This study attempts to analysis the roles of national laboratories in the context of regional innovation systems and the contribution to local economic development in the case of Taedok Science Park in Korea. It also tries comparative studies between Taedok Science Park and some European experiences. Recently the role of national laboratories as key innovation agents for regional development strategies is emphasized in European countries. In the similar context, national laboratories have explicit missions to assist in the formations of new firms and to support existing small and medium-sized enterprises in their localities. It is found that these functions are largely present and become more important in Taedok, but that the linkages between national laboratories and local firms are still weaker than some European countries. This study concludes that national laboratories in Korea should reinforce the industry-research linkages with local economic activities in the region to stimulate cooperation activities.

우리나라에서 수행된 국책연구개발기술과 관련된 기존 연구는 주로 기술개발에 초점이 맞추어진 관계로, 개발기술의 상용화는 연구개발 결과평가요인의 하나로서 다루어졌을 뿐, 그 자체를 효율화하기 위한 체계적인 연구는 없었다고 해도 과언이 아니다. 이러한 결과로 실제 국책연구개발의 기술적인 이전이 부족하고, 여러 분야에로의 2차 확산을 통한 상용화에 대한 성공률이 상대적으로 낮은 수준에 머무르고 있다. 또한 국내에서 출원된 특허를 포함한 산업재산권의 휴면 율이 55%-65% 수준에 이르고 있다. 이와 같이 연구개발기술의 산업계로의 확산이 부족한 관계로 국제적인 기술경쟁력의 제고가 어려우며, 기술발전과 산업발전이 상호 작용하는 선 순환적 구조를 이루지 못하고 있다. 따라서 본고에서는 기술집약형 중소기업 또는 기술벤처기업을 통한 정보통신산업분야의 정부지원 연구개발 기술의 상업화를 촉진하기 위한 효율적 방안의 도출을 위하여, 일차적으로 연구개발 기술의 상용화프로세스 모형을 도출하고, 다음으로 도출된 모형의 단계별 특성에 대한 기술개발자, 기술사용기업, 지원기관간의 중요도 차이를 분석하고자 한다. 이를 위하여 기존의 기술상용화 관련문헌 분석과, 우리나라의 정보통신 분야의 상용화 특성분석을 통하여, 우리나라 기술개발특성에 맞는 6 단계의 상용화프로세스 모형, 즉 1) 연구개발 계획 및 제안서 작성, 2)연구개발의 수행, 3)개발기술의 인큐베이팅과 시작품제작, 4)테스팅, 엔지니어링 및 시험생산, 5) 공장입지 결정 및 대량생산, 6) 시장판매, 마케팅 및 확산 등을 도출하였다. 아울러 동 모형의 단계별 특성을 설문지로 작성하여, 기술사용기업(벤처기업 및 기술집약형 중소기업), 기술개발자(국책연구소, 대학, 및 일반기업), 관련기관(정부, TBI운영기관, 정책 및 지원기관)을 대상으로 설문조사를 하였다. 회수 및 사용된 142개 설문지 분석을 통하여, 일차적으로 정보통신 국책개발기술의 상용화에 관한 변수들의 중요도 순위로 본 중요도 실태를 분석하였으며, 나아가 이들 변수에 대하여 앞에서 제시한 기술사용기업-기술개발자-관련기관 즉 세 집단 간의 차이분석 즉 ANOVA 분석을 하였다. 이러한 분석을 통하여 우리나라 정보통신 국책연구개발기술의 상용화와 관련된 특성을 도출하는 동시에, 이를 촉진하기 위한 인프라조성과 관련한 중요한 특성 및 지원정책 대안을 도출하였다.

