As national R&D is increased in scale, technology transfer has garnered more attention in terms of utilizing R&D outcomes. In this study, we analyzed influencing factors to technology transfer, as a way of utilizing R&D results, using data on national R&D. The analyses was performed with 3 subjects: university, government research institute and industry. When royalty is used as a dependent variable to measure the performance outcomes of technology transfers, the analysis showed that R&D funds have positive influence on all three subjects. In terms of government research institute, the influence was significant whether the location is the capital area or Daejeon city. With regards to industry, factors such as whether the project is a cooperative research, applied research, and the research to technology transfer period were found to have remarkable influence. On the other hand, when the number of cases of technology transfer was used as a dependent variable, the analysis indicated that R&D funds have significant impact on university, while for government research institute, the significant influencing factors include both R&D funds and the research to technology transfer period, and for industry have positive influence on applied research. It is therefore necessary to make differentiated policies considering the R&D organizations in order to improve the efficiency of technology transfer performance.

This study aims at establishing a knowledge transfer system between academics and industries in the Chungnam Region. We analyze the difficulties encountered by the technology licensing offices of universities in the Chungnam Region through a practical analysis of the current situation regarding the transfer of the knowledge developed in the universities. The problems found included the poor circumstances of the TLO of the universities, very limited number of requests for knowledge transfer by the companies, distrust of university technologies and the absence of related networks and platforms. Especially, there is insufficient concern and recognition of the regional actors in the knowledge transfer system. Therefore, in order to improve the regional competitiveness, these problems should be fixed by enacting suitable government policies.

국방과학연구소는 정밀기술진흥대회에서 우수 첨단기술을 보유하고 있는 산업체 및 연구소들과의 치열한 기술경합을 통해 4번의 대회참가 중 3회에 걸쳐 금상을 수상받은 최초의 연구기관으로 기록을 남겼다. 군 무기체계를 연구개발하는 국방과학연구소가 정밀기술진흥대회 참가를 통해 대.내외적으로 공인된 관련기술들을 산업체에 개방 및 기술이전함으로써 국가산업 경쟁력 제고에 기여하였다. 지금은 세계 속의 경쟁력있는 연구소를 목표로 하고 있기 때문에 세계 수준의 첨단기술 및 기술 경쟁력을 확보하기 위해서는 대외적인 각종 정밀기술대회에 능동적으로 참가해야 할 핑요성이 증대되고 있다. 우수한 첨단기술을 보유한 산업체들가 기술경쟁을 통해 연구소가 보유하고 있는 분야별 국방관련 기술이 산업체보다 우수함을 검증받아야만 산업체에서 필요로 하는 관련 기술을 산업체들에게 효과적으로 이전시켜 줄 수 있기 때문이다. 따라서 연구소의 주체인 연구원들이 대외의 각종 정밀기술진흥대회에 자발적인 참가를 통해 자체 보유기술에 대한 대.내외 검증과 이로 인한 창의적인 기술개발을 보다 활성화시킬 수 있도록 연구소 차원의 지원과 관련제도의 뒷받침이 절실히 요구된다.

There is a growing interest in the technology transfer and commercialization both at home and abroad. Accordingly, this study looked at the concept of technology transfer and commercialization, identified the factors that should be taken into account in order to facilitate technology transfer and commercialization, and then performed a empirical analysis. As for the conventional technology transfer and commercialization, there was a tendency to limit its scope to the exploration, transfer and commercialization of technology itself. Here in this research, technology transfer and commercialization is defined the category to expand as various activities implemented in order to make sure that intellectual properties such as intangible technological developments, know-how, and knowledge are transferred between the relevant parties through a contract or negotiation, and the party to which the transfer is made can then further develop and exploit the technology into tangible products and other activities to obtain economic benefit out of that. In addition, the findings of the positive analysis of technology transfer and commercialization revealed that the focus of facilitating technology transfer has been on the technology itself, its management and securing efficiency of the systems and institutions involved in the technology transfer and commercialization. So there was lack of recognition as to the importance of financial support given to the phase of technology commercialization. This indicates that when it comes to the technology transfer and commercialization, quantitative performance has been the focus of interest such as patent application, registration, number of technology transfers, royalty, etc. So there was not enough understanding as to the issues of starting up a business, creating quality jobs through technology transfer and commercialization, which are directly related to the realization of the creative economy. In this regard, this research is expected to be used for the development for the future policies to boost technology transfer and commercialization as it suggests not only simply ensuring quantitative performance but also necessary to create the environment for the creation of the stable ecosystem for the parties involved in the technology transfer and commercialization and then to build circumstances in which creative economy can be realized.

