유구한 전통을 배경으로 우리나라는 유네스코 세계기록유산을 세계 4위, 아시아 1위로 등재하여 기록물의 가치를 국제적으로 인정받고 있다. 이제는 세계 기록유산 16건이라는 등재 수량을 넘어, 활용도 증진을 통한 명실상부 질적 차원의 우수 세계 기록유산 보유국가로 성장해야 할 시기를 맞고 있다. 이러한 측면에서 기록유산의보편적 접근과 활용의 증진을 목적으로 하는 국제기록유산센터(ICDH, International Centre for Documentary Heritage)의 2019년 청주시 유치는 시사하는 바가 크다. 또 정부가 세계 기록유산의 다양한 활용 제고를 위한 지자체 협업 사업을 지원하기 시작한 것도 유의할만하다. 그러나 한국 천문학 분야에서는 세계 기록유산이 한 건도 지정되지 않아 우리나라의 우수한 과학적 성취가 담긴 사료들은 알려지지 않고 있으며, 체계적인 관리·보존도 미비한 상태다. 이에 이 연구는 한국 천문학 기록자원의 세계 기록유산 발굴과 등재 및 등재 이후 활용 증진을 위한 아웃리치 서비스의 방법론을 제언하는 데 목적을 가지며 다음 기획론을 제시하고자 한다. 먼저 한국 천문학 기록자원의 세계 기록유산 발굴을 위하여 유네스코의 등재평가기준과 참고할만한 등재과정의 선행사례를 분석한다. 다음으로, 등재 이후 정·관·학 협업의 체계적 관리보존과 공유체계를수립하는 방안을 모색하고자 한다. 이를 위하여 소장처와협업체간 분쟁의 소지가 될 수 있는 저작권 등 위험 요소와 참고할만한 국내외 협업의 선진사례를 분석한다. 마지막으로 한국 천문학계의 요구와 현실에 부합하는 기록학적방법론을 분석하여 한국 천문학 분야 세계 기록유산의 아웃리치서비스 방안을 제언하고자 한다. 이 연구는 천문학 분야에서 망실·훼손될 수 있는 기록 자원을 발굴하는 계기를 세계 기록유산에서 찾아, 천문학계에 새로운 연구의 장(場)을 창출하는 선순환을 도모했다는 점에서 의의가 있다. 그러나 선험적 기획이므로 과정상 발생할 수 있는 변수의 대처 방안과 유의성 분석 등 연구 결과 검증에는 한계가 있다. 향후 한국 천문학과의 협업으로 세계 기록유산과 관련한 사료 발굴과 가치 고증 등 학술적 이론 검증을 이어나가 다양한 학제 간 연구로 심화하길 기대한다.

문화재청(청장 최광식)이 유네스코 세계기록유산으로 등재 신청한 '일성록'(국보 제153호)과' 5.18 민주화운동기록물'이 2011년 5월 25일자로 영국 맨체스터에 열린 제10차 세계기록유산 국제자문위원회에서 유네스코 세계기록유산으로 최종 등재됐다. 또한 문화재청과 외교통상부는 제11차 세계기록유산 국제자문위원회를 2013년 한국에서 공동으로 개최할 계획이다. 이번 등재로 한국은 총 9개의 세계 기록유산을 보유하게 됐으며, 이는 아시아에서는 첫 번째, 세계에서는 다섯 번째로 많은 국가에 해당한다.

Intangible cultural heritage is formless. It's of importance to preserve heritage in line with society drastically being transformed. It's passed down by human being. It is, on the other hand, impossible to preserve intangible cultural heritage solely based on memory, for it's changed in succession. Thus, it be archived to pass down. This study investigated on the state of affair related with Intangible cultural heritage documentations, examined the shortages thereupon. Furthermore, Training center should be in charge of documentation for a solution. This will provide an opportunity to overcome the limitations attributed to the top-down documentation system by central administrative organ, to open up the possibility of viewpoint of different successors, organizations. In addition to that, Intangible cultural heritage documents should be of different aspects of community history. Features of Intangible cultural heritages, which are convergent to the Regionality, tendency of variation, transmission, can be magnified when documentating. Finally, Training center is going to play a major role being vitalised. The record management of intangible cultural heritage, institutions and policies about Intangible cultural heritage have been highly complicated since National Intangible Heritage Center opened and the law on Intangible cultural heritage enacted with its recognition attracted. Therewith this study wishes to see a cornerstone of records on intangible cultural heritage by laying stress on training center in which educations and pass-down of intangible cultural heritage are lively achieved.

