In order to examine the causes of the social policy changes in Korea during the late of 1990s, this study tries to compare the social policy decision-making structure between Kim Yong-Sam Government and Kim Dae-Jung Government. This study applies policy network analysis method which measures the relation and power structures of policy actors and as a result shows the characteristics of the policy making structure. Analysing the 6 policy domains and 52 policy events, this study finds that the importance and location of veto points which were created by the social policy decision processes have changed. In Korea, social policy decision processes have been produced power structures in which Ministry of Finance and Economic Planning Board have played a decisive role. In result, these executives can have controlled policy making processes and had veto power, i. e. veto points in policy decision-making structure. But, during Kim Dae-Jung government, accountability issues of financial crisis and reorganization of ministries have changed the importance and location of veto points. Pro-welfare groups of civil society got a chance to penetrate policy decision-making structure during that time. This study argues that these changes of policy decision-making structure may be associated with the social policy changes in Korea during the late of 1990s.
It has been 16 years since the government announced its first Ocean Education Policy in 2005. Although the public consensus on the importance of ocean education has been formed, it is impossible to objectively analyze the impact of the policy on the society or the economy. The aim of this paper was to identify differences in perceptions and behaviors about the ocean between groups participating in ocean education and non-participating groups and to analyze the effectiveness of ocean education by developing measurement indicators for the value that individuals gave to ocean education services. To conduct this study, first, the value of ocean education was defined and value items that could be provided to individuals were classified. Second, to develop indicators that could measure classified value items, a Delphi survey was conducted to collect opinions of various experts. Third, by measuring the content validity ratio (CVR) for each item, final indicators and questionnaire were derived. As a result of Delphi analysis, 18 items with a CVR value of 0.6 or higher were finally adopted out of 32 indicator items. In the cognitive value category, indicators that could identify an individual's level of knowledge of the ocean, change in perception, and problem-solving ability were selected. In the behavioral value category, indicators were expanded to judge changes in attitudes and relationships toward the ocean and responsible behavior in more detail. This study is meaningful in that it provides the basis for directly judging the value of ocean education service provided by the government to the people. Results of such analysis are expected to contribute to securing a stable budget and the justification for expanding human resources in the government's continuous promotion of ocean education policies.
National Health Insurance Corporation initiated Home and Community Long-term care Agency Quality Assessment(HCLA-QA) program in 2010. This study aims to explore long-term care agencies' perceptions and attitudes toward HCLA-QA program, focused on the home-visit care agencies. Total 473 agencies completed the questionnaires(response rate 13.6%), using the e-mail and fax survey methods with high-capacity web-fax server of NHIC. On the results of this study, we found the agencies' different perceptions and attitudes on HCLA-QA program according to their quality ratings as QA results. Compared to the agencies with low quality ratings, the agencies with high quality ratings tend to have more time for preparation, better understandings about HCLA-QA program, more positive perceptions that quality indicators generally are valid, and more affirmative attitudes that the notifications of QA results are helpful for agencies. Our findings can be very useful for establishing strategies for improving the HCLA-QA program. The policy makers, the insurer, and the agencies need to consider the opinions of the agencies with high quality ratings as well as the ones with low quality ratings.

The importance of design utilization as a method for establishing policies and services in the public sector is increasing. Accordingly, Korea has introduced a public service design development method and has implemented and operated a national design group for consumer-centered policy development since 2014. This study analyzes the cases of the National Design Group to expand the use of design in the public sector and propose sustainable public service design strategies. The time range of this study is from 2014 to 2021, when the National Design Group was implemented, and the content is limited to tasks that can be found on the Gwanghwamun 1st Street website and the National Design Group casebook. This study was conducted as follows. First, we looked for implications for how to use and identify the role of design in the public policy development stage by referring to the literature on design policy and public service design, and second, based on major implications, we analyzed the task name and contents. Based on literature studies and case studies, we found implications that design can be used in various public fields, and the policy implications proposed to expand the use of sustainable design in the public sector are as follows. First, by raising awareness of service design in public policies and services, it continues to provide opportunities for the use of design to expand as a role that leads to voluntary behavioral changes of citizens beyond civic participation. Second, more active publicity is needed for the successful cases of the National Design Group, a product of the active use of public service design. Third, a more specific evaluation system should be introduced to verify the effectiveness and effectiveness of public service design. Through this, it is expected that it will greatly contribute to reducing the error in policy delivery and realizing citizen-centered public services by utilizing design for various problems facing our society.

