우리나라의 산·학·연 기술혁신시스템을 점검하고 문제에 대한 대책을 제시하였다. 대학의 문제점으로는 교수인력의 유동성부족과 비경쟁체제를 지적하였다. 출연연은 기능을 공공문제해결로 전환해야 하며, 연구원신분의 안정을 지적하였다. 산업계의 R&D 능력의 제고를 위하여, 정부의 유인책을 제시하였다. 그리고 과학기술 담당부처에서는 국가연구개발사업을 공공부문으로 전환할 것을 제안하며, 종합조정의 범위확대, 평가시스템의 투명화, 연구관리의 전문성 보강, 기술분류를 통한 연구관리 그리고 과학산업의 육성을 제안하였다. 이러한 일들이 제대로 수행되려면 공무원의 전문성이 보강되어야 함을 주장하며, 산·학·연 및 공무원의 전문성제고가 우리 경쟁력제고의 가장 중요한 방향이라고 제기하였다.

This paper tries the systematic approach to risk which is a major theme in engineering ethics utilizing science and technology studies. The types of risk can be classified as technical risk, methodological risk, epistemological risk by the degree of uncertainty. The strategies for risk management can be assorted to applied science strategy, professional consultancy strategy, post-normal science strategy. These types and strategies of risk request different kinds of expertise such as technocratic expertise, interactive expertise, democratic expertise. This paper can not only contribute to complement and extend engineering ethics education but also be linked with the goals of engineering education in general.

This work aims firstly to analyse the evaluation expertise in the National IT Industry Promotion Agency(NIPA) which is charge of funding and promoting R&D programs in the field of IT industry, a main part of 'Technology Innovation Program for Knowledge Economy' supported by the Ministry of Knowledge Economy. It will also discuss the policy means for improvement of the evaluation expertise of the NIPA. The results show that the evaluation system of the NIPA has been fair in stage of the selection of evaluators and the career management system of evaluators. But it will be necessary for improvement in stage of the surroundings supporting the expertise during evaluation practise. Therefore, in order to improve the evaluation expertise of the NIPA, I suggested and discussed 12 policy means in accordance with the short term perspective and long term one.

The purpose of this study is to find out what their professionalism is and how their expertise grows among Christian alternative school teachers. Professionalism refers to the broad expertise such as specific knowledge, skills, and attitudes needed for a particular profession. The teacher expertise is also closely related to the life cycle of a teacher. The present study collected and analyzed the data using a mixed research method that combined a survey and interview. The survey, which involved 276 Christian alternative school teachers, asked about the current teacher's interest, the importance and retention of each element of professionalism, and, in addition, the level of external efforts and help in developing professionalism. The in-depth interview was conducted on 7 Christian alternative school teachers and identified the meaning of teacher professionalism, teacher quality and competencies, and environment for the professional growth. The results reveal that the professionalism recognized by Christian alternative school teachers is rather complex. It includes communication and relationship, calling and identity in addition to the curriculum and instruction expertise that reconstructs the curriculum from a Christian perspective. It is further found that teachers' decision to respond to the calling, subsequent continuous self-development, the teacher community that embodies such calling and efforts, and the school environment where autonomy and responsibility coexist, are equally important for their professional growth. Thus, in order to promote the professionalism of Christian alternative school teachers more effectively in the future, it would be necessary to provide programs that take the teacher's whole life cycle into account and are also directed to teachers themselves rather than to institutions. Considering the emphasis on the expertise in communication and relations, pre-service teacher education should focus not only on developing subject matter expertise, but also fostering communication and relational skills with students and other school community members.

This study investigated the effects of academic self-efficacy and resilience on perception of professionalism. The survey questionnaire was completed by 313 pre-service early childhood teachers. SPSS Win program was used to perform MANOVA and Multiple Regression Analysis. (1)The self-regulatory efficacy was significantly different according to grade and experience of child care practice. (2)The control and sociality, positivity were significantly different according to grade and experience of child care practice. (3)The perception of professionalism was significantly different according to grade and experience of child care practice. (4)The self-regulatory efficacy and the difficulty preference affected perception of professionalism. (5)The positivity and control affected perception of professionalism. This study indicated that it is necessary to make efforts for increasing perception of professionalism in pre-service early childhood teachers.

