Design and Implementation of 'Sea Map' Data Importer Module ('바다지도' 데이터 입력 모듈 설계 및 구현)

  • This paper is about design and implementation of 'SeaMap' importer module which is for map-based application using 'SeaMap' data. 'SeaMap' data importer is a module that reads 'SeaMap' data in consistent form and offers using easily change the format and the internal data structure in the application. Design of data importer module is based on analyzing characteristic of 'SeaMap'. The comparative analysis between the data type of 'SeaMap' and standard S-57 Electronic Navigation Chart (ENC) of the International Hydrographic Organization (IHO), based on this, to be applicable of S-52 standards 'SeaMap' data is defined as a structure of data. The importer module is designed and converted to allow to use distribution type of 'SeaMap' data sets in map application, parsing 'SeaMap' data around the object defining transformation data structure. In addition, we implemented a 'SeaMap' data viewer in order to test our 'SeaMap' data importer module.

  • On the advent of digital era, ECDIS has emerged as a new navigation aid that should result in significant benefits to safe navigation. More than simply a graphics display, ECDIS is a new concept navigation system capable of providing integrated information of geographical and texual data. As an official vector data for ECDIS, ENC consists of spatial and feature data to describe objects in form of points, lines and areas. IHO published International Standards for ENC, such as S-52(Specification for Chart Content and Display Aspects of ECDIS and S-57(IHO Transfer Standard for Digital Hydrographic Data). This paper deals with the implementation of an EUC representation system which meets S-52 presentation specification and S-57 transfer standards by analyzing S-57 data structures and converting then to an appropriate internal data structures and representing them onto screen adopting S-52 presentation specification.

  • According to the Maritime Safety Act, there are all 34 routes including 5 traffic safety zones, 3 traffic separation schemes, 26 routes designated by regional maritime affairs departments in the Republic of Korea. In the SOLAS convention, the route information should be is effectively used for the safe navigation. However, the route information is complicatedly composed of the location of the route, the navigation rule by each route, the restriction of the navigation, and the anchorages. Moreover, the present method of providing information using the navigational chart and other publications is not effective for users to grasp the navigational information. Therefore, it was conducted to study the design of the S-100 based routing information data model developed by the International Hydrographic Organization to find ways to more effectively provide route information. To do this, the analysis of route requirement, selection of items, encoding test and users' review were carried out. Through expert user review, it was evaluated that the study on the design of the route information data model can be utilized as a good basic data for the route information integration service. Future research on the development of route information data models is expected to provide integrated route information services.

Development of KML conversion technology of ENCs (전자해도의 KML 변환기술 개발)

  • IMO adopt the revision of SOLAS convention on requirement systems for ECDIS and considered an ECDIS as the major system for E-Navigation strategy on marine transportation safety and environment protection. ENC(Electronic Navigational Chart) as the base map of ECDIS is considered as a principal information infrastructure that is essential for navigation tasks. Because ENCs are not easy to utilize for being encoded according to ISO/IEC 8211 file format, used for navigational purpose mainly, it's required to utilize in parts of Marine GIS and various marine application. In this paper, we developed KML conversion technology for ENC application. In details, we analyzed data model and encoding method of ENC, schema structure and data file of KML. Based on this results, we developed the program of KML conversion of ENCs.

