Characteristics of the Neighbourhood Plan and Community Partnership in the United Kingdom (영국의 근린생활권 계획과 공동체 파트너십 특성)

  • The aim of this article is to explore the neighbourhood plan in the UK on the basis of the characteristic of community partnership. In establishing the plan in the UK, a characteristic of public partnership is that a local community takes part in the whole process of establishing the plan. In addition, the central and local government induce the participation of such communities while establishing a statutory duty. To conduct the duty, the government introduce a referendum in the process of the establishment of the plan while emphasizing that the majority selection is the best solution. Based upon this local partnership, one of important lessons from the case of the UK is that in terms of local development, the evolutionary pathway to the social economy become one of more crucial factors beyond the economy itself. In addition, this pathway is deeply concerned with the community partnership.

Current Statues of Outdoor Exercise Equipment and Improvement Research - Focused on the Neighborhood Park of Dongtan New Town - (야외체력단련기구 이용현황과 개선방안에 관한 연구 - 동탄신도시 근린생활권 근린공원을 중심으로 -)

  • The purpose of this study is to increase the usage of satisfaction of outdoor exercise equipment installed at parks when plans and designs are made for renovation or formation of parks. In order to do so, the study surveyed and analyzed the usage satisfaction of 150 men and women who use outdoor exercise equipment in neighborhood parks located in Dongtan New Town. There were four factors that affect the variables of usage satisfaction. They can be defined as the main facility factor, awning factor, maintenance factor, and additional facility factor. From the result regression analysis of the total satisfaction rate and the factors, the main facility factor was the most influential of the variables. This could indicate that the facility factor affects the satisfactory rate of outdoor exercise equipment. This research is done only with the examples of neighborhood parks, so it limits the possibility of analysis of seasonal use. It is necessary to conduct analysis research of parks which installed many outdoor exercise equipment, such as a vest-pocket park, children's garden, and pedestrian/urban/metropolitan neighborhood parks.

  • As the aging society is rapidly coming, the needs for the elderly-friendly living environments was also increasing. The purpose of this study was to examine how frequently 25 neighborhood facilities were used by the elderly and what facility they wanted to be arranged within their walking distance. The subject of this study were 158 elderlies who were their ages of more than 65 years and lived in Busan. The data were collected by using an one to one interview method. Findings were as follows; 1) The elderly used very frequently facility for the elderly such as a senior center, walking road, and park and green space. Also, bus stop, traditional market, and resting facilities were used relatively frequently. 2) Some neighborhood facilities were used not frequently, but periodically. 3) Using frequencies of some neighborhood facilities were different by the elderly's characteristics. 4) Among 25 neighborhood facilities, the facilities which the old persons wanted to be arranged within walking distance were medical clinics, facilities for the elderly, subway station, bus stop, traditional market, park and green space, walking road, and food market/convenience store.

Importance-Performance Analysis of Early Childhood's Mothers on the Child-rearing Environment Elements in the Neighborhood - Focused on Songpa-gu, Seoul - (근린생활권의 육아환경 요소에 대한 영유아 어머니의 중요도-만족도 분석 - 서울시 송파구를 대상으로 -)

  • This study aims to estimate the perception of mothers of infant and toddler on the child-rearing environment and compare the recognition of parents who live in APT and multi-family housing. This study investigates the mothers in order to survey the level of importance and satisfaction on the neighborhood environment factors for child-rearing. The result of questionnaire is analyzed by Importance-Performance Analysis (IPA). According to the result of IPA by housing types, it was found that the improvement of pedestrian environment, separation of pedestrian and vehicle, natural environment and playground is required particularly in the multi-family housing area. the mothers need soundproofing of house and management of unwanted facilities in neighborhood in common. In the apartment, improvement of child-care facilities and children's library is required. The results of IPA on the mothers of infant and toddler may be important foundation for future strategies for child-rearing environment improvement.

Satisfaction with Neighborhood Environments for Dog Walking and Exercise (반려견 산책 및 운동을 위한 근린환경 인식 및 만족도 연구)

  • Animal companionship is gaining popularity in Korea, and interest in dog walking is also increasing as a strategy to maintain the physical and mental health of dogs and dog owners. The purpose of this study was to investigate the perception and satisfaction of dog owners with the neighborhood environments for dog walking and to examine the willingness to pay (WTP) for an off-leash dog park. Of a total of 249 online survey respondents, 47.8% said they take a walk at least once a day and mainly walk around nearby neighborhoods or parks. Respondents showed a high attachment to their dogs and recognized that dog walks help increase physical activity and maintain the health of owners and their dogs. The satisfaction with neighborhood environments, such as attractive views and the connection of walking trails, was low, and there was a high demand for off-leash dog parks. The truncated mean WTP was estimated to be 85,618 Korean Won, and the result of regression analysis and t-test revealed that walking frequency and the satisfaction with dog walking facilities were statistically significant in the WTP. In order to encourage dog walking to promote physical activity and health, more attention needs to be devoted to improving neighborhood environments for dog walking.

