Improvement Strategy of R&D Support to the IT Enterprises (IT 기업의 R&D 지원 개선 전략)

  • In 1997, Korean IT enterprises were 9,000 in numbers and Gross Domestic Product (GDP) took 8.6%, and IT industry employed 400,000 persons. In 2002, it has increased : 21,000 companies, 14.9% of GDP, and 500,000 employees. National policy have diverse programs to the IT industry sector. Ministry of (MOC or MIC) have invested the R&D Program since late 1980. National subsidizes have been provided directly or indirectly to the programs. Direct subsidizes policy conflicts to the principle of the free competition market but it's very powerful to the IT organization (such as institutes, colleges, and companies) for the IT industry. This paper analyzes the national R&D subsidy systems and suggests the advanced systems.

  • Since the Korean economic development path has been unique compared to other counties, it is necessary to build an incubation ecosystem matching with unique economic environment in Korea. In order to revive the dynamism of the economy, establishment of the incubator ecosystem should be a policy priority so that ventures with innovative ideas and challenging minds can grow into a global stage. The purpose of this study is to derive the policy implications for establishing ecosystem and infrastructure by comparing to other OECD countries such as US, Israel, Finland, and Japan that can offer meaningful policy implications to Korea. For this purpose, the most appropriate model for explaining the incubation ecosystem in Korea was designed. PCII Model (People, Capital, Incubating, Infra) has 4 elements. It provides a framework for incubation of entrepreneurship, funding for start-up, incubation course, establishment of business foundation infrastructure. The comparative analysis was conducted with 12 sub-items under 4 elements and qualitative and quantitative evaluations were performed for each category. As a result of the comparative analysis, Korea's incubation policy seems to be still in the initial stage in terms of establishment of ecosystem compared to other countries. Therefore, a systematic approach based on the ecosystem model is needed other than the short-term incubation policy.

  • In the past, technology commercialization was implemented in a narrow sense, such as technology transfer or start-up support. It has been pointed out that lack of entrepreneurial experience, failure in technology development, and insecure markets lead to failure of technology commercialization. The project supporting direct commercialization of technologies owned by academic and research institutes conjoins public funds and operating power of large enterprises to introduce a new technology commercialization model that combines commercialization technology with capital, market, and government policies. And pain points for direct commercializing technology was derived. Through research and analysis, a gap was found between the demand factors and the capability of the actors performing the technology commercialization, and it showed a significant correlation with the paint points. In consequence, measures were drawn to improve support policies to enhance the efficiency of commercialization of technologies held by universities and research institutes.

  • Job creations through doing star-ups is the biggest issues for almost nations. This study explores the entrepreneurial university's rule for making job creations based on Smart specialization and entrepreneurial university perspectives. In order to the aims, this study reviews the previous literatures and examines the some Israel universities, which is Technion University, Hebrew university as well as government support policies. Technion University and Hebrew university have own technology transfer institutions composed of experts for technology transfer and doing start-ups by using technologies. Each institutions have own characteristics regarding technology transfer and doing start-ups. T3, which is technology transfer institution of Technion University facilitates the start-up by step-by-step supporting mechanism. T3 has been operating EIR which has focused on business and marketing. Yissum, which is technology transfer institution of Hebrew university has board members. they have crucial roles to success the start ups. they can reconciliate the conflicts between university and Yissum. Also they can participate the business activities as mentors. Start-up money will be supported for even sprout state technology if their technologies are a promising business. Risk sharing between universities and start-ups influences on the increase of success ratio in Israel when comparing to that of Korea.

