The Study for Flora of Vascular Plants of Deokjeokdo (Incheon) (덕적도(인천)의 관속식물상 조사 연구)

  • The flora of Deokjeok Island was investigated 35 times from September 2007 to September 2008. Based on voucher specimens, the study indicated that this area consisted of 535 taxa in total; 108 families, 320 genera, 480 species, 2 subspecies, 45 varieties and 8 forms were present. Compositae and Graminae were the first and second most common families surveyed in the region, respectively. Among the more remarkable examples found were four taxa of Korean endemic plants, six taxa of rare and endangered plants designated by National Arboretum, and 55 taxa of specific plants that have been designated by the Ministry of Environment. Furthermore, 50 taxa of naturalized plants were observed and they occupied 17.9% of the total in the surveyed area. Although some parts of the investigated region were disturbed by human impact, the ecological status was comparatively well preserved. However, the area where the remarkable plants were discovered should be more systematically protected. Since the proportion of naturalized plants in the human habitation area was considerably high and the spreading of these plants seems consistent, it is expected that the ecosystem of this area may become critically unstable in near future.

Characteristics, Threats and Management of Philippine Wetlands (필리핀 습지의 특성, 위협 및 관리)

  • The Philippines is a naturally water-rich archipelago capable of sustaining its ecological goods and providing services and needs of its people. Several waterbodies have been declared as natural wetlands in the country supporting the needs of community like water and food. In this study, 65 natural wetlands were considered including six sites that were identified as 'Wetlands of International Importance' such as Naujan Lake National Park, Agusan Marsh Wildlife Sanctuary, Olango Island Wildlife Sanctuary, Tubbataha Reefs Natural Park, Las $Pi{\tilde{n}}as-Para{\tilde{n}}aque$ Critical Habitat and Ecotourism Area and Puerto Princesa Subterranean River National Park. There are 22 wetland types presented in this research categorizing the Philippine wetlands. Philippine wetlands are now facing tremendous challenges such as land use conversion, abuse of resources, pollution coming from domestic, industrial and agricultural activities, and climate change. This paper provides an overview of Philippine wetlands in terms of their characteristics and components, impacts in the ecosystem, and the challenges they are dealing with. Moreover, the preservation measures that the government and private agencies implements to these wetlands were discussed and assessed. The enforcement of local and national laws concerning wetlands is found to be inadequate resulting in poor quality wetlands. The preservation and utilization of these wetlands can be maximized with a voluntary participation of whole Philippine community.

The Function or Urban River and Sustainable Regional Development : The Case of Kumho River (도시하천과 지속가능한 지역 발전 : 금호강을 중심으로)

  • This paper is to reclassify systematically the functions of urban river: that is, water supply, land management, transportation and energy source as social and economic function; formation of geomorphic surface, water-side landscape, community constitution and boundary and separation between regions as spatial function; and drainage of waste water, purification, habitation, and weather regulation as ecological function. On the basis of this reclassification, it can be argued that the socio-economic functions (eg. water supply) of the river among the functions of the river have been strongly mobilized in the process of modernization, while the spatial function and ecological function of urban river have been ignored. The Kumho river which flows through Daegu and the adjacent area has made a great contribution to the modem development process of the river basin area, but as a result of a selective development of a specific function of the river, that is the social and economic function, it now suffers from the lack of instream flow and is deprived of its original functions with the water pollution and degradation. Moreover the Daegu region seems no longer possible to develop on the dependence of the river. In order to overcome this kind of social and environmental crisis, this paper is to suggest both some principles and main evaluating indicators to restore the original and comprehensive functions of the river, and important measures to make the co-evolution of the city and the river possible.

