol for mobile emergency service refer to TIA/EIA/J-STD-036-A with reviews about technical issues, legacy factors and related researches. The mobile emergency service is divided to mobile emergency rescue service and mobile emergency alert service. The network reference model for mobile emergency rescue service is released in domestic sector. In this paper, the interfaces between modules of the network reference model, and service scenarios, message flows are defined. Supplement to mobile emergency rescue service, the network reference model, interfaces and message flows for mobile emergency alert service are developed.

VoIP 서비스에서 긴급 통화 서비스를 제공하기 위해서는 PSTN 망에 있는 소방서와 같은 긴급 서비스 센터에게 호를 연결한다. PSTN 망에 있는 긴급 서비스 센터를 통해 제공되는 VoIP 긴급통화 서비스는 VoIP 서비스가 가지고 있는 여러 멀티미디어 서비스를 사용할 수 없다. 이러한 문제를 해결하기 위해서는 모든 구성요소가 IP 망에서 제공되어야 한다. 본 논문에서는 모든 구성요소가 IP 망에서 제공되는 All-IP 기반 VoIP 긴급통화 서비스를 제공하기 위한 프로토타입을 구현하였다.

최근 이동통신 시장의 급속한 발전은 모바일 단말기를 통한 다양한 부가서비스에 대한 필요성을 증대시켰다. 특히, 친구찾기와 같은 개인의 위치추적을 위한 서비스가 새로운 Killer-application으로 인식되면서 빠른 시장성을 예측하고 있다. 이러한 서비스에 대한 기술은 일반 대중뿐만 아니라 긴급구조시스템, 재난관리시스템 등 공공 및 개인의 안전과 효율적인 자원의 관리를 위한 국가 정보 인프라로서 정보통신 기술 활용 등 사회적인 요구 증가에 부합된다. 본 연구는 무선 이동통신망을 이용하여 긴급한 환경에 처해있는 개인 가입자의 위치를 파악하고 신속히 대처 할 수 있는 무선긴급서비스를 위해 요구되는 기능 및 조건의 기술규격 설계 등에 관한 것이다. 본 논문에서는 국내외 표준을 충분히 수용한 모바일 환경에서 무선긴급서비스의 1)기술규격 범위 및 네트워크 참조 모델을 정의하고 2) 제시된 네트워크 모델의 코어 망과 긴급구조 서비스 망에 대한 기능 정의 및 요구조건에 대해 설계하고자 한다.

최근 재난에 신속하게 대응하기 위하여 통신망을 이용한 긴급재난문자 시스템에 관한 관심이 증가하고 있다. 기존 LTE 기반의 긴급재난문자 서비스는 한정된 자원으로 인해 시스템의 한계가 있으며, 이를 해결하기 위해 5G 이동 통신 서비스 기반의 긴급재난 문자 서비스를 고도화하기 위한 연구가 수행되고 있다. 본 논문에서는 5G기반 긴급재난문자 서비스의 성능 검증을 위하여 송출권역 구분, 재난문자 길이, 다국어 지원에 대해서 시험한 결과를 분석하고, 5G 환경에서 고도화된 긴급재난문자 서비스를 검증하기 위한 서비스 시나리오를 정의한다.

Providing emergency services in WiBro networks is very important. This paper briefly introduces the emergency services, and explains the emergency service supporing framework which the WMF have proposed. And then several research conducted on location determination in WiBro networks are examined to explore the state-of-the-art in this field. Lastly, the status, on this matter, of current WiBro networks in service is mentioned, and we outlooks the remaining works.

VoIP 서비스에서 긴급통화 서비스는 사용자 단말의 위치 정보(Location Information)와 사용자 식별번호를 긴급 호에 실어 긴급 대응 센터에 보내는 서비스이다. VoIP 긴급통화 서비스를 위하여 긴급 호발생 시 위치를 획득하여야 하며, 이를 위해 본 논문에서는 RFC 4776기반의 DHCP 옵션 확장하여 VoIP 단말의 위치 정보를 획득하는 방법을 구현하였다.

WiBro network technologies developed mainly by Korea are one of very promising 4G technologies. WiBro has been standardized as international standard called Mobile WiMAX, and has been deployed in many countries. Emergency Services in WiBro networks are infrastructure services and will be very essential to induce subscribers from other types of networks. This paper proposes a network architecture for supporting emergency services for WiBro mobile VoIP networks. The proposed architecture is based on WMF's architecture for international compatibilities, and reflects national considerations on interfacing PSAP for domestic compatibilities.

최근 기후 변화와 사회적 위험 요인이 결합된 복합 재난의 발생이 급격하게 증가하고 있다. 이러한 재난에 신속하게 대응하기 위하여 통신망을 이용한 긴급재난문자 시스템에 대한 관심이 증가하고 있다. 기존 LTE 기반의 긴급재난문자 서비스는 한정된 자원으로 인해 시스템의 한계가 있으며, 단순한 정보 전달의 기능만 제공하는 문제점이 있다. 5G 이동 통신 서비스가 상용화 되면서 다양한 서비스 제공이 가능하기 때문에 긴급재난문자 서비스를 고도화하기 위한 연구가 수행되고 있다. 본 논문에서는 고도화된 5G 기반 긴급재난문자 서비스의 성능을 검증하기 위한 리빙랩을 설계한다.

국내 이동통신은 4 세대(4G)에서 5 세대(5G)로 전환되는 과정에 있으며 행정안전부는 기존 긴급재난문자 서비스를 5G 망으로 고도화하기 위해 준비하고 있다. 재난문자 길이의 확장, 송출 지역 세분화, 외국어 문자 지원 등을 긴급재난문자 서비스에 포함하기 위해 국내외 표준화와 검증 시스템 구축이 준비되고 있다. 본 논문에서는 해외 사례 분석을 통해 국내 5G 망으로 고도화된 긴급재난문자를 서비스하기 위해 요구되는 검증 요구사항을 정의하고 있다. 이를 기반으로 긴급재난문자 서비스를 검증할 리빙랩이 구축될 예정이다.

In this paper, we propose an emergency call system which makes a call to an institution or a guardian when an urgent case occurs to a user based on the indoor location service. In addition, it establishes indoor location service infrastructure assuming welfare institutions and hospitals. The proposed system receives the sensor value from the device that is in the form of a clock on the wrist and determines the emergency situation and delivers emergency information to the terminal. The location terminal transmits location and emergency information to the server, and the server accesses the database and stores the data. This enables the caregiver to communicate with the server through the application, monitor the user's status, receive notifications, and respond to emergency situations by using the emergency call function. If the proposed system is applied to the fields requiring urgent action such as medical field and welfare field, it will provide more stable and prompt emergency service to users and carers.
