In Korea, Public demand for quality of life is increasing gradually with socioeconomic growth. It is really necessary urban forestry because urban forest is one of the important factors in citizen's living environment. There is expected to participate government, citizen, NGOs and the corporate sector in urban forestry. This study was investigated the directions of environmental governance in urban forestry focused local government. As a result, urban forestry official recognized the importance of urban forestry by partnership. In order to manage urban forest efficiently, the committee must be comprised of various stakeholder and researcher have need to develop support system for management. Especially, it shows that they prefer corporations participate to create and manage urban forest.

The paper is to assess the recent changes in Architectural Artworks system in two regional districts, Seoul and Gyeonggi Province, and to propose policies for further improvement. We focused on four aspects: overall pass rate, top-ranked artists' pass rate, proportion of artists ever passed, genre proportion artworks. It is observed that quality of artworks has improved, market monopolization has been eased, and entry to the market has become more active. However, sculptures accounted for the majority. Public art is gradually changing from 'decorative art' to 'site-specific art', and seeking harmony between architecture and surrounding landscape. To keep pace with this new trend, more institutional efforts should be made: fund raising to induce artwork supplies; introducing life-span concept to secure removal and deformation of artwork; imposing artists' follow-up services; imposing penalties against poor management; and authorizing the committee to choose exhibition sites.

The purpose of this research is to suggest a construction device that can transform a public safety, security service, security system on counter- terrorism device system, from government leading type to private management type. There are purpose on this thesis to research for the bringing up counter-terrorism experts certification system and about all sorts of developed device among our country's counter-terrorism situation and through comparing developed country's private security's developing device. This summary of thesis is like below. First we need to establish total counter-terrorism center, like developed country on national corresponding strategy. Second, we need to make an organization as a country security department unified as an America's President directly belonging organization. Third, it is to legislate about an counter-terrorism. Fourth, we need to make a coorperate system according to counter-terrorism duty come under private management, so that can recover a trust among people. Fifth, a terror warning system is necessary. Private security's mutual relationship and developing devices is First, it is necessary to bring up counter-terrorism expert. Second, it is necessary to bring in counter-terrorism experts certification system. Third, counter-terrorism research center that come under private management is necessary. It is considered that various research need to be continued after by bringing up counter-terrorism experts, transforming a consciousness, counter- terrorism education, building an equipment and education center, not for a special group, that can minimize human infringement.

In order to examine the causes of the social policy changes in Korea during the late of 1990s, this study tries to compare the social policy decision-making structure between Kim Yong-Sam Government and Kim Dae-Jung Government. This study applies policy network analysis method which measures the relation and power structures of policy actors and as a result shows the characteristics of the policy making structure. Analysing the 6 policy domains and 52 policy events, this study finds that the importance and location of veto points which were created by the social policy decision processes have changed. In Korea, social policy decision processes have been produced power structures in which Ministry of Finance and Economic Planning Board have played a decisive role. In result, these executives can have controlled policy making processes and had veto power, i. e. veto points in policy decision-making structure. But, during Kim Dae-Jung government, accountability issues of financial crisis and reorganization of ministries have changed the importance and location of veto points. Pro-welfare groups of civil society got a chance to penetrate policy decision-making structure during that time. This study argues that these changes of policy decision-making structure may be associated with the social policy changes in Korea during the late of 1990s.

It has been 16 years since the government announced its first Ocean Education Policy in 2005. Although the public consensus on the importance of ocean education has been formed, it is impossible to objectively analyze the impact of the policy on the society or the economy. The aim of this paper was to identify differences in perceptions and behaviors about the ocean between groups participating in ocean education and non-participating groups and to analyze the effectiveness of ocean education by developing measurement indicators for the value that individuals gave to ocean education services. To conduct this study, first, the value of ocean education was defined and value items that could be provided to individuals were classified. Second, to develop indicators that could measure classified value items, a Delphi survey was conducted to collect opinions of various experts. Third, by measuring the content validity ratio (CVR) for each item, final indicators and questionnaire were derived. As a result of Delphi analysis, 18 items with a CVR value of 0.6 or higher were finally adopted out of 32 indicator items. In the cognitive value category, indicators that could identify an individual's level of knowledge of the ocean, change in perception, and problem-solving ability were selected. In the behavioral value category, indicators were expanded to judge changes in attitudes and relationships toward the ocean and responsible behavior in more detail. This study is meaningful in that it provides the basis for directly judging the value of ocean education service provided by the government to the people. Results of such analysis are expected to contribute to securing a stable budget and the justification for expanding human resources in the government's continuous promotion of ocean education policies.

National Health Insurance Corporation initiated Home and Community Long-term care Agency Quality Assessment(HCLA-QA) program in 2010. This study aims to explore long-term care agencies' perceptions and attitudes toward HCLA-QA program, focused on the home-visit care agencies. Total 473 agencies completed the questionnaires(response rate 13.6%), using the e-mail and fax survey methods with high-capacity web-fax server of NHIC. On the results of this study, we found the agencies' different perceptions and attitudes on HCLA-QA program according to their quality ratings as QA results. Compared to the agencies with low quality ratings, the agencies with high quality ratings tend to have more time for preparation, better understandings about HCLA-QA program, more positive perceptions that quality indicators generally are valid, and more affirmative attitudes that the notifications of QA results are helpful for agencies. Our findings can be very useful for establishing strategies for improving the HCLA-QA program. The policy makers, the insurer, and the agencies need to consider the opinions of the agencies with high quality ratings as well as the ones with low quality ratings.

