As the number of elderly drivers increases, traffic accidents from the elderly also increase. In particular, the emergency situation of the elderly driver is not transmitted to the following vehicle during cloudy days and night highway accidents, so it is extended to the second and third accidents, leaving serious aftereffects. Therefore, there is an urgent need to establish an economic and effective inter-vehicle emergency communication system between the accident vehicle of the elderly and the following vehicles. In this paper, we have proposed a policy and method that can take advantage of the special emergency light pattern of an elderly driver in an emergency and transmit it to the following vehicles, thereby providing secondary accident prevention and emergency relief. Furthermore, by introducing an infrared emergency communication system between vehicles using red brake lights and implementing it as a prototype of RC-Car, we have checked the feasibility of the system.

인터넷전화 서비스의 원활한 제공을 위해 세계 여러 국가와 표준화 기구에서는 E911과 같은 긴급통신서비스 제공을 위한 정책 수립 및 기술표준화 활동을 수행하고 있다. 2005년 5월 미국 FCC가 인터넷전화 사업자의 E911 서비스 제공을 촉구하는 결정을 내린 바 있으며, 캐나다, 유럽, 아시아 등에서도 관련 정책을 마련하고 있다. IP 기반의 긴급통신서비스 제공과 관련된 표준화 활동은 IETF의 여러 WG과 NENA, TIA, ITUT등의 기구에서 진행되고 있으며, 특히 IETF ecrit WG에서는 인터넷 기술을 이용한 비상 호 라우팅을 위한 요구사항 개발 관련 작업이 이루어질 예정이다. 본 문서에서는 이와 같은 세계 여러 국가와 기구의 정책 및 표준화 활동을 비롯하여, 911 서비스를 제공하는 것으로 밝히고 있는 해외 인터넷전화사업자의 서비스 제공 동향에 대해 살펴본다.

차세대 유무선 통신망이 급속하게 All-IP 기반으로 전환되어 감에 따라 전세계적으로 인터넷전화 서비스가 기존 유선전화를 빠르게 대체해 나가고 있다. 그러나, 이와 관련된 적절한 규제없이 서비스가 진행됨에 따라 시민의 안전을 위협하는 사례가 발생되고있다. 따라서, 미국의 연방통신위원회(FCC)에서는 2005년 5월 인터넷전화 서비스 제공업체에게 긴급통화 서비스 제공에 대한 의무를 규정한 VoIP E911 고시(order)를 제정하였다. VoIP E911 고시는 고시의 대상이 되는 서비스를 정의하고, 고시의 발표일이후 120일 이내인 2005년 11월 28일까지 E911 서비스 요구사항을 준수하라는 내용을 담고 있다. 이후 2005년 11월 7일에 연방통신위원회(FCC)에서는 인터넷전화 서비스 제공업체들에게 VoIP E911 고시의 이행현황에 대하여 2005년 11월 28일까지 제출하라고 하였다. 따라서, 본 고에서는 연방통신위원회(FCC)의 VoIP E911 고시(order)를 중심으로 미국의 VoIP 긴급통화 정책동향에 대하여 분석하고자 한다.

In spite of the recent enforcement of policies to reduce traffic accidents, pedestrian safety accidents on the back road continue to occur. In this paper, we propose a device design to prevent traffic accidents capable of measuring distance and wireless communication to quickly notify pedestrians of the vehicle's approach in a safety blind spot. The accuracy of vehicle and pedestrian distance measurement was tested using ultrasonic and radar sensors with a wide sensing range, and the possibility of responding to accidents that could provide safety for pedestrians in emergency situations was verified through a wireless communication connectivity test between target boards.

This paper proposes a traffic management policy for delay control in the wireless networks. The so-called EDD(Earliest Due Date) scheme is adopted as the packet scheduling policy, so that the service provision is performed in the order of the transmission urgency of the backlogged packets. In addition, we derive a formula to determine the contention window, one of the MAC parameters, with the goal of minimizing the non-work conserving characteristics of the traditional MAC scheme. This method eliminates the burden of the class-wise parameter settings which is typically required for the priority control. Simulations are performed to show the validity of the proposed scheme in comparison with the policy that adopts the class-level queue management such as the IEEE 802.11e standard. Smaller delays and higher rates of delay guarantees are observed throughout the experiments.