우리나라의 생명공학은 지난 1970년대초 광생물질의 개발, 식품공업의 발전및 농업기술의 개발과 함께 생명공학과 관련되는 산업을 꾸준히 발전시켜 왔으나 전반적으로 기술이 낮은 던계에 머물러 있었고, 1980년대에 들어와서 선진국으로부터 각종기술의 도입과 협력연구 등으로 상당한 수준에 이르게 되었다. 이와 더불어 생명공학의 중요성을 인식하고 국책연구기관및 민간기업을 중심으로 신생명공학기술의 개발에 역점을 두어 기술수준의 제고에 노력한 결과, 몇몇 제품분야에 있어서는 상당한 발전을 보게 되었다. 그러나 미국, 일본을 비롯한 선진국 수준에는 전반적으로 미치지 못하고 아직 초기단계를 벗어나지 못한 상태에 있다. 그러나 정부의 적극적인 지원정책에 힘입어 미간기업의 주도적 연구협력체인 유전공학 연구조합(1982년 3월 설립)과 국책연구기관인 유전공학센터(1985년 2월)가 각각 설립되어 특히 신생명공학의 응용및 개발연구를 활발하게 추진함은 물론 학계에서도 정부정책에 부응하여 관련학과를 신설하는등 관련기초 전문의 교육및 연구를 위하여 최선을 다하고 있으므로 1990년대 이후에는 분야에 따라서는 선진국 수준에 이를 전망이다.

The purpose of this study is to present meaningful information and policy implications concerning the determinants of royalties of technology transfer to stakeholder. To identify key determinants of royalties in technology transfer, this study conducted AHP survey analysis (Survey period: 01/09~31/10, 2016) of 96 government-funded research centers and 85 companies which were participants of the R&D project "Next Generation BioGreen21" of R.D.A in the "N" center from 2011 to 2015. Research results show that both parties acknowledge 'Technical considerations for determining the profitability of the technologies' and 'The interest and willingness of the management group' as critical factors for the determinants of royalties. The difference of each party is that private companies acknowledge 'Available budget plan' as a critical factor while the government-funded research centers value 'Market competitiveness'. These findings suggest four main policy implications which are the investigation of technological demands reflecting specific needs of industrial sites, the diversification of royalty payments for private companies, the differentiated research evaluation system for the purpose of technology transfer and the planning of public R&D project reflecting research time span of private companies.

National construction project for SOC(Social Overhead Capital) is led by the government and invested high cost and all capabilities for long times. In general case the life times of SOC facilities are permanently. According to the long life time of the facilities documents and records of national projects are also retained permanently. Consistent classification systems are required to operation and maintenance of the facilities efficiently and to support the organic co-works for several Stakeholders. Therefore the classification of national construction projects are based on WBS of the project. WBS is the hierarchy structure that established and developed in project management project management methodology to produce deliverables of the projects. As a result, this study provides a prospect of project records classification systems in the 21st Century.

Before 2010, assignments proposed by government caused inconvenience of users(operation institutions & customers) as performing that National research organization suggested requirements from private organizations to special institutes, but now the institution of assignments is improving to reflect opinions from the present users. This is a study on methods for drawing a task of Rolling stock's core parts & enhancing of Urban Railway/Light Railway Transit. The definition of multiple stakeholders(local government, operation institution, research organization, academic world, the industrial world, etc.) related to rolling stock of urban railway/Light railway transit, experts in rolling stock and the application for designing of question items verified and designed through Delphi technique for objectivity, justness and fairness. Also, it is to draw a conclusion of assignments through a study on methods for drawing a task of Rolling stock's core parts & enhancing of Urban Railway/Light Railway Transit as sharing a process of assignments and integrating opinions of each stakeholder of urban railway/light railway transit.

Policy study information is the essential source of information in every step of decision making process to plan, execute and assess the national operation policy. The policy study subject of a national policy research center from study design the performance assessment on its practical effect is managed via thorough process to secure its effectiveness and efficiency. However, the directly exposed information to the practical user or the public who are in need of actual policy study information is the resource published in a form of policy study report, the final result. NKIS operated by the National Research Council for Economics, Humanities and Social Sciences under the Office for Government Policy Coordination, Prime Minister's Secretariat is a public information offering service that conduct integrated management on study reports from cooperative study among institutes along with policy outcome from 27 national policy research centers. This study aims to introduce the current status of operation and information management of NKIS, apprehend the management characteristics of policy study information resources of national policy research center, and deduce remarks that need to be considered for API with external service for the derivation of standardized sharing data element.
