A Study on the Dual Control Platform for Drone Field Training (드론 교육현장 이중화 제어 플랫폼 연구)

  • Interest and investment in drones that apply the concept of the 4th industrial revolution and ICT convergence advanced technology are continuing. The purpose of drone operation has been widely spread from the initial military use to the use of various industries such as construction, forestry, facilities, and agricultural support. In these industries, the training of pilots who can actually operate drones is increasing centering on the qualification system. However, the detailed standards including the training place, training place, educational environment, and education method for nurturing pilots are ambiguous, so the education through the oral instruction of the training instructor is continuing at the drone training site. In order to solve this problem, this study conducted a study on a dual control platform in which a training instructor could directly intervene in the pilot's flying drone to execute a map in order to improve the quality of synesthesia, which is essential in the field.

  • The counter-terrorism in Korea should be approached practically divided both internally and externally. However, in reality it is impossible for the military and the police to control all the counter-terrorism. So there is a need of precaution using the partnership with private companies. But the military and the police have stressed the conservative and closed operation. Furthermore, the focus of counter-terrorism in Korea is more on expose facto treatment than prevention, so they are almost the defenseless. In order to solve this problem, we should form the private subcontractors of the counter-terrorism experts. That is the introduction and the application of PMSCs system. First, the military and the police need to change its mind set for the partnership with private companies to prepare appropriateness. Second, it should be built up infrastructure to let the hands-up workers on counter-terrorism out place. Third, it should be set up the institutions of learning to train regularly to applicate PMSCs system and to specialize. Fourth, the training of counter-terrorism should be made it mandatory about exit passengers to danger zone. Fifth, the selection of PMSCs suitable for counter-terrorism should be strict.

Extension of Engineering Ethics: Searching for Nanoethics (공학윤리의 확장: 나노윤리의 모색)

  • This paper deals with nanoethics as a sort of extension of engineering ethics utilizing various books, articles, and reports concerning historical, social, and ethical aspects of nanotechnology. After a brief examination on the place and development process of nanotechnology, ethical issues on nanotechnology are analysed including safety problem, impact on environment, violating privacy, social inequity, military use, and human enhancement. The basic principles on nanoethics are proposed such as promotion of public understanding, construction of participatory governance, contribution to sustainable development, commitment to precautionary principle, and compliance with research integrity. Lastly, integrated method in nanoethics education is illustrated putting lecture model, investigation model and discussion model together. This paper can provide the contents available for nanoethics education, and make a basis for the sound development of nanotechnology.

Drone Tech Industry Education for Elderly Workers Linking with Jobs (고령층 일자리연계를 위한 드론테크산업 교육에 관한 연구)

  • Recently, the drone industry rapidly rises to the surface as the new market leading the future, and it seems that the hot UAV drone market shows the similar trend to that of the smartphone. It is expected that the individual application of the drone is quickly diffused as the smartphone roles of camera and game player with the communication medium. For example, the drone is developed mainly as war weapons, but now it is getting close to our real life as the toy or tool for the aerial photography. In this paper, we studied the education for how to bring the aging population to the drone industry. Previously, the controlling skill and taking aerial photography seemed to have nothing to do with citizen seniors. However, we develop the education for try to show any positive relationship between those, in this paper, thus creating more job opportunities for them.

  • 1905년에 시작된 베트남 동유운동의 목적은 베트남의 젊은이들을 일본에서 공부시켜 독립과 근대화를 이끌 인재를 양성하는 것이었다. 그러나 1908년 일본 정부의 강제 출국 조치로 인해 동유운동이 중단됨으로써 목표했던 바를 이루는 데 실패한 것으로 평가되고 있다. 하지만 다른 시각에서 본다면 200여 명의 베트남 학생들이 수년간 유학을 한 결과가 어떠한 형태로든 베트남 근대사에 족적을 남겼을 것이라고 추측하는 것도 가능하다. 그간의 연구는 동유운동을 주도했던 판보이쩌우(Phan Bội $Ch{\hat{a}}u$)에 집중함으로써 학생들의 면면에 대해서는 크게 알려진 바가 없다. 이 연구는 당시 일본으로 유학했던 학생들에게 초점을 두어 그들이 누구인지 무엇을 공부했는지, 또한 당시 사회주의 사상 전파의 중심이었으며 아시아 각국의 혁명가들이 집결해있던 동경에서 학생들은 어떤 영향을 받고 어떻게 연계되었는지에 대해서 살펴보았다. 학생들 대부분은 동아동문서원이라는 중국인 유학생 예비학교의 특별반에서 일본어와 기초적인 초등교육 과목을 이수하는 데 그쳤고 단 세 명의 학생만이 군사예비학교인 진무학교를 졸업할 수 있었다. 즉 고등교육을 받은 학생은 전무했던 것이다. 강제 출국되기까지 그 기간이 짧았던 것이 가장 큰 원인임에 분명하지만 한편으로는 동유운동 자체가 철저히 준비되고 계획되지 않았던 점도 실패의 주요 원인으로 꼽을 수 있다. 특히 학생 선발에 대한 규정 없이 기본적으로 누구든지 수용함으로써 학생들의 절대다수가 10대 초중반이 되는 결과를 낳았다. 이는 독립과 혁명을 위한 인재 양성이라는 취지와 관계없이 다수의 학부모들이 동유운동을 단순히 자녀교육의 수단으로 이용했기 때문이다. 또한 이들을 입학시킬 학교 섭외조차 되지 않았고, 그 결과 전적으로 일본 내 조력자들의 호의에 의지해 동아동문서원에 설치된 베트남 학생들만을 위한 특별반에 만족해야 했다. 따라서 대부분의 베트남 학생들은 일본에서 공부했지만 실제로는 고립된 상태에서 외부세계를 경험할 수 없었고, 그렇다 하더라도 당시의 혁명적 사상을 이해하거나 수용하기에는 부족한 나이였다. 요컨대 동유운동의 실패는 그 기간이 짧았기 때문만이 아니라 그 짧은 기간 내에서도 교육의 질적 수준이 낮았다는 데에서도 그 원인을 찾을 수 있다. 일본에 유학했던 베트남 학생들의 전체 명단은 현재 실종된 것으로 보이며 다만 산발적인 정보를 종합하여 약 20여 명에 관한 성명과 간단한 정보를 파악할 수 있었다. 이 정보와 더불어 추후 더 많은 기록이 발굴된다면 베트남 현대사에서 그들의 이름이 등장하는지 다시 한 번 확인하고 재평가할 수 있을 것이다.

