기후변화, 석유자원 고갈 우려 등으로 인하여 그린에너지기술 개발에 대한 중요성은 크게 증가하고 있다. 그 가운데, 글로벌화된 경쟁구도 확대와 급속한 기술개발 속도로 인하여 국가간 또는 기업간 기술 개발 경쟁은 더욱 심해지고 있다. 이러한 상황하에서 그린에너지기술 개발을 위한 국제협력의 중요성은 더욱 증가하고 있다. 이에 각 국은 제도적, 경제적 지원을 통한 그린에너지기술 개발 및 국제협력을 적극 지원하고 있다. 그러나 우리나라의 경우 에너지기술 관련 R&D 예산 중 국제공동연구 비중은 0.6%로 선진국에 비해 지원 규모가 부족한 실정이며, 그린에너지기술 국제협력을 위한 기초 정보 역시 부족한 상황이다. 따라서 본 연구에서는 그린에너지기술 분야의 국외 선도 업체 및 기관을 대상으로 기술수준 및 협력의향을 조사하여 대외협력 맵을 구축하였다. 우선 '그린에너지 전략로드맵'상의 15대 기술 분류에서 상세 분석을 위한 주요 에너지기술을 선정하고 기술별 하위 전략품목별로 현황 조사를 실시하였다. 국내 전문가를 대상으로 1차, 2차 설문을 통하여 국제협력 추천 업체 및 기관, 기술수준을 조사하였으며, 조사된 국외 추천 선도 업체 및 기관을 대상으로 설문을 통하여 협력의향과 협력유형을 조사하였다. 조사된 자료를 통해 기술수준과 협력의향을 기준으로 4가지 유형으로 분류하여 대외협력 맵을 구성하고 구축된 대외협력 맵을 통해 국제협력 추진을 위한 시사점을 도출하였다.

To improve cooperative performance, organizations are increasingly developing its technology capabilities to maintain performance and satisfaction with its collative partners. The data for 143 collaboration experiences from domestic manufacturing firms were used to test hierarchical regression model with trust moderating between technology capabilities and collaborative performance and satisfaction. The result suggests that technological human resources, technological organization, technological leadership are the most important factors to affect positively collaborative performance and satisfaction, and there are interaction effects of trust on technological assets and technological organization with collaborative performance and satisfaction.

최근 국제기술환경은 국가 간 기술 개발 경쟁이 치열해지는 동시에 상호 협력도 확대되는 「경쟁」과 「협력」이 공존하는 상황이 전개되고 있다. 특히 세계의 1%에도 미치지 못하는 연구 개발 자원을 보유하고 있는 우리 나라의 경우, 인적·물적 자원의 한계를 극복하기 위해서는 「국제협력」에 적극 참여하는 것만이 유일한 번영의 길이라고 할 수 있다. 이러한 추세에 대응하여 과거 미국과 일본에 과도하게 의존되었던 기술 협력은 최근 EC, 소련, 동구권 등으로 다변화되고 있다. 향후 기술 협력의 추진 방향은 우리의 기술 개발 목표와 해외의 강점 분야를 연계한 쌍무협력을 강화하고, 국제 공동 연구에의 적극 참여와 지구적 문제의 해결에 능동적으로 동참하는 다국간 협력을 추진할 것으로 전망된다. 이하 미국, 일본, EC, 북한, 소련 및 북방 국가들과의 '92년도의 주요기술협력사항을 전망해본다. This study aims at examining the relationship among entrepreneurial orientation, absorption capability, alliance capability and cooperation performance in technological cooperation between SMEs and government-funded R&D Institutes. For empirical analysis, the study conducted a survey on total 2,895 SMEs participating in the technological cooperation programs operated by government-funded R&D Institutes, and collected 332 survey responses. Data were analysed using a structural equation model. Empirical results show that entrepreneurial orientation, absorption capability, and alliance capability influenced the performance of technological cooperation. In addition, alliance capability has a significant effect on absorptive capacity. In order for the technology cooperation between SMEs and government-funded research institutes being successful, efforts are needed to secure companies' entrepreneurial orientation, absorption capability and alliance capability that has the capabilities that SMEs needs for technological cooperation.

민군기술협력사업은 민과 군의 공동활용 기술개발 및 기술의 상호이전을 추진하는 사업으로, 민군기술의 융합을 바탕으로 과학기술을 효과적으로 획득하고 활용하기 위한 국가정책이다. 1998년 이후 현재까지 정부주도의 다양한 민군기술협력사업 진흥정책이 시행되었으나, 일관성있는 범 부처자원의 추진체계 및 위원회와 참여기관간의 상호협력 부족으로 그 효과가 극대화되지 못하고 있어 민군기술협력사업의 효율적인 정책 추진 방안에 대한 연구가 필요하다. 본 연구에서는 정부의 기본계획에 대해 각 수립 시기별로 민군기술협력 거버넌스 변화에 따른 민군기술협력사업의 연구 성과와 민군 기술의 상호 영향성과 문제점을 확인하고, 이를 기반으로 거버넌스에 의한 민군기술협력 사업의 활성화 영향에 대해 분석하였다. 향후 민군기술협력의 시너지 개선을 위하여, 민군기술협력 사업의 정책 주체인 정부부처-위원회-전문가집단 관계구조의 발전 방향에 대해 추가 연구할 예정이다.

협력 다이버시티 기술은 최근 수년간 MIMO(Multiple-Input-Multiple-Output) 기술의 실질적인 대안으로, 애드 혹 네트워크에서의 MIMO 기술로, 셀룰러 시스템에서의 커버리지 확장 기술로 주목을 받아 왔다. 따라서, 협력 다이버시티 기술은 응용 목표에 따라 방식이 다르게 존재하게 된다. 이 논문에서는 기존의 협력 다이버시티 기술들을 몇 가지 일관된 기준으로 분류하여 보고, 이 분야에서 미진한 연구방향으로 다중사용자 환경에서의 협력 다이버시티 기술과 다중 안테나 노드를 위한 협력 다이버시티 기술을 제시한다.

This study aimed to investigate the performance on technology collaboration of small and medium enterprises in Korea from the views of resource-based theory. Considering that supplementing the technical resources is stressed in a motivation of technology collaboration from the corresponding theoretical perspective, a group of corporations to be analyzed was classified into three categories such as high, medium and low technologies depending on the technology level. Moreover, technology collaboration partners were also classified into large corporation, small and medium enterprises, university and institution based on that both tangible and intangible assets that belong to a corporation semi-permanently, and the revolutionary performance was analyzed by each relationship of collaboration between parties. The study results revealed that an influence on the performance of technology collaboration varies by technology level of the small and medium enterprises in Korea and their collaboration partners. In particular, the small and medium enterprises of high-tech industry in Korea were confirmed to accomplish relatively less benefits obtaining through technology collaboration compared to the corporations with low technical skills.

EUREKA is one of the most important international technological cooperations in politics for the EU. Until now, most research examined horizontal business relationships. This paper attempted to discover the factors of vertical business relationships throughout international technological cooperation, specifically EUREKA. The results of this paper found that the supplier in a vertical relationship business could have more power through EUREKA cooperation.