정보통신연구개발사업의 우선순위 설정과 적정자원 배분 - 다기준의사결정(MCDA) 방법의 적용사례 -

  • 이 논문은 정보통신정책 목표와의 연관성 속에서 정보통신연구개발사업의 우선순위를 설정함과 아울러 비용효과성에 바탕을 둔 적정 자원배분 도출하는데 주안점을 두고 있다. 복합적인 목표를 가진 연구개발사업에 대해 사업부문별 그리고 기술분야별로 객관적이면서도 설득력있는 자원배분지침을 마련하기 위하여 본 연구는 다기준의사결정(MCDA: Multi-criteria Decision Analysis) 방법을 채택하고 있다. 이 방법론에서는 사업의 목표와 우선순위 판단기준 및 사업대안이 계층적으로 연계된 분석구조를 설계하여 사업대안의 우선순위를 먼저 설정하고, 여기에 정수계획법(Integer Programming)을 결합하여 사업의 목표와 연계된 비용-편익 관계(Cost-benefit relationship)를 최적화하는 바탕 위에서 사업대안별 자원배분 시나리오를 제시하게 된다. 이러한 절차로 사업부문별 및 기술분야별로 각각 도출된 8개의 자원배분 시나리오는 자원배분 경향치의 안정성(Stability) 분석과 자금지원의 과부족에 대한 현실적 적합성(Relevance) 분석을 거쳐 최종적으로 하나의 적정 자원배분방안으로 수렴되도록 하였다. 우선순위 설정에 기초가 되는 사업대안의 편익에 대한 자료는 전문가의 정성적 판단을 통해 수집되었는데, 이를 위해 정보통신기술 부문에서 활동 중인 중견 이상의 총 58명의 산학연 전문가를 대상으로 한 조사를 실시하였다. 먼저, 기초기반ㆍ전략기술개발사업, 연구ㆍ기술인력양성사업, 산업응용기술개발사업, 기술기반조성사업 등 4대 사업부문에 대해서는 (ⅰ) 정보통신 기술능력의 축적, (ⅱ) 정보통신산업의 경쟁력 강화, (ⅲ) 정보통신기반의 기술고도화, (ⅳ) 정보화를 위한 기술역량의 제고 등 주요 사업의 편익을 나타내는 4개 기준으로 우선 순위를 판단하였고, 정보통신망기술, 전파 및 RF 기술, 정보처리기술, 반도체 소자/설계 기술 등 13개 기술분야에 대해서는 (ⅰ) 공공정책적 임무에 대한 기여, (ⅱ) 기술자립기반의 확충, (ⅲ) 기술발전성과 기술적 파급효과, (ⅳ) 기술적 산물의 시장잠재력 등 기술분야 연구개발을 통한 편익을 나타내는 4개 기준으로 우선순위를 판단하였다. 우선순위는 사업대안에 대한 가중치로 표시되었고, 적정 자원배분방안은 추정된 총예산 규모에 따라 지원수준에 대한 일정한 제약조건 하에서 비용-편익 관계에 따른 자원의 최적 할당량으로 제시되었다. 본 연구는 총예산 규모의 가변성, 사업 및 기술분야 대안의 분류체계에 대한 공감대 부족, 사업목표의 상호연관성과 우선순위 판단기준의 부분적 중첩성 등 여러 제약요인이 있어 도출된 구체적인 수치보다는 방향성에 더 큰 의미를 부여하는 것이 바람직하다. 그러나, 이러한 연구의 한계에도 불구하고 도출된 우선순위와 적정 자원배분방안은 문제해결의 실행타당성을 감안하여 비교적 객관적이고 균형있는 결과로 판단된다.

A Comparative Study on the Material Element in Traditional Palaces of Korea, China, and Japan (한ㆍ중ㆍ일 궁궐건축의 재료특성 비교연구)

  • The purpose of this study is to ascertain the material design element in traditional palaces among those in the neighboring three nations of East Asia, notably Korea, China and Japan. Undoubtedly the ultimate goal to be pursued has to be inquiry into the identical prototype of Korean material design element. The cultures of East Asia, finely balanced between survival and extinction, sought to tame the natural world. They transformed its raw materials so as to more convenient human life. In this study, the material of the traditional palace is characterized by the actual use. It is to be noticed that the mainly common characteristics of the material is naturalism'. That is, the kind of material is differed from the country - marble or granite, nanmu or cypress -, the East Asian countries have similarity and make use of their own native materials. The typical features of China are glassy surface by artificial process, the meandered curve. In Japan, made-up rough surface by artificial skill. While the major features of Korean material design element are rough surface by natural process.