  • Recently, the military need more various education and training because of the increasing necessity of various operation. But the education and training of the military has the various difficulties such as the limitations of time, space and finance etc. In order to overcome the difficulties, the military use Defense Modeling and Simulation(DM&S). Although the participants in training has the empirical knowledge from education and training based on the simulation, the empirical knowledge is not shared because of particular characteristics of military such as security and the change of official. This situation obstructs the improving effectiveness of education and training. The purpose of this research is the systematizing and analysing the empirical knowledge using text mining and network analysis to assist the sharing of empirical knowledge. For analysing texts or documents as the empirical knowledge, we select the text mining and network analysis. We expect our research will improve the effectiveness of education and training based on simulation of DM&S.

Development Trends of Small Satellites and Military Applications (소형위성의 개발현황 및 군사적 활용 방안)

  • Large satellite development programs might take decades to build, launch and operate in space environments at costs in excess of a billion dollars. However, small satellites can reduce the costs not only by using commercial software and sensors, but also by shortening the development period to two years or less. In this paper, we discuss the development status of small satellites, and propose some military applications of small satellites. First, we describe the industrial trends of small satellites in advanced countries such as the United States and Japan. Also, we describe the development status of small satellites in Korea. Military applications are largely classified into education, research, and operational purposes. Small satellites are developing rapidly in commercial markets and they will play an important role in military sector. Therefore, the military should consider small satellites as important strategic assets in future conflicts and provide means to develop them.

An Empirical Study for Efficient Preparation for Enhancing North Korean Nuclear Threat: Focusing on non-military field (북핵 위협 고도화에 효율적 대비를 위한 실증적 연구: 비군사 분야를 중심으로)

  • The development of North Korea's nuclear weapons has worsened to the sixth nuclear test in 2017, and despite the sanctions of the international community including our government, we have not been able to offer clear solutions and alternatives, and the current measures are not enough in case of North Korea is using nuclear weapons. This study suggests how we should be prepared against the use of nuclear weapons under the premise that North Korea will never give up development of nuclear weapons under any circumstances. The first chapter outlines the current status of our preparedness if North Korea makes a nuclear attack. The second chapter analyzes and evaluates the power of nuclear weapons and North Korea's nuclear weapons threat. In the third chapter, we analyze North Korea nuclear attack and analyze the wartime emergency situation and civil defense posture. Finally, in order to implement the solutions presented in the text, we will identify priorities and summarize further developments.

A study on development strategies for military spiritual education complying with the era of peace and prosperity on the Korean Peninsula (한반도 평화와 번영시대에 부합하는 군 정신전력 교육 발전방안)

  • This study focused on how to supplement and develop military spiritual education in response to promotion of peace and prosperity and Change of Security Environment on the Korean Peninsula. In order to succeed in the peace and prosperity on the Korean Peninsula policy, Strengthening the military spiritual education is necessary. This study was analyzed through the survey and the results are as follows: First, the awareness level of military spiritual education is more than 68%. Second, the satisfaction level of education has been quit motivated, but, the respondents demands various methods of eduction. Third, the current mental power scores showed no significant difference for environmental change. In addition, based on the results of the research, the problem of military spiritual education is as follows. It is not enough to secure the identity that can firmly support the era of peace and prosperity on the Korean peninsula. Poor budget support might hinder improving poor education facilities and outdated equipment. Furthermore, there is a lack of research on future-oriented educational system in support of traditional education methods of repetition-type repeated education and unification. Therefore, we deducted the following development strategies for the military spiritual education in this paper. First, it is necessary to strengthen the military spiritual education to support the era of peace and prosperity on the Korean Peninsula. Second, for enhancing educational environments, the educational facilities and equipments should be improved by understanding the characteristics of the education target. Third, the integrated management of military research institutes specialized in military spiritual education should be pursued as a system development for ensuring the continuous effect of education. In conclusion, continuous attention and research are needed to establish national perspective and national security perspective, raise the military spirit and utilize various education development programs in order to develop efficient military spiritual education in the future.

  • South Korea is in a dangerous situation where a war between the two Koreas could be triggered at any time based on the MDL (Military Demarcation Line) between the two Koreas due to the inter-Korean standoff over the armistice. Also, unlike the borders of other countries, the border between the two Koreas is the front-line area where people can feel the threat of life that could be triggered by war. Soldiers who work in special areas such as the contact area are not easily accessible due to local conditions, and are less likely to go out, stay out, stay out, or visit, and the working environment is overloaded with vast forests and silence at night, and feel anxious, lonely and insecure because they don't know when any situation will occur near the enemy. Therefore, a great deal of help will be needed to pay attention to soldiers who give up their lives here and perform their national defense duties, and to finish their barracks life safely and faithfully, and support for psychological adaptation of service members in the border areas.
