An Artificial Neural Network Approach for the Prediction of Unlawful Company in Defense Procurement (인공신경망을 이용한 국방조달 부정당업자 예측모형 개발)

  • The contractor management is one of the important factors for the modem defense acquisition program. The occurrence of unlawful company causes the reason in which defense acquisition program is unable to be reasonably fulfilled and setback to the deployment of defense weapon system. In this paper, we propose the Artificial Neural Network to develop a prediction model for the discrimination of unlawful company in defense procurement. The data which are used in analysis, are obtained targeting domestic small & medium manufacture enterprises. It is expected that our model can be used to improve the program management capability for defense acquisition and contribute to the establishment of efficient procurement procedure through entry of the reliable domestic manufacturer.

A Study on the Mission Engineering Applications for Improving the Defense Planning Management System -Focusing on the Requirement Planning and Acquisition - (국방기획관리체계 개선을 위한 임무공학 적용방안에 관한연구-소요기획과 획득체계를 중심으로-)

  • This study explores the application of Mission Engineering, a concept and methodology adopted by the U.S. Department of Defense, to the Republic of Korea's defense planning and management system in response to the rapidly changing security environment. Through literature review, analysis of prior research and case studies, and focus group interviews (FGI), key elements of Mission Engineering were derived. Based on these findings, improvements for the ROK military's requirements planning and rapid acquisition system were proposed. As a result, three critical elements for applying Mission Engineering were identified: operational concepts, required capabilities, and acquisition. Suggestions for improvement include transitioning to a mission-oriented requirements planning system, applying Mission Engineering methodology when formulating operational concepts, supporting decision-making to shorten acquisition timelines, allocating budgets for rapid acquisition, and strengthening the capabilities of requirement-setting units. This study confirms the necessity and applicability of Mission Engineering and is expected to serve as a foundation for the future development of the defense planning and management system.

A Study on Analysis Model for Weapon Acquisition Alternatives (국방 무기체계 획득방안 연구 방법론 제안)

  • Recently, it is expected for requirement for more scientific research of weapon systems acquisition alternatives with reliability and objectivity. For these needs, study on methodology of weapon systems acquisition alternatives is but on-going, but it is still in its early stages and is unprofessional. We compared general decision making methods, government development program decision making methods, methodologies of weapon systems acquisition alternatives research such as AHP, ANP, KAAM and proposed AHP as weapon acquisition analysis. This study guarantees objectivity and derives scientific research results reliability by analyzing and comparing comprehensive elements such as cost, effectiveness, deployment schedule, program management risk. Further study on AHP weight and other decision making methods is needed considering category of weapon systems and program characteristics.
