바이오인식기술은 사람의 지문 얼굴 홍채 정맥 등 신체적 특징(Physiological characteristics) 또는 음성 서명 자판 걸음걸이 등 행동적 특징(Behavioral characteristics)을 자동화된 IT 기술로 추출 저장하여 다양한 IT 기기로 개인의 신원을 확인하는 사용자 인증기술이다. 전통적으로 바이오인식기술은 출입국심사(전자여권, 승무원 승객 신원확인), 출입통제(도어락, 출입 근태관리), 행정(무인민원발급, 전자조달), 사회복지(미아찾기, 복지기금관리), 의료(원격의료, 의료진 환자 신원확인), 정보통신(휴대폰인증, PC 인터넷 로그인), 금융(온라인 뱅킹, ATM 현금인출) 등 다방면에서 폭넓게 보급되어 실생활 깊숙이 자리잡게 되었다. 2001년 미국의 911 테러사건으로 인하여 전 세계 국제공항 항만 국경에서 지문 얼굴 홍채 등 바이오정보를 이용한 출입국심사가 보편화됨과 동시에 ISO/IEC JTC1 SC37(Biometrics) 국제표준화기구를 중심으로 표준화가 급속도로 진행되어 왔다. 최근 들어 스마트폰 테블릿 PC 등 모바일기기에 지문 얼굴 등 바이오정보를 탑재하여 다양한 모바일 응용서비스를 가능하게 해주는 모바일 바이오인식 응용기술이 전 세계적으로 개발 보급되고, 삼성전자 페이팔 중심으로 바이오인식기술을 이용한 모바일 지급결제솔루션에 대하여 페이팔 구글 마이크로소프트 비자카드 마스터카드 등 미국 주도의 사실표준화협의체인 FIDO1), ITU-T SG17 Q9(Telebiometrics) 국제표준화기구를 중심으로 표준화가 진행되고 있다. 특히, 이러한 모바일 바이오인식기술은 스마트폰을 통한 비대면 인증기술 수단으로서 핀테크, 원격의료분야에서 중요한 요소기술로 작용될 전망이다. 본 논문에서는 이러한 바이오인식 표준화를 위한 국외 표준화 기구를 소개하고, 각 기구별 표준화 현황을 살펴본다.

This study reviewed the US military government's record management system to fill the gaps in Korea's record management history. The US military government's record management system adopted the concept of "mixed use" between the Japanese Government-General of Korea and the US Army because of the dualized administration and constituency of human resources. In addition, the US Army's record management method was introduced during the US military administration to manage historical records and produce official documents that mix Chinese and English letters.

세계경제는 인류의 지속가능한 성장을 위해 2020년을 기점으로 저탄소 경제체제에서 무탄소(에미션 제로·Emission Zero) 경제체제로 변화를 꾀하고 있는 상황이다. 이러한 변화는 해운분야에서도 예외가 아니다. 국제해사기구에서 선박온실가스 규제라고 할 수 있는 에너지효율 규정이 해양오염방지협약 부속서 6의 제4장(에너지 효율관리)으로 2011년 개정·채택된 것을 시작으로 최근 2030년까지 40%감축, 2050년까지 50% 감축이라는 온실가스 감축목표를 설정하여 본격적인 온실가스 감축을 위해 노력하고 있다. IMO는 감축목표를 달성하기 위한 단기조치, 중·장기 조치를 2023년까지 완성한다는 목표를 설정하고 장애요인 분석, 국가별 영향평가, 역량강화 및 기술지원과 연구개발에 관한 로드맵을 포함한 최종 전략 수립을 진행하고 있으나 문제는 국제해사기구(IMO) 2030 온실가스 감축목표 달성은 현재 사용되고 있는 화석연료로는 불가능하기 때문에 선박추진 연료로써 수소, 연료전지, 메탄올 등 대체에너지 개발을 대폭 지원하는 국가의 정책전환이 시급하며 이를 구체화할 수 있는 정책개발이 시급하다.

As we know, topography of korea is composed of many mountains. Also, the volume of traffic is increasing more and more nowadays. So, many tunnels are being constructed to reduce cost of transport and time. Thus, tunnel illumination was considered as the most important thing to make safe traffic conditions. In the past, we installed luminaires on the wall in tunnel, but currently we are installing those on the ceiling. Wherever luminaires are installed on the ceiling, the electric designer may not have known the proper point to install luminaires. Therefore, we researched this project to resolve above problems with abundant experience and accurate data through simulation(Lightscape program). As a result of research, mounting luminaires on the ceiling are better than wall because uniformity is more regular and utilization factor is also higher and then brightness is adequate as well, whereby installation on the ceiling is economical. Therefore, it is suitable that luminaires are installed on the ceiling in tunnel than wall.

IHO has established S-100 Standard profiled from ISO 19100 GIS standards for standardization and improvement of hydrographic data and are developing S-10X Standards. IMO is implementing the e-Navigation strategy for maritime safety and marine environment protection and has established the CMDS as information standard framework which will be developed from the S-100 standard. The development domain of e-Navigation can be divided into onboard, communication network, onshore and VTS is a core actor in onshore system. In this study, we analyzed the effects of S-100 standard development on VTS through e-Navigation strategy of IMO and suggested the cooperation between hydrographic fields and VTS fields under e-Navigation strategy.

