  • This study examines the effects of technological capability and domestic marketing capability of SMEs on the export market orientation, focusing on the moderating effect of market turbulence. This empirical analysis, based on surveys collected from 206 small and medium-sized firms located in Gwangju and Jeonnam provinces, yielded the following conclusions. First, technological capability of SMEs has a positive impact on export market orientation. This result not only is consistent with preceding studies but also suggests that when technological capability of SMEs is utilized as their own unique asset to reduce liability of smallness or liability of foreignness, the tendency to export might be increased. Second, domestic marketing capability of SMEs has a positive impact on export market orientation. This result suggests that as the domestic marketing capability of SMEs is used as prior knowledge reducing uncertainty to enter the overseas markets, the tendency to export might be increased. Third, as a result of examining moderating effect of market turbulence, it shows that market turbulence moderates the relationship between domestic marketing capability and export market orientation toward a negative(-) direction. That is, since market turbulence might weaken the relationship between domestic marketing capability and export market orientation, SMEs which belong to the industry considering marketing capability important need to develop strategy with consideration for market turbulence. This study provides theoretical and practical implications in that it reveals factors positively affecting export market orientation and market turbulence can be utilized as a moderator.

  • Great attention has been paid to absorptive capacity (AC) as a means of technological innovation. However, few developing countries have demonstrated real success in the development of their technologies and economies. Global issues such as climate change, contagious disease, etc. require more active cooperation between developing and developed countries. This paper makes the novel argument that the donor's transplanting capacity (TC) should be developed and coevolved in concert with the recipient country's AC. Review of the literature shows that AC depends on a prior knowledge base and an intensity of effort. In this article, we analysed the case of KIST and suggest that codification of development experience, localization of innovation capacity, and donor committment comprise the core elements of TC. Nonaka (1994) argued that interaction between tacit knowledge and explicit knowledge can synergize to increase the overall store of available knowledge. Development experience, which leans heavily toward tacit knowledge, should be transformed into explicit knowledge for more efficient technology diffusion. The technological environments of recipient countries vary from those of their donors, which is why innovation capacity should conform to local conditions in order to make transplantation smoother. Donor committment is also critical for successfully transmitting valuable experience.

  • Small and medium enterprises (SMEs) endeavor to overcome the adverse resource conditions and secure competitive advantage through technological innovation capability. Prior studies have focused on the overall or specific dimensions of technological innovation capability, and examined their performance impact. However, there has been less scholarly attention on the dynamic characteristics such as the relative importance of technological innovation capability or its performance impact at the different growth stages of a firm. In this vein, this study investigates the relationship between SME innovation capability and innovation performance at each growth stages of a firm. Based on the empirical analysis of manufacturing SMEs in Korea, we found that all dimensions of technological innovation capability had positive effects on innovation performance. However, each dimension of technological innovation capability had different effect on innovation performance by the growth stages. The planning capability can improve innovation performance at the growth and maturity stages. Manufacturing capability can have positive effect on innovation performance at the maturity stage. Both of new product development capability and commercialization capability contribute to innovation performance at all of the growth stages. This study suggests the guidelines for enhancing technological innovation capability at the different growth stages of SMEs. It also provides policy implications for the design and operation of growth-stage specific programs. Finally, the limitations of the research and future research directions are presented.

  • This paper proposes the science and technology policy implications of power law in econophysics methodology under the recent convergence technology environment. Empirical results are summarized as follow: first, similar empirical results are showed up using Hill estimates and Rank-1/2 estimates in patent data set during 1990 through 2008. Second, the estimates of power law exponents for technology capability distribution are decreased during the periods. The policy implications for science and technology development draw from the empirical results. First, the fact that the exponents of power law are decreased show the convergence of technology capability among countries. The our country policy directs focus on the innovation strategy rather than imitation strategy. Second, the volatility of technology change results from a few capable technology developers so that policy direct may need to control the technology power in the large technology developer or company. The methodology and analytical results used in the paper may also be useful for consider for the science and technology phenomena such as convergence and divergence of technologies among countries in the world.
