최근 해킹 등으로 인한 대량 개인정보 유출 사고로 인한 계속됨에 따라 개인정보보호 법제도 측면에서 변화가 시작되고 있다. 지금까지는 사고원인을 분석하여 기술적, 관리적으로 미흡한 부분을 보완하는 기업의 보호조치의무를 강화하는 방식이었으나, 최근에는 보다 근본적으로 개인정보 수집을 최소화하고 사고를 적극적으로 예방하려는 다양한 신규 제도가 만들어지고 있다. 따라서 새롭게 도입되는 개인정보보호제도의 의미와 주요 내용을 살펴보고 기업이 새로운 제도에 대응하는 전략을 고찰하고자 한다.

강원도 정동진해변은 이상시 고파랑에 의한 연안침식피해가 상시 발생하고 있기 때문에 이에 대한 해안복원을 위하여, 정밀 조사, 실험을 통해 연안침식원인을 분석하고 해안 안정을 위한 근본적인 대책을 수립하였으며, 자연재해로 인한 연안침식 예방과 연안시설에 대한 지속적인 유지관리로 연안환경을 보전하고자 하였다. 이를 위하여 수중방파제, 돌제, 양빈 등의 대책을 마련하였으며, 제언하여 이후 퇴적환경 모니터링을 지속화 시킬 필요가 있을 것으로 판단된다.

소프트웨어사업사업자 신고제도는 소프트웨어사업 수요자에게 사업자정보를 제공함으로써 부실 사업자는 시장에서 퇴출되고 건실한 사업자만이 사업을 영위하도록 하여 소프트웨어산업을 발전시키고자 도입되었다. 하지만 현행 신고제도는 그 효과성과 활용성에 심각한 문제를 나타내고 있으며 이는 결국 소프트웨어시장을 혼탁하게 하는 원인을 제공하고 있다. 본 연구에서는 현재 시행되고 있는 사업자신고제도의 문제점을 분석하고 사업자등록제도의 도입방안 및 소프트웨어사업자정보관리방안 등 근본적인 개선방안을 제시한다.

적응적 웹기반 기법에서 학습자의 반응이나, 탐색 행동의 근본적인 원인이 되는 학습 동기, 지각 등에 대한 판단을 정확히 할 수 없기 때문에, 학습자에게 완전히 적응적인 수업 환경을 조성해 주는 데는 한계가 있다. 이러한 한계를 극복하기 위한 대안으로 학습자간 상호작용이나 협동 학습을 지원하는 웹기반 교수 시스템이 제안되고 있다. 본 논문에서는 웹기반 환경에서 학습자들간의 협동학습을 효과적으로 지원하는 적응형 교수 시스템을 제안한다. 본 시스템은 협동학습 공간에서 주어진 과제를 수행하기 위해 발생되는 학습자들의 대화와 서로간의 상호작용을 분석하여 적절한 조언을 제공함으로서 협동학습이 효과적으로 이루어 질 수 있도록 지원한다.

This study explored how television news constructed an issue of the building of a nuclear waste facility on Wido, an issue which displayed a social conflict in the latter half of the year 2003. To do this, this study conducted frame analysis on KBS and MBC main news including national and local ones, broadcasted from 11 July, 2003 to 10 December, 2003. It was found that television news tended to stress violent protests against site designation and social disorder rather than the causes of a conflict and its solutions. Therefore, news reporting excluded fundamental reasons of conflict such as the governmental decision-making process of site designation, geological suitability, safety issue and nuclear energy policy, emphasizing the confrontation and clash between pro and con groups of site designation. This indicates that television news defines an issue of the building of a nuclear waste facility as the local conflict between groups, the police and demonstrators, or neighbors who approve and protest the site designation, not as the national issue of nuclear policy.

