North Korea is hoping get more international aids and cooperations with facing serious difficulties in the domestic economies, but it is expected to be hard to induce foreign direct investments due to the lots of existing negative factors in the credibility, profitability, bad images, and so on. On the other hand, in South Korea, the demands of the places and facilities for the leisure & tourism have been skyrocketed with the fast economic growth during the last three decades, especially in marine tourism As the Korea peninsula is surrounded with sea in three sides, North and South Korea must utilize these area qualitatively and quantitatively for advance of entire cooperation. The cooperation through sea has some restraint factors. They may occur unexpected conflict and need enormous infrastructure investment for the further cooperation. In the other side, it has some advantages such as, it can avoid direct contact between both people for North government. Even though inter-Korean relationship is facing temporary cooling time recently, The marine tourism co-development of the South-North Korea is a potential and important factor for enhancement of the reconciliation and cooperation. Furthermore, it can achieve unification of two Koreas. This study reviews many factors and suggests marine policy Support devices for The marine tourism co-development between South-North Korea.

This age is called the age of global trade, and the World Trade Organization is a forerunner in promoting the global free trade through multilateral negotiations as the global level. On the other hand, regional economic cooperation such as North American Free Trade Agreement(NAFTA) is appearing, saying that promotion by WTO takes too much time. As is known to everybody, Europe is on the way of integrating member states through EU not to mention economic cooperation. Even in Asia such tendency is shown through ASEAN, Korea, China and Japan in Northeast Asia share geographical proximity, many common historical experiences, and similar cultural norms and values although they have disparities in stages of development, trade and economic policies, and financial and legal frameworks. Under the situation, efforts have been made between three countries of Korea, China and Japan for the conclusion of investment agreements including FTA. If the conclusion of the FTA between the three countries would be realized, it would promote regional trade and investment, contributing to economic growth in the Northeast Asian region. The writer in this paper reviewed the settlement of private commercial dispute including investment dispute arising from the FTA and investment agreements. The investment dispute is quite different from an ordinary commercial dispute arising from commercial transactions in view of disputing parties, applicable laws and rules, etc. Therefore it is a problem of vital importance that the parties interested in investment under the FTA as well as the relevant investment agreement should understand and cope with the settlement mechanism of investment disputes arising therefrom. The ICSID Convention provides facilities for the conciliation and arbitration of disputes between member countries and investors who qualify as nationals of other member countries. All contracting states of the ICSID Convention are required by the Convention to recognize and enforce the ICSID arbitral awards. The New York Convention(formally called "United Nations Convention on the Recognition and Enforcement of Foreign Arbitral Awards") is also applicable for the enforcement of arbitral awards to be rendered under the FTA. As to applicable rules, the UNCITRAL Arbitration Rules may be required for the settlement of investment disputes under the FTA. This Rules has adopted by the internationally recognized arbitral organizations although it was developed primarily for use in ad hoc arbitration. The promotion of arbitral cooperation may be realized through agreements between arbitral institutions. Especially under the NAPTA system, a central common system was established to resolve jointly private commercial disputes arising from such free trades by the initiative of arbitral organizations among the member countries. It is called Commercial Arbitration and Mediation Center for the Americas(CAMCA), which may be a good example for the settlement promotion of the private commercial disputes between Korea and other relevant countries.

Reliable labeling of fish products can reassure consumers regarding the identity and quality of seafoods. Therefore, techniques that can identify adulteration or mislabeling are valuable. To rapidly identify two Trachurus species, Trachurus japonicus and Trachurus novaezelandiae, a highly efficient, rapid, duplex polymerase chain reaction (PCR) having two species-specific primers simultaneously was identified. This species-specific primer focused on a single nucleotide mismatch in the 3'-terminal base of a primer designed in the mitochondrial cytochrome c oxidase (COI) subunit I DNA. To optimize the duplex PCR condition, gradient PCR reactions were conducted to determine the primer annealing temperature and the primer concentration. The PCR's product was observed on the gel, suggesting that DNA molecules may be useful in differentiating the two species. The length of the amplification fragments were 103 bp for Trachurus japonicus and 214 bp for Trachurus novaezelandiae, which, along with the species-specific primer visualized by agarose gel electrophoresis, enabled accurate distinction of the species of the Trachurus genus. These results indicate that the duplex PCR, which has a species-specific primer based on single nucleotide polymorphism (SNP), can be useful for rapidly differentiating the two species of Trachurus. This duplex PCR analysis is simple, rapid, and reliable, and could be beneficial to protecting consumers' rights.

