This paper shows disposal site about an airport using ICAO(International Civil Aviation Organization)and GIS(Geographic Information System). In Korea, mountains occupy above $70\%$ of the whole country centering around Baek-Du mountain range and a physical distribution system doesn't go on smoothly between east and west region. At present, disposal site about an airport follows the standard of ICAO and FAA(Federal Aviation Administration). So, it's desperately necessary to make the new standard suitable for the condition of Korea. This study analyzes major customers in the aerospace and transportation sector by considering the present condition of location of geography, atmospheric phenomena, population and transportation about Ul-Jin airport on the standard of ICAO and FAA. As the results, Gi-Sung site proposed for the airport using the existing a runway in air force has a locality road connecting a fishing and agrarian villages and is shown better than the others.

Der neue strukturelle Ansatz der Kommbination eines Rahmen$\ddot{u}$bereinkommens und eines ausr$\ddot{u}$stungsspezifischen Sonderprotokolls bedingt einen neuen organisatorischen Anstz f$\ddot{u}$r die Zusammenarbeit zwischen internationalen Organisationen bei der Schaffung von internationalem Einheitsprivatrecht. So haben hier zwei internationale Organisationen gemeinsam die Verantwortung f$\ddot{u}$r einmultilaterales $\ddot{U}$bereinkommen $\ddot{u}$bernommen: auf der einen Seite UNIDROIT als die internationale Organisation, die generell f$\ddot{u}$r die Vereinheitlichung des Privatrechts kompetent ist; auf der anderen Seite ICAO als die f$\ddot{u}$r die private Luftfahrt zust$\ddot{a}$ndige internationale Organisation. Dieses neue, f$\ddot{u}$r die Luftfahrzeugausr$\ddot{u}$stung praktizierte organisatorische Modell eines joint venture zweier internationaler Organisation bei der Einheitsrechtsetzung, namlich die Betreuung eines allgemeinen privatrechtsvereinheitlichenden Rahmens$\ddot{u}$bereinkommens durch UNIDROIT und die Wahrnehmung der sektorspezifischen Belange in einem ausr$\ddot{u}$stungsspesifischen Sonderprotokoll durch die jeweils zust$\ddot{a}$ndige internationale Spezialorganisation, hat bereits f$\ddot{u}$r die Sektoren der Eisenbahn- und Weltraumausrustung Schule gemacht. Das in Kapstadt beschlossene v$\ddot{o}$lkervertragliche Regelungswerk hat erstmals ein einheitsrechtliches - grunds$\ddot{a}$atzlich weltweite Geltung anstrebendes - Sicherungsrecht geschafen. Dies kann f$\ddot{u}$r die Sachenrechtsintergration einen $\ddot{a}$hnlichen Durchbruch bedeuten, wis das Wiener UN-kaufrechts$\ddot{u}$bereinkommen von 1980 f$\ddot{u}$r das Schuldvertragsrecht. Voraussetzung daf$\ddot{u}$r ist allerdings die juristische Qualit$\ddot{a}$t und Praxisgerechtigkeit des Regelungswerkes und - insbesondere - das Funktionieren des Registersystems. Von wesentlicher Bedeutung f$\ddot{u}$r den Erfolg des $\ddot{U}$bereinkkommens wird auchsein, ob es Rechtssicherheit zu gew$\ddot{a}$hrleisten vermag.

The objective of this presentation is to describe major air transport problems which international civil aviation is faced with at present and those which may be encountered in the last decade of the 20th century. ICAO's role in tackling these problems as well as some aspects of cooperation between Contracting States and ICAO are also being discussed.

In this paper..We are introducing the World Radiocommunication Conference (WRC 2007) decided upon new additional frequency allocations for Aeronautical Mobile Telemetry and International Telecommunication Union (ITU) that is leading United Nations agency for information and communication technology issues, World Radiocommunication Conference (WRC) that revise the Radio Regulations, the international treaty governing the use of the radio-frequency spectrum. We are describing the international trends and korea frequency allocation tables revision after it has allocated to the aeronautical mobile telemetry frequency spectrum.

