This study is designed to identify the knowledge information resources of international organizations and the current situation and problems of gaining and using the information resources of international organizations. The researcher made a selection of a total of 115 organizations: 59 international organizations and Professional organizations under the jurisdiction of UN, 29 intergovernmental organizations, and 27 regional organizations. The questionnaire subjects were domestic university libraries. national libraries. and professional libraries of a certain size. The researcher took a look at the current collection situations of international organization information resources, the designation of trusted libraries. the subject areas of Possessed international organizational publications. the current situations of material management and use, the demand for international information resources. The findings will hopefully be used as basic materials for the service model of official international integrate information organization.

In 2012, the Korean government has hosted the AFoCO Secretariat in Seoul. The AFoCO Secretariat is established by Agreement between the Governments of the Member States of the Association of Southeast Asian Nations and the Republic of Korea on Forest Cooperation (AFoCO Agreement) which is initiated by the Korea. The Korea government, however, does not have any laws and regulations to regulate the matter of legal status and legal personality of nationally hosted international organizations including the AFoCO Secretariat. Therefore, the legal status and legal personality of AFoCO Secretariat in international and domestic arena are still not clear. To articulate such issues and to propose some answers, this article analyzes the international and domestic legal theory and practice about the status and legal personality of public international organizations. As a result, it is common in the literature to delimit international organizations by some standards. One characteristic is that international organizations are usually created between states. A second characteristic is that they are established by means of a treaty. And as a third characteristic, international organizations must possess at least one organ which has a will distinct from the will of its members. According to those criteria, the AFoCO Secretariat can be categorized as a public international organization. It means that the AFoCO enjoys certain privileges and immunities as a public international organization and must confer legal capacity in Korea even there is no domestic laws and regulations conferred the status and legal personality to it. It, however, will be a better way to confer domestic legal personality on the AFoCO Secretariat through a domestic act like an "Act on the Assistance of International Organization Attraction". This act will stipulate the legal status of international organization in Korea including the privileges and immunities as well as the matter of assistance of hosting international organizations.

The purpose of this study is to enhance the access and the use of international information sources by analyzing the types and the characteristics of information services and resources of the UN specialized agencies. A brief review of the goals and activities of the 16 specialized agencies involving every aspects of international affairs, such as agriculture, food standards, alleviating poverty, financial stability, labor conditions and health care, are presented with the discussions of the useful documents and publications available at the each agency's WWW page as well as access tools for the resources and information services of the agencies. Finally, some suggestions for more effective international information services are made.

The WTO was established in 1995 as an organization which protects and promotes free trade among its members. However, since about this time they have signed many bilateral and multilateral FTAs and joined many other new international agreements and organizations, the purpose of which at times overlaps with that of the WTO. Some existing works on international organizations contend that these FTAs and many other IOs could weaken the role of the WTO as a promoter of free trade. However, the results of regression analyses on the use of the WTO do not support this argument, but show that the experiences of WTO members in these FTAs and many other IOs help them to use its dispute settlement mechanism more frequently

This study attempted theoretical considerations for the formation and roles of international organizations. More specifically, the study examined experiential cases of IAEA's formation and roles, based on the points of realist and liberalist paradigms that show different viewpoints on the formation and roles of international organizations. The findings of this study show that many parts cannot be explained only with theoretical assumptions of liberalist paradigm, such as international organizations' functional merits, game rules, interdependent interests and role independence. Especially as seen in the formation and operation cases of IAEA, the formation of international organizations is mainly motivated by the security of vested rights among powers and their roles may be changed, depending on the mutual policy objectives of the countries concerned.. In this respect, international organizations do not seem to be strictly protected in independence or efficiency of their roles. Therefore, the liberalist hegemony stability theory is useful to explain the formation and roles of international organizations.

e-Navigation은 해사안전과 관련하여 국내외에서 가장 주목받고 있는 주제임에 분명하다. 본 논문은 e-Navigation에서 주요한 요소로 다루고 있는 PNT(Position, Navigation, Timing)의 중요성과 역할에 대해서 설명한다. 그리고 국제기구에서 논의되고 있는 PNT 관련 쟁점 사항들을 주제별로 분류하고, 각각의 주제가 해결하고자 하는 문제를 정의한다. 더불어 본 논문은 최근에 국제기구가 요구하고 있는 PNT 성능이 정의한 문제와 어떠한 상관관계가 있는지를 보인다. 마지막으로 e-Navigation에서 목표로 하는 PNT 성능을 구현하기 위한 주요 선진국의 대응 현황에 대해 알아보고, 향후 발전방향에 대해 전망한다.