  • The Yangsan Forest Management Station (YFMS) of Korean German Forest Management Project (KGFMP), working with the 6 legal villages of Uljugun, Kyongnam, led the forest owners in the area to organize the Forest Management Cooperative (FMC) voluntairily for improvement of private forest management and fostered it as a model from May 1975 to Apr. 1984. YFMS sent out FMC a forest manager as a forestry expert carrying out the leading extension program at the equal position with forest owners and gave FMC financial, administrative and technical assitances. During the 6 years from 1977 to 1982, 4 FMC were founded and are being operated democratically. 228 forest owners have taken the membership of their own free will and the forestland of the members covers 2,567 ha equivalent to 57% of the total private forest in the area. During the period the total area of the planting and tending is 4,185 ha, this means that a member executed 3.1 ha of forest operations per year in average, showing the high willingness on forest operations. In addition the joint works have resulted in the joint properties equivalent to 27 million Won and it will be an important foundation for operation of FMC which is a forest owners's cooperative organization for improvement of private forest management in this area. The total expenditure spent for the fostering of FMC amounted to 497,587 thousand Won and 58% of them were charged from KGFMP funds, 27% from the forest owners and 15% from public funds. The expenditure for investment was 273,104 thousand Won and 59% of the sum were appropriated as subsidies at the national level. The forest owners charged 43% of that and this means that each member invested approximately 100 thousand Won to his forestland per year in average. For the extension program 169,503 thousand Won were spent and it can be explained that 5,885 Won were spent per ha a year. The organization of FMC operated autonomously in a democratic way and the horizontal and leading extension system, which aspects the human rights, were very much effective in fostering the cooperative organization of forest owners for improvement of private forest management.

  • Since the late 20th century, due to the globalization of markets and the rapid developments of information and communication technologies, the world has entered into the age of fierce competition. With their abundant low-cost labor, former communist countries such as China, Russia and East Europe and former low-developed countries such as India and Brazil have received foreign investments from major industrial companies. Thus, there are no other alternatives remained for Korea and OECD countries other than moving the industrial economies to the knowledge based innovation systems. In the knowledge based innovation systems, economic developments and employments of regions and nations depend solely on companies situated in their territories. In this article, after reviewing the current state of technological based innovation small firms in korea, we provide a theoretical framework to promote the level of technology based innovation and entrepreneurship. The theoretical framework for analysis and policy suggestions is based on the Schumpeter's value system model that consist of supply factors, demand factors, and supporting institutions. In order to create more innovative small businesses, we insist on the followings. First, more R&D and innovation activities related with promising new technologies should be performed. Second, more R&D funds for technological innovation small companies should be provided from governments. Third, more M&A transactions and technology transactions should be marketed freely and competitively. Fourth, more business incubating services and venture capital services should be provided. Fifth, entrepreneurship and innovation culture should be popular and institutionized among people.

Online Document Mining Approach to Predicting Crowdfunding Success (온라인 문서 마이닝 접근법을 활용한 크라우드펀딩의 성공여부 예측 방법)

  • Crowdfunding has become more popular than angel funding for fundraising by venture companies. Identification of success factors may be useful for fundraisers and investors to make decisions related to crowdfunding projects and predict a priori whether they will be successful or not. Recent studies have suggested several numeric factors, such as project goals and the number of associated SNS, studying how these affect the success of crowdfunding campaigns. However, prediction of the success of crowdfunding campaigns via non-numeric and unstructured data is not yet possible, especially through analysis of structural characteristics of documents introducing projects in need of funding. Analysis of these documents is promising because they are open and inexpensive to obtain. We propose a novel method to predict the success of a crowdfunding project based on the introductory text. To test the performance of the proposed method, in our study, texts related to 1,980 actual crowdfunding projects were collected and empirically analyzed. From the text data set, the following details about the projects were collected: category, number of replies, funding goal, fundraising method, reward, number of SNS followers, number of images and videos, and miscellaneous numeric data. These factors were identified as significant input features to be used in classification algorithms. The results suggest that the proposed method outperforms other recently proposed, non-text-based methods in terms of accuracy, F-score, and elapsed time.
