The Study on the Difference of Regulation Recognition among Generations (연령별 규제 인식 차이에 관한 연구)

  • The difference of generation is the main cause of society transition. If we know about the gap of generations, then we know where we go in future. This study focus on the differences of a regulation recognition among the generations. When we understand the differences of regulation recognition among the generations, we can realize the trait of regulation in society. In result, there are a lot of differences of regulation recognition among the generations. The older they are, the more they are positive to regulation. And the younger they are, the more they are negative to regulation. In particular, 50's generation have the opposite regulation recognition to 20's generation in specialty of regulation and in a conglomerate regulation.

  • Party is the main factor in modern country. Therefore, there are a lot of articles about the difference of public policies and citizen's recognition according to their supported party. However, there is few research about the regulation recognition according to citizen's supported party. This study focuses on the differences of a regulation recognition according to citizen's supported party. In result, there are a lot of differences of regulation recognition according to citizen's supported party. The people who support Saenuri Party have a positive recognition about a necessity of regulation, a fairness of regulation, a reliability of a regulation. But the people who don't support Saenuri Party have a negative recognition about those. In Korea, government regulations have a lot of relationship with a party and politics.

  • 환경문제와 관련된 위해도 인식과 정부규제에 대한 인식을 조사하기 위하여, 일반인, 환경전문가, 공무원, 언론인 그리고 사회단체의 5개 집단을 대상으로 하여 2000년 3월부터 4월에 걸쳐 3000부의 설문지를 배포하여 총 1803부를 회수하였다(회수율 60.1%). 설문조사 내용은 환경문제가 사람의 건강에 미치는 위해에 대한 인식, 환경문제를 개선 및 방지하기 위해 정부의 규제가 어느 정도 필요한지 그리고 정부의 환경오염개선 및 보전을 위한 노력 정도, 환경오염개선을 위한 규제, 기업체에서의 환경관리의 노력정도에 대한 사회집단의 인식차이 등의 내용을 조사하였고, 조사결과의 해석을 위한 척도는 1점에서 7점 척도로 구성하였고, 높은 척도일수록 부정적인 응답으로 되도록 하였다.(중략)

Differences between Each Requirement for Radiation Safety Regulation Levels (방사선안전규제 요건별 인식도 차이)

  • This study makes differentiated regulations which can maximize the efficiency and convenience of radiation safety regulations by deriving evidence required to establish reasonable safety regulatory structure based on the determination of the levels of actual radiation safety regulations for radiation safety managers to perform radiation safety. We surveyed approximately 10% of radiation safety managers from domestic radiation-using organizations which was based on the Nuclear Safety Act and NUREG Vol. 1~21 of RS-G-1.9 (2005), NRC of IAEA, etc. The radiation safety managers showed the highest level of awareness on the requirements for exposure management ($3.32{\pm}0.910$), and the lowest level on the requirements for record keeping and storage of documents ($2.84{\pm}0.826$). Industrial organizations showed higher levels of awareness than medical organizations whose regulations should be more stringent on requirements of the status and management of radioactive sources, facilities, measurements, pollution control, measuring equipment, monitoring, education and training, and exposure management. This suggests that the actual regulations need to be re-evaluated because it is attributed to the regulations which are statistically significant difference of the levels of radiation safety regulations between industrial organizations and medical organizations. The process of developing regulatory requirements for each characteristic of domestic organizations needs to be done in future studies, as well as safety regulations to maximize convenience should be achieved if radiation safety regulations are conducted in consideration with the characteristics of each organization.

The Impact of Technological Regulation on the Technological Innovation and Performance of Small and Medium Enterprises (SMEs): Evidence from a Survey Data of Korean SMEs (기술규제와 중소기업 성과의 관계 탐색: 기술혁신의 매개효과를 중심으로)

  • This paper attempts to explore the impact of technological regulation on technological innovation and performance of Small and Medium Enterprises(SMEs) by analysing a survey data of 286 Korean SMEs. The 3-step mediated regression analysis results reveal that the perceived regulatory burden is negatively associated with SMEs' R&D investment and innovation of product and process. Moreover, the level of regulatory burden may affect the objective and subjective performance of SMEs. The results suggest that regulatory policies for reducing regulatory burden need to be designed and implemented in order to enhance technological innovation and performance of SMEs.

  • A new revenue recognition standard was adopted in 2018. The purpose of this paper is to analyse how K-IFRS 1115 'Revenue from Contracts with Customers' affects the revenue recognition of the telecommunication firms and to suggest a regulatory policy for the telecommunications industry. It shows identifying performance obligations for bundles, determining the transaction price and allocating the transaction price to the performance obligation and how to account for it using case study. The most important change in the telecommunication companies's revenue is to allocate the transaction price to two performance obligations: telecom services and mobile handset sales. As a result, sales revenue are expected to drop en masse. This study provides important implications for the regulatory accounting policy of the telecommunications industry.

  • 정보통신산업은 대규모 설비투자, 자연독점성, 망의 부성이 지배적으로 나타나고, 공급 및 수요의 잠김효과와 쏠림현상이 크며 기술의 혁신정도가 매우 크다는 규제의 대상이 되어 오고 있다. 그러나 최근 정보통신업은 다각적인 측면에서 급변하고 있다. 이러한 급격한 재반 변화는 규제자체에 대한 재고의 여지가 있고, 경쟁상황평가에 대한 근본적 인식의 전환이 요구되는 것이다. 본 고는 규제의 시발점이라고 할 수 있는 시장의 정의, 관련시장의 경쟁상황 평가와 시장지배적사업자 선정에 이어 규제옵션 및 규제수준을 설정하는 합리적 방향에 대해서 서술하고 있다.