본고(本稿)의 목적(目的)은 첫째로 통화정책(通貨政策)의 운용방법이 제통화지표(諸通貨指標)간의 움직임은 물론 이들 지표(指標)와 실물경제(實物經濟)와의 관계의 변동을 초래하는 근본원인이 될 수 있다는 사실에 주목하여 80년대 우리나라의 통화정책이 인플레 억제를 통한 안정기조의 확립을 위한 총통화(總通貨)(M2)규제(規制)로 특징지워졌음에 착안, 이러한 통화정책(通貨政策) 운용방법(運用方法)의 영향을 분석하고, 둘째로 그 결과를 감안하여 제통화지표(諸通貨指標)와 실물경제(實物經濟)와의 관계를 분석, 중심통화지표(中心通貨指標)의 재정립과 그 운용방법을 제시하는 데에 있다. 본고(本稿)에 의하면 M2와 제(第)2금융권(金融圈)의 6개월 미만 단기자금수신(短期資金受信)(본고(本稿)에서 M3S로 정의(定義))간의 관계가 70년대와 80년대에 각각 다르게 나타나고 있다. 특히 80년대에는 M2규제(規制) 위주의 통화정책이 M3S의 변동을 초래하며 이는 실질생산(實質生産)을 감소시키고 물가를 상승시키는 등 부작용을 가져오는 것으로 분석된다. 또한 M2와 물가(物價) 실질생산(實質生産) 등 실물경제와의 관계가 70년대와 80년대에 각각 다르게 나타나고 있다. 본고(本稿)에 의하면 경제여건이 변함에 따라 목표통화증가율(目標通貨增加率)을 조정해 나가는 신축적인 통화운용방법(通貨運用方法)으로 전환해 나아가고, 이를 위해 M3S지표(指標)를 적극적으로 활용할 것이 요청된다. 그러나 보다 광의의 지표의 증가세 역시 급등할 경우 어떠한 특정지표(特定指標)의 규제보다는 경제전반(經濟全般)에 걸친 통화증가압력(通貨增加壓力)을 완화시키는 방향으로 정책을 선회하는 것이 바람직하다.

The nature of war includes the concept of war and the purpose of the war, as well as its nature, attributes and personality. The war that started with the history of mankind has started to achieve various purposes. There were also wars that took place to get territory or slaves and resources. There was a war to spread ideology and religion. The cause of war has diversified due to the purpose of various wars. In this study, we analyzed the causes of regional conflicts that have occurred on the earth since World War II. The regional and structural explanations reported in most papers attempting to define the causes of small regional conflicts and new forms of war in each region are not entirely credible. It is clear that the Cold War has intensified civil war. Most of the causes of these wars should be considered to be within the country.

The Korean Government has provided public rental housing to stabilize civilian dwelling. However, unreliable management of public rental housing threatens the stability of residency. This study analyzes the default of public rental housing and the cause of default through a case study, which was intended for the residents in apartment complexes in danger of default. It also suggests countermeasures to cope with the problem of public rental housing. The results are listed as follows. First, rental housing apartments contribute a lot to the housing stability policy. On the other hand, the default of housing development, which is derived from the bankruptcy of housing management companies and the negligent control of government, brings about a serious problem for housing stability. Second, although the government has made a steady effort to solve this default problem, 9000 residents from 8 apartment complexes in Korea have experienced extreme unstable residency. Third, there are many causes for the default of public rental housing such as unqualified management companies and cursory monitoring by the government. The fundamental solution is to prevent public rental housing management companies from managing, or to build a new management system of public rental housing. To solve this problem, it's recommendable to delete the application term in the special law on the default of public rental housing so that it can be applied to all default apartments. If it is not possible to perform the policy for financial reasons, a new supply of civil housing provided by private companies needs to be re-examined completely or banned.

Youths express their own negative experiences and feelings come from their deeply wounded mind. They seek the root cause of these wounded hearts from other people or external environment. Youths revisited the past to heal painful memories. This study designed ontology in order to provide information about the causes and symptoms of illness of the mind for youth counseling. Application ontology enables high-volume and intricate knowledge not only to get set up systematically but also to be stored as the meaningful information. It is also very useful as an integrating tool of the existing complex counseling nomenclature. And ultimately, through revitalization of the sharing and reuse of materials, it becomes possible to provide client-centered counseling services. Therefore, this study built ontology of the mind-illness as a way to analyze the causes and symptoms of the disease in the client mind for providing personalized youth counseling services.

This paper presents a result of failure analysis and reliability evaluation for high voltage ceramic capacitors. The failure modes and failure mechanisms were studied in two ways in order to estimate component life and failure rate. The causes of failure mechanisms for zero resistance phenomena under withstanding voltage test in high voltage ceramic capacitors molded by epoxy resin were studied by establishing an effective root cause failure analysis. Particular emphasis was placed on breakdown phenomena at the ceramic-epoxy interface. The validity of the results in this study was confirmed by the results of accelerated testing. Thermal cycling test for high voltage ceramic capacitor mounted on a magnetron were implemented. Delamination between ceramic and epoxy, which might cause electrical short in underlying circuitry, can occur during curing or thermal cycle. The results can be conveniently used to quickly identify defective lots, determine $B_{10}$ life estimation each lot at the level of inspection, and detect major changes in the vendors processes. Also, the condition for dielectric breakdown was investigated for the estimation of failure rate with load-strength interference model.