In the field of cultural heritage, for the purpose of its preservation and restoration, cultural heritage has been recorded using three-dimensional (3D) digital technology. However, these 3D digital records are a large-scale digital record produced through complicated steps from point cloud data acquisition to 3D model production, and long-term preservation problems cannot be avoided. With international discussions are ongoing, this study looks into the preservation direction of the cultural heritage 3D digital records based on precedent research and case analysis.

무형문화유산의 전수 방식은 장인과 이수자의 직접적인 교육으로만 이루어져 왔으며 또한 전수는 긴 시간 동안 이루어지고 전수 방식을 따로 기록하는 경우가 드물며 동작이나 구전으로만 전해지기 때문에 표준화된 전수는 이루어질 수 없었다. 현재 국제 유네스코와 국내문화재청에서는 유무형문화재에 대한 전수와 기록의 중요성을 알고 다양한 디지털 기록을 진행하고 있다. 하지만 4차 산업혁명 시대에 무형유산 기록화 기술은 보유자의 기 예능 장인 공법을 기록하는 부분으로 영상기록 및 사진기록 도서 음원 등 아직까지 기존 아날로그 기술 방법으로 기록이 이루어지고 있으며 최근 5G 상용화와 함께 디지털 4차 산업 혁명시대와 발맞춰 무형유산 정보관리 기관에서도 무형유산 ICT 기반 기술 지원을 활성화되고 있는 시점에서 본 연구는 오랜 시간 동안 숙련도 높은 기술공법으로 한국 전통문화의 맥을 이어가고 있는 무형문화재 장인들의 기술 중에서 손을 사용하는 바느질 중심으로 자이로센서 기반으로 정확한 손동작 정보를 획득하고 기록할 수 있는 시스템 설계 및 연구개발을 통하여 ICT 기반 장인 공법 4D 기록화 기술을 제시하고자 한다. 이와 같은 기술로 무형문화유산의 새로운 4D 기록 방법으로 정확하게 기록하고 보존하여 무형문화유산 전승과 교육을 할 수 있고 문화유산의 유형에 맞는 교육·산업·홍보 등 다양한 사용 목적에 맞는 형태로 폭넓게 사용될 수 있다.

2009년 7월31일 <동의보감(東醫寶鑑)>이 세계기록유산으로 등재되었다. 의학서적으로 세계 최초로 세계기록유산(Memory of the World)으로 등재된 것으로, <동의보감>의 가치를 세계적으로 인정받는 것이다. 보물 제1085호이면서 25권 25책으로 구성되어 있는 <동의보감>의 어떤 가치가 인정되어 세계기록유산으로 등재되었는지 알아본다.

This study explores the integration of cutting-edge technology with records management, aiming to create new value not only in work processes but also in record information services. The research focuses on the case of constructing an "AI-based cultural heritage research record learning data and search system," carried out by the National Research Institute of Cultural Heritage (NRICH) Archives, and analyzes user satisfaction results. "Discovering Cultural Heritage with ZOOM" is a system designed to proactively predict research data demand by constructing big data (learning data) from images (675,338 items) contained in 1,421 volumes of publications in the cultural heritage field, spanning from 1973 to the present, and simultaneously presenting 50 similar images. This initiative aims to foster change and development in the field of records management and cultural heritage in response to the Fourth Industrial Revolution's advanced technologies. It is expected to provide valuable information to researchers, practitioners, and the general public alike.
