기술도입대가(技術導入代價)의 결정요인(決定要因)

  • 기술(技術)의 도입자(導入者)는 그 대가(代價)로서 기술공여자측(技術供與者側)의 직접비용(直接費用)뿐만 아니라 시장진출(市場進出) 기회(機會)의 상실을 보상하여 주는 간접비용(間接費用) 및 기술시장(技術市場)의 불완전(不完全)함에 따른 독점적(獨占的) 이윤(利潤)까지 지불(支拂)하여야 한다. 본고(本稿)에서는 기술도입대가(技術導入代價)에서 직접비용(直接費用), 간접비용(間接費用) 및 독점적(獨占的) 이윤(利潤)이 차지하는 비중(比重)을 기술도입업체(技術導入業體)에 대한 설문조사(設問調査)를 통하여 밝히고, 독점적(獨占的) 이윤(利潤)의 결정요인(決定要因)을 분석(分析)하였다. 실증분석(實證分析) 결과(結果)에 의하면, 첫째, 독점적(獨占的) 이윤(利潤)의 비중(比重)은 기술(技術)의 성격(性格)에 따라 큰 차이를 보이고 있기는 하나 평균적(平均的)으로 전체(全體) 기술대가(技術代價)에서 약 70% 이상(以上)을 차지하고 있고, 둘째 독점적(獨占的) 이윤(利潤)의 비중(比重)의 결정요인(決定要因)은 기술(技術)이 개발(開發)된 시점(時點)에서 이전(移轉)될 때까지의 시차(時差), 세계적(世界的)으로 동일기술(同一技術)의 잠재적(潛在的) 공여가능기업(供與可能企業)의 수(數) 및 기술(技術)이 일본(日本)으로부터 도입(導入)되었는지의 여부(與否)를 포함(包含)한다. 즉, 기술(技術)이 개발(開發)된 후 도입시기(導入時期)까지의 기간이 길수록, 기술(技術)의 잠재적(潛在的) 공여가능기업(供與可能企業)의 수(數)가 많을수록 독점적(獨占的) 이윤(利潤)의 비중(比重)은 낮아지며, 일본(日本)의 기술공여자(技術供與者)는 다른 나라의 공여자(供與者)에 비하여 보다 높은 독점적(獨占的) 이윤(利潤)을 대가(代價)에 포함시킨다.

Determinants of Firms' Standardization Activity: Evidence from the Korean Service Firms (기업의 표준화활동 결정요인 : 우리나라 서비스기업에 대한 실증연구)

  • The paper investigates the determinants of firm's standardization activity in the Korean service industry. Standardization variables as dependent ones are standardization management at the firm level, domestic standardization activity, and international standardization activity. The independent variables include innovative activities(R&D intensity and patent application), firm size, export ratio, network, and firm's organization characteristics. We estimated the logistic regression model, using the data from 102 Korean service firms. The empirical findings are as follows. First, R&D intensity has a positive effect on international standardization activity, but not on the standardization management at the firm level and domestic standardization activity. Second, patent application has a negative effect on the standardization management at the firm level. Third, firm size doesn't have any influence on firms' standardization activities in the service sector. Fourth, the level of chief executive officer's interest on standardization is a very important factor in determining firms' efforts to participate standardization process, regardless of types of standardization activity.

  • This study is the basic data on how much the relocation of military unit influenced to local economy based on the survey targeting local merchants in order to analyze the impact on local economy by the relocation of military unit. That is, this study has actually verified the impact of "sales volume factor, floating population factor, regular customers factor" so questionnaires were distributed and collected targeting local merchants. Research results The impact before and after the relocation of army division 35 was verified to be meaningful and practical. This study verified that the relocation of army division 35 has influence the local economy, more research of impact on the local economy by the relocation of military unit shall be continued.

An Empirical Analysis on Determinant Factors of Patent Valuation and Technology Transaction Prices (특허가치 결정요인과 기술거래금액에 관한 실증 분석)

  • Recently, with the conversion towards knowledge-based economy era, the importance of the evaluation for patent valuation has been growing rapidly because technology transactions are increasing with the purpose of practically utilizing R&D outcomes such as technology commercialization and technology transfer. Nevertheless, there is a lack of research on determinants of patent valuation by analyzing technology transactions due to the difficulty of collecting data in practice. Hence, to suggest quantitative determinants for the patent valuation which could be applied to scoring methods, 15 patent valuation models domestically and overseas are analysed in order to assure the objectiveness for subjective results from qualitative methods such as expert surveys, comparison assessment, etc. Through this analysis, the important 6 common determinants are drawn and patent information is matched which can be used as proxy variables of individual determinant factors by advanced researches. In addition, to validate whether the model proposed has a statistically meaningful effect, total 517 technology transactions are collected from both public and private technology transaction offices and analysed by multiple regression analysis, which led to significant patent determinant factors in deciding its value. As a result, it is herein presented that patent connectivity(number of literature cited) and commercialization stage in market influence significantly on patent valuation. The meaning of this study is in that it suggests the significant quantitative determinants of patent valuation based on the technology transactions data in practice, and if research results by industry are systematically verified through seamless collection of transaction data and their monitoring, we would propose the customized patent valuation model by industry which is applicable for both strategic planning of patent registration and achievement assessment of research projects (with representative patents).

