The importance of technology transfer in SMEs has become more important as a way of securing technological competitiveness in the global market. However, it is difficult for SMEs to develop their own technology and not to be ready for acceptance of technology transfer as well. In addition, SMEs have difficulties securing technological competitiveness due to the low frequency of successful commercialization from transferred technology. Thus, this study aims to provide a successful technology transfer plan with understanding the current situation in the Technology Transfer Support Project for small and medium-sized enterprises in Korea. To this end, the survey and interviews on SMEs that participated in the "Technology Transfer Support Project" by TIPA (Korea Technology and Information Promotion Agency for SMEs) in 2006 were conducted. The results indicate that (1) it is important to develop technology that was considered needs and sales for end-users, (2) completed technology should be transferred, (3) continuous research on market trends is essential during the technology development, and (4) continuous marketing activities are critical for a successful technology transfer. For policy makers, we suggest a implementation of "a consulting system" to provide a comprehensive consulting on technology transfer to SMEs.

This The purpose of this study is to propose a Technology Transfer Commercialization Model(TTC Model) that reflects the domestic background of R&D, technology transfer and its commercialization. This study outlines the existing technology commercialization model, examines the background of domestic technology transfer, presents TTC Model, and introduces the application of this model. As a result of this study, the TTC Model suggested the role of each participant in each stage and divided into the provider-led domain and the consumer-led domain. The use of this model can be applied to a technology provider in a way that progressively reduces its role. In the case of technology users, it can be used a corporate innovation model that gradually expands leading to commercialization and profit realization. This study is meaningful in that it clarifies the roles and the level of leadership of technology transfer entities.

첨단기술 분야의 발전 및 기술개발 촉진을 위해서는 개발된 기술의 기업간 이전거래활동이 활발히 이루어져 기술의 상업화와 고도화가 촉진되어야 한다. 이를 위해서는 기술중개기관이나 거래소와 같은 제도적 기반을 갖추는 것뿐만 아니라 특정 기술이 가지는 가치를 중립적 관점에서 평가할 수 있는 방법론의 개발이 요구된다. 기술 구매자와 기술 판매자 사이의 가격협상을 위해서는 특정 기술이 보유한 중립적이고 객관적인 가치가 우선적으로 제시되어야 하기 때문이다. 본 논문은 기술이전거래 촉진을 위한 기술가치평가 모형의 개발과 평가모형에 따른 평가과정을 지원하는 기술가치평가시스템의 개발을 목적으로 차고 있다. 기술가치평가시스템은 웹 기반으로 개발되어, 관심 있는 사용자는 웹 브라우저를 통해 기술적 가치를 실시간으로 신속하고 효율적으로 평가할 수 있도록 구현되어 있다.

In Korea, small and medium sized domestic enterprises (SMEs) play an pivotal role in the national economy, accounting for 99.8% of all enterprises, 87.9% of total employment, and 48.3% of production. and SMEs were driving a real force of the development of national economy in many respects such as innovation, job creation, industrial diversity, balanced regional development. Despite their crucial role in the national development, most of SMEs suffer from a lack of R&D capabilities and equipments as well as funding capacity. Government-Supported Research Institute (GRI) can provide SMEs with valuable supplementary technological knowledges and help them build technological capacities. so, In order to effectively support SMEs, government and GRI must be a priority to know about the factors influencing the performance related to technology transfer and technological collaborations. The paper analyzes the effects of Korean IT SMEs Venture external collaborations and technology transfer on their performances, according to their collaboration activities and technology transfer experiences. The results show that there was a significant difference between '3~5times' of technology transfer experience and 'zero technology transfer experience' in the case of technology transfer experience. In case of technological collaboration type, there was a significant difference between 'R&D manpower' and 'enhancement of technological capabilities including core technologies'. The results show that the effectiveness of technology transfer of Korean IT SMEs Venture depends on experiences, types of collaboration activities. so the results of this research will be useful for Government-Supported research institute (GRI)' policy makers when establishing technology commercialization support policies and strategic planning of small and medium sized domestic enterprises.

