These days, the environment surrounding university has been changing rapidly and largely. Especially, the academic entrepreneurship for university spin-offs and wealth creation is being emphasized. And therefore, the importance of industry-academy-research institute cooperation for technology transfer and commercialization is increasing more and more. According to that, government have made various legal system and support the university activities for their autonomous and practical technology use, and one of that core means is to make university establish the special organization for technology transfer and commercialization, and support its activities systematically. This paper aims to study legal system on the special organization for university technology transfer and commercialization in korea. Especially, it is layed emphasis to search the problems and find out the improvement ways about the special organization. For this purpose, the legal system and necessity of special organization in university and other research institute are reviewed in domestic and abroad, the type and operation methodology of special organization in the existing laws are investigated in korea, the operation effects of several organization are analyzed, and lastly the improvement methods for activating the organization are studied and suggested.

본 연구에서는 기술사업화 관련 1987년부터 2016년까지 국내 등재학술지에 발표된 198편의 논문을 선정하여 분석함으로써 관련 국내연구의 동향을 살펴보았다. 그 동안 축적된 국내 기술사업화연구의 시대별 흐름과 전체적인 경향을 살펴보고자 기술적분석(descriptive analysis)방법을 적용하여 연구영역, 연구방법, 연구주제, 연구대상에 대한 분석을 실시하였다. 연구시기별 분석을 통해 "기술이전촉진법" 제정 후 약 2년 후인 2002년부터 국내등재학술지에 기술사업화 연구논문 게재가 본격화되었고, 지난 2016년에는 2002년 대비 5배에 달하는 연구논문 증가세를 확인할 수 있었으며, 연구영역분석에서는 기술혁신 연구관련 4대 학회지(기술혁신학회지, 벤처창업연구, 기술혁신연구, 지식재산연구)의 연구논문이 전체의 40% 점유사실이 관찰되었으며, 분석대상논문들에 적용된 연구방법들을 살펴본 결과, 양적연구가 전체의 53%, 문헌연구 29%, 질적연구 11%, 혼합연구 8%의 순으로 나타났다. 연구대상별 연구동향은 기술수요기업을 대상으로 하는 연구가 전체의 33%, 정부의 정책 제도 및 시스템을 연구대상하는 연구가 29%를 점유하고 있다는 분석결과가 나왔으며, 연구주제의 동향분석과 관련해서는 '사업화 프로세스'를 주제로 연구한 논문이 전제의 28%, '기술사업화 요소'에 대한 연구가 전체의 23%를 차지함을 살표볼 수 있었다. 본 연구에서는 지난 30여년에 걸친 기술혁신정책들과 연계하여 그 동안 축적된 연구들을 분석하여 국내학계의 연구동향을 보다 넓은 시각에서 조망해보는 최초의 시도라는 점에서 우선적인 의의를 찾을 수 있으며, 기존 연구들을 체계적으로 분석하고 정리해 봄으로서, 그 결과로부터 향후 기술사업화 정책방향에 대한 시사점 제공과 향후 연구방향에 대한 실질적인 함의를 제공할 수 있는 기초자료로 활용될 수 있기를 기대해본다.

Patent application as achievements from R&D institutions in public sector have quantitatively increased by expanding R&D investment for enhancing competitiveness but there have been few tangible outputs from the investment. From this reason, TLO(Technology Transfer&Licensing Organization) and its operation becomes more important to implement technology transfer and commercialization and to bring success in the related business. To get work done more efficiently and to improve utilizing products of the R&D in the TLO, this research is to draw domains and activities of TLO and establish its task systems by prioritizing activities. From literature reviews and expert interviews, we generated 6 work domains and 21 task items. Applying AHP analysis, we discriminated the relative importance from task items and analyzed its priority. The finding of this research can provide implications for TLO to increase work efficiency and improve its performance.