  • 최근 기후변화 위기에 따른 대책으로 하천 유량 모니터링이 제시될 정도로 유량자료의 중요성이 확대되고 있다. 하천의 유량자료는 수자원개발 및 하천 방재의 중요한 기초자료로 이용되기 때문에 유량 산정 결과에 대한 신뢰도 즉, 측정 불확도를 정량적으로 제시하기 위한 연구는 오래 전부터 많은 연구자들에 의해 수행되었다. 1963 ~ 1970년에 영국 및 미국의 다수 하천의 유량 측정자료를 활용하여 국제표준화기구(ISO)에서 제시한 ISO 748이 대표적인 지침서이다. 현재 국내 유량조사 업무에서도 ISO 748의 측정 불확도 평가 방식을 이용하여 유량 측정 결과의 신뢰도를 제시하고 있다. 하지만 하천 유량조사는 현장 상황과 측정 인력의 경험 등에 따라 차이가 크게 발생할 수 있으며, 최근 첨단 센서를 활용한 유량 측정 기법들이 다수 개발되어 사용 중일 뿐만 아니라 측정 불확도 평가 체계를 GUM(Guide to the Expression of Uncertainty in Measurement)으로 변화해가고 있는 추세 등을 고려하였을 때 기존의 ISO 748에서 제시한 유량 측정 불확도 평가 방법에 대한 재검토에 대한 요구가 증대되고 있다. 특히 국내에서 홍수 시 유량 조사 방법으로 가장 많이 사용하고 있는 부자법의 경우 ISO 748에서 제안한 방법으로 측정 불확도를 제시하고 있지만 실제적으로 현장 상황을 고려하지 못하고 있는 것이 사실이다. 예를 들어 육안으로 관측하기 어려워 부자의 유하거리를 직선으로 가정함에 따른 불확도를 포함하지 못하고 있고, 부자가 유하하는 동안 부자의 흘수가 일정하지 않음에 따른 불확도를 포함하지 못하고 있다. 특히 부자 투하 측선과 유량 측정 단면을 부자가 지나가는 측선이 다름에 따른 불확도는 반드시 포함되어야 하지만 고려할 방법이 없어 아직까지 반영되지 못하고 있는 실정이다. 이에 본 연구에서는 부자를 이용한 유속 측정 불확도 산정에 있어서 그동안 ISO 748에서 정량적으로 고려하지 못한 불확도 인자들에 대하여 영상기법을 활용한 실험적 검토를 통해 정량적인 평가 기준을 제시하고자 한다. 이를 위해 실제 하천 규모의 흐름을 재현할 수 있는 안동하천실험센터의 직선수로에서 다양한 수리조건에 대한 부자를 이용한 유속 측정을 실시하여 측정 불확도를 산정하고자 한다. 본 연구 결과는 향후 부자를 이용한 유량 측정 불확도 평가 방법을 개선할 수 있고, 더 나아가 부자를 이용한 유량 측정 방법의 문제점을 개선할 수 있기 때문에 정확도를 향상에 크게 기여할 수 있을 것으로 기대한다.

  • 국내 농업용수 수요량 산정에 있어서 논벼 수요량은 수정 Penman (Modified Penman: MP) 방법에 의한 증발산량을 기반으로 산정하고 있으나, 최근 국제식량농업기구 (Food and Agriculture Organization of the United Nations: FAO) 및 국내 농진청 등에서는 Penman-Monteith (PM) 방법에 의한 증발산량 산정방법을 채택하고 있다. 따라서 본 연구에서는 논벼 수요량 산정에 있어 우리나라 실제 현장여건에 적합한 논벼 증발산량 산정 방법을 제안하고자 기존에 적용하고 있는 MP 방법과 최근에 국내외적으로 제안되고 있는 PM 방법에 의한 논벼 수요량 산정 결과를 실질적으로 벼 생산에 공급된 저수지 공급량 자료와 비교 분석을 통해 현장 적용성을 평가해 보았다. 이를 위해 본 연구에서는 농진청에서 PM 증발산량 작물계수를 도출한 현장실험지구를 포함하는 호남지역을 대상으로 저수지 100 만톤 이상의 한국농어촌공사 관리지역 중 농업용수 공급량 자료가 신뢰성 있는 대표지구를 선정하였다. 농업용수 실제 공급량 자료를 기반으로 두 증발산량에 의한 논벼 수요량 산정 결과를 비교 분석한 결과, MP 방법에 의한 수요량이 PM 방법에 의한 수요량 보다 높게 나타났으며, 따라서 MP 방법에 의한 수요량이 PM 방법에 의한 수요량 보다 농업용수 공급량과의 차이가 작게 나타나는 경향을 보였다. 대체적으로 강우량이 적은 지역에서 농업용수 공급량 및 논벼 수요량이 높게 나타났으며, 이러한 결과는 공급량과 수요량간의 관계에도 영향을 미쳐 강우량이 많은 지역에서 강우량이 적은 지역에 비해 농업용수 공급일수가 감소함으로써 공급량과 수요량과의 차이가 적어지는 경향을 보였다. 본 연구 결과로 농업용수 공급량을 기준으로 논벼 수요량 산정에 있어 증발산량 산정방법은 안정적인 농업용수 공급계획과 수리시설 설계에서의 이수안전도 확보차원에서 MP 방법을 채택하는 것이 더 바람직 할 것으로 사료된다. 추가적으로 논벼 수요량 산정은 증발산량 산정방법 외에도 유효우량 산정방법, 수로손실, 재배관리손실 등의 다양한 관련 인자들의 영향을 받기 때문에 증발산량 산정방법과 더불어 이들 인자들에 대해서도 종합적인 평가를 실시하여 논벼 수요량 산정 결과의 신뢰성 확보가 요구된다.

