  • Competition between global ports is intensifying as the number of calling ports has decreased due to the growth of ship size and the implementation of global environmental regulations has begun. Global ports are pushing for a strategic and concrete transition to smart ports in order to secure port competitiveness in the future. In Korea, however, the government plans and projects for promoting smart ports have yet to materialize, and related papers and research are lacking. In this paper, the concept of smart port was established, and the current status of technology and introduction of smart ports was analyzed. Model Development of Convergence Curriculum by Specialization Area Linkage between Local Universities (지역대학 간 특화영역을 연계한 대학연합-융합전공 모형개발)

  • The university bachelor's system is based on autonomy, but due to the rigid academic structure, it is not appropriate to respond to changes in social demand. Recently, universities are pursuing diversification of their bachelor's system. With the introduction of various majors (linkage major, convergence major, autonomic major, and self-design major), efforts are being made to nurture convergence talent based on mutual linkages between major and departments. This study introduces the design and operation process of 'Global Creative Convergence Major' which the four universities of Chungcheong region promoted as a union. In particular, it derives the key elements of each step and presents the operating model and implications based on the main features. Convergence major operation model constitutes educational system (talent award, educational goal, competency factor, curriculum) through linkage between specialization areas of universities. The competency elements contain creative competence, convergence competency, problem solving competency, and global competency.

  • Domestic electronic detonators are used widely in many quarry and construction sites since its launch at 2013. In the case of SOC projects conducted in the city, most of them are designed in high-depth to reduce complaints. The high-depth excavation needs a long construction period and huge cost for building shaft and ventilation hole. Mechanical excavation method is applied when safety things are located nearby the site. Solidity of rock and machine's performance affect on the method's efficiency. So as the efficiency is getting lower, the construction period is extended, and the cost is increases as well. This case study is about changing the machine excavation method to the blasting method which is electronic detonator applied at the shaft construction site in the city. This is an example of using electronic detonators on the construction site in reducing blast-noise and vibration while meeting environmental regulatory standards.

A Case Study on Global Educational Innovation using U-Learning Box and Ubiquitous-based Test (유러닝 박스와 유비쿼터스 기반의 시험 시스템을 이용한 글로벌 교육 혁신 사례 연구)

  • In this paper, we present the results of educational innovation case study using U-Learning Box and Ubiquitous-based Test(UBT) system for 6 sample primary schools in Nepal. As Nepal is considered to be a developing country with electricity problem to the school, the U-Learning Box, consisting of a small and easy-to-use tablet PC for teacher and a small smart beam with its own battery was evaluated as the optimum solution to support continuous basic English and hygiene education for these schools. And UBT technology using tablet PC was used to evaluate and analyze basic English learning ability of the students, which helped us realized that it is necessary to improve the educational environment and develop suitable educational contents. We hope that the global educational innovation using U-Learning Box and UBT technology will become a successful model for global equality of educational opportunity project for developing countries including Nepal.

Performance Evaluation of Premier Global Construction Engineer Training Program (글로벌 건설 엔지니어링 고급인력 양성사업의 성과평가)

  • This paper aims to evaluate the performance of S University's Premier Global Construction Engineer Training Program. The net impact of the program is evaluated through a quasi-experiment design approach. The competency level of an individual participant is compared with that of a non-participating expert with similar professional background. The results show that the training program contributed to a significant improvement in the professional competencies of the participating students. The competency level was regressed on the subjects of curriculum. The achievements are attributable to a group of subjects focused on the skills for project development such as PPP, feasibility study, and project financing. Another group of subjects found to have significantly contributed to the improved competencies can be categorized as subjects focused on nurturing global perspectives. The paper shows it is possible to quantify the contribution of the program and the results provide a set of information that can be useful in designing and operating similar programs.

Signifying Practices of Technoculture in the age of Data Capitalism: Cultural and Political Alternative after the Financial Crisis of 2008 (데이터자본주의 시대 테크노컬처의 의미화 실천: 2008년 글로벌 금융위기 이후의 문화정치적 대안)

  • The subject of this paper is the practical examples of technoculture that critically thinks network technology, a strong material foundation in the era of data capitalism in the 21st century, and appropriates its socio-cultural metaphor as an artistic potential. In order to analyze its alternatives and the meaning of cultural politics, this paper examines the properties and influence of data capitalism after the 2008 global financial crisis, and the cultural and artistic context formed by its reaction. The first case considered in this paper, Furtherfield's workshop, provided a useful example of how citizens can participate in social change through learning and education in which art and technology are interrelated. The second case, Greek hackerspace HSGR, developed network technology as a tool to overcome the crisis by proposing a new progressive cultural commons due to Greece's financial crisis caused by the global financial crisis and a decrease in the state's creative support. The third case, Paolo Cirio's project, promoted a critical citizenship towards the state and community systems as dominant types of social governance. These technoculture cases can be evaluated as efforts to combine and rediscover progressive political ideology and its artistic realization tradition in the context of cultural politics, paying attention to the possibility of signifying practices of network technology that dominates the contemporary economic system.