A Research on the Relationship between the Perception of Administrative Regulation and Odor Acceptance among Residents who live in Ochang Industrial Complex Area (오창산업단지 주변지역 주민의 행정규제에 대한 인식과 악취수용성의 상관성 연구)

  • It would be the most effective way to have government take care of social problems and hazardous material danger due to odor. It is also well known that odor acceptance and their willingness to pay for resolving the odor problem vary person by person. This is why public sector's intervention is required to get ride of any possibility of market failure resulted from negative external effect of human. This paper has tried to do empirical research based on survey of residents who are currently living in the area of Ochang industrial complex in North Chong-chung province. According to the empirical research results, first of all, it was proven residents' perception of legal regulation has a negative effect on odor acceptance. That is, the more residents are aware of law and regulation, the less they tend to accept odor. In addition, resident's perception on need to improve odor regulation has a positive impact on their odor acceptance. Finally, residents' satisfaction on the legal complaints to local government has an interaction effect to causative relationship between the perception of improving odor regulation and odor acceptance.

  • The study attempted to explain the differences among the willingness of companies to accept the self-regulation. The study exemplified the $CO_2$ emissions record labelling program, as a self-regulation program which is considered as a concrete action for corporate social responsibility and substantiality management movement. The study investigated how companies respond to the request from a government to accept the program, which may be potentially contributed to both higher social and financial performance. It is hypothesized that first the company may decide whether the acceptance decision is strategic or non-strategic issues. when considered as non-strategic, the decision will be made on the basis of short term expected returns and costs comparison. It is hypothesized that when considered as strategic, the decision will be strongly influenced by the type of corporate perceptions toward environmental regulations, which has been accumulated by past experiences. Also, the study investigated the good management theory and the slack resources theory which differently predict the direction between social performances and financial performances. The results identified the significant relationships among most variables and supported the slack resources theory. Further, the ethical perception positively influenced the willingness to accept the self-regulation.

중국 공기청정 현황 - 중국의 환경규제 강화와 우리 기업의 대응

  • 중국의 급속한 산업화로 대기, 수질, 폐기물 등 환경오염문제가 심화, 고착화되면서 이를 개선하기 위해 중국 정부는 환경규제를 지속적으로 강화하고 있다. 또한 외국인 투자유치로 제조업 육성에 어느 정도 성공을 거둠에 따라 외국인 투자 유치와 제조업 경영활동에 있어 환경 이슈를 매우 중요시하고 있어 신규 및 사업확장에 제동이 걸리고 있다. 중국은 신규법인수 기준으로 우리나라의 최대 해외직접투자국이며, 제조업종에 대한 투자금액이 전체 투자금액의 88.3%를 차지하고 있다. 중국에 진출한 기업들은 중소기업이 전체 진출기업의 약 90%로 중국의 환경규제 강화는 중국에 진출한 우리 중소기업들에게 직접적인 영향을 미치고 있다. 중국 정부는 분야별 환경목표를 강화하고 오염물질배출 업체를 퇴출시키는 등 강력한 조치를 전개하고 있으며, 중앙 정부의 환경목표 강화 기조와 더불어 해당 지역민의 친환경에 대한 요구가 점차 커짐에 따라, 각 지방정부는 환경 관련 지역 목표 달성을 위해 업체 관리감독을 대폭 강화하고 있는 추세이다. 이러한 중국의 환경규제 강화는 진출 기업이나 진출을 준비하는 기업들의 설비투자비나 오염배출비용 부담 증가 등 상당한 리스크로 작용하고 있으며 향후에도 중국의 환경규제 강화 기조는 지속될 것으로 전망된다. 실제 중국에 진출한 기업들은 환경규제를 직접적으로 체감하고 있다. 규제집행의 강도가 눈에 띄게 높아져 엄격한 기준을 적용받고 처벌수위 역시 높아졌으며, 과거 관시를 통해 원만한 해결이 가능했다면 이제는 환경규제에 대해 원칙적이고 보수적인 공무원의 태도로 인해 관시로도 해결이 어려운 경우가 다반사이다. 또한, 주민들도 환경규제에 대한 인식수준이 높아짐에 따라 미미한 사안에도 즉각적인 반응을 보여 민원제기 사례가 빈번히 발생하고 환경안전 기준이 점점 높아짐에 따라 이에 대응하기 위해 환경안전 설비추가, 친환경연료 사용 등 추가적인 비용이 발생하고 있다. 이에 이미 진출한 기업들은 소재지 환경규제의 강화 전망 및 이로 인한 손실정도를 사전에 파악하고 다양한 옵션에서 대응전략을 마련해야 하며, 향후 중국 진출계획을 가지고 있는 기업들은 진출에 앞서 지역별로 차별화된 시장기회와 환경규제 강도 등 현지 실사를 통한 현장중심 리스크 분석을 실시해야 한다. 또한 이미 진출한 기업 및 진출예정 기업 모두 환경규제가 강화되고 있는 중국에서 사업을 하기 위해서는 법규와 기본원칙을 반드시 준수하고 규제가 더 강화될 것 이라는 기조를 인식할 필요가 있다.
