This study was conducted to seek the innovation challenges of "University Department of Special Education" with convergence on lifelong education of the disabled which is constantly stressed due to the educational needs of the disabled. For this purpose, the study first examined the compatibility between special education and lifelong education of the disabled based on the universal basis and then suggested faculty competence development for the foundation of organization and an integrated cooperation system of "University Department of Special Education" with support of National Institute for Lifelong Education of Disabled, lifelong education centers, related local organizations, and local colleges. In regards to the curriculum, the study also suggested lifelong education curriculum of disabled within the university lifelong education centers and a foundation for gradual restructuring of the curriculum of the "Department of Special Education". A program for 'lifelong education instructors for disabled (temporary name)' was introduced based on interdisciplinary course with "University Department of Special Education" for qualification of instructions.

This study tends to apprehend how much public library contributes to a role of upbuilder of digital integrated local society through a survey. For this, I performed the survey on 935 organization of public library in the whole country registered in national library statistical system. As a result, firstly, it's apprehended that equipment infra, Internet infra, etc like computer, laptop, scanner, tablet PC, etc are in relatively high level. Secondly, service or resource like electronic book, digital and virtual reference service, library service mobile App, etc that users can use are in relatively high level but software supporting cooperation and group task, fusibility of participating space, etc are shown very low level. Thirdly, the rate of literacy training relating to technology were only 22.4%, education subject focused on resource searching subject and somewhat future-oriented technical education like directions of video conference technique, cloud computing application education, etc wasn't conducted. Finally, we should consider expansion of providing technology and equipment and provision of future-oriented service and education according to a flow of the time that needs to seek change in various roles of library as enjoying culture space or creative space.

Maglev is a system that a train runs levitated above a rail. Therefore it is very important to maintain a constant levitation gap for achieving serviceability and ride comfort. This study is a cooperation research subject of the 3-1 subject, performance improvement of maglev track structures, of the Center for Urban Maglev Program in Korea, started in 2006. The aim of this study is development of rapid constructions of bridge superstructure for maglev. At present, precast deck is widely used because of its superiority to cast-in-place concrete on quality and the term of works. The research group suggested basic systems of maglev guideway with PSC-U type and trapezoidal open steel box type girder, and precast deck, cooperating with Korea Railroad Research Institute, the managing institute of the 3-1 subject. In this study, full-scale structure was fabricated for structural safety evaluation of precast decks and rail, and a static performance test of those structures was performed.

지난해 12월 3일, 금융위원회(이하"금융위")는 금융개혁 정례 기자간담회에서 그 동안의 금융개혁 성과를 발표하였다. 지난 3월 금융개혁 추진방향 마련 시 50개의 금융개혁 실천과제를 선정하고, 규제개혁 과정에서 20개 과제를 추가 발굴하여 총 70개의 금융개혁 실천과제를 선정하였고, 그 중 (1) 제도개선이 완료되어 시행중인 과제가 24건, (2) 일부 시행중인 과제가 17건, (3) 방안은 발표했으나, 법령 개정 등 제도개선 중인 과제가 16건, 마지막으로 (4) 방안을 마련중인 과제 즉 미발표 과제가 총 13건인 것으로 밝혀졌다. 금융개혁 실천과제 중, 핀테크 생태계 구축과 관련된 과제는 5건, 인터넷 전문은행 도입과 관련된 과제는 2건 그리고 빅데이터 활성화와 관련된 과제는 2건으로 직접적인 핀테크 산업 활성화와 관련된 과제는 총 9개라고 볼 수 있다. 이 중에서 6건의 과제는 이미 제도개선이 완료되어 시행되고 있으며, 나머지 3건은 방안은 발표되었으나, 법령 개정 등 제도개선이 필요한 상태이다. 여전히 은산분리 규제 완화를 위한 은행법 개정 이슈, 신용정보법 개정을 통한 빅데이터 산업 활성화 등은 여전히 제도개선 과제나 규제 완화 방안이 구체화되지 않은 단계이다. 금융당국은 금융산업에 대해서 오프라인 산업으로서 규제마인드를 갖고 있다. 국경을 넘나들며 금융서비스가 제공되는 시대에 오프라인 산업 관점의 전통적 금융규제들을 재검토해야 한다. 금융산업에서 핀테크와 쉽게 결합하여 서비스를 창출하고, 시장에서 경쟁할 수 있도록 하는 관점에서 기존의 규제들을 재평가해야 한다. 인터넷에서는 국경을 넘어선 서비스를 막을 수 없으므로 국내형 규제에 얽매인 국내 금융회사들은 혁신적 서비스를 도입할 수 없어 궁극적으로 글로벌 인터넷 거인들이 결국 국내 금융회사들의 사업 기회를 빼앗아 가게 될 것이다. 글로벌 인터넷 기업들이 국내 금융기관을 지배하게 될 것이라는 숙명을 빨리 깨닫고 과거의 관점에서 벗어나 온라인 서비스로 기존의 서비스를 변경하는 노력이 필요하다. 결국 금융산업은 핀테크 기업들과 협업하여 기존의 규제를 완화하거나 서비스에 맞게 변화시키고, 과감하게 폐지하는 것이 필요하다.