Commercial drivers feel tired more than the general public, because their driving times are long and they experience more idle vibration. In this study, we developed a nonlinear model of a magnetic, linear spring seat suspension to determine the optimal design to improve ride comfort. The resonant frequency for the optimal design of the suspension was found to be 3.5 Hz, and the stiffness was analyzed through displacement-load experiments. Additionally, the vibration transmissibility was analyzed by the suspension stiffness, and the existing coil spring type vibration transmissibility was found to be 0.99. A parallelogram type magnetic spring was determined to result in a better performance than the existing spring with a vibration transmissibility of 0.823.

Small vessels of less then 20 tonnage and leisure boots such as motor boots, sailing yachts, water motorcycle, etc have been excluded from the rules and regulations such as Marine Leisure Safety Act, Ship Act and Ship Safety Act for a long time in Korea As a result, these small vessels and leisure boots have remained within the blind area of maritime safety and environment protection Among these vessels and boots, some leisure boots such as motor boots of 20 horse power or more(excluding motor boots equipped with engine inside the vehicles), water motorcycles and robber boots of 30 horse power or more are incorporated into the Marine Leisure Safety Act through the registry, safety inspection, insurance early 2005 in Korea In relation to the scope of application of the national Acts concerned, I consider the conflicts between Acts and suggest the subordinate enforcement ordinance and regulations.

The APT(Asia Pacific Telecommunity) Standardization Program(ASTAE) as means of regional cooperation in standardization was launched on February 1998. Its major functions are to study standardization-related issues and make contributions to the international standardization organizations like ITU, to bring about harmonization of telecommunications standards for the region and to disseminate information on regional and international standardization activities. In addition, through the third ASTAP forum of the An which held at Seoul on lune 2000, its organizational structure was changed and focused on the creation of more productive outputs and the more active participation of industry-related organization, for the pursuit of regional common interest and the enhancement of regional positions toward international standardization arena. Bearing in mind the consideration outlined above, this paper aims to analyze telecommunications standardization policy and current issues intended by Asia-Pacific regional standardization organization and accordingly, to suggest a strategy for strengthening telecommunications standardization activities in Asia-Pacific region.

인구의 증가와 급속한 산업화 그리고 편안함을 추구하고자 하는 문명의 이기로 인한 에너지 사용량 증가는 환경오염을 가속화시키는 문제를 유발하고 있어 전 세계적으로 심각한 사회문제로 대두되고 있다. 이에 반해 삶의 질의 향상에 따라 보다 쾌적한 환경에 대한 욕구와 인식의 변화로 환경보호에 대한 관심이 증가하는 추세이며, 이에 따라 각 국의 환경규제는 날로 강화되고 있다. 이러한 환경문제를 해결하기 위한 국제협력이 활발해지면서 무역과 연계된 국제 환경규제가 가속화되고 있으며, 환경선진국은 이러한 환경규제를 무역장벽으로 이용하고 있어 국가의 대외경쟁력에도 직 간접적으로 영향을 미치고 있다. 환경오염물질 중 질소산화물(NOx), 황산화물(SOx), 일산화탄소(CO), 이산화탄소($CO_2$) 및 휘발성유기화합물(VOCs), 다이옥신 그리고 입자상물질(PM)과 같은 대기오염물질은 대기 중으로 쉽게 확산되는 특성에 의해 인접한 지역까지 영향을 미치기 때문에 국제적인 규제대상의 초점이 되고 있으며, 경제협력개발기구(OECD, Organization for Economic Cooperation and Development), 유엔산하 국제해사기구(IMO, International Maritime Organization) 및 국제연소기구협회(CIMAC, International Council on Combustion engines)등 여러 국제기구를 중심으로 각종 규제수단을 개발하여 적용하고 있다. 특히, 국제해사기구(IMO)에서는 선박에서 발생되는 오염물질 등에 대한 규제강화를 위하여 새로운 국제해양오염방지협약(MARPOL)을 채택, 발효하여 그 규제 범위를 넓혀감에 따라 선박에 대한 각종 환경규제가 대폭 강화되고 있어 친환경 선박 및 관련 기술 개발이 활발히 진행 중에 있다. 이 글에서는 선박에서 배출되는 대기오염물질 중 그 자체로도 인체에 유해하며, 산성비, 광화학스모그 등 다양한 환경문제를 유발시키는 대표적인 물질인 질소산화물(NOx)과 질소산화물 배출규제에 대한 대응기술인 선택적촉매환원법(SCR, Selective Catalytic Reduction)과 SCR 탈질시스템에 사용되는 SCR 촉매에 대해 소개하고자 한다.

Many people feel uncomfortable when fitness center is crowded with people in all at the same time. So we propose exercise machines reservation system for resolving the problem that people feel uncomfortable in fitness center. In this paper, we design and implement the exercise machines reservation system that allows for users to reserve fitness equipments by using a NFC-based smart band. A user can reserve exercise machine using some reservation device. he or she will receive notifications through the smart band about when and which machine she or he will have to use. The user can do exercise with a recommended program, and can use any equipments conveniently even in a peak time because no one is waiting. Also, a manager can save cost through the efficient facility management and provide customized member management. Additionally, manager don't need to purchase other exercise machines or computers.