ISO11783은 농업 산업분야 통신 프로토콜의 국제 표준으로, 농용트랙터 및 작업기 ECU 간의 통신 프로토콜을 표준화한다. 이 표준은 서로 다른 제조사의 제품 간에 호환성을 갖게 하며, 정밀 농업에 대한 핵심 기반을 제공한다. 현재 해외에서는 이미 ISO11783 기반의 AFS(Advanced Farming System)를 통한 정밀농업이 상용화되어 농가에 보급되고 있다. 이에 비해, 국내에서 이러한 표준을 따르는 농기계들은 미비한 실정이며, 향후 농업의 정밀 농업화를 통한 고부가가치 창출 및 선진국의 무역 장벽에 대비와 해외 수출 판로 개척을 위해 ISO11783 표준에 대한 R&D가 필요로 한다. 이에 IsoAgLib를 분석하고 임베디드 보드에 Porting하여 ISO11783 기반 작업기 ECU를 구현하였고, 이를 기반으로 ISO11783 기반 작업기 ECU의 구현 방법을 발표한다. IsoAgLib의 시스템 아키텍처는 계층화 되어 있어, 타겟에 의존적인 계층만 수정하여, IAR 환경에서 Cortex M3 보드에 포팅을 완료하였다. 작업기 ECU들은 자신만의 인터페이스 화면을 갖으며, 이를 Object pool이라 한다. 이것을 Virtual Terminal(VT)에 업로드 하여, VT가 해당 작업기 ECU의 사용자 인터페이스 기능을 제공하도록 한다. 이에 작업기 ECU 구현 1 단계로, 'VT-Designer'를 통하여 Object pool를 설계한다. 2 단계, 'vt2iso'를 통해서 Object pool을 IsoAgLib 상에서 사용할 수 있도록 변환한다. 3 단계, 포팅된 IsoAgLib project에 변환된 파일을 포함 시킨다. 4 단계, 작업기 ECU의 주기적인 작업 및 각 메시지 수신시 수행할 작업을 코딩한다. 5 단계, 빌드 및 타겟 보드에 업로딩 한 후, New Holland 사의 $Intelliview^{TM}$ iv display (VT)과 연결하여 동작을 확인한다. 확인 결과로 VT에 디자인한 Object pool이 표시 되며 soft key 입력 시 작업기 ECU에서 LED가 변한다. 결론적으로, 연구 결과를 바탕으로 ISO11783 기반의 작업기 ECU의 디자인 및 구현이 가능하며, 이를 통해 향후 국내의 ISO11783 기반의 작업기 ECU의 개발에 도움을 줄 수 있다.

According to the report from OECD, 80% of world trade quantity was influenced by standard, 50% of EU trade demand certification of forced standard. This leads to develop standard connected with R&D in most country and company worldwide. Recently, Technical standards have advantage of reduction of production cost and market dominating power. Standardization of construction technology has very important role that ouput of R&D refer to KS, national construction standards and it activates in the market. However, domestic construction research related to effectiveness of standadization fall short of expectation in comparison with manufacturing industry. This study present criteria that can analyze the performance and effectiveness in construction R&D project connected with standardization. And it applied domestic R&D cases (finished from 2000 to 2009), analyzes ouput of standadization and economic effect to verify the value of construcion technology standardization.