The study on the Base point and baseline in Korea, Japan, and China (한반도 주변의 영해기점 및 기선에 관한 연구 - 한국, 중국, 일본을 중심으로)

  • The countries are trying to expand the sea limit such as the territorial sea, fishing zone or the exclusive economic zone as far as the Law of the Sea permit to do for the benefit of their national interest. Especially, they are eager to claim the base point where it locates far from the coastline even if it is uninhabited island or reef under the sea. The baseline has been claimed to maximize the territorial sea. Another way to expand the sea limit is to lower the vertical datum to change the land limit. China claimed Dongdo which is located about 79 miles far from the coast as the base point. Japan also claimed many uninhabited island or the reef which is located very far from the coast such as Okino Dorishima. As Korea is the party who negotiate the maritime limit with Japan and China, we should be keen and sensitive on the issues claimed by neighboring countries in terms of base point and the baseline. This paper is to review the characteristics of the base points or baselines of neighboring countries and to suggest the views how to maintain and to relocate our base points. As western coast of Korean peninsula is one of the largest tide fluctuation zone in the world, with long tidal record to prove the vertical datum adjustment, Korea can find the way to lower the vertical datum especially in Yellow Sea. So, major and critical tidal station has to be set up along the western coast to verify tide fluctuation record which can be met with international standard.

  • With recent technological advances in the shipbuilding industry, vessels have been improved in size and performance. As a result, an accident such as grounding, caused by a single ship-to-ship collision, could lead to a large-scale maritime disaster. Considering the seriousness of the situation, the international community has been consistently updating the standards for Electronic Navigational Chart(ENC) to improve the maritime safety. S-57, the existing ENC standard governed by the International Hydrographic Organization(IHO), includes standards for generating conventional binary-type ENC data sets. The S-57 standard, however, has not been updated since the release of Version 3.1 in December 2000. Since then, the standard has failed to reflect technological development regarding maritime spacial information, which has been consistently improving. In an effort to address this concern, the IHO designated S-100, i.e., the next-generation ENC production standard. S-100 differs from S-57 in data exchange type. Contrary to the conventional ENC standards, which use binary-type data, S-10X, based on the next-generation ENC standards, uses ENC data composed of Feature Catalogue, Portrayal Catalogue, and GML. Considering this fact, it is necessary to update S-58, the ENC validation check standard, or designate a new standard for ENC validation checks. This study is developed own software to implement validation checks for new types of data, and identified improvement points based on the test results.

The Generic Terms and the Standards of a Delimitation for Oceans and Seas based on S-23(Names and Limits of Oceans and Seas) (S-23(Names and Limits of Oceans and Seas)을 기초로 한 바다의 속성지명과 바다경계의 획정 근거 분석)

  • Establishment of limits and names for oceans and seas is necessary for a safety of navigation. Even if there are no national and international standard for the delimitation of sea boundaries, we can take guidelines for the delimitation of sea boundaries through the analysis of IHO official publications, Limits and Names for Oceans and Sea; S-23. This paper shows the changes of the spatial limit of seas since first edition publication, and the standards for a delimitation of oceans and seas were analyzed using S-23 4th edition draft(2002) in terms of physical geographic features. The generic terms of S-23 include Ocean, Sea, Channel, Passage, Strait, Sound, Gulf, Bay and Bight, and each generic term shows hierarchical structures. Several seas show different characteristics compared with definitions of IHO dictionary. Sea boundaries are delimited by longitude and latitude, cape, river mouth, sandbar, and so on. Undersea features such as a shelf, trench, trough, rise, bank and reef are also important features for delimitation of sea boundary. Especially, seas that are delimited by undersea feature are mainly located Arctic and Southern ocean area in S-23 4th edition. Advanced knowledge of marine science with a technical advance might affect to delimit for sea boundary.

Sea level slope of the Korean Peninsula Coast determined by Local Mean Sea Level (지역별 평균해수면에 의해 결정된 우리나라 해안의 해면경사)

  • Computing the sea level slope at the BM(Bench Mark) in the coast areas around the Korean Peninsula is important for establishing height of BM of the Korean geodetic leveling network. In this study, MSL(Mean Sea Level) was recalculated with the long-term tide observation data based on the IHO(International Hydrographic Organization) standard(18.6 years), and the BM height was reanalyzed by precision leveling. The sea surface topography was analyzed by leveling at Mokpo(Mokpo Starting Point), Busan (09-00-00) and Mukho(20-26-00) BMs, and the sea level slope was computed based on the Korean vertical origin point. As a result of this study, the sea level slope of the west and east coasts between Incheon(-2.27cm) and Mukho(17.56cm) located at $37.5^{\circ}N$ was analyzed as 19.83cm. Domestic geodesists and oceanologists have confronted each other with regard to the issue of latitudinal changes in long term MSL. In the west coast, the Mokpo is 1.12cm higher than Incheon, and the Busan is 2.18cm higher than Mukho. Therefore, the west and east coasts have been analyzed as sea level slope rising to the south. It can be used to solve the reestablishment of the Korean geodetic leveling network and the problem of the elevation discrepancy in the BM.