Planning of Neighborhood Parks for the Disaster Prevention in Jecheon City (제천시의 방재형 도시 근린공원 조성 계획)

  • The rapid increase in the number of climate disasters combined with the scale of change and the diversification of natural disasters require a radical solution. In particular, the urban space is more complex, therefore we need to establish measures for disaster response and how to react to damaged infrastructure based on the phenomenon of an increase in the urban population and the impermeable layer being extended. The social problems related to the economic burden of land purchase and the securing of a disaster prevention system can be solved simultaneously by introducing the park system for disaster reduction into the public land of the green space in the city. The local government has recently adapted diverse systems of disaster mitigation and carried out pioneer projects according to the guidelines for the construction of the urban park for disaster prevention published by the Ministry of Land, Infrastructure and Transport. The purpose of this study is to propose a composition model for neighborhood parks to prevent disaster through urban green spaces which has the functions of water management and biotope conservation. The result of this study will contribute to utilize the climate change adaptation model for living area neighborhood parks in the existing urban structure.

A Study on the Activation Factors of Voluntary Community Activities in Neighborhood Parks - Based on the People Who Love Chamsaem in Sejong City - (근린 생활권 공원에서의 자발적 공동체 활동의 활성화 요인에 관한 연구 - 세종시 '참샘을 사랑하는 모임'을 대상으로 -)

  • Recently, urban parks are required to actively participate with residents in order to strengthen social functions and maintain sustainable management. This study analyzed the formation process of volunteer resident groups (Chamsamo) in the neighborhood parks in which local residents can participate in an ongoing basis based on the solidarity of a daily living space. The important factors in the activation of resident activity are derived from 5 aspects including resources, local area, resident group capacity, resident group role, and public support. The results of the study are as follows. 1) Life-friendly resources: It was important to find life-friendly resources such as 'Chamsaem' in the park. The combined resources of continuous human activities provided various benefits to the residents. This has led to stronger attachment and community activities to continue to utilize attractive resources in the park. 2) Sharing Common Daily Spaces and Expansion: As the Chamsamo activities were centered around the neighborhood, the network of activists in the local community expanded. This led to continued resident interest and favorable participation as well as to the regional expansion of Chamsamo activities. 3) Park management as part of everyday life: Park management became a part of everyday life, and pleasant park management was facilitated by utilizing the talents of the residents, who carried out diverse activities and constantly streamlined their hard labor. 4) Chamsamo's Leadership Linking Residents and the Public Sector through Leading Park Management Activities: Chamsamo served as a middle leader in linking the public sector and its users. 5) Role and Support of the Public Sector: In order to be able to sustain the activities of residents, the government's willingness to support the resident-led activities of the park in planning and operating the public sector was required. In the public management system of the park, support for residents' activities such as financing, education, and consulting was necessary.

Qualitative Equity of Neighborhood Parks in Daegu According to Socioeconomic Status (사회경제적 지위에 따른 대구시 근린공원 질적 가치 형평성)

  • In terms of environmental justice, urban parks play a pivotal role in imperative amenities allowing for physical activity. The reasonable distribution of urban park services must be considered in terms of community demand and the context of the park. The purpose of this study is to analyze the inequity of qualitative park service according to the socioeconomic status(SES) in Daegu. The qualitative service was assessed for 82 neighborhood and walking-distance parks by utilizing the NGST(Neighborhood Green Space Tool). The inequity was analyzed by SES variables(ratio of basic living recipients, ratio of single-parent families, average housing sales, dilapidated dwelling ratio, and park area per capita). The features of the qualitative equity in Daegu is as follows. First, urban park planning in Daegu is in parallel with the development of residential areas rather than the local policy. The development pattern of parks stretching from center of the city to outskirts clearly dissociates the city based on socioeconomic status. The parks in the center are relatively old and poorly managed. Second, overall neighborhood parks lacked recreational facilities. The facilities are significantly influenced by the housing values around them. The lower the recreation facility score, the higher the floor gradient of the urban parks constraining physical activities. Third, the quantitative supply of parks has nothing to do with the quality of the urban parks. Green space distribution is highly dependent on natural park areas, so the park area per capita cannot be a standard for assessing qualitative equity.