국가연구개발사업의 성과제고가 과학기술계 주요 이슈로 부상되면서 사업의 경제적 성과창출에 초점을 둔 기술이전 및 사업화에 대한 요구가 높아지고 있다. 국가연구개발사업에 대한 종합적인 서비스를 제공 하는 NTIS는 국가연구개발성과를 부가가치 창출로 연계시킬 수 있도록 지원하기 위해서 우수유망기술정보 서비스를 도입하였다. 우수유망기술정보는 국가연구개발과제에 대한 최종평가 결과가 우수한 과제의 연구성과(기술) 중 기술이전·사업화의 가능성이 있거나 후속연구를 통해 기술이전 사업화가 가능한 기술을 칭한다. NTIS에서는 2008년부터 우수유망기술정보 DB를 구축하였고 관련 서비스를 제공하고 있다. 본 논문에서는 우수유망기술정보서비스와 관련된 국내외 현황에 대해서 조사하였고 그에 따른 시사점을 제시하였다. 국가연구개발사업에 대한 대내외 환경변화 및 공익적인 사업성격을 고려하여 NTIS 우수유망기술정보서비스의 활용과 관련한 현황을 파악하였고, 개선점을 도출하였다. 더 나아가서 향후 효과적인 활용을 위한 방안을 도출하였다.

디지털 컨버전스와 유비쿼터스와 같이 미래 우리나라 IT분야를 이끌어갈 핵심 기술들을 한눈에 볼 수 있는 장이 열렸다. 올해로 7회째를 맞고 있는 IT테크노마트2005가 지난달 9일부터 3일간 코엑스에서 정보통신부가 주최하고 정보통신연구진흥원과 대학ITRC(IT연구센터)협의회가 공동 주관해 우수 IT기술의 산업체 이전과 사업화지원을 위해 개최됐다.

본 연구의 목적은 산학협력의 일환으로 진행된 RRC 연구과제가 성과로 연결되기 위한 필요요인이 무엇인지를 밝히는 연구이다. 이를 위해 3년간 수행된 67건의 과제를 중심으로 연구책임자와 참여업체를 연구대상으로 조사하였다. 본 논문에서는 산학협력에 대한 이론적 고찰 후, 연구과제의 도출과정과 운영과정을 기술한 뒤, 성과가 높은 집단과 낮은 집단의 주요 차원별 구성형태(configuration)를 살펴보았다. 본 연구의 성격은 이론 검증적 연구가 아닌 이론 도출적 연구이며, 이중 탐색적 단계에 해당된다. 연구결과를 살펴보면, 과제제안의 경우 연구책임자 단독보다 업체의 참여가 중요하며, 이는 차후 과제활용도를 높이고 경쟁력제고에 도움이 된다. 또한 운영상 개선할 사항으로 연구부문에서는 연구성과의 응용보완, 산학협동에서는 소재분야의 수요조사와 미래형 소재산업 방향 제시 등이 있으며, 인력양성에서는 배출된 인력의 재교육과 연구원의 산업체 연수강화 등이 제시되었다. 개발 후 일관 기술이전보다 개발과정 중 참여 업체 연구원 참여를 통한 단계적 이전이 더욱 효과적인 것으로 나타났다. 한편 성공적인 집단과 그렇지 못한 집단의 구성형태를 살펴보았으며, 이 두 집단을 판별하는 중요한 변수로는 과제 선정시 개발가능성과 기술이전 후의 지속적 기술지원의 고려정도가 있으며, 참여기업의 혜택면에서 기술특허 활용정도와 기술관련 애로 사항 해결여부가 중요한 변수로 나타났다.

Recently, US, EU and major development countries, including Korea, have set green growth strategy the for national robust economic growth. Green growth strategy was also adopted as economic stimulus policy. Korea also have established some policies for green growth such as Green Growth National Strategy and 5-years Plan. Thought the SMEs play an important role as the innovative driver that can supply material and components for final products, there are few policies for joining green growth strategy. So, the purpose of this paper is to explore the current extent of public procurement for technology-development products and propose the betterment of it. Firstly, we analyzed the public procurement-policies of major countries to kinds of policy-purposes and types including Korea. and then we deducted the needs to policy utilizing the public procurement for joining the SMEs to green growth strategy. Second, we proposed that the objects of purchase conditional public procurement policy be extent to the pre-commercial technologies. The pre-commercial technologies could be performed further R&D by some other compaines or pubic institutes. Considering the natures of green technology-such as quasi-public-, this improvement would be helpful for SMEs which could create initial-marketplace and sales-references.
