  • 본 논문에서는 재난안전관련 근무자의 업무연속성 향상을 저해하는 부분들을 파악하고 해결의 방향성을 제시하고자 한다. 공공단체의 재난안전분야 인사제도의 특성을 살펴본 결과, 현행 순환보직 제도와 새롭고 다양한 유형의 재난위험에 대응할 전문화된 근무자의 부족이 재난안전업무에 미치는 영향을 확인하였다. 현재 문제점으로 지적되는 것은 기간이 짧은 순환 근무형태와 임기만료가 임박하여 전보 사실을 공지하는 문제, 그리고 비전문성 등이 나타났다. 이러한 문제를 해결하기 위해 부서 당 평균 재직 기간을 최소 5년 이상으로 연장하고, 정책의 지속성 및 업무 연속성을 위하여 2인 1업무제 도입을 고려할 필요가 있다. 그리고 충분한 시간을 두고 전보를 준비할 수 있도록 해야 할 것으로 보인다. 비전문성에 대한 해결 방향으로는 최근 재난의 예방과 대비를 중시하는 추세를 반영하여 공공기관과 민간부문 등 다양한 전문가들의 참여를 통한 해결방식이 필요하다. 미국, 독일, 일본 등에서 민간부문과의 협력적 재난안전관리가 성공적으로 이루어지고 있듯이 국내에서도 의사결정체계를 민간부문과의 협력적 거버넌스체계로 전환해야한다.

The Effect of Workplace Flexibility on Employees' Organizational Commitment (직장 유연성이 종업원의 조직몰입에 미치는 영향)

  • The COVID-19 pandemic catalyzed major changes in our work environment, underscoring the critical role of workplace flexibility. While a wealth of research exists on specific flexible work strategies and schedules, a broader understanding of workplace flexibility has been somewhat overlooked. This study aimed to bridge this gap by examining the correlation between workplace flexibility and organizational commitment. Our sample consisted of 300 employees from foreign businesses in the ICT(information and communications technology) service sector and the manufacturing industry, along with those from the top 50 leading Korean enterprises. We bifurcated workplace flexibility into two distinct categories for this study: quantitative and qualitative. Our results revealed that within the quantitative category, the flexibility of continuity of work and flexible place significantly enhanced organizational commitment. Interestingly, the flexibility of work schedules didn't have a marked impact on commitment levels. On the qualitative side, job autonomy and teamwork emerged as significant drivers of organizational commitment. It's worth noting that qualitative aspects of workplace flexibility had a more pronounced effect on organizational commitment than the quantitative elements. These findings highlight the necessity of approaching workplace flexibility from a comprehensive perspective, embracing both its quantitative and qualitative dimensions. For businesses aiming to maximize the benefits of flexibility, it's essential to cultivate a culture of open communication, champion collaboration, and prioritize job autonomy and teamwork. Establishing a work environment that actively supports feedback-oriented communication stands as a key component in this endeavor.

  • 본 연구는 코로나19 대응을 위한 업무연속성계획의 가동 경험을 분석하여 체계를 개선한 내용을 다루고 있다. 코로나19는 전 세계적으로 팬데믹을 일으킨 대유행병으로, 감염병 확산으로 인한 위기 상황에서 업무연속성을 확보하는 것이 중요하다. 전력에너지 공기업은 위기대응 체계를 구축하고 필수 대응 사례를 분석하여 업무연속성을 유지하는 방안을 모색하였다. 이를 위해 근무환경 분리, 핵심인력 확보, 비상대응 업무계획 수립 등 다양한 대책을 시행하였다. 코로나19 상황에서 전력에너지 공급업무의 연속성 확보를 위한 이러한 대책들은 효과적으로 시행되었고, 감염병 재난관리에 대한 매뉴얼로 활용하고 있다.

