  • This study was grasped an instance of a leisure activities about a construction engineers through the questions as to a need, a plan, a preference, a time and a main cause of a leisure activities. An increase of an income and a reduction of a work time have investigated an influence on a leisure cost and time. This study suggested a good method for an improvement of a leisure activities.

  • 최근 제조업의 근로 시간 단축 및 전문 노동력의 감소로 인하여 발생할 수 있는 문제를 개선할 수 있는 스마트 팩토리(Smart Factory)가 주목받고 있다. 스마트 팩토리는 생산품의 불량률을 줄이고, 숙련공 없이 비숙련공만으로 현장 가동이 가능하다는 점 등의 긍정적 효과를 기대할 수 있다. 그러나 스마트 팩토리는 높은 설비 도입 비용, 업무 시스템 재설계 등의 문제점이 등이 있으며, 특히 보안의 취약성이 심각하다. 그렇기 때문에 많은 기업이 현실에서 스마트 팩토리를 도입하는 어려움을 겪고 있다. 본 논문에서는 스마트 팩토리의 다양한 보안 사고를 유형 및 정형화시키고 여러 보안 사고를 유발하는 취약한 부분을 구체화하여 스마트 팩토리의 보안 연구의 방향성을 제시하고자 한다.

Enhancing Corporate Capability through Changes in Shift System (교대근무제의 변화를 통한 기업역량 강화)

  • Workshift is a method of organization of working time in which workers succeed one another at the workplace. The shift work system enables round-the-clock activities required for meeting technological needs and productive and economic demands. This study tries to find the practical implications by investigating the workshift systems which are successfully applied in two representative Korean companies, Yuhan-Kimberly and POSCO. Case study method is applied in oder to analyze the special feature of shift work systems in two companies. It is concluded that the shift system(2-4system) has positively enhanced firm's capability including workers' satisfaction and commitment, product quality, and productivity. Specifically, the shiftwork system applied in the companies has significantly influenced on the workers' work-life balance.

  • The study was conducted to identify factors that affect the first childbearing decisions among married working women in South Korea and thereby to gain insight into effective ways to improve relatively low fertility and unfavorable workplace conditions for women of childbearing age. This study used the merged data(1st-5th waves) from Korean Longitudinal Survey of Women and Families (KLoWF), which were measured by the Korean Women's Development Institute. With 1,020 married business women, cross tab and binary logistic regression were conducted to determine which factors were significantly associated with the first childbearing decisions.

  • Korea has entered into an aging society at an exceptionally high speed. Increasing aged workers give pressure on Korean companies with seniority based pay system with labor costs. The wage peak system has been introduced to Korean companies as an alternative to early retirements. The wage peak system currently adopted in Korea is mainly the aging-limit-security model. But in the future we should actively adopt the employment-extension model. To operate wage peak system successfully, I suggest introduction of the individual wage peak system, development of suitable jobs for the aged, selective application by job classification, incentive graded by performance evaluation, and working hour reduction with the decreased rate of wage.

Factors Associated with Turnover Intention of Social Workers (사회복지근무자의 이직의도 관련요인)

  • This study analyzes the turnover intention of social workers, then finds the way to lower the turnover intention. The survey result of the proportion of the respondents who have turnover intention appeared to be higher in the workers in use facilities and subordinate facilities. As for the reason of turnover intention, the proportion who answered 'poor working environment' and 'low wage level' appeared to be higher in the workers in life facilities and use facilities. As for the desired field of turnover, thus telling that they prefer to change jobs within the same field of social welfare rather than challenging new field. The result from this study suggests that, to lower the turnover intention of social workers, there should be more effort to increase wage level, reduce work hour, expand welfare benefit program and diversify self development and training programs.