  • The purpose of PMO (Project Management Office) systems implementation in public sectors is to prevent the potential risks of IT projects with the project management for the electronic government, and to improve the quality of the project. As a leading country in software areas, PMO systems will play an important role to lead the best smart electronic government in the global world. This study suggested an operating model of PMO systems in public sectors in advance to use the PMO systems in public sectors by conducting a research investigating the key organizational role as the major factor which affects the behavioral intention of PMO systems implementation. We tested a hypothesis that Effort Expectancy factors and Facilitating Condition among the interested party groups will influence the Behavioral Intention of PMO systems implementation, and the result have given no difference to the Control Effect among the interested party groups. This study have shown that the interested party groups have common recognition about the Behavioral Intention of PMO systems implementation in the public sectors.

  • 우리 사회는 산업혁명, 정보화혁명을 거쳐, 모든 것이 인터넷과 연결되는 사물인터넷(Internet of Things) 기반의 초연결 혁명 진행 중에 있다. 이에 정부는 사물인터넷을 공공, 산업, 개인 등 국가사회 현안 해결의 수단으로 활용하여 산업경쟁력 강화 및 창의적 IoT 서비스 제품 창출과 중소 중견 전문기업 육성을 시도하고 있다. 이에 본고에서는 사물인터넷의 핵심인 단말 플랫폼기술에 대한 글로벌 기업 및 프로젝트들의 하드웨어와 소프트웨어 융합기반 사업화 동향을 분석하고, 국내 단말 플랫폼의 개발현황 및 문제점을 살펴본다. 뿐만 아니라, 향후 사물인터넷의 단말 플랫폼 경쟁력 확보 및 생태계 구축을 위한 단말 소프트웨어 플랫폼과 하드웨어 플랫폼 구축방법으로 개발자 지향 개방형 SW-SoC(System on Chip) 융합을 통한 인프라 구축방안 제시하고, 사물인터넷 서비스의 확산을 위해 산 학 연 협력기반 기술개발 로드맵 방향을 제시한다.

사물 인터넷을 위한 블록체인 기술 동향

  • 블록체인 기술은 분산형 네트워크를 통해 정보 등을 관리하고 저장함으로써 정보의 투명성 및 신뢰성을 제공해줄 수 있는 분산 컴퓨팅 기반의 데이터 위변조 방지 기술이다. 특히 수천만개 사물 기기들이 서로 통신을 하여 서비스를 제공하는 사물인터넷(IoT) 서비스 환경에서 블록체인 기술은 중앙 집중 방식의 관리 구조를 탈피하고 보안성을 향상시킬 수 있는 인프라 기술로 주목 받고 있다. IoT 서비스에 데이터 무결성 및 디바이스 제어 등의 보안서비스를 제공하고, 분산화된 방식으로 서비스의 확장성을 높이고자 최근 글로벌 기업들은 IoT 블록체인 개발을 위한 컨소시엄을 구성하여, IoT 서비스에 활용할 수 있는 블록체인 기반 기술들을 연구하고 있다. 본 논문에서는 블록체인을 기반으로 한 IoT 연구 프로젝트들의 연구기술 동향을 분석하고, IoT 서비스에 블록체인을 적용한 사례와 응용 기술 등을 소개한다. 또한 IoT 응용 서비스에 효과적으로 적용하기 위해 기존 블록체인 기법들의 확장성 및 오버헤드 등의 문제를 개선한 Tangle 기술에 대해서 자세히 소개하고, IoT에 블록체인을 적용하기 위한 고려사항들을 논의한다.

  • The policy objective of leading industries for an economic region is to increase industrial competitiveness by regional cooperation and linkage and so the economic impact analysis of R&D by region is required. This research utilizes regional input-output tables of the Bank of Korea to analyze the economic impact of 'next-generation wireless communication devices' project in 'New IT' sector of Chungcheong economic region.