The Quality of Early Childhood Teachers has recently become More Important as the Amount of Time Spent by Early Childhood Educational Institutions Increases. The Purpose of this Study was to Investigate the Effects of Professionalism Awareness and Occupational Stress on Teacher and Child Interactions in Early Childhood Teachers. The Questionnaires were Distributed to 150 teachers in 30 Early Childhood Education Centers and 134 completed Questionnaires were Collected and Analyzed Using SPSS 18.0 Program. The Results of this Study are as Follows. First, the Lack of Leadership and Administrative Support Adversely Affects Teacher's Professionalism Awareness. Behavior Interaction and Verbal Interaction among Teachers and Children are Influenced by Emotional Interaction. Second, analysis of the Influence of Professionalism Awareness and Occupational Stress on Emotional Interaction of Early Childhood Teachers revealed that Among the Sub-factors of Professional Awareness, the Variables of Work Ethics, Professional Knowledge and Technical Requirements Positively Influenced Affective, Emotional, Verbal, and Behavioral Interactions.

Objective: The purpose of this study was to investigate relationship between teacher's emotional intelligence, consciousness of professionalism, and strategies of problem behavior guidance of early childhood. Methods: The subjects in this study were 237 childcare center teachers in Seoul and Gyoungi Province in South Korea. Three different inventories were utilized. As for data analysis, the frequency analysis, reliability analysis, correlation analysis, and Multiple Regressions were conducted through SPSS 21.0 program. Results: The findings of the study were discussed as follows. First, emotional intelligence of teacher had the relationship with strategies of problem behavior guidance of early childhood. Second, consciousness of professionalism of teacher had the relationship with strategies of problem behavior guidance of early childhood. Conclusion/Implications: First, The findings showed that as teachers had the high level of ability in recognizing and expressing their emotion preciously, so the elements triggering the situation of problem were identified and captured, and the ability of use of preventive strategies in advance increased. Commercial and Art movies have different characteristics even when they belong to the same 'movie' category. This study investigated the differential effects of reviewer professionalism and expectation about a movie on the intention to watch the movie. Based on the survey on young potential movie goers, we found that movie types indeed have significant effects. Specifically, in the case of art movie, people had high level of intention to watch when they were exposed to professional reviews. We found that utilitarian expectation mediates between reviewer professionalism and intention to watch for art movie. On the other hand, in the case of commercial movie, people had high level of intention to watch when they were exposed to amateur reviewers. We found that hedonic expectation mediates between reviewer professionalism and intention to watch for art movie. In result, this study contributes to our knowledge to movie industry through showing that reviewer professionalism have different impacts on commercial and art movies.

This study compared and analyzed the levels of expectations of specialized hospitals, and the recognition of professional competency in specialized hospitals for the general public aged 20 years or older and those professionals on the hospital staffs who had more than three years of experience. The research period ran from July 2018 to May 2019. T-test and regression analysis were used for the analysis of the data. Research result; There was no difference in the level of expectations for the specialized hospitals between the general public and the hospital staffs. It was shown that the professional factor affecting subjective expectations of the specialized hospitals was a difference in the way of thinking between the general public and the hospital staff. The professional factor affecting the expected level of hospital use for the general public and hospital staffs was confidence in the doctors. However, the professional factors affecting the credibility of doctors differed between the general public and the hospital staff. The factor for the general public was excellent technical skill in the field, and the factor for the hospital staff was the specialized ability of doctor and their years of medical service. It is thought that efforts are needed to reduce the difference between the perception of hospital staff and that of the general public in order for specialized hospitals to continue to develop.

In recent years, the specialized construction industry has undergone major construction and major industries, and without considering the technical expertise of construction works, the construction industry is promoting the integration and establishment of specialized construction industries according to convenience and abolition of their own industries. As the reorganization plan causes confusion in the production structure and lacks persuasive power by aiming only for industry simplification, it is judged to be desirable to review it according to the detailed characteristics of the specialized construction industry. In this study, -to review the reorganization of a rational classification system that considers the specific nature of the specialization of specialized construction projects, the classification of construction works, major work contents and characteristics, technical expertise, and problems of largescale industry in the case of painting construction and landscaping construction was analyzed. Based on this, aspects to be considered when reorganizing the current professional construction industry classification system are identified and reasonable improvement plans for each industry are suggested.