Vascular Plants Distributed in Baekdudaegan Mountains (Gitdaebaegibong~Mt. Cheonghwasan) (백두대간(깃대배기봉~청화산)에 분포하는 관속식물상)

  • The purpose of this study is to provide the baseline data for conservation and management of Korean forest ecosystem by surveying and analyzing the vascular plants distributed from Gitdaebaegibong to Cheonghwasan in Baekdudaegan Mountains. The results are as follows. The numbers of vascular plants in the whole survey section were summarized as 771 taxa including 103 families, 379 genera, 623 species, 4 subspecies, 121 varieties and 23 forms. There were 377 taxa in A-section, 395 taxa in B-section, 278 taxa in C-section, 325 taxa in D-section, 534 taxa in E-section, and 406 taxa in F-section. The rare plants were 32 taxa including Megaleranthis saniculifolia, Rodgersia podophylla, Iris ensata var. spontanea, and Gastrodia elata. In IUCN Red List categories, there were 1 taxon of CR, EN, and DD each, 11 taxa of the VU, and 18 taxa of the LC. The Korean endemic plants were 26 taxa including Asarum versicolor, Clematis fusca var. coreana, Vicia chosenensis, Stewartia pseudocamellia, Carex okamotoi, and Luzula sudetica var. nipponica. The specific plants by floristic region were 143 taxa including 3 taxa of grade V, 12 taxa of grade IV, 41 taxa of grade III, 42 taxa of grade II, and 45 taxa of grade I. The naturalized plants were 41 taxa including Rumex crispus, Ailanthus altissima, Erechtites hieracifolia, Erigeron annuus, and Poa pratensis. The invasive alien plants were 4 taxa including Rumex acetocella, Sicyos angulatus, Ambrosia artemisiifolia, and Aster pilosus. The plants adaptable to climate change were 43 taxa including 14 taxa of endemic plants, 2 taxa of southern plants, and 27 taxa of northern plants.

The Study for the Flora of 6 Islands Area in the Western Sea of Chungnam Province (충남 서해지역 6개 도서 지역의 식물상 연구)

  • This study was carried out to illuminate the flora of vascular plants of islands at Chungnam. This study was conducted from March to November, 2010. Based on the voucher, vascular plants of in investigated islands were 105 families 326 genera 454 species 4 subspecies 45 varieties 9 forms, totally 512 taxa. Korean endemic plants were 6 species such as Aster koraiensis, Salix koriyanagi, Indigofera koreana, Hemerocallis taeanensis, Hepatica insularis, Philadelphus schrenckii, rare and endangered plants of designated by Korea Forest Service were 4 taxa, such as Magnolia kobus (planted), Koelreuteria paniculata, Berchemia racemosa var. magna, Glehnia littoralis respectively. Phytogeographical special plants were totally 69 taxa, which were grade I of 50 taxa, grade II of 1 axon, grade III of 11 taxa, grade IV of 4 taxa, and grade V of 3 taxa. 14 southern plants and 4 northern plant by criterion from climate change study were found in this area. Naturalized plants were 17 families 46 taxa, that was 9.1% of total vascular plants in this area. Even naturalized plants has not influence on the islands vegetation. However, regular passenger ferry between islands and increasing of visiter will be affecting vegetation.