정보보호 분야의 국제표준화는 각 기술들의 특성 및 사용자들의 관점 등을 고려하여, 다양한 국제표준화기구에서 국제 표준개발 및 관련 연구가 이루어지고 있다. 즉, ITU-T SG17에서는 전기통신(Telecommunication) 관점에서 정보보호 응용기술들에 대한 국제표준화가 추진되고 있으며, ISO/IEC JTC1/SC27(정보보호), SC37(바이오인식)에서는 정보보호 원천 기술들에 대한 국제표준화와 IETF Security Area에서는 인터넷 서비스의 품질 보장 및 향상된 인터넷 환경 구축을 위해 실제적 구현 관점에서 국제표준화를 추진하고 있다. 또한, 아시아 지역에서는 각 국가 간에 정보보호 표준화 활동에 대한 정보공유 및 국제표준화 기구들에 대한 공동 대응을 위해 ASTAP, RAISS 포럼, CJK SWIS 등의 소규모 표준화 활동들이 이루어지고 있다. 본 논문에서는 대표적인 국제표준화 기구에서 이루어지고 있는 정보보호 표준화 현황 및 주요 이슈들에 대해 소개하고, 향후 추진방향 등을 제시하여, 국내에서 국제표준화기구에 활동하고자 하는 전문가들에 유용한 자료로 활용하고자 한다.

정보보호 분야의 국제표준화는 기술들의 특성 및 사용자들의 관점 등을 고려하여, 다양한 국제표준화기구에서 국제표준 개발 및 관련 연구가 이루어지고 있다. 즉, ITU-T SG17에서는 전기통신(Telecommunication) 관점에서 통신망에 적용 가능한 응용기술들에 대한 국제표준화가 추진되고 있으며, ISO/IEC JTC1/SC27(정보보호), SC37(바이오인식)에서는 정보보호 원천기술들에 대한 국제표준화를 다루며, IETF Security Area에서는 인터넷 서비스의 품질 보장 및 향상된 인터넷 환경 구축을 위한 산업체 중심의 사실표준을 추진하고 있다. 또한, 유럽 및 아시아 지역에서 국가 간에 정보통신 표준화와 국제표준화 기구들에 대한 공동 대응을 위한 ETSI, ASTAP, OASIS 등에서도 정보보호 표준화 활동들이 이루어지고 있다. 본 논문에서는 정보보호 분야의 대표적인 국제표준화 기구들의 현황 및 주요 이슈, 주요 국가별 추진체계들에 대해 소개하여, 향후 국내에서 국제표준화기구에 활동하고자 하는 전문가들에 유용한 정보를 제공하고자 한다.

그동안 관심을 모았던 국제적인 안전보건경영시스템(OSH-MS : Occupational Safety and Health management System)이 국제노동기구(ILO)에 의해 개발되어 발표 되었다. 지난 6우러 "국제노동기구의 안전보건경영시스템 지침(ILO Guidelines on Occupational Safety and Health Management Systems)"이란 제목으로 국제노동기구에서 공개했는데, 이것은 작년부터 국제 노동기구가 2001. 6울에 확정 지침을 발표하겠다고 밝힌 이후 나온 것으로써 지난 2우러 공개한 '안전보건경영체제에 대한 기술지침 초안' (Draft ILO Guidelines on Occupational Safety and Health Management Systems)을 4.19~27일 전문가 회의를 개최를 통해 수정 발표한 것이다. 따라서 이번 호에서는 지난 2월 공개된 초안과 6월에 확정된 지침을 비교하면서 확정지침의 내용을 소개 한다.

최근 기술발전으로 인해 선박에 디지털 및 전자장비들이 도입되었고, 폐쇄적인 구조에서 IT기반의 개방형, 통합형 형태로 바뀌어가고 있다. 특히, 국제해사기구에서 추진하고 있는 'e-navigation'은 조선 및 선박에 IT 융합의 새로운 패러다임을 제공하고 있다. 이를 위해, 관련된 국제 표준화 기구들에서는 다양한 표준들을 제정 또는 개정 중에 있다. 본고에서는 조선 IT 관련 국제 표준화 기구들에 대해 소개하고, 각 표준화 기구의 역할과 최근 동향에 대해서 살펴보았다. 그리고, 낙후된 국내 조선 기자재 산업을 위한 향후 국제 표준화 방향에 대해 정리하였다.
