In this paper, we present a literature review of the mechanisms and methodology for technology spillover, in order to provide a theoretical and practical foundation for estimating the technology spillover effect of public funded R&D programs. Our research consists of four parts. First, we investigate what technology spillover is and how it works. Second, we review the methodology used to empirically measure technology spillover, with a view to understanding the advantages and disadvantages of each method. Third, we identify the gap between the spillover phenomenon and its estimated results, caused by the limitations of the methodology, and discuss the challenges in measuring technology spillover. Finally, we present several considerations to improve the measurement of technology spillover in the context of public funded R&D programs. Our paper provides policy makers and researchers with basic knowledge about technology spillover and helps them suitably evaluate the results obtained from the literature review. In addition, it contributes towards improving the existing methodology by recognizing the gap between the spillover phenomenon and the methodology.

인터넷 기술의 발달로 인해 온라인상에서도 사회연결망이 나타나고 있다. 블로그 월드는 대표적인 온라인 사회연결망이다. 블로그 월드의 구성원인 블로거는 정보를 생성할 수도 있고, 정보를 얻기 위하여 다른 블로거와 명시적 관계를 맺을 수도 있으며, 이러한 관계를 통해 온라인 사회연결망인 블로그연결망을 구성한다. 사회 연결망 이론에서는 사회 연결망에서 정보의 파급이 구성원간의 관계를 통하여 이루어진다고 한다. 그러나 블로그 연결망과 실제 블로그 월드에서 발생한 정보 파급 이력을 비교 관찰해 보면, 사회연결망 이론과 달리 관계가 존재하지 않는 구성원 사이에서 정보 파급이 일어난다. 또한, 정보의 파급이 폭발적으로 일어나는 현상도 존재한다. 본 논문에서는 이러한 두 현상이 서로 연관이 있음을 밝히고, 이러한 현상을 일으키는 원인을 규명하는 분석방법을 제안한다. 제안하는 분석방법은 다음과 같다. 우선, 관계가 존재하지 않는 구성원 간에 정보 파급 현상을 유발할 수 있는 후보원인들을 모두 도출한다. 다음으로, 폭발적인 정보 파급 현상을 보이는 정보의 집단을 데이터 마이닝의 클러스터링 기술을 이용하여 도출한다. 도출된 정보의 집단과 후보 원인간의 상관관계를 데이터 마이닝의 특성분석 방법을 이용하여 구한다. 블로그 월드는 구성원과 그 사이의 관계, 정보 파급 이력에 대한 데이터를 모두 저장하고 있다. 본 논문은 실제 블로그 월드의 데이터를 이용하여 블로그 월드에서 정보의 폭발적 파급을 유발하는 원인들을 규명하고 그 원인들이 가지는 특징을 설명하였다.

Nowadays it is more important to measure the technological impact of a concerned R&D technology on others, when deciding or selecting strategically, under the environment such as more complex, more uncertain and more costly. But there was very few of proper methods to measure quantitatively. So we studied on measuring the technological impact of one group of technologies on others, which means the flow of disembodied knowledge, using patent citation analysis. We reviewed the prior art of the measurement of technological impact, and designs the effective citation analysis method using patent information, analyzing the prior art of patent citation analysis method and ie index. Finally, we developed the disembodied knowledge flow matrix between technology groups, counting citation frequencies between them, using KISTI's US patent database(USPA) and the index to represent the technological impact to others using the developed matrix as well as the intrinsic nature of the technological groups clustering by network analysis. The results of this study is to present the insight of a technological impact on the others quantitatively and this study aims at using them to refer to R&D budgeting and decision making in case of R&D planning or to the basic information to understand technology conversion or fusion.

전력계통은, 발전기, 변압기, 모선, 선로등을 주요소로 한 많은 설비요소로 구성되며, 이들이 일체로 되어 하나의 안정상태를 유지하면서 운용되고 있다. 전력계통 구성요소중, 특히 가공선로는 지역적으로 널리 분포되어 있으므로, 뢰, 풍우, 염분 등 자연 현상의 영향을 받아 단락, 지락등 계통사고 발생이 불가피하며, 또 다른 구성요소들도 각각 고유한 사고형태와 사고빈도를 가지고 있다. 보호방식은 이들 각종 설비에 사고가 발생하였을 때에, 신속히 사고설비를 계통에서 제거하여, 사고 전류의 계속으로 인한 설비손상을 방지하는 것을 그 기본목표의 하나로 하고 잇다. 그러나 사고발생은 단지 설비의 손상을 가져올 뿐만 아니라, 하나의 안정상태를 유지하고 운용되고 있는 전력계통 전체에 대해서, 이 안정을 무너뜨리는 방아쇠로 작용하며, 사고의 계속, 또는 사고제거에 따른 계통구성의 급변등은 주파수의 저하, 계통탈조, 설비과부하등으로 파급되어 전계통 붕괴로 확대될 가능성을 가지고 있다. 이러한 경향은 전원의 원격화와 집중대용량화, 선로조류의 증가등으로, 계통이 복잡화함에 따라 더 증대하고 있다. 이러한 배경을 바탕으로 하여 보호방식의 책무는, 종전의 설비보호 위주에서 사고파급방지에 의한 계통보호(protection for power system disturbance)로 그 중점목적이 옮겨가고 있으며, 이 사고 파급방지보호장치를 계통안정화장치라고도 한다.