Operation Efficiency Estimation of PET/CT Center by Work Form and Exposure Dose (근무형태 및 피폭선량에 따른 PET/CT실의 운영 효율성 평가)

  • Purpose: Recognize circulation work system and fixing work system's merits and demerits that is enforced in operation of PET/CT center in sudden increase recently. Wish to estimate connectivity degree of individual exposure dose and PET/CT working that is managed periodically through this and look for operation efficiency of PET/CT center. Materials and Methods: (1) Find interrelationship of length of service to be individual exposure dose and PET/CT through TLD interpretation. Specially, evaluate on the basis of data of 2.5 years until 2 quarters 2006~2008 year that show patient increase rapidly the latest. (2) Recognize what countermeasure is evaluating problems happened at circulation work system and fixing work system. Results: Patient examination's number was 14,674 items until 2 quarters 2006~2008 year, and the $^{18}F$-FDG average injection amount was 461.5 MBq. 2 people of 10 radiotechnologist did fixing work PET area and GAMMA area each, and 8 people did circulation work of 3 times for 2.5 years. Average exposure dose that PET area and Gamma area's circulation men in service receive was 1.32 mSv, and PET area men in services came out average 0.825 mSv high than Gamma area men in services. Nurse's exposure dose is 0.28 mSv, and next 2 reason is conjectured. One is contact with patient that medicate $^{18}F$-FDG injection, and another is consultation about patient's next time schedule after examination end. Although exposure dose's amount is not much, is expected to consider continuation work possibility by exposure dose in case is a nurse with pregnancy possibility. Also, $^{131}I$-isotope therapy area's radiotechnologist that use capsule appeared by 0.12 mSv and a nuclear medicine doctor appeared by exposure dose that is less of 0.11 mSv. Conclusions: In case do PET/CT center circulation work after a long time, connoted danger that most men in service is consecutiveness deficiency of business and individual exposure dose increase at early 1 month. Specially, way for individual exposure dose's decrease should be considered. Also, need to evaluate abhorrent work form for efficient work system introduction, and enforce circulation and fixing work suggestion suitable shift working. Finally, must make normalized business guide and so on to prevent circulation work people's business efficiency decline.

  • A stochastic continuum(SC) modeling technique was developed to simulate the groundwater flow pathway in fractured rocks. This model was developed to overcome the disadvantageous points of discrete fracture network(DFN) modes which has the limitation of fracture numbers. Besides, SC model is able to perform probabilistic analysis and to simulate the conductive groundwater pathway as discrete fracture network model. The SC model was formulated based on the discrete fracture network(DFN) model. The spatial distribution of permeability in the stochastic continuum model was defined by the probability distribution and variogram functions defined from the permeabilities of subdivided smaller blocks of the DFN model. The analysis of groundwater travel time was performed to show the consistency between DFN and SC models by the numerical experiment. It was found that the stochastic continuum modes was an appropriate way to provide the probability density distribution of groundwater velocity which is required for the probabilistic safety assessment of a radioactive waste disposal facility.

Influential Factors for Professionalism of Community Health Practitioners(CHPs) (보건진료전담공무원의 전문직업성에 미치는 영향요인)

  • This study was conducted to determine factors affecting professionalism of community health practitioners (CHPs). The participants in this study were 153 community health practitioners working in G province with structured self-report questionnaires from 20 August to 25 September 2017. Data were analyzed by descriptive statistics, t-test, ANONA, Scheffe's test, Pearson's correlation coefficients and stepwise multiple regression using the SPSS 20.0 program. There were statistically significant differences according to income (F=6.951, p<.001), work experience (F=5.245, p=0.002) and motivation for choosing a community health practitioner (F=3.676, p=0.004). The highest related factors were job satisfaction (${\beta}=0.320$, p<0.001), individual disposition (${\beta}=0.291$, p<0.001), income (${\beta}=0.283$, p<0.001) and job continuance (${\beta}=0.176$, p=0.009). These variables explained 49.6% of the total variance in professionalism. These findings suggest that it is necessary to develop a convergence program and policy support at the individual and organizational level to strengthen the professionalism of community health practitioners.

What Do Female Jobs Do for Women's Job Continuity? : Occupational Sex Segregation and Women's Job Exits in the U.S.

  • Predominant explanations of the persistence of sex segregation ill occupations link job choices to profoundly gendered responses to childbearing and other family demands, arguing that women are more likely to seek jobs which are in some sense compatible with motherhood, either because they are family friendly (flexible, low intensity work) or because they are easy to exit and re-enter. In this paper, I examine the effect of occupational sex segregation on job exits into the labor market among women, with a special attention to the role of childbearing and child rearing. I use data from detailed employment histories gathered from the National Longitudinal Survey of Youth (NLSY) in continuous time event history models. My results indicate that women in female dominated jobs are less likely to exit their jobs than women in other types of occupations. Further this relationship is not shaped by motherhood. While mothers or pregnant women are more likely to leave work, mothers in female-dominated occupations are slightly less likely to leave employment than mothers in other occupations. These results are not consistent with the ideas that women's choice of female-dominated occupations expresses a gendered identity and women strategically seek jobs which accommodate maternal roles. Taken together, my findings do not provide support to the idea that women choose female-dominated occupations because they are easier to integrate with motherhood (except for the pregnancy period).

