A Study on the Evaluation System for NGIS (국가GIS사업 평가체계 구축방안 연구)

  • National Geographic Information Systems(NGIS) started from 1995 has greatly contributed to building GIS infrastructures and developing GIS industries. To evaluate effectiveness and achievement of NGIS, it is required to build a policy evaluation model for NGIS. This study examined prior research works on GIS policy evaluation system and analyzed limitations of them. Then, it established a model for NGIS evaluation system. The study will contribute to removing unnecessary and duplicate efforts in NGIS project by providing an efficient mean for relict evaluation. It will also heir successful implementations of NGIS.

  • GIS has recognized as the Social Overhead Capital to improve national competition and to heighterl the productivity of adminstration in 1990's in Korea. As the size and the scope of the NGIS policy have drastically expanded, evaluation has become a critical process. Thus NGIS driving committee has adopted the GIS project evaluation scheme in NGIS law since 2000. But the HGIS evaluation scheme is not sufficient for the comprehensive appraisal on the GIS project in the Second National GIS Master Plan (2001-2005). This research aims to explore an the improved evaluation scheme of NGIS policy.

  • The purpose of this paper is to present guidelines on technical GIS policy for integrating GIS with emerging information technologies and infrastructure systems for national GIS development. These guidelines are expected to advance the development of GIS and stimulating GIS industry, by anticipating potential problems. This paper consists of foul parts. After Introduction, section two covers the present and upcoming status of essential information technologies including communications, security, LBS, Ubiquitous and standardization. Section 3 describes the guidelines for combing GIS and emerging IT for national GIS development. The final section summarizes and derives conclusions.

  • This study is to suggests the vision and policy issues on National Geographic Information System in Korea. Firstly, this study is to describe the current situation and problems of national geographic information. ${\ulcorner}$The Second national geographic information plan${\lrcorner}$ consist of 47 projects include national level. For the purpose of third NGIS plan, diverse problems suggested on spatial information computierization, application, distribution. Secondly, we conducts an analysis of national geographic information demand. According to the analysis results 'cyber geospace' is the key issues in near future. In order to construct the ${\ulcorner}$Integrated Digital Territory${\lrcorner}$ in the 21st Century, the current promoted project for the national geographic information constuction needs to be more developed. In this regard, it is necessary to implement ${\ulcorner}$Integrated Digital Territory${\lrcorner}$, enhancing the usability of NGIS, creating the 'cyber geospace' and intelligent territory.

A Study on the 1st National GIS project Policy in Korea

  • 본 연구의 목적은 한국에서 시도된 국가지리정보체계(NGIS)구축의 1단계사업에 대한 정책적인 측면에서 해외의 NGIS와 비교하여 2, 3단계 사업의 성공화를 도출하는데 있다. 본 연구의 첫 장에서는 Masser(1999)에 의한 세계 NGIS 추진 10개국의 정책과 핵심분야를 한국의 NGIS와 비교 분석하여 장단점을 제시하였다. 2장에서는 한국의 NGIS정책에 대하여 구체적으로 분석하여 3장에서 한국 NGIS의 핵심5대 분야와 연계한 결과 및 평가의 구체성과 4장에서 한국의 미래 NGIS의 방향을 동시에 제시하였다. 세계적으로 90년대 후반에 시작된 국가지리정보체계의 구축사업 중에서 11개국에 대한 선행정책연구 분석에서 볼 때 한국이 포함된 7개 국가에서 정부주도형의 하향식(Top-down)형식으로 수행하였으며, 3개 국가는 기존 수행체계를 발전시킨 상향식(Bottom-up) 형식이었고 나머지 한 국가는 절충형의 후발주자에 속하여, 한국의 NGIS 1단계사업은 국가주도형의 정책이 주종을 이루는 하향식 정책의 국책사업으로 밝혀졌다. 한국의 1단계 NGIS사업의 정책과 분야는 1995년부터 정부주도 정책에 따라서 2억 $(중앙정부: 64%, 지방정부: 36%)의 예산으로 2000년까지 11개 중앙부처가 참여하고 5개 분과위원회(총괄분과, 지리정보분과, 토지정보분과, 기술개발분과, 표준화분과)에서 10개 사업(지형도전산화사업, 주제도 전산화사업, 지적도전산화사업, 지하시설물도전산화사업, 지하시설물 관리체계개발시범사업, 공공GIS활용체계개발사업, GIS기술개발, GIS전문인력육성, GIS표준화사업, 국가GIS지원연구사업)을 수행한 대규모 국책연구개발사업이었다. 따라서 한국의 미래 NGIS 정책방향은 국가공간정보기반조성을 통한 디지털국토구축으로 국가 Agenda인 'u코리아'를 실현시키고 선진형 대민서비스를 제공하는 것으로 정해질 것이다.

