Even on the point that the 3rd National GIS project is being executed following the completion of the 1st and 2nd, the National GIS utilization is still very low. It is well reasonable to anticipate that the utilization will grow much higher, as the national spatial data infrastructure had been almost equipped through the 1st and 2nd project periods. Facing the ubiquitous era, in particular, as the national-level GIS demand is to increase to a great extent, pre-established GIS application scope will become much wider, too. In preparation for these, the current study focused on the National GIS utilization system by reviewing on the execution procedures to evaluate the outcomes. For the actual administration procedures, to note, the National GIS utilization statuses by local municipalities were investigated in depth. And the barriers for the National GIS utilization enhancement were analyzed to look for feasible solutions. The results suggested were aimed to contribute to the amendment of the 3rd Master Plan, and to be used as part of the basic data for the establishment of the 4th Master Plan for the National GIS.

GIS has recognized as the Social Overhead Capital to improve national competition and to heighterl the productivity of adminstration in 1990's in Korea. As the size and the scope of the NGIS policy have drastically expanded, evaluation has become a critical process. Thus NGIS driving committee has adopted the GIS project evaluation scheme in NGIS law since 2000. But the HGIS evaluation scheme is not sufficient for the comprehensive appraisal on the GIS project in the Second National GIS Master Plan (2001-2005). This research aims to explore an the improved evaluation scheme of NGIS policy.

This study is analyzing what necessary law and institution is to solve various problem that is happened in process that execute the first$\sim$second National GIS Master Plan in the meantime at visual point that the second National GIS Master Plan(2001-2005) period is expired. Specially, it is that present what improvement direction of law and institution by each field is. Minimize of obstacle factors far National GIS Master Plan is purposeful during the third National GIS Master Plan period. To achieve study purpose, this study analyzes background of National GIS law and institution, objective, system. It is expected that of this article can contribute to the picture of National GIS law and institution.

This study is to suggests the vision and policy issues on National Geographic Information System in Korea. Firstly, this study is to describe the current situation and problems of national geographic information. ${\ulcorner}$The Second national geographic information plan${\lrcorner}$ consist of 47 projects include national level. For the purpose of third NGIS plan, diverse problems suggested on spatial information computierization, application, distribution. Secondly, we conducts an analysis of national geographic information demand. According to the analysis results 'cyber geospace' is the key issues in near future. In order to construct the ${\ulcorner}$Integrated Digital Territory${\lrcorner}$ in the 21st Century, the current promoted project for the national geographic information constuction needs to be more developed. In this regard, it is necessary to implement ${\ulcorner}$Integrated Digital Territory${\lrcorner}$, enhancing the usability of NGIS, creating the 'cyber geospace' and intelligent territory.

국가지리 정보체계 (NGiS: National Geographic information Systems) 기본계획 하에서 국가수치기본도가 완성되었음에도 불구하고 교통부문에 GIS의 활용이 미흡하다. 그 이유는 기존 교통관련 S/W가 교통GIS DB를 받아들일 수 없기 때문이다. 이러한 시점에서 본 연구에서는 NGIS에 기초한 교통GIS DB의 이용활성화의 일환으로 교통GIS DB와 기존 교통계획S/W와 상호 Interface할 수 있는 전환 모듈을 개발하였다. 구체적으로는 기존 GIS S/W를 활용하여 교통GIS DB와 기존 교통계획 S/W인 TRANPLAN간의 연계모듈을 개발하였다. 최종적으로는 개발한 연계모듈을 서울시 강남구, 서초구와 경기도 과천시, 용인시에 걸친 일대를 시범지역으로 적용해보았다.

본 연구의 목적은 한국에서 시도된 국가지리정보체계(NGIS)구축의 1단계사업에 대한 정책적인 측면에서 해외의 NGIS와 비교하여 2, 3단계 사업의 성공화를 도출하는데 있다. 본 연구의 첫 장에서는 Masser(1999)에 의한 세계 NGIS 추진 10개국의 정책과 핵심분야를 한국의 NGIS와 비교 분석하여 장단점을 제시하였다. 2장에서는 한국의 NGIS정책에 대하여 구체적으로 분석하여 3장에서 한국 NGIS의 핵심5대 분야와 연계한 결과 및 평가의 구체성과 4장에서 한국의 미래 NGIS의 방향을 동시에 제시하였다. 세계적으로 90년대 후반에 시작된 국가지리정보체계의 구축사업 중에서 11개국에 대한 선행정책연구 분석에서 볼 때 한국이 포함된 7개 국가에서 정부주도형의 하향식(Top-down)형식으로 수행하였으며, 3개 국가는 기존 수행체계를 발전시킨 상향식(Bottom-up) 형식이었고 나머지 한 국가는 절충형의 후발주자에 속하여, 한국의 NGIS 1단계사업은 국가주도형의 정책이 주종을 이루는 하향식 정책의 국책사업으로 밝혀졌다. 한국의 1단계 NGIS사업의 정책과 분야는 1995년부터 정부주도 정책에 따라서 2억 $(중앙정부: 64%, 지방정부: 36%)의 예산으로 2000년까지 11개 중앙부처가 참여하고 5개 분과위원회(총괄분과, 지리정보분과, 토지정보분과, 기술개발분과, 표준화분과)에서 10개 사업(지형도전산화사업, 주제도 전산화사업, 지적도전산화사업, 지하시설물도전산화사업, 지하시설물 관리체계개발시범사업, 공공GIS활용체계개발사업, GIS기술개발, GIS전문인력육성, GIS표준화사업, 국가GIS지원연구사업)을 수행한 대규모 국책연구개발사업이었다. 따라서 한국의 미래 NGIS 정책방향은 국가공간정보기반조성을 통한 디지털국토구축으로 국가 Agenda인 'u코리아'를 실현시키고 선진형 대민서비스를 제공하는 것으로 정해질 것이다.