Even though papers and patents generated by public research institutions including universities are continuously increasing in Korea, commercialization of research outputs is significantly lower than developed countries. Therefore, it is very important to improve the effectiveness of technology licensing offices(TLOs) of universities. In this study, we study effects of the patent manager dispatch program(PMDP) of the Korean Patent Office(KPO) on the performance of TLOs. KPO has dispatched patent experts to selected TLOs under the PMSD since 2006. Based on data of 126 TLOs, we analysed whether the PMSD has improved the performances of beneficiary TLOs. We tested two related hypotheses: (1)Whether or not a TLO received the dispatch service had effects on its performance? (2)Were early beneficiaries more effective than late beneficiaries or non-beneficiaries because of cumulative learning effects? The main findings are as follows. The past experience in itself did not improve performances of beneficiary TLOs. However, early beneficiaries were better than late beneficiaries or non-beneficiaries, that is, some learning effects might help the beneficiary TLOs improve their performances.

초정밀 가공기술은 선진국에서 기술이전을 회피하는 가장 심한 분야로 광산업의 핵심부품인 반사경, 비구면 렌즈, 광통신매체의 가공과 관련하여 국내의 초정밀 관련 기술의 한계에 의하여 전적으로 수입에 의존하고 있다. 이에 한국기초과학지원연구원은 2005년부터 기존의 측정분석위주의 단순지원에서 국가적 수요에 대응하는 대형첨단연구장비의 국산화를 위한 기술개발에 역점을 두고 있다. 이를 위한 기반기술로써 초정밀 가공 및 측정장비의 설치운영을 통한 첨단 연구장비의 핵심부품을 개발하고 있다. 특히 천문관측용 적외선(IR) 광학계의 초정밀가공기술 개발을 통한 항공우주용 광학계의 국산화 기술 향상에 기여하고 있다.

과학기술계 정부출연연구기관(이하 출연(연))은 과학기술의 연구개발을 통해 국가 및 산업계 발전에 기여하기 위해 정부가 설립하고 운영을 재정적으로 지원하는 기관으로 1966년 한국과학기술연구원 설립 이후 2017년 현재까지 50년에 걸쳐 총 25개의 기관이 설립되어 운영 중에 있다. 설립 목적에서도 확인할 수 있듯이 출연(연)은 연구개발 성과를 활용하여 기술이전 지원을 통한 기업체 경영 성과 달성, 전문 연구 인력 배출, 정부 정책 수립 및 지원을 통한 산업 경쟁력 강화 등의 다양한 경제적 파급효과를 창출해왔다.. 그러나 출연(연) 연구개발 성과의 경제적 파급효과를 종합적이고 체계적으로 파악하기 위한 논의는 비교적 미흡한 실정이다. 이에 따라 본고에서는 기계분야 K연구원의 사례를 중심으로 출연(연) 연구개발 성과의 경제적 파급효과 산출을 위한 분석 틀을 제시하였다. 경제적 파급효과 분석의 틀은 크게 출연(연)의 연구개발성과가 이전 확산되는 산업의 경제적 성장에 대한 기관의 기여도를 산출하는 '하향식 접근'과 기술이전 지원, 전문 연구 인력 배출 등 기관의 연구개발 활동의 경제적 파급효과를 개별적으로 산출하여 더하는 '상향식 접근 방법'을 제시하였다. 이러한 '하향식 접근'과 '상향식 접근'의 활용은 두 방식을 통해 산출한 경제적 파급효과를 상호 비교함으로써 출연(연) 연구개발성과의 경제적 파급효과를 종합적이고 체계적으로 분석할 수 있는 기반을 마련하는데 그 의의가 있다. 향후 본 연구결과가 다양한 출연(연) 연구개발 성과의 경제적 파급효과를 산출하는데 활용되기를 기대한다.
