인간의 존엄성이 증대되고 이에 따라 행복추구권은 국민의 기본권리로 인식되고 있는 시점으로 전화하고 있고 가시적인 정량적평가외 정성적요소에 대한 평가가 곤란하므로 당연히 치수사업의 규모는 최선이 아닌 차선으로 당해지역에서 기왕에 발생한 최대값을 대상으로 하는 치수사업으로 전환이 절실하다 하겠다.

In modern society, efforts to improve quality of life and happiness are emphasized compared to the past when economic growth was emphasized. The government has been implementing various policies to realize the happiness of the people through culture. The purpose of this study is to investigate the effect of Cultural Arts on the improvement of the happiness index of Seoul citizens by dividing them into demand (enjoyment) and supply side by setting Cultural Arts as independent variable, unlike existing limited surveys or literature surveys, under the control of change, the temporal range was set for more than 10 years and then analyzed quantitatively by panel analysis. The results showed that the demand for cultural arts affects positively on the improvement of happiness index of Seoul citizens, but the supply of cultural arts had a meaningless effect. In order to improve the happiness index of the citizens of Seoul through supply, it is necessary to supplement the existing space and to promote cultural demand through differentiated cultural arts programs aimed at diverse classes but also the policy implication that cultural indifference groups and active participation of cultural underprivileged groups should be increased.

The purpose of the present study was to examine the relationship between individual values, nature-relatedness, and happiness in a sample of Korean university students(N=224). Specially, we used Schwartz's PVQ, life satisfaction, positive affect, psychological well-being, social well-being, and Korean Happiness scale to measure values and happiness. According to the bivariate correlational analysis, generally, there were positive correlation between benevolence, self-direction, universalism, stimulation and one of 5 happiness measurements and there was negative correlation between achievement and life satisfaction. Nature-relatedness were positively related with five types of happiness measurements. According to the hierarchical regression, demographic variables(sex, religion, economic levels), value types, and nature-relatedness explained 25%~36% of variance in happiness. Value was more related with psychological well-being than life satisfaction, positive affect, social well being, Korean happiness scale. This results emphasize the importance of healthy value(benevolence, self-direction) and provision of opportunities contact with nature to promote human happiness.

How do Korean people recognize major welfare policies of the Moon Jae-in government? Using a survey of 1,000 adults conducted in December 2018, this study examines what the public thinks about major issues related to welfare policies and what factors are related to variations in their opinions regarding the welfare policies. Results show that the public recognized the roles of government in providing welfare in a positive way. The positive opinion on expanding the coverage of National Health Insurance was the highest. Regarding the resolutions of fiscal problems of the National Pension Plan, there were substantial oppositions to reforms such as insurance premium increase, benefits cut, and increase in the age of receipt of pension benefits. Both efficiency and equality were perceived as important when government makes decision for allocating budgets. Only one-third of respondents agreed Korean government contributed to promoting the happiness of Korean people. Based on these findings, implications for developing welfare policies were discussed.

기존의 연구논문들에서는 1975년부터 1992년 사이의 OECD 국가들에서 집권정부별 국민들이 느끼는 행복감을 알아보기 위한 분석들이 주로 이루어졌다. 이러한 행복감을 알아보는 데에는 특히 인플레이션율과 실업률이 주요 변수로 활용되고 있다. 각국별로 살펴볼 때, 진보정부의 경우에 있어서는 실업률에 더 주안점을 두는 반면에 보수정부는 인플레이션율에 더 민감하게 대처함을 알 수 있었다. 이러한 점들을 살펴보면, OECD 국가들에서 빈곤층은 진보정부를 선호하고 상대적으로 소득수준에서 상위계층은 보수정부를 선호할 것으로 추정된다. 이 논문에서는 한국의 경우 시계열 관계상 진 보정부와 보수정부로 나누지 않고 행복감에 대하여 소비자심리지수를 대용변수로 사 용하였을 경우 경기회복에 따른 산업생산 증가와 이를 위한 정부지출이 중요한 변수 임을 알 수 있었다.

The aim of this study is to analyse housing satisfaction among residents of different types of public rental housing-permanent, national, and happy housing-following the integration of housing types upon the full-scale supply of integrated public rental housing. By identifying key factors that influence residential satisfaction, our goal is to inform the planning of public rental housing complexes and derive policy implications. The study focuses on analysing discrepancies in residential satisfaction among residents of different types of public rental housing and comparing the factors influencing this satisfaction. Microdata from the Ministry of Land, Infrastructure, and Transport's 'Housing Situation Survey' in 2021 is utilized for analysis, employing one-way ANOVA and binomial logistic regression methods. Empirical analysis reveals variations in residential satisfaction levels between residents of permanent and national rental housing, with national rental housing residents exhibiting higher satisfaction. The influencing factors of overall condition satisfaction are consistent for permanent and national rental residents but differ for happy housing residents. Additionally, the influencing factors of overall residential environmental satisfaction vary across all three housing types. Nonetheless, common factors across all types include housing noise and facility accessibility, highlighting their significance in complex planning. Subsequent studies may involve time series analysis to assess changes in influencing factors over time.

When income reach a certain level and their basic needs are met, happiness index do not reach even though income increase. This phenomenon was described as a paradox of Esterlin. In Korea, per capita income is over $20,000, but life quality is not high enough and according to United Nation's happiness report, Korea's happiness index is 5.8 out of 10 which ranked $56^{th}$ out of 150 countries. At this point, the purposes of this study are first: Can capabilities of feeling happiness be strengthened through education? second: Is Home Economics curriculum in Technology and Home Economics the most robust course to enhance the capabilities of feeling happiness? In this study, qualitative research methods(theoretical research and, in-depth interviews) was in progress. Conclusion of this study are as follows. Capabilities of feeling happiness can be enhanced through training. As a nation and the economy with level of per capita GNP over $20,000, in order to realize a desirable human character, capabilities of feeling happiness can be trained and strengthened through education. In particular, it is necessary to strengthen the capability of feeling happiness through life experience. Since Home Economics Curriculum educates to enhance their life practice, it is the most robust course in feeling happiness training to enhance their capabilities.
