The Latest Agenda Trends of IMO and the Activities of ROK in IMO (IMO 최근 의제 동향 및 한국의 IMO 활동현황)

  • IMO is treating various and numerous agenda with time, and the contents of agenda have been tending to achieve international standardization for details of technology, for example GBS(Goal based new ship construction standards), PSPC(Performance Standards of Protective Coating), LRIT(Long-Range Identification and Tracking of Ships), etc. This paper presents the latest agenda trend of IMO committees and analyzes the ROK's activities in response to IMO committees. In the result of analysis, ROK lacks in performance ability as a A-category council member as well as infrastructure to support the government activities in IMO continuously. Therefore, ROK should be conscious of policy approaches to international maritime tendency and needs to complete the internal/external infrastructure which leads the international maritime policy.

Study on establishing Green Port Policy in Korea to meet Ports' Characteristics: Development of Ulsan Green Port Policy by using AHP (우리나라 항만특성에 맞는 그린포트정책 수립에 관한 연구 - AHP를 이용한 울산항 그린포트 정책 우선순위 개발)

  • The increasing demand of maritime transportation and port development especially due to increased international trade resulted in a strengthening of regulating the greenhouse gas emissions mainly from ships by International Maritime Organization (IMO). Responding to these international environmental regulation and enforcement, the United States and the European seaports have expanded their Green Port Policy, which can promote the public welfare by reducing pollution caused by ships and ports. Accordingly, in 2010, Korean government enacted "The Framework Act on Low Carbon, Green Growth" and had pushed for all Korean ports to establish and implement their own green port policies. Therefore, the objective of this study is to establish the Green Port Policy Plan for sustainable and environmental friendly operations and developments of Ulsan port, which plans to be the oil hub port of Northeast Asia. To this end, we studied the current status of the environmental policy issues in Ulsan Port and international-&-domestic case studies on establishment of green port policy. With these studies, Ulsan green policy alternatives were identified that through the experts advice, and then were prioritized by adopting AHP survey analysis. As the result of this study, it was notified that LED lights replacement and AMP establishment as the hardware policy and the port environmental management department as the software policy were equally important policy options for the implementation of sustainable Ulsan Green Port Policy to meet port's characteristics.

A Study on Paradigm Shift of Ship Inspection System (선박검사제도 패러다임 전환에 관한 고찰)

  • According to the United Nations Convention on the Law of the Sea (Article 94), the flag state must fulfill its overall role to ensure maritime safety and operate the ship inspection system as a related measure. The Korean government (Ministry of Ocean and Fisheries) has implemented policies for reducing marine accidents to promote maritime safety; however, the target goal has not been achieved. The ship inspection system is a measure to prevent marine accidents, and for the effective operation of the system, a sufficient understanding of the origin of the ship inspection system is required. In this study, the trend of the international ship inspection system was identified by analyzing ship inspection system origins and the history of the system's paradigm shift. The recent international ship inspection system paradigm confirms international standardization and the active safety management of ship companies are becoming increasingly prominent. Based on this, the introduction of the 'PDCA cycle-based self-inspection system' is presented to the current domestic ship inspection system. This is a new type of inspection system that establishes the roles of interested parties based on the basic philosophy of the ISO 9000 series to improve the ef ectiveness of maritime safety. Additionally, the necessity for a non-face-to-face ship inspection system has emerged because of the COVID-19 pandemic. Hence, the transition to a 'mobile application-based ship inspection system' is proposed to accommodate the rapid development of information communications technology.

A Study on the Comparative Analysis of World Major Liner Shipping Companies' Ship Investment Strategy (세계 주요 정기선사의 선박 투자전략 비교분석에 관한 연구)

  • The purpose of this study was to carry out comparative analysis on the world major liner shipping companies' ship investment strategy using Fuzzy-AHP model. In this study, the ship investment factors were firstly selected by literature review and finally adopted them by in-depth interview with experts who had working experiences over 15 years in the field of shipping business. As suggested in the previous research, the liner shipping companies have been classified into four types such as 'ship investment irrelevant to market trend'(Type1), 'ship investment before market rise'(Type2), 'market decline after participation in excessive orders'(Type3), 'avoidance of ship investment during market rise'(Type4) and the comparative analysis were conducted among four ship investment types. According to the results of analysis, ship investment priority in Type1 was freight rates(0.132), price of used ship(0.121) and fleet(0.103). The priority in Type2 was freight rates(0.134), need for ship owner(0.113) and public funding(0.109). Type3 put its priority in freight rates(0.173), fleet(0.169) and the changes in international circumstances(0.121). Type4 considered freight rates(0.239), fleet(0.232) and oil price(0.150) as its priority.

신속성과 정확성을 고려한 항로 추론 방법 연구

  • 선박운항의 안전과 연료 소비의 최소화 운항를 위하여 국내외적으로 최적 항로 서비스에 대한 연구와 상업적인 서비스가 진행되고 있다. 특히, 국내에서는 국제해사기구(IMO)의 "e-Navigation" 정책 추진 이후, 한국정부도 "한국형 e-Navigation 개발 사업"을 진행 중이며, 해당 연구의 일부분으로 안전에 중점을 둔 최적화 항로 서비스를 연구 개발 중이다. 일반적인 항로 추론 방업은 기상, 해상, 해양환경 등의 예측 데이터를 이용하여 선박운항에 영향을 미치는 저항 요소가 적은 위치를 찾아 항로를 추론한다. 이때 사용되는 예측데이터의 해상도에 따라 연산수행 속도와 정확도가 달라진다. 본 연구에서는 항로 추론 연산 속도와 정확도를 고려하여 최적항로를 계산하는 방법에 관한 연구이다. 이를 통해 최적항로의 실시간 최적항로 서비스와 신뢰성을 향상 시킬 수 있을 것으로 판단한다.

