  • Global warming due to climate change is one of the biggest challenges in the 21st century. Global warming is not only a disaster that threatens the global ecosystem but also an opportunity to reduce logistics costs and develop mineral resources by commercializing Arctic routes. The Arctic paradox, in which ecological and environmental threats and new economic opportunities coexist, is expected to have a profound impact on the global environment. As the glaciers disappear, routes through the Arctic Ocean without passing through the Suez and Panama Canals emerged as the 'third route.' This can reduce the distance of existing routes by 30%. Global warming has also brought about changes in the geopolitical paradigm. As Arctic ice begins to melt, the Arctic is no longer a 'constant' but is emerging as the largest geopolitical 'variable' in the 21st century. Accordingly, the Arctic, which was recognized as a 'space of peace and cooperation' in the post-Cold War era, is now facing a new strategic environment in which military and security aspects are emphasized. After the Cold War, the Arctic used to be a place for cooperation centered on environmental protection, but it is once again changing into a stage of competition and confrontation between superpowers, heralding 'Cold War 2.0.' The purpose of this study is to evaluate the strategic value of the Arctic Ocean from geopolitical and geoeconomic perspectives and derive strategic implications by analyzing the dynamics of the New Cold War taking place in the Arctic region.

Analysis of the Factors Influencing PM10 & PM2.5 in Korea by Panel Quantile-Regression (패널 분위회귀분석을 통한 한국의 미세먼지 국내외 영향요인 분석)

  • This study analyzed the influence of domestic and Chinese factors on fine dust(PM10 & PM2.5) in Korea by using the panel quantile regression. Daily analysis was conducted for 11 regions in Korea. For domestic factors, electricity demand and traffic volume, and for Chinese factors, interaction term of Chinese three cities' fine dust and the domestic west wind are used. As a result, the influence of domestic factors was different when the domestic fine dust concentration was high and low. When the fine dust concentration was low, electricity demand had a positive effect only on PM2.5, and didn't affect PM10 in the national analysis. In regional analysis, the amount of electricity demand had a significant effect on fine dust and ultrafine dust only in the capital area and Chungcheong. Electricity demand was found to significantly increase both PM2.5 and PM10 when it was high. On the other hand, it was confirmed that the Chinese factor always had a significant effect regardless of the concentration of PM10 and PM2.5. Therefore, in order to solve the problem of high concentration of fine dust, in addition to international cooperation, the reduction of PM2.5 generated by domestic thermal power generation should also be strengthened compared to the present.

A Study on the Selection of Base Port and Establishment of International Cooperation System for Seafarer Rotation In case of Emergency - Focusing on the Service Network of HMM - (비상 시 선원교대를 위한 거점항만 선정과 국제협력 방안 - HMM 정기선을 중심으로 -)

  • COVID-19 is threatening the safety of ships and seafarers by delaying seafarer rotation. Shipping companies and governments have a blindspot in case of the onboard environment of seafarers. An effective, alternative plan should be devised to eliminate the possibility of human accidents in an emergency that threatens the safety of seafarers. According to the survey of former and current seafarers, the most important factor in boarding life was safety, and the most necessary thing during emergencies was to secure smooth seafarer rotation rather than improve wages and welfare. By analyzing the major routes of national shipping companies by continent, ports with a large number of calls and a high Air Connectivity Index were selected as the base port. In addition, the route was designed for effective, domestic seafarer rotation during international shipping. Other countries must be consulted to establish a travel route linking ships, ports, and airports for the safe return of sailors to their home countries during an emergency. In addition, it is necessary to work together for the seafarers who are in trouble of seafarer rotation through cooperation with the International Maritime Organization(IMO). Starting with this, the government should have a monitoring system for the return and non-return routes as well as the number of seafarers on board. If such a system is established, it will be able to determine the response direction of our country's policy in case of an emergency. Along with the shipping company's ef orts to improve the treatment of seafarers, national and social attention will be needed to review domestic laws and improve awareness about seafarers.

