As the foundation for the Fourth Industrial Revolution, blockchain is becoming an essential core infrastructure and technology that creates new growth engines in various industries and is rapidly spreading to the environment of businesses and institutions worldwide. In this study, the characteristics and trends of blockchain technology were investigated and arranged, its application to the records management section of public institutions was required, and the procedures and methods of construction in the records management field of public institutions were studied in literature. Finally, blockchain technology was applied to the records management to propose an archive chain model and describe possible expectations. When the transactions that record the records management process of electronic documents are loaded into the blockchain, all the step information can be checked at once in the activity of processing the records management standard tasks that were fragmentarily nonlinked. If a blockchain function is installed in the electronic records management system, the person who produces the document by acquiring and registering the document enters the metadata and information, as well as stores and classifies all contents. This would simplify the process of reporting the production status and provide real-time information through the original text information disclosure service. Archivechain is a model that applies a cloud infrastructure as a backend as a service (BaaS) by applying a hyperledger platform based on the assumption that an electronic document production system and a records management system are integrated. Creating a smart, electronic system of the records management is the solution to bringing scattered information together by placing all life cycles of public records management in a blockchain.

This study brings up that further studies on the perceptions of university students should be conducted for efficient management of student records. Moreover, the Q methodology is used to identify subjective recognition (Q1) type related to the importance of student records and subjective perception (Q2) of student records type. For this purpose, I carried out questionnaires and interviews with eight students by each grade at Chonnam National University. As a result, Q1 type was derived from Collective Evidence type, Independent activity type, Democratic witness type, and achievement-oriented type. The type of Q2 is derived from Historical Value of Community Type, Personal Possession Type, Historical Expert Management Type, Value for Historical Practical Use Type, and Non-historical Preservation Type. Based on the research results, the following are suggested: First, the management of student records is needed in a way that encompasses various records of various records properties. Second, the management of student records should be established from the perspective of the Community Archives. Third, a strategic measure for the preservation of student records produced by students is necessary (e.g., a campaign for conservation of student records).
Government publications, as the important media of communication between the public and the government, have served as informational sources to provide a variety of information. Although technological development led into sharp changes in the types and services of government publications, the Korean service of government publications has yet to respond to the changes properly. The web service of government publications is provided only in the archives-based way with no consideration of the characteristics of the government publications, so that it is considerably difficult to use the service. Therefore, based on literature research, request of information disclosure, website survey, and interviews, this work overhauled the web service of government publications provided by the National Archives of Korea, and suggested an improvement plan of the service. This study is meaningful in the point that it suggested an improvement plan for the web service of government publications, which have been managed as a sort of archives but have been placed in the blind spot of service, through interviews with the persons in charge of government publications in relevant public organizations and the National Archives of Korea.
The National Archives and Records Administration (NARA) is a relatively quiet latecomer to the traditional archives of the Western world. Although the United States lacks a long history of organized public records·archives management, it has developed a modern system optimized for the American historical context. This system focuses on the systematic management and preservation of the vast amount of modern records produced and collected during the tumultuous 20th century. As a result, NARA has established a modern archival system that is optimized for the American historical context. The U.S. public records·archives management system is based on the principle that records·archives are the property of the American people and belong to the public. This concept originated during the British colonial era when records were used to safeguard the rights of the colonies as self-governing citizens. For Americans, records and archives have long been a symbol of the nation's identity, serving as a means of protecting individual freedoms, rights, and democracy throughout the country's history. It is natural, therefore, that American life and history should be documented, and that the recorded past should be managed and preserved for the nation's present and future. The public records·archives management system in the United States is the result of a convergence of theories, practices, lessons learned, and ideas that have been shaped by the country's history, philosophies, and values about records, and its unique experience with records management. This paper traces the origins of records and archives in the United States in a historical context to understand the organic relationship between American life and records. It examines the process of forming a modern public records management system that is both uniquely American and universal to the American context without falling into the two forms of traditions that reflect the uniqueness of American history.