In the glocalization a common phenomenon of several nations reveals knowledge innovation and growth by the important subject of region and state and is studied at theory and practice. the successful cases of regional development in an advanced country have leading innovation through regional innovation system and cluster. therefore we are necessary to analyse how the knowledge spillovers in innovative cluster as the reduced model of regional innovation system guide firm innovation and region growth. this article reviews theories and empirical studies of the knowledge spillovers in the regional innovation system and innovative cluster of innovative geography and proposes a new research issues for further explorations of the knowledge spillovers. Previous studies assist that knowledge spillovers exist in knowledge-based industries of specific local area and local innovation accomplishes through pure knowledge spillover. but limits of these studies include narrow region and technological area, few analytical variable and exclusion of rent knowledge spillover. therefore new research topics related with that exemplifies geographical dimension(concentration and decentralization), technological dimension(knowledge based industry), category of analytic variables(previous indicators, time, and social capital), conceptualization(appropriation means, markets for technology) etc.

1980년대부터 새롭게 우리에게 다가온 nm의 세계는 그 동안 마이크로의 기술이 인류에게 가져다 준 성과 이상의 것을 약속하고 있다. Nanoscience와 Nanotechnology라는 용어가 차츰 일상적인 것이 되어가고 있으며 이들 기술을 응용한 제품들이 선을 보이고 있다. STM은, 개발된지 10년이 되는 현 시점에서 다른 분야들에 기술적으로 많은 파급효과를 끼쳤으며 STM자체의 성능도 크게 향상되었다. 앞으로도 성능 향상은 빠른 속도로 진행될 것이며 특히 단순한 측정장치를 넘어 가공과 제조장치로서 크게 기대가 된다. 다양한 형태로 결합된 개별 원자들의 성질을 측정함으 로써 거시적으로 나타나는 여러 복합적인 현상들을 근본적으로 이해할 수 있고 또 nm 수준에 서의 공정제어로 품질 좋은 무결점의 제품 생산을 가능하게 해 줄 것이다.

본 논문은 UCC 문화형성 요인과 특성에 관한 범위를 문화적 해석 범주의 틀 안에서 나타나고 있는 현상을 살펴보는데 목적을 갖고 있다. UCC 문화가 형성하는 가장 큰 영향은 디지털 기술의 보급에 의한 일반인의 이야기를 디지털 영상을 기반으로 내러티브를 전달하는 그 파급 효과가 큰 것으로 살펴볼 수 있다.

본 연구는 21C 프론티어사업과 같이 상용화를 전제로 하는 기술개발사업의 파급효과 정량화를 위하여, 기술의 분석뿐이 아닌 기술개발로 인하여 산출되는 제품과 이를 수요하게 될 산업 간의 연관도의 작성을 제안한다. 그 사례로서 기술 개발의 실용화를 통하여 물관리 효율을 높이고 친환경적으로 신규 수자원을 개발하여 예상되고 있는 한국의 물부족 나아가서는 세계의 물문제의 해결을 목표로 하고 있는 수자원의 지속적 확보기술개발사업단의 기술을 분석한다. 기술개발사업의 최종목표가 상용화를 통하여 달성된다면 개발하고 있는 기술의 경제적 가치 분석 작업에는 당연히 최종수요자에 대한 고려가 있어야 할 것이다. 그러나 일반적으로 기술개발자는 기술의 개발 시 수요자에 대한 고려가 미흡하며, 수요자 역시 개발자에게 충분한 정보를 주지 못하고 있다. 이로 인하여 수많은 정부주도 기술개발사업에는 이른바 Valley of Death, 즉 기술은 개발되었으나 상용화의 벽을 넘지 못하고 사라져 가는 현상이 매우 빈번히 나타나고 있다. 이를 해결하기 위하여 개별기술평가에 기존의 기술연관도나 산업연관도와 달리 이들을 기술개발단계별로 연결하여주는 가칭 '기술-제품-산업연관도'의 작성을 제안한다. 이를 통하여 기술개발로 인하여 궁극적으로 산출되는 제품과 이들을 수요하는 산업들간의 연관관계를 확인할 수 있어 연구 포트폴리오 구성, 기술가치평가 및 공정분석기법의 적용범위 체계화, 수자원의 지속적 확보 기술의 기술이전 및 실용화를 촉진하기 위한 전략 마련에 도움을 줄 수 있을 것이다. 본 연구에서 제안하는 기술-제품-산업 연관도를 통해 수자원의 지속적 확보기술의 정량적 성과평가가 더욱 용이하여지며, 특히 수요자간의 의견수렴절차에서 매우 긴요하게 쓰일 수 있어, 기술개발사업의 타당성을 확보할 수 있으며, 개발기술의 상용화율 제고 및 잠재수요층 개발과 기업 투자자와 정부관계자의 이해도 중진을 통한 사업진행효율 증대를 기대할 수 있다. 또한 본 연구는 각종 개발기술의 파급효과 분석의 가이드라인으로 활용될 수 있으며 다른 기술분야 평가에도 객관적이고 타당성 있는 평가 틀로서 활용 가능할 것이다.

In information society, Convergence was combined with a word 'digital'. Digital convergence means a service or new product which appeared through fusion of unit technologies in information and communication regions. The effects of convergence technologies and social phenomenons are visualized in overall regions of society such as economy, society, culture, etc. In this paper, we described a prospects and technologies needed in digital convergence environment. And we described a wearable computer which was leading case in digital convergence.
