  • Semicurrent records are documents that are stored and managed in a separate section because they are infrequently referred to in work. The semicurrent records management stage is when records from the processing department are collected for the first time, serving as a bridge between the current and noncurrent records. For systematic records management, records management at the semicurrent stage is vital. Although Korea has established numerous records centers, various problems remain in the records management environment. In response, this study examines the United States' semicurrent records management system and discusses the features that are different from that of Korea. For this purpose, the records management system of the United States was selected as the scope of research and is analyzed through its records schedule, transfer, and appraisal. The data for the research were obtained through the relevant records management law, guidelines compiled by related agencies, and written inquiries for the records management officer. Through these methods, this study was able to identify the relationship between the federal agency and the Federal Records Center, the introduction of new technology in the aspect of transfers, the privatization of records preservation, and the status of the Federal Records Center as a passive appraisal entity.

  • The CAMS(Central Archives Management System) of NAK(National Archives of Korea) is an important system which receives and manages large amount of electronic records annually from 2015. From the point of view in database design, this paper analyzes the database schema of CAMS and discusses the direction of overall improvement of the CAMS. Firstly this research analyzes the tables for records and folders in the CAMS database which are core tables for the electronic records management. As a result, researchers notice that it is difficult to trust the quality of the records in the CAMS, because two core tables are entirely not normalized and have many columns whose roles are unknown. Secondly, this study suggests directions of normalization for the tables for records and folders in the CAMS database like followings: First, redistributing the columns into proper tables to reduce the duplication. Second, separating the columns about the classification scheme into separate tables. Third, separating the columns about the records types and sorts into separate tables. Lastly, separating metadata information related to the acquisition, takeover and preservation into separate tables. Thirdly, this paper suggests considerations to design and manage the database schema in each phase of archival management. In the ingest phase, the system should be able to process large amount of records as batch jobs in time annually. In the preservation phase, the system should be able to keep the management histories in the CAMS as audit trails including the reclassification, revaluation, and preservation activities related to the records. In the access phase, the descriptive metadata sets for the access should be selected and confirmed in various ways. Lastly, this research also shows the prototype of conceptual database schema for the CAMS which fulfills the metadata standards for records.

  • The National Archives of Korea(NAK) has a mission to ingest large-scaled digital records and information from a number of different government agencies annually from 2015. There are important issues related to the digital records and information transfer between NAK and agencies, and one of them is how to configure deployment of digital repositories for the archives management systems. The purpose of this paper is to offer the way to design it by examining the checkpoints through the whole life cycle of digital records and information in the archives management systems and calculating the amount of ingested digital records and information to the systems in 2015 and deploying the digital repositories configured according to the amount the records and information. Firstly, this paper suggests that the archives management systems in NAK should be considered and examined into at least three different parts called Ingest tier, Preservation tier and Access tier in aspects to the characteristics of the flow and process of the digital records and information. Secondly, as a results of the calculation the amount of the digital records and information ingested to the archives management systems in 2015 is sum up to around 2.5 Tera bytes. This research draws several requirements related to the large-scaled data and bulk operations which should be satisfied by the database or database management system implemented on to the archives management systems. Thirdly, this paper configures digital repositories deployment according to the characteristics of the three tiers respectively. This research triggers discussion in depth and gives specific clues about how to design the digital repositories in the archives management systems for preparing the year of 2015.

  • This paper aims to introduce the case of operating electronic document system and record management system as one system called i-Works at Korea Midland Power Company. i-Works combines intelligent services, such as artificial intelligence and a chatbot, as a supplementary tool for record management. As such, the preparation process and progress direction for the development of the record management system is introduced, an in-depth review of real-time transfer and utilization of the functional classification system to enhance the utilization of the current records is presented, and new technologies, such as artificial intelligence for an efficient management of the increasing number of electronic records, are established.

  • It has passed ten years since modern records and archives management in our country launched. During times, it has dramatically developed in the fields of law, institution and education. However a study on the definition of records and archives was non be studied enough compared to development of various research fields. In fact the reason why study on the definition was non fulfilled is that some aspects such as historical, informational, archival perspective have been coexisting without order in Korea. This situation is the biggest barrier that archival science is to a disciplinary field. Historically, 'archivium' in Latin language had developed in starting of its means place, then whole entity of documents and those organic relations. In this point, archives is rigidly separate to material of Historical science which covers all of recorded. Unlike information which is produced in the process of intended themes and following its outputs like books, documents in archival science is made in the natural process of work. In addition, historical archives which finished the current and semi-current stage and transfer to the institute of permanent conservation after the process of selection so that it is historical and cultural value to satisfy its purpose of making. This changed trend is based on the Second World War and necessity of North American society which needs to effciency and transparency of work. In Korea, records and archives management has been dominantly affected by North American society and become a subject of not arrangement but of classification, not of transferring but of collection. It is also recognized as management of on formation on the all recorded or documents not as an whole documents and all organic relations. But the original type of recognition is the only technology, it cannot have dignity as a field of science.

  • The department of processing is one to supervise the care for documents and the transaction of business and is also the starting point for task and production of records. In the department of processing, it not only produces records but also performs most tasks including keeping on file, organizing, arranging the period of preservation and transferring. Despite the importance of this record management in the department of processing, the problem of record management in the department of processing is considered to the private problem such as lack of will of task performers. After investigating the importance of record management and the record management that task performers think through a survey, this study deducts the matters to improve in the task of record management at the institution.

  • When migrate electronic records, the validation of the required metadata in electronic records and verified with the metadata in the document are also important. This paper presents a method and implements a tool to extract data from files in various formats and use them to validate metadata associated with the files in electronic records. Compared to other metadata extraction tools, especially developed in foreign countries, the standard form of documents used in Korean government is taken into account and metadata is extracted from the content of files. The tool compares the extracted data to encapsulated metadata for validation.

  • After establishment of Records Act in 1999, we issued the all-out revision Act because of too much changing of records management environment. Even though the new Records Act has much reformed clauses, classified records management itself is not much improved. Under this present situation, this study analyze both Records Act and related Act to get an improved plan which would be applied at Records Center. Simultaneously, the case study of National Archives of Korea's ISP and Army Archives' can be useful research data. Finally, the study suggest that an improvement plan of classified records management process which is consist of three sub-process that are 'transfer step'-'retention and management step'-'service step'.

  • This study aims to provide alternative strategies by analyzing the current records management system of the National Assembly. The study also defines the concept of parliamentary activity records based on the analysis of the parliamentary organization and its work, and checks the status of such system through the National Assembly Archives and the Constitutional Memorial Hall. In addition, the study derives institutional problems of the National Assembly records management structure by examining the current law. Therefore, the study proposes the Act on the Management of National Assembly Records, referred to as the Special Act on the Records Management Act, as an improvement measure. Furthermore, the Act aims to establish an intermediate records management system in the National Assembly and transfer the collection function of the constitutional memorial to the National Assembly Archives for the integrated management of parliamentary activities records.