It is increasing annually that the cost for bridge Maintenance Repair & Rehabilitation (MR&R) in developed countries. Based on Intelligent Technology, Bridge Management System (BMS) is developed for optimization of Life Cycle Cost (LCC) and reliability to predict long-term bridge deteriorations. However, such data are very limited amongst all the known bridge agencies, making it difficult to reliably predict future structural performances. To alleviate this problem, an Artificial Neural Network (ANN) based Backward Prediction Model (BPM) for generating missing historical condition ratings has been developed. Its reliability has been verified using existing condition ratings from the Maryland Department of Transportation, USA. The function of the BPM is to establish the correlations between the known condition ratings and such non-bridge factors as climate and traffic volumes, which can then be used to obtain the bridge condition ratings of the missing years. Since the non-bridge factors used in the BPM can influence the variation of the bridge condition ratings, well-selected non-bridge factors are critical for the BPM to function effectively based on the minimized discrepancy rate between the BPM prediction result and existing data (deck; 6.68%, superstructure; 6.61%, substructure; 7.52%). This research is on the generation of usable historical data using Artificial Intelligence techniques to reliably predict future bridge deterioration. The outcomes (Long-term Bridge deterioration Prediction) will help bridge authorities to effectively plan maintenance strategies for obtaining the maximum benefit with limited funds.
This paper uses the diary entitled Kieo, which was kept by Ryu Hyeong-eop for 38 years, to analyze the active space of small-scale Yangban landlords. Ryu lived during the period spanning from the end of the Taehan Empire through the colonial era. The researcher classified the contents of Kieo into different sections which were divided according to different stages of the writer's life, his objectives, destinations, and periods, and based on the writer's life-cycle, strived to recreate his spatial activities. As a result, researcher was able to ascertain that Ryu's spatial activities gradually increased, and that his active space also continuously expanded. Ryu's active space during his youth was narrow and centered around certain specific places. However, this active space gradually increased as time went by. It was during the middle stages of his life that the volume of his spatial activities was the heaviest. In addition, the objectives of his outings also became more diversified over time. This change was originated in the larger changes in his roles within the family and community, as well as by the changes in the periodic situation. Moreover, the regional sphere of Ryu's outings, including his day and over nights trips, allowed the researcher to form a better understanding of the daily living area of the Yangban.
Appearing newly on June 1894, Gaboh regime enforced modern reformation policy. In light of archives' management, it was totally different from before. Government established individual department of record management in every division and proclaimed a legislative bill which was stipulated about record management process. They modified archives' form including peculiar declaration of the name of an era and use together with Korean and Chinese. Also they tried to conserve the original copy of the archives. As King Gojong announced the Great Han Empire(Taehan Cheguk, 大韓帝國) on October 1897, he reinforced Gaboh regimes' weakened royal authority and enforced reformation policy which was designed for himself. First he abolished the administration which restricted royal authority, and established new department called Euijungbu(議政府). To restrain the royal power, he separated the Royal House and government and reinforced Gungnaebu(宮內府). In addition, King Gojong enforced the policy which he can manage directly about troops, policies, and finances. Consequently, He established Wonsubu(元帥府), Kyungbu(警部), and made direct belonging of an emperor. Also, department called Naejangwon(內藏院) tried to levy many kinds of taxes directly to build up the financial foundation under the emperor. The record management system of Great Han Empire succeeded to that of Gaboh regimes Times'. First, government and powerful organization directly under the emperor set up the department of record management. Euijungbu (議政府) and governmental department, of course, Gungnaebu(宮內府), Wonsubu(元帥府), Kyungbu(警部), Tongshinwon(通信院), Jikyeahmun(地契衙門) which support the right of an emperor established document division and record division individually. To carry out government's service effectively and systematically, it was considered effective to divide record management department. Moreover, despite the difference between the divisions, they were separated into current record division and non current record division. Generally, document department took charge of acceptance, sending and crafting of current document and archives department was eligible for preservation and compilation of major document and eternal conservation document. This seems to consider life cycle of the record and keep the evaluation of record in mind. Finally, perception for the record management has revealed to modern configuration.
