Functional Status and Development Direction of Standard Records Management System (표준기록관리시스템(RMS)의 기능 현황 및 발전방향 10년의 운영 경험과 기능 개선 사항을 중심으로)

  • Electronic records produced by central administrative agencies are transferred to the National Archives of Korea. In the absence of defects or errors in electronic records, it is a proof that the government's electronic records management system is operating normally. Various problems have been found in this process, and there still remain problems to be solved. At the heart of it is a standard records management system, which has been continuously improved. In this paper, I introduce the functional improvement of the record management functions of the standard records management system. Among them, the important matters describe the background and reason for the improvement. In addition, the direction of development of the standard records management system was examined in terms of recognition conversion of recordkeepers, strengthen collaboration between recordkeepers and developers, improving records management metadata quality, linking related systems, automating records management, and IT environment change.

A Study on the Design and Implementation of Metadata for Archival and Manuscripts Control (기록물정보 관리를 위한 메타데이터 설계와 구현에 관한 연구)

  • The study designs and implements a metadata management system for archival and manuscripts control. It has two purposes. First purpose is to organize the collection that the Institution of Korean Church History holds by using the proposed metadata format. Second purpose is to suggest the model and framework for managing the collection. The proposed metadata is designed based on ISAD(G), USMARC AMC, EAD and Ebind, By using the proposed metadata, the collection management system, which allows an integrated retrieval, is implemented. In order to evaluate the efficiency of the proposed system as well as to gain the basic data for the improvement of the proposed system, a questionnaire survey through e-mail is conducted. The evaluation results will be utilized for improving and upgrading the proposed system, and the phrased implementation of applying the system to digital libraries is suggested.

A Study on Improvements and Current Issues of Records and Archives Management in Special Project Teams at the University : focused on the J University (대학특별사업단 기록물 관리 현황분석 및 개선방안 연구 J대학을 중심으로)

  • This study presents the problems in the records management of special project teams at J University. Methods for the improvement plan were also proposed in this study. To achieve these objectives, five special project teams from J University, which were supported by the Ministry of Education, were selected. To collect relevant information, twelve staff members and experts were then interviewed. The records produced by the projects should be managed as evidence of the project evaluation and transparent budget execution. Proper management can be a good material for research. However, the management of project teams is vulnerable in comparison with the records of other universities. The main reason is that although the project team produces various types of records, it has not been recognized as the Department of Processing. Another reason is that the project teams are temporary institutions and do not possess authority over the entire project process. To solve the aforementioned problems, this study proposes improvement plans in the following aspects: institutional, cognitive, administrational, and systemic. In the institutional and cognitive aspects, policy and regulation were set up. In the administrational aspect, the relation and role of each element were defined. In conclusion, the plans for building the Combined Archives System were suggested. In addition the methods on how to connect with the KORUS-which will be introduced in 2017-and the system currently being used are proposed.

Investigating the Transfer Status and Improvement Strategies for Records from Defunct Elementary, Middle, and High Schools: After the Enactment of the Public Records Management Act (폐교(초·중·고)기록물 이관현황과 개선방안에 관한 연구: 공공기록물법 제정 이후)

  • This study explores the transfer of defunct school records (by preservation period, type, and place of transfer) in South Korea since the Public Records Management Act was enacted in 1999 and suggests improvements. Metropolitan and provincial offices of education, totaling 17, were asked to disclose information about the status of defunct school records. Since 1999, 1,411 schools nationwide have closed permanently, predominantly elementary schools, followed by high then middle schools. By preservation period, there were more records in the 1 to 10-year category than in the 30-year to permanent category. By record type, most were electronic records, followed by paper records, archival objects, and audiovisual records. By place of transfer, most nonelectronic records were transferred to integrated schools, and most electronic records were transferred to the Records Management System. In-depth interviews with 10 record managers from local education offices found that the management of defunct school records varies widely by region and institution because of the lack of specified manuals. Participants also reported difficulties in transferring web-based records, archival objects, and audiovisual records, as well as insufficient archival space and computer systems. This study also provides suggestions to improve the management of defunct school records, such as establishing specified manuals, creating a dedicated government department for managing defunct school records, deploying workforces, and improving computer systems.