As of July, 2009, Chungnam Province get DI (Direct Investment) of 2,502 corporations as the amount of 31 billion US dollars only for 3 years. Especially, Chungnam provincial governor make a excessive performance of 2.5 times comparing to the target number, 1,000 of inviting capital, that is public promise in the election. Now, the amount of inviting foreign capital is 1.2 billion dollars, at the end of this year it might be 1.4 billion dollars just in case of making a success on going negotiations. This outstanding performance comes from governor's leadership and aggressive strategies of well-trained subordinates. Chungnam Province has nation-wide multiple targets focused on interdisciplinary industries including strategic industries of display, auto-parts, steel, and oil-chemistry. Also, it has organic network system based on the very descriptive and accurate informations managing the task force team consisted of 35 competent members. In conclusion, the core competence of inviting foreign capital in a regional government is governor's strong leadership, activated organization consisted of specially well trained subordinates, and predominant differentiated strategies in details.

There have been various attempt to offer commercial service of electronic payment. Actually, however, there has been few electronic payment model that are being used commercial service. Among them, it is estimated that only TSU(Trade Service Utility) of SWIFT will be succeed in providing commercial service possibility. In Korea e-L/C Distribution & Management System was constructed and become the first e-L/C service on a global basis via e-Trade Facilitation 3 Years Project and then started offering the world first e-L/C service. Some scholars have insisted the opinion that SWIFT L/C means e-L/C, but such opinion may be wrong because SWIFT L/C means the L/C advised by SWIFT(Society for Worldwid Interbank Financial Telecommunication) under the condition that a series of procedure from the issuance of L/C to the advice is done by SWIFT system. Because perfect e-L/C should be organically connected by SWIFT network and also, the e-L/C business between overseas banks and their customers should be organically linked with each other. The purpose of this paper is contribute to the commercialization of e-L/C distribution system by studying the current status of infrastructure concerned with domestic and overseas electronic payment and future e-payment infrastructure, seeking to be introduced internationally by doing things.