As part of the program, the Korea National Park Service has also operated the participatory lowland exploration program that offers nature-themed attractions and enjoyment in national parks across the country during the "Travel Week" since 2018. The purpose of this study was to investigate the satisfaction with the program and intention to participate again of participants in the "National Park Spring Week Program" which is held in national parks during the "Travel Week." We conducted a self-report survey of 1,281 participants in the "2019 National Park Spring Week Program" held in 18 national parks across the country. The analysis of responses on the difference in the participants' satisfaction and intention to participate again according to the awareness in advance of the "2019 National Park Spring Week Program" showed that the average satisfaction and intentional to participate again of those who were aware of the program before visiting national parks were statistically significantly higher than those who were not. As for the type of national parks, those who participated in "maritime and coastal national parks" and "historical national parks" showed the statistically significantly higher satisfaction and intention to participate again than those who participated in "urban national parks." As for the type of the programs, those who participated in "cultural performance" and "exploration experience" showed the statistically significantly higher satisfaction than those who participated in "exhibition," "PR booth," and "campaign." Those who participated in "cultural performance" and "exploration experience" showed the statistically significantly higher intention to participate again than those who participated in "exhibition" and "PR booth." As the global market environment changes, the domestic ICT industry has a growing influence on the world economy. This industry is regarded as an important driving force in the national economy from a technological and social point of view. In particular, small and medium-sized enterprises (SMEs) in the ICT industry are regarded as essential actors of domestic economic development in terms of company diversity, technology development and job creation. However, since it is small compared to large-sized enterprises, it is difficult for SMEs to survive with a differentiated strategy in an incomplete and rapidly changing environment. Therefore, SMEs must make a lot of efforts to improve their own capabilities, and the government needs to provide the desirable help suitable for corporate internal resources so that they can continue to be competitive. This study classifies the types of ICT SMEs participating in government support programs, and analyzes the relationship between resources and performance creation of each type. The data from the "ICT Small and Medium Enterprises Survey" conducted annually by the Ministry of Science and ICT was used. In the first stage, ICT SMEs were clustered based on common factors according to their experiences with government support programs. Three clusters were meaningfully classified, and each cluster was named "active participation type," "initial support type," and "soloist type." As a second step, this study compared the characteristics of each cluster through profiling analysis for each cluster. The third step carried out in this study was to find out the mechanism of R&D performance creation for each cluster through regression analysis. Different factors affected performance creation for each cluster, and the magnitude of the influence was also different. Specifically, for "active participation type", "current manpower", "technology competitiveness", and "R&D investment in the previous year" were found to be important factors in creating R&D performance. "Initial support type" was identified as "whether or not a dedicated R&D organization exists", "R&D investment amount in the previous year", "Ratio of sales to large companies", and "Ratio of vendors supplied to large companies" contributed to the performance. Lastly, in the case of "soloist type", "current workforce" and "future recruitment plan", "technological competitiveness", "R&D investment", "large company sales ratio", and "overseas sales ratio" showed a significant relationship with the performance. This study has practical implications of showing what strategy should be established when supporting SMEs in the future according to the government's participation in the startup program and providing a guide on what kind of support should be provided.
The Korean Criminal Code ${\S}10$ (1) provides that "The act of a person who, because of mental disorder, is unable to make discriminations or to control one's will, shall not be punished". Therefore, it'll not be able to be given criminal punishment if a mentally defective person is determined to lack the criminal liability. The problem about judging the criminal liability for the mentally defective person exists in areas where the criminal law intersects with psychiatry. Although the supreme court ultimately judges whether the criminal liability by mental defectiveness exists or not, the judgment of mental defectiveness, which is biological element, needs psychiatric knowledge and it is no wonder to rely on this. In particular, a change is required in the procedure and contents of mental examination for a mentally defective person as implementation of the Civil Participation in Criminal Jury Trial. It is needed the improvement of procedure to submit more accurate mental examination and the result of it in order that jurors are able to understand the result of mental examination and make an decision. This is because jurors consisting of ordinary citizens take part in trial. For guaranteeing the precise result of mental examination in the criminal justice procedure, it is necessary to establish the pool of manpower consisting of psychiatrists or psychologists who have completed the specific educational programs about the criminal justice and legal psychiatry, and it is desired to carry out the psychiatric test with selecting appraisers who belong to a pool of manpower. Furthermore, it is required to draw up and submit the written appraisal of mental examination which is easy to be known because of considering the nonprofessional of jurors consisting of ordinary citizens in the Civil Participation in Criminal Jury Trial. In order to gain a fair verdict of the jury about whether mental defectiveness exists or not, it is recommended the prompt submission of the written appraisal of mental examination, the presentation of the written appraisal of mental examination summarizing the important contents, and making out the written appraisal of mental examination for jurors to understand it easily.
The purpose of this study is to analyze leisure satisfaction and leisure performance according to whether elderly people are performing their preferred leisure activities. For the analysis, we used sample from the 6th (2015) panal data as Korean Retirement and Income Study(KReIS). The results of this study were as follows. First, the total data of 4,197 elderly (2,212 young-old and 1,985 old-old) were analyzed. As a result, weekday and weekend leisure time of the old-old (7.64 hours / 7.81 hours) than the young-old (6.83 hour / 7.39 hour) was increased and resting activites (over 70% of watching TV and listening to the radio) accounted for more than 80% of the both elderly leisure activities. Leisure performance were higher in old-old who did not perform preferred leisure activities during weekdays. Leisure performance on weekends was higher in old-old regardless of whether they had preferred leisure time. Average of leisure performance was high in both groups and they responded leisure satisfaction was moderate. In the case of need for leisure change, young-old was higher than oid-old regardless of preference leisure performance and day of the week. However, the responses of the both groups are closed to those that do not want to change. Based on the results of this study, it should be practiced such as develomenting program and introduction of health management system considering leisure constraints to improve leisure satisfaction and continuance of leisure activities for young-old and old-old. We also emphasize the need for a systematic survey scale that takes into account the qualitative aspects of leisure activities as well as the subjective factors influencing leisure participation.
