Smart specialization은 새로운 산업정책의 유용한 아이디어임에도 불구하고 이론적 논의는 소극적이었다. 이 글은 smart specialization에 관한 논의는 관련문헌에 비해 어떠한 새로운 관점을 제시하고 있으며, 또한 어떠한 이론적인 관련성과 정책정 유용성을 가지는가에 대하여 비판적으로 검토하기로 한다. 먼저, 스마트 전문화의 핵심적인 개념을 계량서지학(bibliometrics)으로 개관한 후, 정책적 유용성에 대해 노정한다. 본 논문의 주된 내용은 스마트 전문화의 장점과 단점을 이론적으로 논의하는 것인데, 이를 스마트 전문화에 대한 비판적 검토라고 할 수 있다.

The aim of this paper is to grasp the impact of entrepreneurial activities of politician and business owner on regional industry amid the rising importance of entrepreneurship as the driver of structural change. In particular, it would help narrow the knowledge gap in empirical research by analysing the entrepreneurial spirit and motivation of the different trait of politicians and entrepreneurs that the relevant research is still insufficient. Through the case of politician' and business owner's entrepreneurship on the carbon industry growth of Jeollabuk-do and innovative start-up entering the lagging textile industry of Daegu, this study unearths the necessity of entrepreneurship, which has not been considered relatively much in the process of establishing regional industrial policies, thereby drawing the policy implication.

As the economic, social, and environmental problems of the local community reach a serious level, our society is realizing the need to foster young talents who discover opportunities in local issues through entrepreneurship education and create social values through creative challenges. However, entrepreneurship education programs are generally focused on commerciality, so customized education programs to solve regional problems are insufficient. Therefore, this study aimed to develop a community problem-solving entrepreneurship curriculum. In this study, a competency based curriculum model was applied to develop the curriculum, and regional problem-solving entrepreneurship competencies were derived through expert advice from a total of 10 people. In the process, the Delphi methodology was additionally used to reduce the possibility of errors in the competency model. As a result of the study, a total of 23 regional problem-solving entrepreneurship competencies were confirmed, and knowledge(K) - skill(S) - attitude(A) by competency consisted of 5, 9, and 9, respectively. By applying this to Dunham's problem-solving six-step model, modular learning support measures were developed in the order of phase 1(problem discovery), phase 2(problem analysis), phase 3(plan), phase 4(measure), and phase 5(evaluation). This study is meaningful in that it integrated theory and practice by developing specific entrepreneurship curriculum and learning support measures based on the theoretical model devised in social welfare. In addition, it has implications in that it developed a regional problem-solving entrepreneurship competency model based on expert advice and proposed a specific curriculum based on this.

최근 세계경제의 중장기적 본 연구는 창업가의 유아기·청소년기를 거쳐 생애 전 과정에 영향을 미치는 부모, 동료, 지도자를 주요 타자로 선정하여 이러한 사람들과의 애착이 창업가의 회복탄력성에 어떠한 영향을 미치는지 실증적 분석을 통하여 알아보고자 하였다. 구체적으로 제시하자면 이 연구의 목적은 다음의 세 가지로 요약된다. 첫째, 우리나라 창업가들이 가지는 부모, 친구, 지도자와의 애착에 대해 파악한다. 둘째, 세 분류의 집단과의 애착이 각각 창업가의 회복탄력성에 어떠한 영향을 미치는지 확인한다. 셋째, 애착을 형성한 이들 세 집단 중 창업가의 심리적 요인에 가장 긍정정인 영향을 미치는지 파악하여 심리적 대인관계를 통한 창업가의 과정에 어떠한 영향을 미치는지에 대하여 실증분석을 실시하였다. 또한 이 과정에서 기업가적 회복탄력성이 미치는 조절 효과를 함께 고찰해보고자 한다. 이를 위해 창업을 한지 2년 이상이 된 창업자를 대상으로 설문조사를 실시하였다. 수집된 자료의 분석을 위해, SPSS 19.0 프로그램을 사용하여 변인들간의 상관분석과 t 검정을 실시하였으며, AMOS 18.0 프로그램을 사용하여 구조방정식 모형(Structural Equation Modeling; SEM)을 분석하였다. 본 연구는 창업가에 중요한 영향을 미치는 대상으로서 부모, 동료 및 지도자와의 애착 정도가 창업가의 회복탄력성에 미치는 영향력을 하나의 모형에서 동시에 살펴봄으로써, 회복탄력성을 높이기 위해서는 창업가의 부모와의 관계, 동료와의 관계 그리고 지도자와의 관계를 긍정적으로 형성하고 유지하는 것이 중요함을 확인하였다. 또한, 부애착이 창업가의 회복탄력성에 모해착과 동료애착에 비해 상대적으로 큰 영향을 미치는 것으로 발견된 본 연구 결과는 아버지 역할을 강조하는 최근의 경향을 반영하는 것으로, 창업가의 회복탄력성과 관련한 아버지의 역항의 중요성을 시사한다. 본 연구 결과는 창업가의 회복탄력성을 높이기 위한 다양한 중재적 노력에 기여할 수 있는 기초 정보를 제공할 수 있을 것이다. 또한, 창업가의 회복탄력성을 높이기 위한 아버지와의 애착 프로그램과 동료 및 지도자와의 관계 향상 프로그램의 기초자료로써 활용될 수 있을 것이다.

