  • Although it is possible to provide statistically reliable estimators of the entire population parameters based on each independent rolling sample, estimators of the small areas may not have the required statistical efficiency. Thus, in general, small area estimators are calculated based on the combined rolling sample after entire rolling sample survey is finished. In this study, we considered the construction of weights that is necessary in the analysis of the combined rolling sample. Unlike the past studies that provided the empirical results for the corresponding specific rolling sample survey, we considered linear models that depends only on design variables and rolling period and provided the corresponding Best Linear Unbiased Predictor(BLUP). Through a simulation study, we proposed the estimators for the population parameters that are robust to model failure and the BLUP under the assumed model. The results are applied to the 4th Korea National Health and Nutrition Examination Survey.

  • It is anticipated that the introduction of ICT to street-level welfare administration will smoothen communication processes between frontline officials and recipients by intensifying welfare information sharing and distribution. However, through a case study of ICT-mediated street-level welfare administration in South Korea, this article claims that ICT can deteriorate frontline official-recipient relationship into more distrustful and disempowered directions. This study demonstrates that ICT tends to replace face-to-face rapport building between officials and recipients with mechanical checking and complaining processes. ICT-based welfare administration can also disempower the autonomous interactions of street-level actors by surveiling every working step of frontline officials and the daily lives of recipients. Through an investigation into street-level bureaucracy in an information society, this study criticizes the dehumanization tendency of ICT-mediated human services and raises a question in the roseate vision on social welfare informatization.

  • The purpose of this study is to reanalyze the impact of college education in the Korean economic growth during the period 1971-2017. The study estimates the impacts of monthly average income per worker without college education with respects to the ratio of workers with college education to worker without college education, capital per worker without college education, and the number of patients per worker with college education. The results showed that the effect of the ratio of workers who had college education was 0.433 at 5% of significant level. In addition, it was estimated that the effect of the capital for each worker who didn't have college education was 0.45646 at 1% of significant level. These findings are similar to the results in the previous study of Kim and Lim. Finally, the number of patents per worker who had college education was estimated. Unfortunately, the coefficients on these were not statistically significant except for one period. Therefore, it is concluded that there is a positive spillover effect from the college education in the Korean economic growth.

  • R.o.K Marine Corps was established on April 15, 1949 at Deoksan Air Base in Jinhae. When they fought in the Korean War and the Vietnam War, they were sure to win, so they were loved and trusted by the people. Strong combat power is only possible when an advanced barracks culture is established. Today's new generation of soldiers have strong characteristics ; self-centered and individualistic. R.o.K Marine Corps officers must understand the characteristics of the new generation of soldiers and strive to develop creative leadership in order to make them utilize their characteristics. In addition, as cutting-edge science and technology develops along with the 4th industrial revolution, R.o.K Marine Corps officers should work hard to acquire professional tactical knowledge and self-development. Therefore, Marine Corps officers should do their best to understand the characteristics of the new generation of soldiers and demonstrate leadership to become a strong force trusted by the people.

  • Our country has made every efforts to develop Real Estate Transaction culture with emphasis on Licensed Realtors by introducing Real Estate Transaction Law in 1983. Also, MOLIT(Ministry of Land, Infrastructure and Transport) designated several organizations including KAR(Korea Association of Realtors) as Real Estate Transaction Information Network Licensees for data credibility enhancement and transaction transparency. Nevertheless, the level of law abiding spirit and transaction culture are still similar to those of the old 'Bokdeokbang' era. The under-developed transaction behaviors prevent the social capital of people's credibility on Licensed Realtors from advancing, and results in the outcomes of unnecessary social cost. That is, very low credibility on the data on Sales Items in the market and the fear of speculative real estate price uprise and market distortions are continuing on. In this context, the purpose of this study is to propose the model of GIS-based Modernized Real Estate Transaction System and its execution policies to support credible Real Estate Information to the general public for efficient transactions in the market. Accordingly, the study aims at contributing to the modernization of Real Estate Transactions, fostering competitiveness of Realtors in the Real Estate Market.

  • This study identified factors related to the technological characteristics of conversational generative AI services and the user's task characteristics. Then, it analyzed the effects of task-technology fit on user satisfaction and continued use. The effects of trust, which represents the degree of users' belief in the information provided by generative AI, on task-technology fit, user satisfaction, and user continuance intention were also examined. A survey was conducted among users of various age groups, and 198 questionnaires were collected and analyzed using SmartPLS 4.0 to validate the proposed model. As a result of hypothesis testing, it was confirmed that language fluency and interactivity among technology characteristics and ambiguity among task characteristics significantly affect user satisfaction and intention to continue using via task-technology fit. However, creativity among skill characteristics and time flexibility among task characteristics did not significantly affect task-technology fit, and trust did not directly affect task-technology fit and intention to continue using, but only positively affected user satisfaction. The results of this study can provide meaningful implications for vendors who want to develop and provide conversational generative AI services or companies who want to adopt generative AI technology to improve business productivity.

  • Stable operation of the dam and the river is directly related to the life and property of citizens, and hydrological observation data reliability is essential to the safety against disaster. Even though real-time data acquisition with high accuracy is needed for scientific and reliable water resources management, currently operating water gauges installed on the upper and down stream of dams or rivers are not easy to be calibrated or corrected on site to ensure higher reliability. K-water Institute has been operating an international accredited calibration laboratory for flows meters, rainfall and water gauges. Rainfall gauges are calibrated in the fixed standard room or on-site. However, due to the absence of on-site calibration procedure and system, on-site calibration for the water gauges are performed by an external agency. Therefore, a development of standard calibration procedure and system for on-site calibration of water gauges is needed to improve the reliability of observed hydrological data.

  • Given the growing changes in media environment and cultural consumption, globally popular contents of Korean Wave(Hallyu) has also been transformed in its forms and genres. Moreover, extant research on Hallyu has focused on any single respective genre, mostly on East-Asian countries, or studied from Korea-centered perspective. This study examined the social capital effect of Korean Wave in users' own counties, especially in non-English European societies. Survey analysis results reveal that both narrative and non-narrative contents in Hallyu had negative impact on social trust and trust toward people of their own country, whereas positive effect on trust toward Koreans. In contrast, K-pop Hallyu showed positive effect on all types of social trust toward their own country and Koreans, as well as on social participation and bridging/bonding social networks.