KREONET is a principal national R&E network running by KISTI in Korea. It uniquely provides production research network services for around 200 non-profit research and educational organizations, based on hybrid (IP and non-IP) network infrastructure. However, KREONET is limited to meet various needs of new network services for advanced Science & Technology (S&T) users because its infrastructure is inherently derived form classical hardware-based, fixed and closed environments. So, KREONET-S is designed to provide advanced S&T services to catch up with time-to-research and time-to-collaboration. In this paper, we present a system architecture of KREONET-S based on network infrastructure that consists of data and control planes separately. Furthermore, we propose and describe VDN service which is capable of building a virtual dedicate & bandwidth-guaranteed network for S&T group dynamically. we implement VDN application on KREONET-S and then perform performance analysis for proving that KREONET-S system and VDN application can be a good solutions to cope with new network paradigms for various advanced S&T applications and users.

This research dwells on categorization and industrialization of cultural heritage resources using marketing. Since many organization would not grab the chance of business while doing marketing using cultural heritage, the paper intend to suggest proper way to develop strategy. For that purpose, this research analyzed some advanced cases of corporate like Google and other national endeavors. This paper founded out 4 models of marketing using cultural heritage resources. These are re-creation, patron, capitalization and media. Also we got practical implications of the case analysis and modeling which are collaboration partnership scheme between marketers and filed expert group. Marketers better find fitful information and right person utilizing more reliable sources such as national archives, and academic achievements. If the marketers implement such strategic program, really abundant types of cultural heritage resources using marketing could bring more favorable profit which means business chance and new horizon for global culture industry.

지구온난화가 진행되면서 태풍, 홍수, 호우 등 기후변화에 기인한 재해의 피해수준이 심해지고 범위도 날로 확대되고 있다. 한국의 경우에도 집중호우와 그로 인한 침수피해 등 자연재해로 인한 피해가 늘어나면서 자연재해에 대응할 수 있는 재난행정에 대한 관심이 높아지고 있다. 그럼에도 불구하고 복합적인 양상을 보이는 재난에 효과적으로 대처하기 위한 행정체제에 대한 연구는 아직 부족한 실정이다. 특히 재난행정이 오랫동안 발전해온 미국과 일본의 체제 각각에 대한 연구는 있어왔으나, 한미일 3개국의 재난행정체제를 체계적으로 비교하고 한국에 필요한 시사점을 도출한 연구는 많지 않았다. 따라서 본 연구는 한국의 행정체제의 발전에 오랫동안 지대한 영향을 미쳐온 미국과 일본의 재난행정체제를 분석하고 최근의 재난 양상과 관련해 한국에 필요한 시사점을 도출한다. 본 연구의 연구방법으로는 비교제도분석을 실시했다. 우선 선행연구 검토에 기반하여 재난행정체제의 비교분석에 필요한 비교틀을 구성하고, 분석틀에 기반해 한국, 미국, 그리고 일본의 재난행정체제를 비교한다. 분석결과 한국의 재난 행정체제는 미국 및 일본과 같은 재난행정의 선진국가와 비교할 때 재난관련 법률이 통합적이지 않고 분산되어 있어 상호중복 및 충돌의 소지가 있으며, 재난관리 단계에 있어서도 예방보다는 대응과 복구에 중점을 두는 것으로 나타났다. 또한 재난대응의 1차 책임소재도 불명확하며 민간네트워크도 재난에 효과적으로 대응할 수 있는 수준으로 발전되지 않은 것으로 드러났다. 이러한 문제점에 대한 개선방안으로서 미국과 일본의 재단대응체제으로부터 다음과 같은 시사점을 얻을 수 있다. 첫째, 기존의 분산되어 있는 기본법들을 통폐합하여 재난관리를 통합적으로 다루는 기본법을 제정할 필요가 있다. 둘째, 지방정부의 재난대응역량을 강화시키고 보다 많은 책임과 권한을 부여해야 한다. 셋째, 재난관련 기관들의 역할을 명확히 분담하고, 정보를 공유하며, 조정기제를 효율화하여 재난대응시 협업이 효과적으로 이루어질 수 있도록 하여야 한다. 이를 위해서는 분산적인 재난관리체제를 통합적 성격의 체제로 전환해야 한다. 넷째, 주민단위 재난대응조직과 협력의 틀을 구축하여 민관네트워크를 활성화하여야 한다.

With the rapid development of scientific technologies and the appearance of new industrial areas, the 4th industrial revolution is rapidly progressed while new values are created and realized by the conversion between industries. The researcher wrote the main questions through the preceding research on domestic and overseas major new technology convergence products and services. The researcher planned the in-depth interview, which is one of the qualitative research methodologies, and conducted the Kano method questionnaire that can embody multidimensional and strategic judgment rather than grasp fragmentary preference trends. According to the results, In addition to strengthening the technical capabilities of the VR/AR game industry, policy needs to raise professional manpower have been raised. Practical workforce development through close collaboration between industry and educational institutions, and continuous supply of human resources through retraining of existing game contents personnel. It gave direction to the creation of new jobs in the VR/AR game industry.

As cyber-attacks become more intelligent and sophisticated, the importance of Security Operations Center(SOC) has increased and the number of SOC has been increasing. In order to cope with cyber threats, institutions and organizations use a variety of cyber security standards to create business procedures. However, SOC often need to be improved in accordance with the SOC environment because they collaborate with managed security service specialists rather than their own personnel. The NIST cyber security framework, information security management system, and managed security service companies were compared and analyzed. As a result, it was found that the NIST CSF is a framework that is easy to apply to managed security service, The content was judged to be insufficient. Therefore, in this study, NIST CSF was used as a reference model to derive the management items required for SOC environment, and the necessity, importance and ease of each item were confirmed through an Delphi technique and an improved cyber security framework was proposed.