Entrepreneurship and innovation are highlighted as a way to overcome limitations and risk factors caused by today's uncertain business environment. As the uncertainty in the business environment increases, organizations are required to adapt to ever changing business dynamics. For this adaptation, entrepreneurship and innovation are crucial factors. This study proposes a model to explain a structural relationship between entrepreneurship, technological innovation, and innovation performance. The unit of analysis focus is small and medium-sized businesses. Empirical results show that there are positive causal relationships from entrepreneurship to technological innovation, and from technological innovation to innovation performance. Additionally, no direct relationship from entrepreneurship to innovation performance can be achieved through innovation activities such as technological innovation. This study points out the importance of entrepreneurship and technological innovation, and suggests that entrepreneurship along with technological innovation should be internalized as business practices leading to increased performance.

Under the environment uncertainty, inno-biz firms are likely to enter into new market with their manager's enthusiasm, know-how, and innovative idea. Therefore, the environment uncertainty would be a new opportunity for their managers with entrepreneurship. The inno-biz firms have limitation on resources that they can utilize, but the industrial infrastructure of the regions that they are located in can be a factor overcoming the limitation of utilizing resources. Using inno-biz firms, this study presents a research model with the effects of environment uncertainty, industrial infra structure, and entrepreneurship on competitive performance. This study examined the relationship showed by the research model, and found the significant relationship by using SEM. And this study found the mediating effect of environment uncertainty, industrial infrastructure, and entrepreneurship on innovative capability. Research results, implications and limitations of this study are provided in conclusion of this study.

오늘날 많은 선진국들이 창업국가를 표방하고 있다. 실제로 많은 연구들은 창업 생태계의 역동성이 국가 경쟁력 향상으로 이어지고 있음을 뒷받침하고 있다. 이에 각국 정부들은 스타트업을 새로운 미래 성장 동력으로 인식하고, 능력 있는 창업가와 스타트업을 자국으로 유치하기 위해 힘쓰고 있다. 본 연구는 창업자들의 글로벌 창업이주(Startup migration)현상과 지역적 창업 생태계의 등장에 주목하여, 그들의 이주요인을 알아보고자 한다. 창업 생태계 관련 선행연구에 따르면 창업자들은 개인적 동기 혹은 가용 자원이 풍부한 환경을 찾아서 국경을 넘는다. 창업이주는 국내 스타트업의 해외 진출을 의미하는 아웃바운드(Outbound)와 해외 스타트업의 국내 창업 허브에 유치하는 인바운드(Inbound)가 있는데, 본 연구는 비교적 선행연구가 적은 인바운드 창업이주(Inbound startup migration)를 중심으로 진행하고자 한다. 본 연구는 선행연구, 선행연구 기반의 질문지 작성, 설문 조사의 단계로 구성되어 있다. 우선 글로벌 창업 생태계를 비교 분석 및 평가한 선행연구를 살펴보고, 글로벌 창업 이주에 영향을 미치는 요인들을 찾아낼 것이다. 이후 전문가 인터뷰를 통해 앞에서 발견한 요인들을 인바운드 창업이주 관점에서 재정리하고 각 요인별로 질문을 추가하여, 설문지를 구성할 것이다. 설문지 작성의 목적은 인바운드 창업이주에 영향을 미치는 요인들 간의 중요도를 알아보기 위함이다. 작성된 설문은 글로벌 창업이주 형태로 국내에 정착한 100여명의 해외국적 창업자들에게 진행될 것이다. 본 연구는 인바운드 창업이주의 핵심 요인들을 찾아내어 이론화하고 이를 실증할 설문도구를 만들어서, 이를 우리나라 인바운드 스타트업들을 대상으로 검증하여 각각의 상대적 중요도를 찾아내었다는 데 그 의의가 있다. 본 연구에서 찾아낸 영향, 요인, 프레임워크는 세계 각국의 창업생태계를 비교하는 후속 연구에 활용될 수 있을 것이고 실증된 결과는 정책 입안에 활용될 수 있을 것이다.