The Present State of Domestic Acceptance of Various International Conventions for the Prevention of Marine Pollution (해양오염방지를 위한 각종 국제협약의 국내 수용 현황)

  • Domestic laws such as Korea Marine Pollution Prevention Law (KMPPL) which has been mae and amended according to the conclusions and amendments of various international conventions for the prevention a marine pollution such as MARPOL 73/78 were reviewed and compared with the major contents of the relevant international conventions. Alternative measures for legislating new laws or amending existing laws such as KMPPL for the acceptance of major contents of existing international conventions were proposed. Annex VI of MARPOL 73/78 into which the regulations for the prevention of air pollution from ship have been adopted has been recently accepted in KMPPL which should be applied to ships which are the moving sources of air pollution at sea rather tlnn in Korea Air Environment Conservation Law which should be applied to automobiles and industrial installations in land. The major contents of LC 72/95 have been accepted in KMPPL However, a few of substances requiring special care in Annex II of 72LC, a few of items in characteristics and composition for the matter in relation to criteria governing the issue of permits for the dumping of matter at sea in Annex III of 72LC, and a few of items in wastes or other matter that may be considered for dumping in Annex I of 96 Protocol have not been accepted in KMPPL yet. The major contents of OPRC 90 have been accepted in KMPPL. However, oil pollution emergency plans for sea ports and oil handling facilities, and national contingency plan for preparedness and response have not been accepted in KMPPL yet. The waste oil related articles if Basel Convention, which shall regulate and prohibit transboundary movement of hazardous waste, should be accepted in KMPPL in order to prevent the transfer if scrap-purpose tanker ships containing oil/water mixtures and chemicals remained on beard from advanced countries to developing and/or underdeveloped countries. International Convention for the Control if Harmful Anti-Fouling Systems on the Ships should be accepted in KMPPL rather tlnn in Korea Noxious Chemicals Management Law. International Convention for Ship's Ballast Water/Sediment Management should be accepted in KMPPL or by a new law in order to prevent domestic marine ecosystem and costal environment from the invasion of harmful exotic species through the discharge of ship's ballast water.

  • This study investigates the strategies that are important for selecting shuttle carriers and logistics warehouses. In container transportation, competitive pricing has become an order qualifier due to the establishment of the standard freight rate system. As a result of this study, it can be seen that both logistics warehouses and shuttle carriers place greater importance on the partnerships with companies and employee education. Besides those two factors, the punctuality of delivery is found to be important for the quality of transportation. Therefore, companies must continue to increase their competitiveness. As customer service of the shuttle carrier, resolving the loss or damage and claim handling part is evaluated more importantly in the logistics warehouse than the ablity to resolve unexpected event. The future strategy should focus on resolving the loss/damage and claim handling factors so that companies can be competitve in the future. Based on research results, logistics warehouses and shuttle carriers can establish different marketing strategies to maintain a firm position on the market by securing competitive advantage within port hinterland.

  • The existing city planning was performed by internal few decision-maker, but the information that an individual could contact with through the evolution of the ICT technology increased in the smart city, and a channel diversified and came to be able to participate in a decision making process by various methods. I show that it is in the collaborative planning process to come to a mutual understanding with residents directly or indirectly if utilize big data in a process of the safe community planning of the smart city. Therefore, I compare the utilization contents between data of Matsubara-shi,Japan and data of certification city of Korea which received the certification of the WHO international safe community. In the area where this study prepares for the approval of the international safe community, it wants you to use it though you utilize the data as the supporting role of the residents participation plan.

  • 우리나라의 방송콘텐츠 시장은 2012년까지 연평균 성장률 3.5% 수준에 머무를 것으로 전망되고 있다. 원인으로는 콘텐츠 산업의 높은 파급효과에도 불구하고 영세한 제작환경 및 유통구조로 인해 양적/질적 측면에서의 낙후성을 벗어나지 못하는 것을 들 수 있다. 이는 경쟁 활성화를 가로막는 규제제도, 방송통신 플랫폼 사업자와 콘텐츠 제작자간 불공정 거래, 콘텐츠 제작자의 영세성 등에 기인한다. 이러한 우리 방송 환경을 고려할 때 신디케이트 도입은 성숙되지 않은 콘텐츠산업에 새로운 동력을 공급하는 계기가 될 것이다. 이러한 신디케이트 중 '온라인신디케이트'라는 것은 방송콘텐츠 유통전문기관을 설립함으로써 방송통신콘텐츠 판매창구를 개발하고, 제작사의 이익을 보장하며, 수요자에게 안정적으로 콘텐츠를 공급할 수 있다. 뿐만 아니라 국내외 시장 개척을 통해서 보다 확장된 창구화 효과를 거둘 수 있고, 현재의 변화된 방송환경에 맞추어 체계적이며 안정적인 공급과 판매를 통해서 우리나라 방송통신콘텐츠 산업 발전에 크게 이바지 할 수 있을 것으로 기대한다. 또한 방송통신콘텐츠 제작의 활성화와 유통구조의 개선은 전 세계를 대상으로 글로벌콘텐츠를 판매할 수 있어야 함으로 국제적 유통망 구축이 필수적이라고 할 수 있다. 그러므로 온라인신디케이트는 국제적 유통망구축에 효과적이며 결국 유통과 제작, 제작과 유통이 상호간 높은 관련성을 의미한다. 향 후 프로그램의 제작은 해외의 수출시장 파악이 우선이다. 그 후 국내 프로그램의 유통 성공여부를 가름하고, 해당 국가의 유통시장을 면밀히 분석할 필요가 있으며, 필요하다면 현지 유통사 및 제작사와 협력관계를 유지할 필요가 있다. 최종적으로 성공가능성을 타진하여 현지 유통사를 인수하는 것이 위험 부담을 크기 때문에 이러한 과정을 통해서 글로벌 유통기업을 만들어야 하나, 설립은 막대한 자금이 필요하므로 이러한 '온라인 유통공사(신디케이트)의 설립'은 처음 시작해야 하는 위험 부담을 줄이는 지름길일 것이다.