A Conceptual Study on Blockchain Technology-based STO Platform Creation for Ship Finance (블록체인 기술을 활용한 선박금융 STO 플랫폼 구축에 대한 연구)

  • While the ship finance industry has long been struggling with diminishing involvements from the private sector, government-run banks have consistently increased their presence in maritime finance. To address such concerns, this research conceptually explores the creation of blockchain technology-driven security token offering (STO) platforms. To suggest a sound platform model, this piece first examines key design principles. Based on the integral perspective on the digital platform, this paper exhibits three core design principles to create a virtuous platform ecosystem, then sets out STO platform design guidelines. This paper further explores an STO platform model by considering conventional ship finance systems and practices in Korea. The STO platform has three main effects; 1) the wider availability of STOs can enlarge both the scope and size of ship finance users, 2) the activation of security token transactions leads to an increase in participation, and 3) possibilities to create complementary innovative financial services can further encourage the participation of private investors. The STO ecosystem may contribute to the shipping, shipbuilding, and ship finance industries by enhancing its attractiveness to the general public and by creating positive externalities for Busan as a maritime finance center.

A Study on the Actual Measurement of Air Pollutants from a Diesel Engine of Ship (선박 디젤 엔진에서 발생하는 대기오염물질 실측에 관한 연구)

  • According to domestic air pollutant emission statistics, a considerable amount of air pollutants is generated by ships. Therefore, various policies are being implemented to limit air pollutant emissions from ships and improve the air quality in ports. In addition, international conventions are carried out for the prevention of marine pollution by ships. However, because few studies and experiments have been conducted on the measurement of air pollutants emitted from actually operating ships, this study presented a method and possibility for evaluating air pollutant emissions from a 9,196GT ship actually operating using a portable emission measurement system (PEMS). A difference in emission occurred depending on the RPM and load, and the emission of NOX was 497-2,060ppm, CO2 was 1.55-6.9%, and CO was 0.002-0.14%. The emission specified in the shop test provided by the engine manufacturer differed from the actual emission measured. This study proved that the maximum emission of each air pollutant generated in the entire sailing section of the ship was included in the PEMS measurement range, and the possibility of using PEMS for ships within 10,000GT was verified.

A Study on Policy Making for e-Navigation from the Viewpoint of a Maritime Digital Communication Network (e-Navigation을 위한 해상디지털통신 구축에 관한 정책 연구)

  • In order to reduce marine accidents using advanced information and communication technology, various research and development projects are conducted globally on e-Navigation related technologies and services. Existing studies do not provide policy measures for LTE-M. In order for these technologies and services to be installed on vessels and to contribute to the prevention of accidents at sea, the law should be expand operational organizations and systems. In particular, communication equipment and related technical standards should be prepared, and its digital communication technology (LTE-M, VDES, Digital-MF / HF, etc.) In this study, we conducted short, medium, and long term performance assessment of the identification system and the policy for effective implementation of Korean e-Navigation. We presented a visible plan of the relevant policy. For example, e-Navigation core services, e-Navigation communication networks and operating systems, e-Navigation international standard leading technologies and e-navigation services activated in the field. To do this, we conducted research based on the progress data of the Korean e-Navigation project, which was led by the Ministry of Maritime Affairs and Fisheries, and conducted research discussions with practitioners and experts in related fields. As a result of this study, it is expected that the proposed policies will contribute to the reduction of marine accidents, the promotion of the maritime industry and the development of additional government policies for national security.

해상교통안전을 위한 안전탄력성에 기반한 시스템 안전기술의 도입 검토

  • 현재 해상교통 분야에서는 국제안전관리규약(ISM Code)과 내항선 안전관리체계 등을 통해 해양사고를 저감을 위한 다양한 정책을 추진하고 있으나, 주기적으로 발생하는 대형사고와 잦은 소형어선 인명사고로 인해 타 운송수단에 비해 위험도 높은 것으로 인식되고 있다. 최근 안전분야의 최대 이슈는 2022년 1월부터 시행 중인 "중대재해기업처벌법"이며, 해운업 분야에서는 선박안전관리사 제도 도입 문제와 안전관리의 디지털화 등이 주요 이슈로 떠오르고 있다. 본 발표에서는 최근 안전관리 현황과 주요 이슈들을 살펴보고, 2000년대 들어와 관심을 받고 있고 타 분야에서는 적용이 활발한 레질리언스 안전(Safety II) 개념을 적용한 시스템적 안전관리를 소개하고자 한다.

Functional Requirements to Develop the Marine Navigation Supporting System for Northern Sea Route (북극해 안전운항 지원시스템 구축을 위한 기능적 요구조건 도출)

  • International attention on the Northern Sea Route has been increased as the decreased sea-ice extents in Northern Sea raise the possibility to develop new sea routes and natural resources. However, to protect ships' safety and pristine environments in polar waters, International Maritime Organization(IMO) has been developing the Polar Code to regulate polar shipping. The marine navigation supporting system is essential for ships traveling long distance in the Northern Sea as they are affected by ocean weather and sea-ice. Therefore, to cope with the IMO Polar Code, this research proposes the functional requirements to develop the marine navigation supporting system for the Northern Sea Route. The functional requirements derived from the IMO Polar code consist of arctic voyage risk map, arctic voyage planning and MSI(Marine Safety Information) methods, based on which the navigation supporting system is able to provide dynamic and safe-economical sea route service using the sea-ice observation and prediction technologies. Also, a requirement of the system application is derived to apply the marine navigation supporting system for authorizing ships operating in the Northern Sea. To reflect the proposed system in the Polar Code, continual international exchange and policy proposals are necessary along with the development of sea-ice observation and prediction technologies.