현재 서울은 교통사고문제, 교통혼잡문제와 자동차로부터 배출되는 유해가스에 의한 대기환경오염문제를 갖고 있다. 본 논문의 목적은 대기환경오염을 악화시키는 자동차의 주된 배출오염가스인 일산화탄소, 탄화수소 및 질소화합물량을 교차로 교통량을 중심으로 어떻게 계산하는가에 있다. 연구의 대상지역은 서울시의 송파구 교차로들과 도심지역의 링크들을 선택하였다. 그리고 교통량, 지체시간, 링크길이, 정지회수, 운행속도, 주행속도 등을 고려하여, 제작차 배출가스 허용기준, 총량기준, 불량차 기준, 속도기준 등에 의한 계수산정 및 TRAF-NETSIM에 의한 시뮬레이션을 통하여 일정 도로상의 제한된 범위내의 배출량 산출을 시도하였다. 본 연구의 결과에 의하면 첫째, 어느 방법이든 실제배출량의 정확한 값을 표현 할 수는 없는 것이고, 단지 상대적인 비교에 의하면 배출가스량의 수준을 추정 할 수 있었다. 또한, 시뮬레이션 배출율표를 우리 현실에 맞는 자료에 의해 수정할 수 있다면, 그 결과는 실제량에 보다 근접할 수 있을 것이다. 둘째, 서울도로의 현재 혼잡상태에서 속도의 저감에 배출량이 민감한 반응을 보이고 있다는 사실이다. 셋째, 교통량변화에 따른 배출량의 변화가 일산화탄소에서 가장 심하게 나타남을 알 수 있었고, 신호운영상의 옵셋값이 잘못 설정되면 탄화수소는 35%, 일산화탄소는 40%, 질소산화물은 75%까지 초과발생할 수 있으며, 유해배출가스량을 최소화시키는 측면에서의 신호최적화를 위해서는 현재의 Stop Penalty는 상향 조정되어야 함이 밝혀졌다. 앞으로는 자동차로 인한 대기환경오염 농도의 저감을 위해서는 도로별 자동차 유해가스 배출 총량규제 방안도 고려해 볼 가치가 있으며, 이를 위해 환경공학과 교통공학의 다학제적 공동연구가 지속적으로 필요하며 교통정책에 반영되어야 할 것이다.분석, 리용수 학모형대이십일세기상해항공운량진행예측, 제출발전상해항공운수적전 략목표급발전중점. 예측2020년 상해항공항총객운탄토량4300만인/년, 화운량달120만돈; 2050년객운량장달18150만인차/년, 화운량518만돈. 사, 발전상해민항기출경제정책, 제출위료$\ll$진흥상해, 개발포동, 복무전국, 면향세계$\gg$ 화도이십일세기중기국민경제달도중등발달국가수 평굉관전략목표적실현, 제료필수재지도사상상파교통운수진정방도전략 산업지위, 환응재관리체제상채취과단유효적개혁조시, 재기출경제정책 상급여대력부지. 오, 전략목표, 위파상해건설성위태평양서안최대적경제, 김융, 무역적중심, 요구상해항공항성위화동지구통향세계각지항선망출발참, 구성대외개방선면축심, 실현국제항선적함접화국내항반적전항, 형성다축심복사식항선망; 가강기장건설, 개피포동제이국제기장건설, 괄응포동개발경제발전적수요. 부화개시일은 각 5월 26일과 5월 22일이었다. 11. 6월 중순에 애벌레를 대상으로 처리한 Phenthoate EC가 96.38%의 방제가로 약효가 가장 우수하였고 3월중순 및 4월중순 월동후 암컷을 대상으로 처리한 Machine oil, Phenthoate EC 및 Trichlorfon WP는 비교적 약효가 낮았다.>$^{\circ}$E/$\leq$30$^{\circ}$NW 단열군이 연구지역 내에서 지하수 유동성이 가장 높은 단열군으로 추정된다. 이러한 사실은 3개 시추공을 대상으로 실시한 시추공 내 물리검층과 정압주입시험에서도 확인된다.. This paper examines the seller's obligation to deliver documents conforming to the terms of the sales contract as set forth in articles 30 and 34 of the CISG. Article 30 obliges the seller to band over documents relating to the goods. This obligation to band over documents is further elaborated in article 34. According to article 34, the documents must be tendered at the time and place, and in the form, required by the contract. If the seller has delivered non-conforming documents before the agreed time, he has the right to remedy the defects if this would not cause the buyer unreasonable inconvenience or expense. However, the buyer can claim any damages suffered despite the seller's remedy. Specific emphasis is placed on the interplay between the CISG and Incoterms. Incoterms contain detailed rules governing the obligations of the seller to provide for documents. Incoterms constitute international trade usage under articles 9(1) and 9(2) CISG and supplement construction of CISG with UCP under L/C transaction. In the event of failure by seller to deliver the necessary documents, the buyer has certain remedies available, such as the right to claim damages, the right to demand specific performance, and the right to repair. Furthermore, the failure to deliver the required documents under contract constitute a fundamental breach of the underlying sales contract as defined by article 25 of the CISG by the seller, and thereby enable the buyer to avoid the contract entirely article 49. However, it is stressed that since one of the main principles of the CISG is the preservation of the contract, the avoidance of the contract should remain a remedy of last resort.

As the FTAs' implementations are accelerated, an Ex-post assessment, such as an analysis of the tariff schedule and agricultural trade has been emerging as an important national issue for an agricultural sector Korea-EU FTA, which was to be implemented in the five years from July 2016 as one of the giant FTA. The purpose of this study was to determine the demand of an ex-post assessment on agricultural sector as a trade negotiation procedural law. In addition, by providing policy direction for the agricultural policy part requiring amendments and supplements through ex-post assessment, the conflicting arguments between agricultural and non-agricultural sector can be evaluated more objectively. The current evaluation method on the economic impact ex-post assessment of a FTA is generally compared using the change in trade balance before and after the time of FTA implementation. On the other hand, this comparison cannot be said to be the pure FTA effects and objective, tightening economic impact assessment of the FTA in all combined situations, such as the effects of exchange rates and international macroeconomic changes and climate change & occurrence of pests. Over the last 4 years, however, Korea-EU FTA's total accumulated agricultural GDP loss was measured to be 2,178 billion by these research attempts with dynamic analysis as ex-post assessment methodology. The greatest impact was mainly livestock and pork followed by cereals and vegetables. In addition, this research is expected to contribute to policy evaluations in the future.