The Bacillus subtilis Genome Sequencing Project in Korea: Sequence Analysis of the 53 kb DNA Fragment at 180$^{\circ}$-185$^{\circ}$- of B. subtilis 168 Chromosome (한국에서의 고초균 유전체 연구: Bacillus subtilis 염색체상 180$^{\circ}$-185$^{\circ}$-부위 53 kb DNA 단편의 염기서열 분석)

  • The entire sequence of a 4,214,810 bp genome of the Bacillus subtilis 168 has been determined by an international project, and the completion has been announced on July 19, 1997. For the sequencing project an international consortium was established and 25 European, 7 Japanese laboratories, 2 biotechnology companies, and our laboratory participated in the project. Within this framework we determined the complete nucleotide sequence of a 53,289 bp fragment upstream of the odhA gene (181 $^{\circ}$) of the B. subtilis 168 chromosome. On the basis of the published DNA sequences of the B. subtilis sspC and odhA genes, we obtained genomic fragments by plasmid rescue and long-range PCR. The sequenced fragment contains 56 putative open reading frames (designated yojA-yolI and 9 known genes (sspC, cge cluster, orfE5, orfRMl and odhA), in which we found many interesting features. In addition, the entire nucleotide sequence of a 53,289 bp region enabled us to revise the current genetic map of this region.

A Comparative Study on the Consistency between Domestic Implementation of Sustainable Development Goals and Development Cooperation in the Area of Climate Change (지속가능발전목표의 국내이행과 개발협력 간 일관성에 관한 국별 비교와 시사점 - 기후변화 분야 -)

  • The issue of climate change, which calls for urgent and improved action by countries around the world, requires cooperation from the international community. Therefore, consistency among various policies on climate change is particularly important. This study analyzes the relationship between the implementation of SDGs and the scale of assistance in the field of climate change in order to see if there is consistency between domestic policy and aid policy to address climate change issues. An analysis of the correlation between the indices related to the domestic implementation of SDGs and ODA amounts in the field of climate change by OECD countries was conducted. As a result, there is a significant negative correlation between imported CO2 emissions and the portion of climate change ODA. On the other hand, the amount of CO2 emissions embodied in fossil fuel export is significantly positively correlated with the portion of ODA for climate change. Consistency between domestic and aid policies of OECD countries in the field of climate change is not sufficiently ensured, and climate change, the cross-cutting issue, is not being pursued in a consistent direction across national policy.

New Middle Powers' ODA: Korean Aid Strategy for Economic Infrastructure and Production Sector Building (신흥 중견국가의 공적개발원조: 한국의 경제 시설 및 생산 분야 중점지원 전략)

  • This paper examines middle powers' ODA policy in the post cold war era and discusses its implication for Korean aid strategy. Middle powers' ODA has been more successful than that of super powers in promoting donors' positive images and in stimulating recipient countries' development. Middle powers tend to pursue multilateral solutions to international problems often by taking a mediator role, and their ODA policies set them apart from the great players in international politics. Middle powers' ODA is primarily aimed at reducing poverty and protecting human rights in least developed countries where humanitarian aid needs the most rather than promoting donors' interests. Also, middle powers have provided bilateral untied aid in the sectors of food aid and emergency relief and steadily devoted about 0.7% of their gross national income to ODA. Meanwhile, Korea as an emerging middle power and a new donor has been implementing its own aid strategy under the name of the Korean development model since the post cold war period. The Korean ODA was not successful in building donors' positive images by simply following the short term strategies of US and Japan. Yet, its ODA policy has been quite effective in sustaining local development by creating specific niches in which the country can specialize in. In specific, Korea has focused on developing the sectors of information and communication technology and industry energy in recipients' countries by maximizing its comparative advantage.
