Electronic commerce, driven by the development of the Internet and computer, premises to be an important engine for growth for the world economy in th the 21st century. Electronic commerce offers considerable new opportunities for the business and citizens in all regions of the world by enhancing productivity across of our economics and encourage trade in both goods and services. Specially in relation to contract, electronic commerce requires a coherent, coordinated approach internationally on key issues such as a validity, a legality, consumer protection. Electronic commerce, which breaks down national boundaries and widens the gap between the place where services are performed and the place where they are consumed, requires a new paradigm when making an between contracting parties.

Electronic ticketing ("e-ticketing") through the internet will be the most critical commercial tool in the international airline industry. Actually the International Air Transport Association(IATA) has announced that it's goal is to accomplish 100 percent implementation of e-ticketing worldwide by 2007. Domestically e-ticketing will be put into operation in a full scale from the next year(2007). Thus, we count on, sooner or later, e-ticketing will be accomplished globally. As a legal aspect, this e-ticketing raises many legal issues which are no longer subject to a static set of legal rules driven by judicial precedent because e-ticketing is carried out on the "cyber space" which is a new and developing law area. In this treatise, I studied these legal issues, specially on the time and place(jurisdiction) of the contract which are the most important issues based on the New Montreal Convention signed at Montreal on May 28, 1999, which would seem prove that the airline industry is receptive and capable of change. Upon this opportunity, I hope the more comprehensive legal study on the e-ticketing will be introduced in the near future.

지식정보사회에서 모든 유통 및 관리 정보의 보호를 위하여 다양한 형태의 보호서비스가 활용되고 있다. 이러한 보호 서비스 중에서 민감한 정보의 비밀성을 보장하기 위한 암호 기법의 연구 개발과 이를 전자정부의 구현과 전자상거래와 같은 사업에의 적용에 따른 시장 점유와 연계된 표준화 활동이 암호기술 선진국을 중심으로 전개되고 있다. 이에 대하여 우리나라에서도 한국정보보호진흥원을 중심으로 국내 정보보호 분야 전문가들과 함께 개발하여 이미 TTAS.KO-12.0004(1999.9)로 단테 표준화한 SSED를 지난 ISO/IEC JTC 1/SC 27 동경회의(2000. 10)에 제안하여 최근 국내에서 산업자원부 기술표준원이 개최한 ISO/IEC JTC 1/SC 27 서울회의(2001. 10)를 통하여 3차 WD에 수용되기에 이르렀다. 본 고에서는 비밀성 서비스를 지원하는 블록 암호 알고리즘의 지역(AES, NESSIE, CRYPTREC) 및 국제(ISI/IEC JTC 1) 표준화활동을 분석 정리하고 특히 ISO/IEC JTC 1/SC 27에서 블록 암호 회의를 통한 SEED의 국제표준화 활동을 소개하기로 한다.

선진 해외 우정사업자들은 확산된 인터넷 인프라와 진보된 정보기술을 활용하여 우편물의 물리적 배달에서 벗어나 해당 정보를 안전하게 배달하는 온라인 문서 배달 단계로 진화하고 있다. 관련 기술과 서비스의 동향을 살펴보기 위하여 안전한 문서나 서신의 배달과 관련된 기존의 오프라인 우편 상품의 특징을 우선 분석한다. 그리고, 전자상거래 시대의 각종 전자적 문서들을 안전하고 확실하게 배달할 수 있는 전자우편소인과 관련 기술의 국제표준 개발 역사와 기술적 구성을 살펴본다. 더불어, 이들이 물리적인 우편물 배달 서비스에서 온라인 디지털 배달 서비스로 진화한 서비스 사례 및 관련 기술 동향과 한국적 전자문서배달 서비스의 비즈니스 기회에 대한 시사점에 대해 분석한다.

인터넷의 안전한 사용과 전자상거래의 안전·신뢰성 확보에 필요한 핵심 정보보호 기술에 대한 표준화 요구가 급증하면서 정보보호에 관한 표준화 작업이 활발히 진행되고 있다 이러한 측면의 국제적인 노력으로는 ISO/IEC JTC 1SC27 ITU-T, IETF의 정보보호 표준화 작업을 들수 있다 특히 IETF는 인터넷의 통일성과 표준을 유지하기 위해 설립된 조직으로 인터넷 표준의 개발 민 선정을 목적으로 정부기관 업계, 학계 등 다양한 분야의 연구개발자들로 구성된 개방된 형태의 국제 단체이다 IETF는 인터넷과 관련하여 다양한 분야의 기술표준화를 수행하고 있으며 정보보호 기술 표준화에 대해서도 활발한 활동을 수행하고 있다 본고에서는 IETF의 조직과 표준화 절차를 소개하고 정보보호 분야의 표준화 활동을 소개한다.

다양한 정보보안 평가 방법론들 중에서 BS7799는 정보시스템을 운영하는 조직 전반의 보안 상태를 평가하는데 유용한 방법론으로서, 여러 나라에서 활용하고 있으며 최근에는 국제표준으로 채택되었다. 본 고에서는 BS7799에서 제시하고 있는 보안통제 항목과 정보보안관리시스템의 구축 및 이의 객관적인 평가를 위한 인증 방법을 살펴본다. BS7799는 전자상거래를 수행하는 기업들 사이에 보안 수준에 대한 상호 신뢰를 확인하기 위한 방법으로 활용될 수 있으며, 최근에 제정된 정보통신기반보호법에서 요구하고 있는 취약성 평가에도 적용될 수 있을 것이다.