A Comparative Study of R&D Transfer by Multinational Corporations between Korea and China (다국적기업의 R&D 이전에 관한 한·중 비교연구)

  • Multinational Corporations (MNCs) are increasingly establishing globally-distributed R&D (Research and Development) centers in which sites around the world work collaboratively to develop new manufacturing and product technologies. Following new globalization strategies, these projects more often include sites in Emerging/Newly Industrializing Economies (E/NIEs). The success of these ventures promises to be increasingly important both for the bottom line of MNCs and for the development ambitions of E/NIEs. This study attempts to identify these trends and to compare R&D transfer between Korea and China. The study identifies specific factors on MNC's R&D transfer and compares those operating factors between the R&D centers in Korea and China, which attract many MNCs in the world. Among those eight dimensions relating to MNCs' operation, there are significant differences in site selection, market characteristics, government support, and R&D networking between Korea and China. The analysis show more positive factors on China than Korea regarding R&D operations. The result will be helpful for both MNC's managers and governments' decision makers with respect to R&D transfer.

Effects of Researcher Characteristics on the Technology Transfer of Knowhow (연구자 특성이 노하우 기술이전에 미치는 영향 -대학교수의 기술이전 시장데이터를 중심으로-)

  • This study analyzed statistically the determinants that affect the royalties of knowledge technology transfer, which accounts for a considerable portion of university technology transfer. As knowledge technology transfer certainly includes a move from tacit knowledge from one side to the other side per se, the scope of knowledge technology transfer is unclear and numerical information of technology transfer, such as research fund scale, which is used widely in previous studies, cannot be used in the analysis. Therefore, this study focused on the researcher characteristics and included its explanatory variables in the present study. In addition, it included the technical characteristics of the knowledge transferred and the characteristics of the contracting company. The knowledge maturity calculated from the appointment year and contract date positively affects the technology royalties, but work experience and patent activity of the researcher are not statistically significant. Statistically significant differences in the technology royalty according to the type of technology transfer and the company location were observed, but there was no meaningful change in the technology royalty depending on the technical field and company business scale.

  • The aim of this paper is to address the factors that influence R&D performance of the Korea Institute of Science and Technology (KIST), the representative government-supported research institute in Korea, through an empirical case study. Using the KIST R&D project data from 2004 to 2008, we investigate the determinants of R&D performance through a logistic regression analysis, and compare the results with the survey data we collected from researchers. Our results indicate that total budget, high rate of temporary researchers, and the outcome of the research director's past publications affect publishing performance, while the size of equipment, materials expenditure, and whether the research is outsourced or not affect patent registration performance and technology transfer performance. Contrary to expectations, major factors of publishing performance and that of patent performance are different respectively, and even the results of the survey data we collected from researchers show the difference. Accordingly, the findings of our study suggest the need for research institutes to consider facilitating communication with researchers and enhancing research policy analysis for improving R&D performance.

  • The purpose of this study is to present meaningful information and policy implications concerning the determinants of royalties to the government-funded research centers and agencies. These groups are responsible for policies encouraging technology transfer from the public sector to the private sector. To identify key determinants of royalties in technology transfer, this study conducted AHP survey analysis (Survey period: 01/10~31/10, 2016) of 85 companies which were participants of the R&D project "Next Generation BioGreen21" of R.D.A in the "N"center from 2011 to 2015. Research results show that the critical factors include: 1)Technical considerations for determining the profitability of the technologies, 2)The interest and willingness of the management group, 3)Necessity and urgency of technology transfer. These findings suggest three main policy implications. First, the government-funded research centers and agencies should develop technologies that help companies improve their commercialization as well as the profitability in the near future. Second, government-funded research centers and agencies should consider reducing the administrative burden of the royalty payment for private companies. Third, public R&D projects should reflect the proper research schedule for technology development on the basis of the R&D time span of companies which transfer technology.

A Study on Determinants of University TLO's Performance: Effects of the Patent Manager Dispatch Program (대학 TLO의 성과 결정요인에 관한 연구: 특허경영전문가 파견사업의 효과를 중심으로)

  • Even though papers and patents generated by public research institutions including universities are continuously increasing in Korea, commercialization of research outputs is significantly lower than developed countries. Therefore, it is very important to improve the effectiveness of technology licensing offices(TLOs) of universities. In this study, we study effects of the patent manager dispatch program(PMDP) of the Korean Patent Office(KPO) on the performance of TLOs. KPO has dispatched patent experts to selected TLOs under the PMSD since 2006. Based on data of 126 TLOs, we analysed whether the PMSD has improved the performances of beneficiary TLOs. We tested two related hypotheses: (1)Whether or not a TLO received the dispatch service had effects on its performance? (2)Were early beneficiaries more effective than late beneficiaries or non-beneficiaries because of cumulative learning effects? The main findings are as follows. The past experience in itself did not improve performances of beneficiary TLOs. However, early beneficiaries were better than late beneficiaries or non-beneficiaries, that is, some learning effects might help the beneficiary TLOs improve their performances.

  • This study was carried out to forecast the future paradigm of design from the perspective of change in social environment within which design evolves through the process of birth, growth, development, and decline rather than changes within design itself. In general, before man takes an action, he sets the aim with mental and conceptual value decided internally and he considers various tools and means in his circumstance externally. Then he decides his action based on the most resonable and economic way. This is the mechanism by which all the living subjects including the human being survive and evolve within the given environment. In this respect, the future of design can be also explored and speculated in terms of change of man's mental value and the technology in future (this view is the same with what socio-culturalists see both cultural and technological determinism as a major factor for social change). Based on the view above, the present study extracted major keywords for a possible change of future design based on keywords on the present mental value and norm, and the materialistic technology and economy.