In spite of ICAO's effort to ensure the safety of flight operation by requiring crews, controllers, and other ground aviation staffs to use unified system for units, SI (System International of units), there are still many aircrafts designed, manufactured, and operated based on non-SI units, and many crew training in airline companies are also conducted based on non-SI. Due to this confusion of using different unit systems in international flight operation, many crew members and passengers are exposed to danger. International flights pilots may have confusion while flying different airspaces of different countries that use different unit systems, and this may cause human errors causing accidents and incidents. Due to these reasons, it is needed to establish the standards to reflect non-SI that many countries practically use to SI, which is international standard.

Ecumenically, RPAS(Remotely Piloted Aircraft System) operation has been increased and the related accidents also have occurred. Accordingly, national authorities, organizations and industry have been striving for amendment and enactment of policy and regulation related to the RPAS(Remotely Piloted Aircraft System) operation. And ICAO had performed the joint study to make international standards through UASSG(Unmanned Aerial System Study Group). Recently this group has been switched to the panel meeting, RPASP(Remotely Piloted Aircraft System Panel). It has been discussed to make the related annex, SARPs(Standards and Recommended Practices) and etc. in RPASP. In this paper, we investigated the trend of study and development for ICAO RPAS policy and regulation. Based on these results, we suggested considerations to prepare domestic policy and regulations.

국제민간항공기구(ICAO)의 차세대 항행시스템(new CNS/ATM) 전환계획에 따라 전 세계적으로 항공통신, 항법, 감시 및 항공교통관리 분야의 항행안전시설과 대응되는 항공기 탑재시스템의 변화가 진행되고 있다. 특히 항공통신과 감시 분야에서는 공대지 데이터링크 기술을 활용한 새로운 항공교통서비스(CPDLC, ADS, ADS-B, FIS-B, TIS-B)가 도입되어 공역 처리능력을 제고하고 항공운항 안전에 기여하며 조종사와 관제사의 편의성을 대폭 향상시킬 것으로 기대되고 있다. 현재 민간항공에서 활발히 이용되고 있는 대표적인 데이터링크 기술인 ACARS 시스템은 국제민간항공기구가 표준화하여 제정한 VDL 기술로 대체되고 있으며 HFDL, Mode S, AMSS, UAT 등이 현재 가용한 데이터링크 기술로 개발되어 활용되고 있다. 미국과 유럽을 중심으로 관련 기술에 대한 검증과 시범 운용 사업이 활발하게 진행되고 있으며 2020년 이후를 대비한 미래 항공통신 신기술 연구에도 세계가 매진하고 있다. 본 논문에서는 현재까지 개발된 공대지 데이터링크 기술의 특성을 개관하고 관련 응용기술 구현 현황과 데이터링크 관련 세계의 미래 통신기술 연구 동향을 제시하고자 한다.

For sustainable development of air transport, the establishment and application of international standards of environmental protection area is significant. The development and use of alternative fire extinguishing agent to Halon, which is used for the fire extinguishing systems of engine nacelles/APU and cargo compartments, has been requested in order to protect the ozone layer. The ICAO has been active in preparing international standards and recommended practices (SARPs); however, certification of alternative fire extinguishing agents has been postponed due to technical readiness problem.. Consequently, the implementation of SARPs has also been postponed by two years from the end of 2016. to the end of 2018. As such consequences have caused confusion among Member States regarding its implementation, it is necessary to discuss and pay more attention to this issue. ICAO Council and Air Navigation Commission should consider between setting the implementation time frame earlier or giving enough time for mature readiness and preparedness. Also in order to minimize the unnecessary discharge of Halon owned by Member States, it is necessary to consider efficient management methodologies; for example, requesting fire extinguisher manufacturers to recharge in professional ways. For the successful implementation of the SARPs, ICAO developed an implementation task list as including notification of differences, establishment of a national implementation plan, drafting of the modification to the national regulations and means of compliance, adoption of the national regulations and means of compliance. Member States can develop their own rule making process in reference with the ICAO implementation task list. This issue was presented and discussed during the 54th Conference of Directors General of civil aviation, Asia and Pacific Regions which was held in Ulaanbaatar, Mongolia in 2017 with significant attention among participated Contacting States. In this regards, ICAO Council and Air Navigation Commission should consult with Legal Bureau lawyers regarding SARPs preparing process to eliminate difficulties and confusions for proper implementation within effective date.