지난 10월 4일 참영연대는 우리나라의 축 · 수산업 항생제 사용량이 세계 최고 수준이라는 요지의 "축 · 수산업 항생제 오 · 남용 실태 보고서"를 발표했다. 이 보고서에 따르면 우리나라 축 · 산업에서 사용되는 항생제 사용량은 연간 1500톤으로, 축산물생산량이 우리나라의 1.2배인 덴마크가 94톤임에 비할 때 16배나 많은 양이였다. 이에 대해 참여연대는 지난 10월 17일, 농림부가 사료관리법에 따른 관리감독을 소홀히 해 사료제조업자의 항생제 위법사용을 방치했다며 감사원에 감사를 요청하기도 했다. 또 농림부가 항생제를 줄인다며 배합사료에 첨가할 수 있는 항생제 수를 53종에서 25종으로 감축했지만 사용을 금지한 항생제 28종이 사실상 쓰이지 않는 다는 점을 들어 농림부가 충분한 사전조사를 했는지에 대해서도 감사를 요청했다. 이러한 국민들의 항생제에 대한 뜨거운 관심은 사료업계에도 자극을 주어, 무항생제 사료제품이 속속 나오고 있는 실정이다. 한편 이러한 축산물 항생제 논란을 바라보는 다양한 시선들도 존재하고 있다. 다음은 농협중앙회 방역팀 김기양 팀장이 올해 일었던 항생제 논란에 대한 생각을 정리한 것이다.

건축물 가스배관이 외벽이 아닌 벽체에 매립됨으로써 건축물 외관의 새 지평을 열게 됐다. 산업통상자원부는 도시가스 사용에 따른 국민생활과 기업 활동에 불편을 주는 애로점을 해소하기 위해 건축물 도시가스배관 매립 등의 내용을 포함한 도시가스사업법 시행규칙을 지난 7월 25일 개정 공포하고 시행에 들어갔다. 이로써 7월 25일 이후 공사 입찰 공고분부터 가스배관의 벽체 매립이 적용된다. 그동안 도시가스배관은 외부에 노출되는 것이 원칙이었으나 이번 도시가스사업법 시행규칙 개정으로 벽에 매립 설치됨으로써 도시가스배관을 이용한 범죄예방효과에 크게 기여할 뿐만 아니라 건축물 미관도 개선될 것으로 보인다. 한편 가스계량기의 설치는 계량검침 및 유지보수가 용이하도록 외부 설치가 유도됨에 따라 사생활 침해와 검침원 사칭 피해를 사전에 예방할 수 있도록 하였고, 가스콘센트를 설치토록 하여 주민불편과 비용부담이 해소될 수 있도록 하였다. 이번 도시가스사업법 시행규칙 개정은 그동안 대한설비건설협회 가스설비공사협의회(위원장 조종택)가 지속적으로 건의하여 받아들여진 것으로, 가스설비공사협의회는 건축물 내 가스배관 설치기준 연구의 정책 기술 자문위원으로 적극 참여한 바 있다.

참여정부의 출범 이후 정부는 투명하고 일 잘하는 정부를 만들기 위해서 정부의 각 부처 및 공기업의 자율적 혁신 및 체질화를 유도하고 있다. 현재 이러한 정부의 강력한 정부개혁 혁신 의지는 세계 10위권의 경쟁력 있는 국가의 건설과 국민이 편안하고 행복한 나라 만들기를 비전으로 선정하고 대통력 주재의 정부혁신추진회의를 운영하는 등 다각적인 노력을 기울이고 있다. 그러나 2006년 5월 11 일 스위스 국제경영개발연구원(IMD)이 발표한 '2006년 세계경쟁력 연감'에서 한국의 국가 경쟁력이 총체적으로 후퇴한 것으로 나타났다. 이에 본 연구에서는 정부혁신의 방향성을 진단해 보고 구체적 추진 방법론을 제안하고자 한다.

한국환경포장진흥원이 친환경 포장기술 및 녹색 포장디자인 개발을 촉진하기 위해 매년 개최하고 있는 제4회 그린패키징 공모전 시상식이 11월 5일 엘타워에서 열렸다. 포장에도 녹색의 생명력 부여한다는 기치 아래 열리고 있는 그린패키징 공모전은 올해 일반 부분 17개 기업에서 25점, 학생 11개교 83점 등 총 108점의 작품이 응모되는 등 3회에 이어서 포장관련 업체 관계자 및 전공 학생들의 많은 관심 속에 실시됐다. 일반부문 대상인 환경부 장관상에는 LG생활건강, (주)서원케미칼, 한국 요꼬가와 일렉트로닉스 매뉴팩처링(주)이 선정됐으며, 최우수상인 한국환경포장진흥원 이사장상에는 삼성전자(주), 씨제이 제일제당이 수상의 영예를 안았다. 이 외에도 우수상인 한국환경포장진흥원 원장상에는 (주)휴먼아이디비, 진일패키징에서 출품한 제품포장이 수상을 했다. 한편 학생부문에도 한양대학교 시각디자인과 최물결 양, 홍익대학교 산업미술대학원 배찬웅 군이 대상을 수상하는 등 총 48점의 작품이 수상작품으로 선정됐다. 환경포장진흥원은 친환경포장에 대한 국민의 인식과 관심이 크게 개선될 것으로 기대하며, 앞으로도 기업 및 학생들의 많은 참여가 있기를 기대하고 있다. 본 고에서는 제4회 그린패키징 수상작들을 살펴보도록 한다.