The Effects of LMX on Creativity: The Serial Multiple Mediating Effects of Relational Energy and Creative Process Engagement (LMX가 창의성에 미치는 영향: 관계에너지와 창의과정몰입의 연속다중매개효과를 중심으로)

  • As a study on the mechanisms by which creativity is improved in an organization, this study tried to verify the serial multiple mediating effects of relational energy and creative process engagement in the effect of leader-member exchange(LMX) on creativity. To test the hypothesis, a survey was conducted on 200 workers in China, and 154 of them were analyzed. The analysis used model 6 of the PROCESS macro. As a result, first, LMX has positive effects on creativity. Second, relational energy mediated the relationship between LMX and creativity. Third, creative process engagement mediated the relationship between LMX and creativity. Forth, relational energy and creative process engagement continuously mediated the relationship between LMX and creativity. Based on these research results, the implications and limitations of this study were presented, and methods to improve creativity in the organization were discussed.

Comparison of Sleep Patterns and Autonomic Nervous System Activity among Three Shifts in Shiftworkers (교대근무자에서 각 교대근무간의 수면양상 및 자율신경계 활성도 비교)

  • Objectives: Through comparing sleep variables and autonomic activities among three shifts in shift workers, the authors intended to clarify which shift is most tolerable and to identify the characteristics of their psychological and physical problems. This study is also expected to help shift workers to adapt themselves to their work more effectively. Methods: Fifty one shift workers took part in this study. They were working in a rapidly rotating system in which they worked for 3 days in one shift with one day off between each shift. Based on a sleep diary, sleep latency (SL), sleep period time (SPT), and number of wake after sleep onset (NWASO) were estimated and compared among the three shifts. In assessing sleepiness, Epworth sleepiness scale (ESS) and visual analogue scale (VAS) were used. To evaluate mood states among the three shifts, profile of mood states (POMS) was administered. Heart rate variability (HRV), and the level of adrenaline and noradrenaline were measured to assess autonomic activities. HRV included low frequency power (LF), high frequency power (HF), and LF/HF. Results: SPT was significantly lengthened during the evening shift and SL was shortened during the night shift. The workers showed a drop in alertness at wake-up during morning shift and a drop in alertness at work during night shift. During night shift the subjects complained of physical fatigue and cognitive decline. Comparison of HRV showed that parasympathetic activity was most prominent during the evening shift. Secretion of adrenaline and noradrenaline decreased during the evening shift, though statistically not significant. Conclusion: We found that the evening shift was most tolerable among the three shifts. It is recommended that morning light exposure be done during the morning shift and nocturnal light exposure during the night shift.

  • 전방으로 심하게 돌출된 전상악골로 인하여 구순성형술 및 비성형술의 결과가 악화 될 수 있다. 따라서 변위된 전상악골의 이상적인 위치로 재위치 시키려는 다양한 노력이 시도되어 왔다. 에디오피아와 같은 개발도상국에서는 어른이 되어서도 수술을 받지 못하는 구순구개열 환자가 많이 있다. 성인이 될 때까지 수술받지 못한 양측성 완전 구순구개열 환자에서는 근육, 골, 피부, 점막의 연속성이 없어서 전상악골이 심하게 전방으로 혹은 하방, 좌우측으로 변위된 경우가 대부분이다. 이 경우 구순성형술이 거의 불가능하며, 시도된다 할지라도 돌출된 전상악골 때문에 양쪽 구륜근을 봉합하여 주기가 대단히 어렵다. 따라서 이상적인 결과를 얻기 위해서는 구순성형술 전 혹은 동시에 전상악골의 재위치 술식이 필수적이다. 저자는 한국국제협력단에서 국제협력의사로 선발되어 에디오피아에서 30 개월간 근무하였다. 그 동안 다양한 양측성 완전 구순구개열 환자에서 전상악골의 재위치 술식을 경험하였다. 저자가 경험한 전상악골의 재위치 술식(전상악골의 재위치와 골이식술 동시 시행, 전상악골의 재위치와 구개열 성형술 동시시행)에 대하여 문헌고찰과 함께 보고하고자 한다.