In this article, I outlined the archival management system in Early Joseon Dynasty and examined the characteristics of the system. At first, I explained the three aspects of the archival management; the memory of the past, the documentation of the contemporary, and the vision of the future through the documentation. Secondly, I tried to understand the character of the Veritable Record and its compilation by the concepts of archival science such as 'authenticity', 'reliability'. In the memory of the past, the History of a Dynasty(Koryo-Sa) and the Comprehensive History of Eastern Kingdom were included. The arrangement of the past was accompanied with the systematic study of the domestic and foreign histories. At the beginning of the state building, there was many practical need to the experiences of government and social re-construction. It was also the process of the legitimacy establishment of the new dynasty. And the Bureaucracy promoted the development of the records and archival management system because it needed the continuity and evidence of business. The dualistic structure of the records and archival management system was the most unique character of this age. The management of general administrative records was not different from the modern one. But the historical drafts and the compilation of Veritable record were different. Here, I had to examine the characteristics of these procedures by the concept authenticity, reliability, and custodianship. In doing so, I suggested the need of conceptualization of the historical terms such as 'the primary sources' and 'the secondary sources' in historical study. The archival concepts will be the most useful means to that issue. Through the memory of the past and the documentation of the contemporary, they made visions of the future, new vision of the Literati Governance. In this tradition, in spite of the revision of the Veritable records by the new changed political party, both the orignal and the revised remained as the comparative evidence for the future generation in the name of the Black-Red Revised History.
The Records Management System in Japan has been developed to a comprehensive and unitary records management system based on the records life-cycle principle from the enactment of 'the Public Records and Archives Management Act' in 2009 and its implementation in April, 2011. The scope of objects has also been extended to documents of independent administrative institutions and specific confidential documents on diplomacy and defense. In addition, a series of Electronic Documents Management Systems have been built for the transfer of electronic records to the National Archives of Japan, which is called the Electronic Records Archives of Japan, in connection with the records and archives management systems covering creation, management, transfer, preservation, and use of electronic records. This paper deals with the core contents and characteristics of the records management system of Japan, focusing on the operational structure of the records and archives management law and electronic documents management. Firstly, The Cabinet Office and professional groups in records and archives management started to work on reformation of the records management system from 2003 and resulted in enactment of the Public Records and Archives Management Act in 2009. In that sense, the Public Records and Archives Management Act can be evaluated as a result of constant activities of the records management community in Japan for realization of accountabilities of government agencies to the general public. Secondly, the Public Records Management Act of Japan has a coherent multi-layer structure from the law, enforcement ordinances, guidelines, and to institutional documents management regulations in the operational system. This is a systematic structure for providing practical business units of each administrative agency with detailed standards on the basis of guidelines and making them to prepare their own specific application standards related to their unique businesses. Unlike the past, the National Archives of Japan became to be able to identify specific historial documents which should be transferred to the archives by selecting important historical records as early as possible after creating and receiving them in each institution through the retention schedule. Thirdly, Japan started to operate a system in regard to electronic records transfer and preservation in 2011. In order to prepare for it, each administrative agency has used EDMS in creation and management of electronic records. A Guideline for the Standard Format and Media released by the Cabinet Office in 2010 is also for the transfer of electronic records to the Electronic Records Archives of Japan. In future, it is necessary to conduct further studies on activities of the records and archives management community in Japan, relating to long-term preservation and use of electronic records.

This paper provides core standardization items and method for the building information modeling (BIM) based maintenance and management (M&M) of civil infrastructure. Value chain of the M&M and characteristics of BIM technology has been analyzed and compared. As a result, it has been revealed that the initial activity recording damage information is very similar to the BIM-based information operation. The core standardization items for generation and operation of BIM data were identified according to the M&M value chain, The identified items were categorized into common standard item and specialized items for M&M of civil infrastructure, and proper government funded organizations for each standardization items were introduced on the basis of the roles in the laws.