  • Informatization today has been developed in a ubiquitous environment unifying real and virtual space from digital space. To reflect on this trend, the government has promoted the u-Korea Project, which is a national strategy based on ubiquitous technology. With this national informatization policy, 'The Creation of the Infrastructure for Realization of Ubiquitous Country' for establishing a ubiquitous world is presented in the 3rd National Geographic Information System (NGIS) Master Plan, which manages national spatial information. However, we have not yet discovered distinct change for ubiquitous environments and practical technologies. The purpose of the study is to explain the current status of Ubiquitous policies and National GIS policies as a representative national information strategies directed toward the ubiquitous society by comparing Korea and Japan, and then develops improved strategies for the future.

Comparative Study on Advanced NSDIs for the Future NGIS Implementation in Korea

  • The NSDI concept has changed with the development of the NSDI. While the NSDI was initially established as a separate entity, recently more attention has been given to the SDI hierarchy, from a local level to a global level. As an advanced NSDI, the USA, the UK and Canada emphasize more on better citizen services through an e-Government GIS portal such as the USA's Geospatial One-Stop. This study hypothesizes that the characteristics of NSDIs can be different from each nation in terms of vision, structure, evolution stages and a degree of integration with the e-Government. Rather than to describe differences just fur comparison, more characteristics of NSDIs are identified and the comparisons are developed as recommendations for the future NGIS(National Geographic Information System) in Korea.

  • This article reviewed issues in Korean geographical journals: web GIS and National GIS. Web GIS in Korea is now evolving to mobile GIS, which requires portable hardware, wireless Internet, and GPS receiver. The new trend of mobile GIS is using a smart phone. Recently, a variety of studies for the mobile App and mobile Web in Korea has been developed. With explosive information on the Web 2.0, the Korean government has built the Human-Oriented Geographic Information System (HOGIS) in which Ontology was implemented for semantic query on the Web. On the government side, Korean government has produced various nationwide data through 4-phase NGIS project. Current NGIS ($4^{th}$ phase: 2011-2015) moves toward a Korean Green Geospatial Society using geospatial information as a new growth engine for the future.

  • The purpose of this paper is to analyze the activation methods of GIS industries through GIS industry current issue analysis in Korea to provide as following. First of an in order to analyse current GIS industries, there are three divisions as follows: existing GIS industry, new technology GIS industry, and commercial GIS industry. The existing GIS industry includes survey industry, municipality UIS and remote sensing. The new technology GIS industry has telematics industry, LiDAR industry, ubiquitous industry, LBS industry, internet, and u-city industry. The commercial GIS industry consists of civilian request GIS industry and spacial data distribution industry. The national geographic information industry contains problems and directions of the 1st, 2nd NGIS and 3rd NGIS plan direction policy. These classified GIS industries present various problems of policies and invaluable results for the future GIS industry activation directions as follows: Presence of the GIS contents technologies win be the most important core for the GIS industry activation related to IT839 policy of the government in Korea.

  • For a long time, the ocean was regarded as unknown area ruled by god, consequently, not so much things were developed in scientific methods and activities. Despite a rapid development of geographic information systems(GIS) marine and ocean fields still remained in the scope of traditional tools and intuitive experiences by the late of 1990. However, land based concepts and technology models require additional customization to apply GIS effectively in marine domains, which are resulted from her dynamic, complex and seamless massive nature. This paper gives a brief review of marine spatial data characteristics and also presents strategic approaches to meet the unique marine GIS requirements.