This study analyzed the effects of TLO's organization size, expertise, and economic compensation on technology transfer performance using the panel data of Government-Funded Research Institutes in 2013-2016. First, the size of TLO personnel and budget have a positive effect on the technology transfer performance. However, in the case of TLO manpower, the statistical significance of the effect on the number of technology transfers was only 90%, and it did not affect royalty. Second, TLO expertise has a strong impact on technology transfer performance. It shows that the number of professional license holders, such as patent attorney or a technology valuer, has a statistically significant effect on the increase of the technology transfer number and the royalty under the 99% confidence level. However, unlike expected, the size of the Ph.D. did not seem to have any effect on technology transfer performance. Finally, the economic compensation for TLO does not affect both the number of technology transfers and the royalty. It does not seem to work as an appropriate incentive system, because the absolute size of the compensation is too small. The results of the above analysis suggest that it is important to secure expertise in order for the TLO organization to play a substantial role, and it is necessary to improve the economic compensation system to attract TLOs to technology transfer.

Recently, R&D policy has importantly emphasized the creation of economic values added through the research performance developed by public research institutes. However, the research performance hasn't been still used and diffused effectively in Korea (Republic of Korea). This empirical study analyzes the effects of performance management & application capabilities and activities on technology transfer from public research institutes in Korea. Our dataset consists of total 84 Korean universities and government-funded research institutes in 2011. Performance management & application capabilities include dedicated organization, researcher-to-professional ratio, technology transfer and commercialization budget, and performance management & application activities include regular conduct of 3P analysis, pre-adjustment, post-management. The results show that performance management & application capabilities (except researcher-to-professional ratio) and activities are positively related to technology transfer. The results of this study contribute to the establishment of R&D policy to promote management & application of the research performance.

Environmental R&D management system has been analyzed with LCA method. Based on the analysis, we found the following four elements were essential for improving effciency of environmental R&D management system: establishment of an information clearinghouse that collects and distributes information on the status of the domestically owned environmental technology, Periodic survey of the environmental technology demand to give guidance in selecting the environmental R&D project that are to be subsidized, dissemination of information on the technology transfer and commercialization assistance program, and increased funding as well as the expansion of project categories eligible for R&D subsidy.