A Study on the Development of Records Management System Using Open Source Software For Catholic Church (가톨릭교회 오픈소스 기록관리시스템 구축 방안에 관한 연구)

  • This study aims to develop a records management system for catholic churches that use open-source software to ensure systemic management and preservation of sacrament records, which accounts for the highest percentage among all records produced by catholic churches and holds great significance for them. To that end, the researcher analyzed catholic church regulations and reference materials, as well as the websites of open-source software. The researcher also interviewed members at the G Cathedral of the Catholic Archdiocese of Daegu, to examine the current status of records management at catholic churches. Based on the investigation, the researcher designed four layers of metadata and authority data that reflected the characteristics of the sacramental records. Then the design was experimentally implemented using AtoM, an open-source records management system.

  • 본 연구는 공공기관에서 생산되는 기록물로서 가장 일반적이고 대표적인 공문서의 장기보존과 접근을 위한 상호운용성을 갖춘 보존 메타데이터 요소를 설정하는데 그 목적이 있다. 구체적으로는 기록물관리 표준인 ISO 15489에서 제안하는 메타데이터 요소와 우리나라의 메타데이터 요소의 비교분석을 통해 전자문서관리시스템의 최고 핵심인 공문서의 보존 메타데이터 항목을 연구하였다. 이는 향후 우리나라 환경에 적합한 표준화된 기록물 보존 메타데이터를 구축하는데 유용한 기초 자료로 활용할 수 있을 것이다.

  • The National Assembly Archives of the Republic of Korea has been using the National Assembly Archives and Records Management System, which added some archival function to the Standard Records Management System that they had previously developed. However, the Standard Records Management System has limits in order to reflect all the business functions of the National Assembly Archives, which also acts as an archival institution, because the system had been developed and distributed to perform the function of a records center. Moreover, the current National Assembly Archives and Records Management System focuses on the management of official records transferred in accordance with the regulations. For this reason, it is difficult to register and manage various record types such as records of the members of the National Assembly (related to legislative activities), oral history collected from the National Assembly leader, audiovisual records of proceedings, and so on. As such, this study analyzed the problems of the current National Assembly Archives and Records Management System and conducted case studies of the systems in the National Archives, the Presidential Archives, Changwon City, and the Cultural Heritage Administration. Through this research, it proposed that system functions, metadata, the target system of the National Assembly Archives, and the Records Integrated Management System need a development plan.

  • The National Archives & Records Service of the Korea stated clearly the nature of the 'Korean Disposition Schedule' as records retention schedule which prescribe from creation to disposition of the records. With a point of this view, this study examine a definition and preparing procedures about the records retention schedule that is sub-system of the records management and present a way how understand and evaluate the 'Korean Disposition Schedule.'

  • In this study, we focused on creating plans to manage the administrative information dataset of public records in closed universities. In particular, according to various reference materials and internal materials of the institution, we studied the theoretical discussion about the dataset and figured out the management status of the closed university's dataset. Therefore, as a measure for the data management of the Comprehensive Information Management System, recording targets are selected, retention periods are determined, administrative information dataset management standards are prepared, administrative information dataset evaluation and deletion are implemented, and comprehensive management systems of closed universities are established.

  • Many hospitals introduce the electronic medical record systems (EMRS) to implement a digital type of hospital. However, there are various problems in managing and preserving medical records. Systems, such as OCS, PACS, and EMR, are independently operated without formal standards related to medical records management. To manage medical records effectively, distributed medical records including paperand electronic-type should be managed in an integrated manner. With its analysis of the current status in the management of medical records of J University Hospital, this study proposes methods to solve the problems extracted from the results of the analysis, and a management model for an integrated medical records management based on the process of records management of ISO 15489.