The purpose of this study is to provide a legal and institutional perspective for distributing and reusing GIS data in Korea. Along with the rapid growth of GIS market and demands on GIS service, legal and institutional issues for distributing, reusing and securing GIS data are arising. Each country has its own the law, policy and institution of GIS data that are directly related to intellectual property. After exploring laws and institutions regarding GIS in United States, Canada, Australia, New Zealand and Korea(Act No.6201), this paper presents a guide for distributing and reusing GIS data in Korea.

80년대 초 GIS의 개념이 국내에 도입된 후, 1988년 대구광역시를 필두로 지자체의 GIS 구축이 시작되어 국가에서는 GIS 구축의 체계적인 관리의 필요성에 따라 1995년 제1차 국가GIS 기본계획을 수립하고, 2000년 ‘국가지리정보체계의 구축 및 활용 등에 관한 법률’을 제정, 공포하여 각 지자체의 실정에 맞는 GIS 기본계획을 수립하도록 유도하고 있다. 그러나, 바람직한 지자체 GIS 기본계획 작성의 표준이 제시되지 않아 지자체 GIS 기본계획이 개인의 안목이나 타 지자체의 내용을 참조로 만들어져 형식적이고 획일적인 결과물이 산출되고 있다. 그리하여 기존에 수립된 지자체 GIS 기본계획이 일부의 지자체를 제외하고는 해당 지자체의 GIS 구축 사업에 활용되지 못하고 책장속의 책으로 존재하고 있다. 따라서, 본 논문의 목적은 지자체 GIS 기본계획 표준안을 제시하여 향후 해당 지자체에서 GIS 기본계획을 수립할 때, 구성적인 측면의 틀을 제공하여 일정수준을 만족할 수 있는 지자체 GIS 기본계획의 수립을 지원하고자 한다. 지자체 GIS 기본계획 표준(안)을 도출하기 위해서 정보화전략계획과 해외 관련 연구, 국가GIS 기본계획의 검토를 통하여 지자체 GIS 기본계획의 구성요소를 도출하고, 기존지자체 GIS 기본계획의 목차를 중심으로 분석하여, 문제점을 도출하고, 그에 따른 시사점을 제시하여 지자체 GIS 기본계획 표준(안)의 기반이 되도록 하였다. 제안된 지자체 GIS 기본계획 표준(안)은 향후 각 지자체의 활용가치가 높은 GIS 기본 계획의 수립에 도움이 될 수 있도록 하며, 나아가서는 수립된 지자체 GIS 기본계획이 지자체의 성공적인 GIS 구축을 유도하는 가이드의 역할을 수행할 것으로 기대된다.가 있다. 본 연구의 결과를 통해 지방자치단체 GIS 기본계획에 있어 조직 측면의 장기적 비전의 제시가 가능하며 이를 통해 보다 성숙된 GIS 사업의 추진과 효율적인 시스템의 운영이 가능할 것이다.. 이상의 결과를 종합해볼 때, ${\beta}$-glucan은 고용량일 때 직접적으로 또는 $IFN-{\gamma}$ 존재시에는 저용량에서도 복강 큰 포식세로를 활성화시킬 뿐 아니라, 탐식효율도 높임으로써 면역기능을 증진 시키는 것으로 나타났고, 그 효과는 crude ${\beta}$-glucan의 추출조건에 따라 달라지는 것을 알 수 있었다.eveloped. Case study has been criticized far its lack of generalization to the larger population and lack of sampling controls. Some of shortcomings of case study methods may be overcome, by using logically consistent, rigorous, and systematic approaches. Especially, Case study method has been suggested as appropriate for researching a range of GIS implementation, utilization, and diffusion issues. This paper provides examples of how the substance of its requirements may be met in the context of GIS case study. For the successful implementation of GIS, this study suggest that the case study method in GIS appropriate to the study of casual relations in and explication of complex GIS acquisition and adoption process.

지하매설물이란 땅속에 묻혀있는 상수, 하수, 전기, 통신, 전력 등 도시기반시설을 의미하며, 지상시설물에 비해 관리가 어렵고 예기치 않은 사고로 인해 많은 재산상, 인명상 피해를 입힐 가능성을 안고 있다. 우리는 서울 아현동과 대구에서의 대형 가스폭발사고, 도로굴착공사가 끝난지 얼마 안되는 지점에 또다른 매설물의 매설 또는 유지보수를 위해 중복공사가 일어나 교통에 혼잡을 유발하게 되는 경우를 빈번하게 경험하면서 도시의 동맥역할을 하는 이러한 지하매설물에 대한 체계적 관리가 시급함을 실감하게 된다. 특히 선진외국에서 GIS를 도입하여 지하매설물을 데이타베이스화하고 지하매설물 관리체계를 개발하여 지하매설물을 체계적으로 계획하고 관리하며, 대형사고를 사전에 예방하고, 사고가 일어난 경우에는 GIS를 활용하여 보다 신속하게 대처함으로서 피해를 최소화하는 실정을 감안할 때 GIS도입이 이러한 매설물에 대한 체계적 관리를 가능하게 하는 방안으로서 적극적으로 검토되어야 함을 느낀다. 본 글에서는 첫째, 이러한 지하매설물의 관리실태와 문제점을 분석하고 둘째, 현재 국가 및 서울시에서 추진 또는 계획 중인 지하매설물 관리체계 구축사업내용과 셋째, 지하매설물 데이터베이스가 어떻게 구축되고 유지.관리되어야 할 지에 대하여 간략히 살펴보고자 한다.
