오늘날 안보 불안성과 불확실성이 증대되는 전환기적 안보상황속에서 북한의 위협과 미래 불특정 위협에 동시에 대비하기 위해서는 우리 군이 정보화 과학화된 첨단 군사력 건설만이 유일안 대안이다. 따라서 21세기 선진정예군을 육성을 위해서는 미래지향적 국방개혁이 필수적이라 할 수 있겠다. 본 연구에서는 위와 같은 목적을 달성하기위한 국방개혁의 요소로 국방정보화의 추진, 국방연구개발의 혁신, 군 구조의 개편 그리고 새로운 병영문화의 창달로 보아 이를 통하여 방대한 인력과 조직 그리고 지원을 효과적으로 통합하여 21세기 선진 정예군을 육성하고 미래 안정적 국방환경을 조성할 수 있도록 우리 군을 탈바꿈해야 할 것이다.

The purpose of this study is to investigate the impact of members' perception of unit change management efforts on their emotional-organizational commitment during the military restructuring. The mediating effect of change acceptance of the members in this relationship is also studied. Currently, the military is seeking to restructure its military construct in order to actively cope with the rapidly changing security situation and the decrease in military service resources. If an organization fails to effectively manage its changes when undergoing restructuring, it is difficult to expect the success of organizational change due to its members' resistance to change. Therefore, this study suggested the effect of members' perception of personnel fairness and transformational leadership on their emotional-organizational commitment and the mediating role of the members' change acceptance in the relationship between them as the hypotheses. Survey results show that personnel justice and transformational leadership has a positive impact on the emotional-organizational commitment of the members, and that the change acceptance of the members partially mediates the relationship between them. By presenting the mediating effect of change acceptance with theoretical implications, the theory has been expanded. In practice, the change management activities for the restructuring of the military structure have been identified, and the effort for enhancing the change acceptance of the members is required to success on the organizational restructuring.

The army of republic of korea have been continued to transform their logistics support system structure for better efficient logistics support system in preparation for the future environment. Logistics system has supply network structure which is connected by various units and supply network structure received attention as a factor of success of supply network. Many researchers have continuously researched inventory management, transportation or economy factors for supply network, but such a study on the one in military supply network structure analysis is still slower than the study of analysis of other factors until now. In this study, we identify military supply network structure influence factor by application of social network analysis method which is used broadly and analyze co-relationships between supply network structure influence factor and valued APL(average path length) as a criteria of efficiency of military supply network. By this study it has value of military supply network influence factor identification for the better military supply network fabrication.

[ ${\circ}$ ] 건설부는 ''94.9.8 서울시에서 발표한 ''서울국제화를 위한 도시구조개편과 전략지역 개발계획''과 관련하여 이들 사업계획지역 및 주변지역의 토지에 대한 투기발생이 우려됨에 따라 서울특별시 강서구 방화동등 9구 43동 $35.42km^{2}$를 ''94년 9월 28일부터 3년간 토지거래허가구역으로 신규지정${\cdot}$관리키로 하였다. ${\circ}$ 이로써 전국의 허가구역은 1특별시 5직할시 9도 55구 67시 128군 $37,388.3km^{2}$(전국의 $37.6{\%}$)에서 1특별시 5직할시 9도 56구 67시 128군 $37,423.7km^{2}$(전국의 $37.7{\%}$로 변경되게 되었다.

한국의 방위산업을 육성하기 위해서는 경제적, 군사적 여건과 자원부존 상태 등을 고려한, 적절한 지원 패러다임이 모색되어야 한다. 이런 관점에서 방위산업은 민간 제조업부문의 발전성과를 활용하는 방향으로 육성되어야 하며 인적자본 집약적이고 민수와의 자원.기술 호환성을 극대화하며 기술집약적 구조로의 군구조개편을 지원할 수 있는 업종을 집중 육성하는 동시에 경쟁체제의 강화로 효율성을 높여야 한다. 그리고 지금까지 국방부가 주도해 온 방산육성 시스템을 산업자원부, 과기처, 학계와 연구소 등 비군사 분야가 적극적으로 참여하는 범정부적 시스템으로 확대하여야 한다.

Busan Metropolitan City, a research site of this study, was promoted to a metropolitan city in 1995 with the implementation of the local autonomy system, and the overall change was made as it absorbed the surrounding areas to address the shortage of population and space. Twenty-five years after the introduction of the local autonomy system, it is necessary to diagnose whether balanced development of the entire city is being made in accordance with the reorganization of the metropolitan city in terms of spatial structure. In this study, changes in spatial structure and regional characteristics were analyzed by applying population potential, which means potential for future spatial interaction, in time and space. According to the analysis, the development was taking place around the center area and the sub-center established by the urban master plan, but Gangseo-gu and Gijang-gun, which were incorporated in the past, remained stagnant. In addition, it was shown that the spatial expansion of the city was suppressed by the green belt surrounding the city. However, in other regions where the green belt is located, the city has been expanded, which is different from Gijang-gun or Gangseo-gu, which was incorporated into the metropolitan city. Therefore, the cause of the decline in incorporated areas should not be limited to the institutional dimension of land use regulation. Growth management and balanced development plans will be necessary for the development of declining old downtowns and underdeveloped incorporated areas.

Recently Ministry of National Defense is reconstructing old facilities using modular construction method for enhancing soldiers' quality of living. In the future, the use of modular construction method is expected to be increased. But in beginning stage as ROK military facilities that was built by modular was not designed and constructed efficiently, problems for pilot projects need to be analyzed by phases and construction methods should be improved. For the maximized efficiency, design should be made to minimize on-site works, factory automation in an assembly plant should be installed for the better productivity, roads that will be used for transportation should be checked, and joint and connection methods between modules in on-site assembly should be improved for a better quality.

The battlefield environment of the Korean peninsula is rapidly changing due to the advancement of the weapon system brought by the political situation of adjacent countries and the 4th industrial revolution. The reduction of population also caused a sharp drop in the recruitment of military personnel, making it unavoidable to reform the military structure. This meaningful study is timely with recent news reports on the shortage of recruitment by 10,000 persons in the last five years. Universities are also seeing a decrease in the number of new students due to the reduced school-age population, and affiliated universities are responding to this issue with great seriousness. With a reduction in manpower, requirement-handling military units need to step up their efforts to secure competent noncommissioned officers while affiliated universities must also train capable noncommissioned officers. As a solution to the matter at hand, this study aims to suggest a method that may vitalize both the navy and the navy-affiliated universities based on the results of literature research.

The purpose of this study is concerned with the relationship between the location of industrial complex and regional changes. Yeochon National Industrial Complex(YNIC) was dedicated as an industrial site in 1967 according to a part of the Korean government's plan of developing for heavey chemical industry. Yeochun city has been changed with location and establishment of YNIC since 1969. The establishment of YNIC have influence upon the increase of population and employment, urban development, and growth of regional economy within research areas including of Yeochun city, Yeochun county, and Yeosu city. In addition, with the establishment of YNIC, the regional economical structure was progressed from farm and fishery oriented sector to manufacturing oriented sector, thus the petrochemical business related companies hold a majority among regional manufacturing structure. We used the shift-share analysis and regional growth rate differential analysis in order to examine the characteristics revealed in the transformation of employment and industrial structure. The petrochemical related manufacturing and construction industries provided a great influence on the growth of regional employment.