  • Many industries are being severely damaged by COVID-19, a respiratory infection that has recently been prevalent around the world. In particular, for workers in the construction industry, it is impossible to work from home, and if an outbreak on a construction site is confirmed, it can lead to great damage. Accordingly, the government has drafted 「Guidelines for Response to Construction Sites for Prevention and Spread of COVID-19」. In addition, domestic and foreign research about COVID-19 in the field of construction sites is being actively conducted. However, Korea has lacked studies on the effectiveness of the countermeasures in place at construction sites, or that reflect the opinions of construction site workers. Therefore, this study conducted a survey of construction site workers by dividing the construction of the COVID-19 quarantine management system and response plan into on-site management and social management. Through the AHP/IPA analysis, it was found that among social management, 'infectious disease management system and cooperation system with related institutions' and 'reduction of working hours' are areas with high importance but low satisfaction. After that, the causes of the two items were analyzed and related countermeasures were suggested. The results of this study will be able to contribute to the improvement of the quarantine management system and response plan at construction sites, and to minimize the damage to the construction industry related to COVID-19.

Paternal Childcare Time for Preschool Children and Its Determinants on Working and Nonworking Days (미취학자녀를 둔 아버지의 근무일과 비근무일의 자녀돌봄시간과 영향 요인 - 맞벌이 여부 및 돌봄유형별 차이를 중심으로 -)

  • This study analyzed 2019 time survey data from the National Statistical Office to examine the childcare behaviors of fathers with preschool children and their determinants, considering types of care and working/nonworking days. The main results of this study are as follows. First, paternal childcare time of nonworking days was three times more than that of working days, and the participation rate was also higher on nonworking days. Second, there was no significant difference in the amount of time spent on primary care and developmental care by fathers, whether from dual- or single-income families. Third, it seems that fathers adjust their participation in childcare between working days and nonworking days in consideration of the mother's time availability. Fourth, the variables related to childcare needs had a significant influence on paternal childcare time on both working and nonworking days. Fathers' developmental care time was not explained by the independent variables entered into the regression analysis. As a result of the study, it is necessary to reduce fathers' working hours and increase family-friendly systems to increase fathers' participation in childrearing. Fathers' perception of parental responsibility must also be changed.

The Effect of Working Time Reduction in Hospital Management (근로시간 단축에 따른 병원경영 영향 분석)

  • The study was designed to investigate what effect of working time reduction which will be gradually expanded to corporate size from June, 2004 could give to medical industries, and to provide basic information for hospitals and government to prepare the policy. 276 hospitals were surveyed about medical service income and manpower realities during the first half of 2003, using a structured survey tool. Response rate was 8% and 20 hospitals were finally analyzed. The effect of working time reduction in hospital management was different to the size of hospitals and the alternative. Income to existing service income was decreased by $2.2{\sim}4.6%$ in tertiary hospitals, by $3.2{\sim}5.7%$ in general hospitals with more than 300 beds, and by $3.7{\sim}6.0%$ in general hospitals with less than 300 beds. In preparation against such decrease in income, government is required to raise insurance payment, to calculate added service charge for day-off on Saturday forenoon, to retain emergency care payment, to expand emergency care facilities, to secure duty doctors, and to support middle and small sized hospitals. Hospitals are required to give self improving efforts such as fortifying of weekday care, development of weekend care program, strengthening of care capacity and function of emergency care center, and making manpower operation efficient.

Principle of Insurance or a Social Right? : Centering on the Development of Individual Learning Accounts in Korea (보험원리인가 사회적 권리인가? : 우리나라 계좌제 훈련의 발전과정을 중심으로)

  • Can job training be considered a social right? Who must bear the costs of individual job training? This paper studies these two issues by examining the Korean Individual Learning Accounts (ILA) revised in 2020 and proposes future policy directions. Although there is no explicit legal provision stipulating job training as a lawful right in Korea, such absence does not negate the government's role of providing vulnerable people, etc with necessary training. Korean ILA heavily depends on the Skills Development Scheme under the Employment Insurance System which succeeded the past mandatory training levy system and it becomes harder to maintain principle of insurance because of sizable volume of atypical workers who are not insured. For future policy directions, it is desirable to increase the burden of general budget and self-financing as they are below 30% combined and the coverage of the ILA needs to be steadily expanded to all economically active people. Also, labor-management should step up joint efforts to stimulate the use of already existing policies such as paid training leave and request for reduction of working hours.