인터넷의 급속한 확대와 유무선 통신인프라 등의 확충으로 디지털콘텐츠 산업은 지식정보화사회의 핵심산업으로 급부상하고 있다. 또한 디지털의 속성상 가공이 쉽고 유통이 간편해 고부가가치 창출의 핵심으로 부상하고 있다. 이러한 이유 때문에 세계 유수의 선진국들은 시장 선점을 위해 디지털콘텐츠 산업을 중요한 전략산업으로 선정, 집중적인 투자를 진행하고 있다. 이러한 가운데 국내 디지털콘텐츠 시장은 이제 단순한 기대의 차원을 넘어 질과 양적인 측면에서 비약적인 발전을 보이고 있다. 2001년 시장조사결과 2조3,000억원 수준이던 국내 디지털콘텐츠 산업의 전체 시장규모는 올해 6조원을 넘어서는 등 3배에 가까운 양적인 성장을 이뤘으며 내년에는 7조원을 돌파할 것으로 전망된다. 또한 한국 디지털콘텐츠 산업의 대표주자인 게임의 경우 이미 내수 기반의 사업활동을 넘어서서 그 무대를 세계로 확장해가고 있으며 몇몇 게임사의 경우 이미 세계 시장에서 그 진가를 인정받고 있는 세계적 기업으로 성장하고 있다. 이와 같은 성과에도 불구하고 국내 디지털콘텐츠산업은 여전히 투자 부족과 참여업체의 영세성 등의 문제점이 해결되지 못하는 등 많은 과제를 남기고 있다. 이에 월간 <디지털콘텐츠>는 한국소프트웨어진흥원의‘2004년 디지털콘텐츠 시장 보고서’를 긴급 입수, 디지털콘텐츠 산업의 변화와 흐름을 파악하고, 장기적인 정책 방향을 검증해 시장의 변화에 따라 발빠른 대응책 마련에 단초가 될 수 있도록 분석했다.

In these days, the trends of home networking system is implementation of easily configured system with home security of emergency alarm and visitor verification services. In this paper, we implemented push server system based on Arduino of open source physical computation platform to verify visitors for the homes without home networking services. In the suggested system, visitor verification is performed in and out of home, and home access security of the system could be constructed with low-cost price by use of windows push server system and smart devices with alarm operation in corresponding to not allowed access trying.

Purpose: Recent climate change makes weather-related disasters such as summer storms, heavy rains, winter snowfall disasters, and extreme cold temperature increase in trend. Heavy snowfall disasters requires speedy response due to various effects to traffic flows, buildings, and infrastructure. Heavy snowfall disaster response of South Korea is insufficient, even though heavy snowfall disasters affect urban safety. There have been lack of policy studies for heavy snowfall disasters. Method: This research analyzes case studies and explores implications using Information system technologies to snow removal vehicles and equipments for speedy snow removal during the heavy snowfall disasters. Results: Information system technology attachment to snow removal equipments can identify locations of snow removal vehicles and equipments for emergency period to support snow removal of adjacent jurisdictions. Conclusion: Case studies of this research can be further used for efficient application of snow removal tools of local governments.

The Ministry of Land, Infrastructure and Transport of Korea has been trying to spread integrated railway communication network technologies based on a major railway policy since 2012. As a result, the world's first commercial Long-Term Evolution - Railway (LTE-R) network was established on the Gangneung line (Manjong station - Gangneung station) and has been commercially operating as a railway communication system since 2017. Special function and performance requirements are needed for safe and efficient railway operations, such as group calls, emergency calls, functional addressing, and train control based on wireless communications. In this paper, we present functional and performance railway communications requirements that are based on European wireless railway communications systems. In addition, we measured communications characteristics and performance using a KTX field test on the Gangneung line to analyze the validity and reliability of the LTE-R network. Although the average Radio Frequency (RF) conditions were satisfied in the requirements, we found sudden communications quality degradation, such as Radio Link Failure (RLF) in some railway sections. We propose a way to improve performance and network installations based on in-depth analysis of LTE-R communications field-test results.

Nurses are medical personnels under the Medical Service Act and perform medical practice such as medical assistance at medical institutions. The nurse, a medical personnel, provides emergency medical service to emergency patients in the pre-hospital emergency medical system as a 119 rescuer based on the Act on 119 Rescue and Emergency Medical Services. The scope of practice of nurses is comprehensively defined in the Medical Service Act and specified through precedents. In contrast, The scope of work of emergency medical technician is listed in detail. It is understood that nurses in the pre-hospital emergency medical service system have a wider scope of practice than emergency medical technician. In particular, the scope of practice of nurses as emergency medical personnel in the pre-hospital emergency medical system should be interpreted differently within the medical institution, considering the urgency of the patient, being transferred to the emergency medical institution, and the specificity of medical direction through tele-communication.
