The purpose of this study was to examine the experience of practitioners who completed the counseling practice in addiction organizations and to suggest the direction of effective counseling practice for students in interdisciplinary program of addiction majors. For this purpose, we provided the counseling training to two addiction treatment institutions and conducted the interviews with 16 students who participated the counseling practice at the institute and then analyzed the data qualitatively. The results of the study showed that the counseling practitioners experienced fear and prejudice against addicts, prejudice against addicts, change of illness, severity and risk of addiction, career expectation in addiction area, and reality of addiction. Also, the significance of the counseling practice was to give an important lesson in establishing the attitude of self - reflection and the identity of addiction counselor. In the discussion, a systematic management plan of counseling practice in the addiction field was suggested based on the derived topic.

Researchers have increased their interest in effectively managing the disaster that appear in large scale and complex form. There are two types of disaster information, which are unstructured text data and structured data. Unstructured text data usually refers to text documents that have been referenced by disaster management personnel such as disaster manuals and related regulations, while structured data refers to various disaster information build in the disaster related organization system. This paper proposes a methodology of constructing a disaster information sharing system that enables joint use of disaster related organizations through the establishment of a mutual linkage system by utilizing both unstructured and structured form of disaster information. Especially, Based on the linkage information between structured earthquake information in earthquake related system and earthquake manuals and countermeasures against earthquake disaster, we propose a service that provides the necessary information for earthquake management. It is expected that the task manager will perform effective earthquake state management by acquiring the integrated structured and unstructured earthquake information of the ministries and related organizations.

출연연구기관 대상의 종합적 연구개발 지식관리시스템은 매년 증가하는 연구개발 산출물 정보를 국가차원에서 효율적으로 관리, 평가하고 이를 정책에 반영, 대국민 공개자료로써 제공을 목적으로 한다. 뿐만 아니라, 각 연구기관에서 사용하는 조직운영시스템과 연계하여 과제 중심의 연구개발 성과정보를 집약적 검색, 제공하며 이를 통한 새로운 양질의 지식 창조를 지원한다. 본 연구는 현존하는 레거시 시스템을 파악하여 출연연구기관 대상의 통합적 연구개발 지식관리 시스템과의 연계성과 기능에 대해 연구과제관리시스템을 중점적으로 논의하였다.

우리나라의 물관리는 기상, 수문, 수질 분야별로 다원화 되어 있고 부처별로도 국토해양부, 환경부, 농림수산식품부, 기상청 등에서 관련법규를 제정하여 물관리 업무를 수행하고 있어 효율적인 물관리가 어려운 실정이다. 현재 각 기관별로 효율적인 물관리를 위해 자체 정보관리시스템을 운영하고 있으나 기관별로 자료공유 및 연계활용이 어렵고 상위업무조정기관의 부재로 수문기상관련 사업의 중복투자가 발생할 가능성이 높다고 할 수 있다. 뿐만 아니라 기상청은 물관리의 핵심정보인 기상관측 및 예측정보를 생산 및 제공하는 기관임에도 불구하고 현재까지 자체적으로 생산되는 정보를 단순히 제공하는 역할만을 수행함으로써 우리나라는 수문기상연계활용 분야에서 많은 어려움을 겪고 있다. 한편, 최근 기후변화로 인해 물 순환 시스템이 변하면서 홍수 가뭄 등의 이상기후가 빈발함에 따라 국가차원의 대책 마련이 필요하며 재해대응 측면에서는 기상재해 극복의 패러다임이 복구위주에서 예방위주로 변하면서 고품질 수문기상예측정보에 대한 요구가 증가하고 있는 추세이다. 따라서 본 연구에서는 수문기상예측정보 생산 및 활용을 위한 운영조직 설립방안과 시스템 구축 방안을 제시하여 효율적인 국가수자원 관리에 도움이 되고자 한다.

The Individual Training Account System(ITAS) is a new vocational training system for the unemployed in Korea. This paper analysis ITAS based on the theoretical framework of contracting-out public services. The results show that ITAS has problems of targeting and mismatch with the training needs of the industry. Also the possibility of the moral hazard problems of training institutions and trainees can be increased in ITAS. The unstability of training market may deteriorate the quality of the vocational training under ITAS. In order to solve these problems, there should be consulting services on the job finding and vocational training before issuing the training account so that trainees can take guided training courses according to industrial needs for vocational training. Government has to develop a more efficient monitoring and evaluation system on the vocational training institutions and to restructure the private training market based on the evaluation.

Linked Open Data (LOD) is rated as the best of any kind of data disclosure, and allows you to search related data by linking them in a standard format across the Internet. There is an increasing number of cases in which relevant data are constructed in the LOD form in the global environment, but in the domestic healthcare sector, the disclosure of data in the form of LOD is still at the beginning stage. In this paper, we introduce a case of LOD platform construction that provides services by linking domestic and international related data by LOD method, based on the data of Korean medical research paper data and health care big data linkage platform. Linking all data from each DB into an LOD requires a lot of time and effort, and is basically an infrastructure task that government or public institutions should be in charge of rather than the private sector. In this study, ten domestic and foreign LOD sites were linked with only a portion of each DB, enabling users to link data from various domestic and foreign organizations in a convenient manner.
