The presidential records of the participatory government transferred to the Presidential Archives are the result of innovation in the record production system symbolized by the document management card of the e-jiwon system. Records reveal the policy-making process by documenting the decision-making process. This study identified the existing forms of records related to records management innovation produced by the Office of the Records Management Secretary at the Office of the President, and reorganized them into functions-activities-subjects-actions. Thematic record types help to systematically understand the evolution of the matter and the nature of the record. The characteristics of each record were identified by writing detailed information on the record. These attempts are meaningful in that they provide basic data for the evaluation and use of presidential records.

데이터세트 기록은 단순한 이관모듈의 작성이나 API를 제공하는 것만으로는 효과적이고 효율적으로 이관을 수행하기 어렵다. 데이터세트의 기록은 기록 건의 범위가 명확하지 않으며, 이관되는 과정에서 데이터의 보정과 품질개선이 필요하며, 메타데이터의 적극적인 수집보완이 요구되는 등 규격화된 전자문서 중심의 기록과는 이관 과정의 특성이 다르기 때문이다. 따라서 데이터세트 기록의 이관 시에는 세부적인 이관 절차를 따라 이관대상 데이터의 상태를 확인하고 필요한 조치를 취해나갈 수 있도록 지원해주는 이관도구가 필수적이다. 이관의 이관 작업과 달리 이관 작업을 지원하는 도구가 필수적이다. 이 논문에서는 행정정보시스템에서 데이터세트 기록을 추출하여 아카이브 시스템으로 이관하는 과정을 지원하는 도구가 갖춰야 할에 기능요건을 제시하고자 한다.

The National Archives of Korea (NAK) operates the NAK Portal as a record search system. However, user search satisfaction is too low, and the number of visitors to the portal is gradually decreasing. This study identifies the portal's issues, proposes feasible improvements, and constructs a pilot system to validate the solutions. The preliminary assessment revealed six major issues, such as poor search tool performance and the lack of consistency in search results. After clarifying the improvement measures, a pilot system was established and compared with the National Records Portal. The evaluation showed significant performance improvements in the pilot system, such as Precision, Recall, and Mean Reciprocal Rank (MRR).

This study aims to analyze the current policies and problems associated with the electronic records disclosure and to suggest the access paradigm for electronic records management. For this, Act on Disclosure of Information by Public Agencies. Public Records Management Act, and Electronic Government Act are analyzed in the light of public access to electronic records. The analysis lays special emphasis on the scope of public records to be disclosed, time to disclosure of public records. computer editing for pubic service. records dissemination through Internet, and the role of records centers and public libraries. Based upon the analysis, policy directions for electronic records management are suggested.

It's needed for the archivists to design a flexible and stable ERMS(Electronic Records Management System) which can ingest and store records through a consistent way and let users search and use records easily what they want. The basis of the design for ERMS are the conceptual composition and the logical and physical structure of the records when they are stored and managed in the ERMS. This paper explains the process of defining components and designing structure of electronic records using 3-layered approaches which consist of conceptual, logical and physical layer and shows advantages of this approaches. After benchmarking the information models of OAIS which is a reference model for the long-term preservation of digital information objects, this paper applies the model of AIP to a record as a 'Record AIP' and discusses the composition and structure of it. It's a critical task to identify mandatory or optional metadata groups which consists of the 'Record AIP's in the conceptual layer. This paper emphases that the metadata group related to services for the record information to users is required as a result of benchmarking OAIS information models. Various issues about the structure of 'Record AIP's are discussed according to the kind of preservation strategy such as migration or emulation and whether the encapsulation of records is required or not in the logical layer.

본 논문에서는 스마트 폰과 QR코드를 활용하여 기존의 출입 통제 시스템과 보안시스템의 역할을 수행하며 문제점을 해결할 수 있는 시스템을 제안하고자 한다. 출입 통제 시스템은 종이카드에 기록이 되기 때문에 전산화 하지 못하고 출근카드가 소진이 되면 추가로 구매해야하는 불편함이 있으며, RFID를 활용한 카드 출입기는 카드를 분실할 경우 복제의 위험성과 보안에 문제점이 발생하게 된다. 보안 시스템에서는 감시카메라를 전역 설치할 경우 비용이 커지며, 기록을 보존해야하기 때문에 대용량 저장 장치가 필요하게 된다. 이 시스템을 활용할 경우 스마트 폰의 사용자 정보와 QR코드의 정보를 통해 출입 통제 기능을 수행할 수 있으며, 카메라의 기능을 통해 감시카메라 역할을 대신하여 비용을 절감할 수 있고 출입 통제기록과 근태 관리 등을 전산화를 시킬 수가 있어 근무자를 관리하는데 용이해진다.

The purpose of this paper is to present a smart QR code recording system and a method of non­storage data delivery that transforms the original data into a form of URL information by encrypting it and encoding the URL information into a QR code so that the QR code can be written and decrypted in a medium without storing the original data. The method of the study was presented by the prior art study and the literature research. Analysis results show that the system is built on the online administration server. The data input signal matching secret code is stored in DB, the QR code generation command converts input data from the password DB to the password information combined into the subordinate locator of the admin server's domain name, URL code. Therefore, the smart QR method of data management (recording and providing) indicates that there are no limitations in the ease and space of use or obstacles to capacity use.

Although the ISO 30301 Management Systems for Records (MSR) Standard has established a standard system for records management to be promoted at the management level, only a few institutions have been certified, and there are few known cases. The purpose of this study is to present essential requirements for the establishment of MSR suitable for public institutions that want to acquire ISO 30301 standard certification, and through excellent cases of success in practice, various matters related to certification were used to help in the introduction of the ISO 30301 standard. In this study, cases of certified public institutions, local government funding agencies, and certification bodies (CB) were investigated and analyzed. In addition to the analysis of internal documents obtained through information disclosure requests, interviews were conducted with four public agency employees and one certification body auditor to capture the know-how and expertise of the individuals in charge who went through the certification screening process. Through the case study, the scope of the performance was divided into 1 to 5 stages so that organizations that want to acquire the certification can effectively obtain a certification, and the ISO 30301 Standard Certification Process was presented. Lastly, five ways were proposed to ensure that certification could be obtained effectively and practically.

Many Korean schools are in danger of closure because of a decreasing school-age population, and cases of consolidation of educational institutions in the local community are on the rise. A number of educational records, particularly educational administrative artifacts (hereafter "Edu Artifacts"), are accordingly in danger of disappearing. Despite their historical, cultural, and educational value, systematic management is far from satisfactory. This study thus examines the characteristics of Edu Artifacts from the archival and cultural heritage perspectives and compares standard records management system, special type records management system, and historical manuscripts management system, which are currently used in public institutions, to see what is required to manage them effectively. By analyzing the Edu Artifacts possession status and management system of J University of Education, This study intends to verify the research outcome's effectiveness by presenting the essential functions of the management system of Edu Artifacts and the corresponding menu structure.

This study aims to propose management plans for 'Archive Village' that are operating in order to protect important private records and archives. Since 2008, Archive Villages from National Archives of Korea have had nearly 3,000 more records by 2014. However, many users have had difficulties to know the status of the recorded material, even less access to record's informations. This problem arising is that it is difficult to manage and use records. The purpose of this study is to propose a plan for the management of records, which is to realize the 'Computerization of records' official opinion, one of which was raised in the previous study. Because the project is facing the issue of 'human resources and costs', 'the burden of system construction'. This study is implemented records management system considering the problems noted above, utilizing AtoM (Access to Memory).