현재 지역산업진흥계획이 수립되기까지 수도권 억제와 지역경제 활성화를 위한 다양한 정책 및 법령들이 수립${\sim}$제정되어 왔으나, 그 성과는 미흡하였고, 첨단산업과 지역의 발전을 함께 추구한 과학기술 집적지 조성정책도 연구기관과 산업체간의 기술개발에 대한 수급의 불일치, 지역별 특성화와 차별화 미흡, 사업간 연계성 부족 등으로 성과는 미약하였다. 중앙 부처에서 다양한 지역산업 관련 기술개발 지원사업도 전개해 왔으나, 부처별로 독자적으로 사업을 추진하여, 정책 상호간의 연계성이 부족하고 투자 효율성이 저조하여, 산업자원부에서 산업발전법에 근거하여 2002년 '지역산업진흥계획'을 수립하였다. 이 계획은 지역별 전략산업을 중심으로 한 지역혁신체제 구축에 초점을 두고 있으며, 지역의 내생적 성장을 위한 네트워크 형성, 투입요소 증대에서 지역 산업경쟁력 강화로의 전환, 중앙정부와 지자체의 공동 계획입안 등에서 기존의 정책들과 차이를 보인다. 지역산업정책의 최종목표는 '지역균형발전'이며, 중간목표는 '지역산업의 활성화'라고 할 수 있다. '지역산업의 활성화'를 위한 기본전략으로 '3개 권역별 전략산업 집중 육성'과 '제도적 기반 구축'을 제시하고 있다. 이러한 기본전략은 매우 포괄적이어서 정책수단으로 보기에는 무리가 있다. 따라서 이러한 기본전략 하에 추진하고자하는 사업들을 검토하고 평가의 목적에 맞게 유형화함으로써 동지역균형발전과 지역경쟁력의 강화이며, 그 기본전략으로는 지자체의 역할제고를 바탕으로 한 전략산업 중심의 지역혁신체제(Regional Innovation System : RIS) 구축을 제안하고 있다. 지역 내에서는 각 조직 간의 역할분담이나 연계가 이루어지지 않아 인력과 재원 및 특정분야에 대한 중복투자 문제가 지적되고 있으며 각각 소규모여서 규모의 경제효과를 꾀할 수 없고 경제적 효과가 가시화되는 데에는 오랜 시일이 걸리고 있고, 지역의 산업발전을 체계적으로 기획하고 지역내 다양한 이해관계를 조정하는 총괄 추진기구가 없어 효율적인 지역산업육성에 한계가 있었다. 지방정부의 과학기술예산 및 전담조직, 산업경제예산 및 전담 조직의 부족과 미 정착으로 독자적인 지역과학기술정책이나 지역산업정책은 물론이고 지역혁신정책을 수행하기 어려웠으나, 지역의 특성과 잠재력에 맞는 사업을 발굴하여 중앙정부에 건의하고 지역 내 각 프로젝트를 총괄 조정하는 중개자 역할을 지역전략산업기획단이 그 역할을 수행하고 있다. 지역혁신체제의 중심기관으로 중개기관과 협력 프로그램에 의한 플랫폼 구축 및 지역산업발전의 기획${\sim}$조정기구로서, 선진국의 지역발전기구(Regional Development Agency : RDA)인 지역전략산업기획단이 2002년도부터 산업자원부와 9개 시도에 의해 설립되어 지역네트워크의 활성화와 클러스터의 형성 촉진을 하게 되었고 2004년도에는 13개시도로 확대${\sim}$운영되고 있고, 지역특화사업(H/W)과 지역산업기술개발과제(S/W)와 함께 패케지 형태로 지원되며, 주요역할은 크게 지역산업의 정책기획 분야와 평가관리, 지역혁신역량 조사 및 DB구축 등으로 구분된다. 그중에서도 권역별, 지역별, 지역산업진흥사업 육성과 중장기 산업발전계획을 수립하기 위하여 지역혁신역량을 바탕으로 한 지역 Technology Road Map(TRM)작성사업은 전국공통의 1단계 사업으로 실시 ?榮쨉?, 2005년 3월 기준으로 9개 지역(강원, 대전, 충남, 충북, 경북, 울산, 전남, 전북, 제주) 26개 산업분야를 대상으로 23개가 완료된 상황이다. 이를 근거로 한 지역정책과 R&D 과제 및 필요 인프라의 도출이 체계적으로 구축되어 지역산업 발전을 위한 기술역량이 강화될 것이다.

The industrial Technology Development Program enables the recipient to set up technology infrastructure and to facilitate technology diffusion. In return, government charges royalties to the program recipient. However, the current royalty system is not effective form. This study analyzes the various aspects of royalty collection methods applied to the Industrial Technology Development Program and recommends the following: a) to establish a royalty collection system with appropriate charges for both fixed royalties and running royalties, dependent upon type of technology development b) to seek a method to setup different collection periods for industrial categories in consideration of product life cycle c) to review on ownership of intangible property. In addition, in order to manage the entire royalty process effectively, prompt establishment is needed in order for a responsible evaluation institute to create task forces to evaluate technology value, to transfer technology, to support technology commercialization, to collect and manage royalty and expand and report result.

This study investigated the success factors of technology transfer and commercialization in the high-technology industries. We specifically analyzed the case of technology transfer between KETI and probe card company. The main purpose of this research is to seek and analyze the most influential factors which can lead to successful technology transfer and technology commercialization both in terms of government policy and corporation strategy. This research oversees the previous research works. framework setting and case study analysis to derive implications in the following points of views: technology receiver, technology provider, technology's characteristics, technology transfer's process. The important findings of this study are as follows. In the terms of technology receiver, the experience in technology transfer and commercialization, will to support for R&BD and rich technology pool are also important. In terms of technology provider, acquisition strategy, will to push, complementary assets and absorptive capacity are very crucial. In terms of technology's characteristics, R&D stage, technology category and connectivity of existing technology are closely related with successful transfer and commercialization. Finally, Support of TLO and active participation of transfer process are important factors in terms of technology transfer's process.