  • 수자원의 효율적 이용 및 관리는 심화되고 있는 기후변화에 선제적으로 대응하고 발생가능한 물위기에 대비하기 위한 필수조건이다. 그 중 가장 핵심이 되는 요소는 댐에 저수된 물을 효과적으로 이용하는 것, 즉 댐 건설목적에 따라 시간 및 공간별로 적절하게 할당시키는 것이라고 할 수 있다(Kim, 1998). 그러나 단일 댐의 운영과는 달리 수계내 댐군의 연계 운영은 매우 복잡하고 어려운 문제이다. 연계된 댐들간 저수 상황을 고려하여 유역내 시 공간적인 용수 수요의 지속적인 충족을 위하여 유입량 예측의 정확성을 높이도록 하고, 상류 댐에 최대한 저류하도록 하며, 여수로 방류 같은 불필요한 방류를 최소화 하고, 서로 상충되는 목표를 갖고 있지만, 홍수용량 및 발전수위를 최대로 확보하도록 하여야 한다. 이처럼 댐 운영을 위한 실제 상황은 단일 목적에 의한 최적화와는 달리 여러 상충되는 목적 및 구성 요소들간의 타협, 조정을 필요로 한다. 댐군의 연계운영 문제는 1960년대 초부터 현재까지 활발히 연구가 진행되어 온 분야 중 하나이나 문제의 복잡성과 어려움으로 인해 아직까지도 최선의 방안을 제시하기 어려운 문제이다(ReVelle, 2000). 이를 위한 방법은 시뮬레이션 모형 활용기법과 최적화 모형 활용기법으로 대별할 수 있으며 각 방법의 서로 다른 구조적 특성과 장단점으로 인하여 이원화된 체계로 사용되는 것이 현재의 국내 실정이다. 대부분의 실무에서는 이해도도 쉽고, 비교적 결과를 빨리 도출할 수 있는 시뮬레이션 기반의 모형을 활용하며 대표적으로 HEC-5, K-ModSim, HEC-ResSim 등이 활용되어왔다. 반면, 학계에서는 DP, MIP, SLP, SDP 등 최적화기법을 댐운영에 활용 할 것을 제안하고 있지만, 활용에 대한 거부감이 남아있는 것이 현실이다. 본 연구에서는 시뮬레이션과 최적화기법의 원론적 비교를 통해 각 방법의 장단점과 한계점을 분석하고, 왜 이원화된 사용체계로 되었는지에 대한 고찰과 이에 대한 해결책으로 시뮬레이션모형의 장점과 최적화기법의 장점을 결합한 모형을 제안한다. 국내에는 Kim and Park(1998)이 시뮬레이션 기반의 최적화 모형 CoMOM(Coordinated Multi-Reservoir Operating Model)을 개발하였으며, 이후 21C프론티어 연구사업(2001-2011)에서 모형의 보완수정 검증을 통해 실무 활용도를 높여 왔다. 본 연구를 통하여 거부감의 원천을 추적해 보고, 타당한 이유가 있는지 대한 것을 심층 분석해보고, CoMOM모형과 시뮬레이션 모형, 다른 최적화 기법들과의 원론적 비교를 통해 각 방법들의 효율적인 활용방안과 최적화모형의 구체적인 활용방안을 제시하고자 한다.

Vegetation Structure and Management Strategies of Glaux maritima var. obtusifolia Community on the Southernmost Distribution Area in Korea (멸종위기 식물인 갯봄맞이 최남단 군락의 식생구조)

  • Glaux maritima var. obtusifolia is distributed in very limited areas in South Korea and thus designated and protected as an endangered species. This study aimed to identify the diversity of vegetation in the Dangsa coast wetlands, the southern limit of G. maritima var. obtusifolia and to assess determinants of the vegetation and the importance of habitats. The phytosociological method of the $Z{\ddot{u}}rich-Montpellier$ School was used for vegetation classification and mathematical and statistical analyses were also conducted to analyze environmental factors and their relationship with the vegetation. The results of this study showed that there were 4 vegetation units in the Dangsa coast wetlands: Glaux maritima var. obtusifolia-Triglochin maritimum community (included three subcommunities), Puccinellia nipponica s.l. community, Beckmannia syzigachne-Isachne globosa community and Typha laxmannii-Phragmites communis community. It was also found that major determinants of the vegetation include moisture environment, soil depth, water level disturbance, vegetation height, community structure, etc. Glaux maritima was identified to grow most dominantly in the typicum subassociation of Glaux. maritima var. obtusifolia-Triglochin maritimum community, and the species compositions and dominant situations were observed to be similar to those in the southern limit in Japan, adjacent to South Korea. The assessment results indicated that the Dangsa coastal wetlands have a significant meaning from phytogeographical and syngeographical aspects, and contribute as a shelter for diverse species. It is required to establish conservation strategies to accurately determine the value of the wetlands of the Dangsa coast from various perspectives, and to protect and manage them.

Exploring the Transformative Regional Innovation Policy and Applying Local Energy Transition: The Case Studies of Gussing, Austria and Esbjerg, Denmark (전환적 지역혁신론의 탐색과 지역에너지 전환의 적용: 오스트리아 귀씽과 덴마크 에스비아르 사례를 중심으로)

  • The regional innovation policies so far have been separated from the social problems facing the local communities. The regional innovation policies, regarding the region as the location of the business, have focused on the invigoration of business innovation activities. However, as the recent emergence of the new paradigm of innovation policy aiming the sustainability, 'transformative innovation policy,' has led to a search for regional innovation policies that begin with solving the local social problems. This research paper deals with regional innovation theory that starts from searching for solutions and system transformation for social problems such as climate crisis and energy problems. The objective is to present a new framework called 'transformative regional innovation policy' and to improve its content through case studies by combining the results of the transformative innovation policy and the regional innovation policy studies. In particular, the contribution of this paper is to analyze and discuss the concept of the transition platform, which aims to solve the local social problems, through the case studies of Gussing, Austria and Esbjerg, Denmark. Lastly, it discusses the derived implications of the cases applied in Korean society.