The research purposes is apply to the expectation theory for the China's entrepreneurs want to know the relations model among the entrepreneurial activities, performance and growth intentions. According to the study, all of hypothesis have been suggested. In other words, entrepreneurial activities, growth intentions and performance effects and growth intentions show the mediated effect in the research.

This article offers an account of how regional development policy in Korea has evolved under the influence of actor-networks comprising the cultural circuit of soft capitalism. In so doing, the roles played by transnational actor-networks forged between global consulting firms and national business media are emphasized. For this discussion, the waning of spatial Keynesianism in the country is contextualized in the first place, with particular attention to changing planning goals of key regional development policies including consultancies, influential policy gurus (e.g., Michael Porter and Richard Florida), and local business media outlet Maekyong are found to be key movers and shakers in the transition. These empirical findings call for striking a balance between dominant structuralist accounts and emerging actor-oriented approaches, and also help shed a new light on the dualistic conceptualization of managerialist and entrepreneurial governance in a way that the latter may be a new form of the former.

2010년 이후 대학을 중심으로 앙트러프러너십 교육의 중요성이 강조되면서, 그동안 창업과 기업가정신 관련 프로그램이 양적으로 급격하게 증가하여 왔다. 또한, 부처들이 모여 '대학창업교육 5개년 계획'을 수립하고 추진하며 그 확산은 더욱 빠르게 진행되었다. 하지만 현실은, 앙트러프러너십 전문교수자의 부족, 창업인프라 편중현상으로 인한 교육혜택의 지역편차 심화, 천편일률적이고 파편적인 교육커리큘럼, 그리고 빠른 변화의 스타트업 환경과 속도를 따라잡지 못하는 대학 내부체계 등 앙트러프러너십 교육의 전반적인 문제점이 심각하게 거론되고 있는 상황이다. 이러한 문제들의 해결을 위한 하나의 방편으로 온라인플랫폼을 바탕으로 하는 앙트러프러너십 교육의 질적향상과 양적확산을 통해 문제를 해결하려는 움직임이 일어나고 있다. 이미 해외에서는 대중을 대상으로 온라인플랫폼을 통한 대규모공개수업 MOOC(이하 '무크')가 확산되고 활발히 연구되고 있다. 온라인플랫폼 기반의 앙트러프러너십 교육 또한 비즈니스 범주에서 주요한 위치에 자리를 잡고 있으며, 효과성에도 좋은 결과를 내며 진행되고 있다. 본 논문의 목적은 대규모 개방 온라인교육 수업과정인 무크에 대한 정확한 개념과 구조적 배경의 이해를 통해, 무크 현상의 본질적 가치와 의미를 발견하고 앙트러프러너십 교육에의 적용방법과 기대효과에 대한 고찰을 하였다. 목적한 연구의 진행을 위해 질적연구방법론을 사용하여 최신문헌 검토 및 참여관찰, 심층면담, 이해당사자 인터뷰를 진행하였고, 근거이론을 기반으로 핵심키워드를 도출하여 연구의 전체적인 맥락을 구성하였다.