Psychosocial Experience in Cheonan Warship Incident Survivors ('천안함 사건' 유가족의 심리사회적 경험)

  • This study is to understand the psychosocial experience in 'Cheonan Warship Incident Survivors'. The study question was how psychosocial experience in The Union of Family Bereaved by Cheonan Warship had been progressed. To answer this question 4 representers ofthe group and 2 reporters had been interviewed using a qualitative research method based on Phenomenology method. From this study the group's experience in had been revealed that they first crisis intervention are to identify and reinforce the strengths and coping skills of a one's family. Second, they gathered their opinion together and assigned the roles to the members, and then, requested what they want responding reasonably. The families' love, the representers' quick judgements and decisions, and the embarrassment of the military and media for the dead, who had been abandoned for long and decayed under the cold ocean, made the national support and respectful treatment possible for the dead and the family. The results of study will be applicable for individuals and groups, who need social work service as an empowerment intervention approach and crisis intervention are to identify and reinforce the strengths and coping skills of a one's family. The social worker's ability to anticipate, understand, and give therapeutic direction to the crisis reaction and the concerns of family members helps to bring around a successful crisis resolution. It is clear to us that wars, suicides, homicides in school settings, disaster and other events are providing unique challenges to social workers who are interested in learning more about the effects such events have on victims of traumatic events.

The Flora of Vascular Plants of Mt. Mangtaebong (Inje-gun, Gangwon-do) in the DMZ area (DMZ일원 망태봉(강원도 인제군)의 관속식물상)

  • 본 연구에서는 DMZ 일원인 강원도 인제군 망태봉(771.4m) 일대를 중심으로 2018년 4월부터 10월까지 총 8회에 걸쳐 식물상 조사를 실시하였다. 관속식물은 76과 187속 235종 2아종 28변종 4품종으로 총 269분류군이 조사되었다. 분류군별로는 양치식물이 7과 21분류군, 나자식물이 1과 3분류군, 쌍자엽식물이 60과 208분류군, 단자엽식물이 8과 37분류군으로 확인되었다. 주요 식물로는 특산식물이 할미밀망(Clematis trichotoma), 무늬족도리풀(Asarum versicolor), 병꽃나무(Weigela subsessilis), 고려엉겅퀴(Cirsium setidens), 처녀치마(Heloniopsis koreana) 등 6분류군, 산림청 지정 희귀식물은 위기종(Endangered, EN)인 구실바위취(Saxifraga octopetala)와 관심대상종(Least Concern, LC)인 도깨비부채(Rodgersia podophylla)로 총 2분류군이 확인되었다. 기후변화취약종인 산림청 지정의 북방계식물은 회리바람꽃(Anemone reflexa), 피나물(Hylomecon vernalis), 돌단풍(Mukdenia rossii), 애기앉은부채(Symplocarpus nipponicus) 등 7분류군이 확인되었다. 침입외래식물은 생태계교란종인 돼지풀(Ambrosia artemisiifolia), 단풍잎돼지풀(Ambrosia trifida), 미국쑥부쟁이(Aster pilosus) 3분류군을 포함하여 총 7분류군이 조사되었다. 유용식물로는 용도가 뚜렷하지 않은 77분류군(28.6%)을 제외한 192분류군(71.4%)이 자원식물로서 이용가치가 있는 것으로 나타났다. 이들을 용도에 따라 구분해보면 식용 107분류군(39.8%), 섬유용 3분류군(1.1%), 약용 80분류군(29.7%), 관상용 32분류군(11.9%), 사료용 87분류군(32.3%), 산업용 2분류군(0.7%), 염료용 3분류군(1.1%), 목재용 7분류군(2.6%)으로 조사되었다.
