연구개발 프로그램을 체계적으로 평가하려는 노력은 선진국의 경우 이미 상당히 정착된 단계에 이르고 있으며, 국내에서도 1999년부터 국가 연구개발 프로그램의 효율성 제고를 목적으로 국가과학기술위원회 조사${\cdot}$분석${\cdot}$평가를 실시하고 있다. 이러한 배경에는 정부 내에서 연구개발 프로그램이 다원화되고 다양화되고 있는 가운데 국가 전체적인 차원의 전략적 중요성은 계속 높아지고 있기 때문인 것으로 풀이된다. 따라서 본 연구에서는 일반적인 프로그램 평가 모형을 고찰하고, 특히 국가 연구개발 프로그램 특성을 고려하여 연구개발 성과(Performance), 프로세스(Process), 사람(People)의 체계적인 평가를 위한 개념적 모형으로서 ${\ulcorner}$연구개발 프로그램 행동-프로세스 모형${\lrcorner}$을 제시하고자 한다.

본 논문은 국가통계 작성기관에서 소관 통계의 품질상태에 대한 자체진단을 실시할 수 있도록 통계품질진단 프로그램의 개발에 관한 것이다. 특히 개정중인 통계법에서도 외부 품질진단 외에 통계작성기관이 주기적으로 자체 품질진단을 시행하도록 명시하고 있다. 통계청에서 현재 주로 활용하고 있는 품질진단 프로그램은 주로 외부 전문가에 의한 진단을 목적으로 만들어졌기 때문에 각 기관에서 자체품질진단을 위해 사용하기 곤란한 프로그램이었다. 따라서 EU국가 통계청들이 주축이 되어 2003년 개발 완료한 자체품질진단 프로그램 (Development of Self Assessment Program, DESAP)의 내용을 소개하고, 이를 토대로 우리나라 국가통계 사정에 맞는 자체품질진단 프로그램 구축방향을 제시하고자 한다.

최근 WTO 체제의 출범에 의한 국가간의 자유무역 추세가 가속화되면서, 통신시장에서 나타나고 있는 두드러진 특징 중의 하나는 어떤 국가 또는 기관이 통신 제품 및 서비스에 대한 인증 프로그램의 운영을 원하는 국가나 기관에게 인정해 주는 역량을 가짐으로써 보다 주도적인 위치에서 시장을 점유할 수 있다는 것이다. 이에 본 고에서는 대내외적으로 정보통신표준 분야의 인증 프로그램에 관한 모든 인정 권한을 가지고 있는 ANSI(미국)의 정보통신표준 인증 프로그램의 인정을 위한 근간이 되고 있는 관련 정책 및 기준을 분석한 것이다.

As archivists are professional who is responsible for professional works related in archives, they are required to perform expanded roles including traditional roles in changed environment surrounding archives. To solve those requirements, reeducation program can be essential for improving archivists expertise. However, as compared with education quality and programs for professional improvement required to archivists, reeducation program currently offered in National Archives of Korea is inadequate to deal with performing the extended roles required to archivists. This study analyzed the current situation and problem of reeducation program currently offered in National Archives of Korea, as compared to domestic and foreign reeducation programs, and surveyed archivists' opinion about requirements to perform their extended roles in practice. Based on the results, this study improved a reeducation program in National Archives in Korea.

Since the opening of the Nara Archives in 2008, we have been operating the Archival Culture Programs. Before the Presidential Archive's relocation to Sejong, the Presidential Archives and the Nara Archives jointly operated the Archival Culture Programs. The Archival Culture Programs is operated not only by the National Archives, but also by Administration Archives, History Archives, and Presidential Archives. The operation frequency, planning, and composition are slightly different depending on the institution. Here, I would like to find out the current status of Programs composition and contents operated by Seongnam Nara Archives, and suggest the direction of the Archival Cultural Programs of the archive that should be pursued in the future based on the analysis of the existing operation status.

The gifted Education has been grown up a lot although it has several problems in terms of the quality of the gifted education programs after legislated the Promotion of Education for the Gifted and Talented Law during the last ten-year period. So the purpose of this study was to investigate teachers' perceptions of the national standards gifted education program and the problems in managing of the gifted education program. The conclusions according to the analysis are as follows. First, it has analyzed that gifted teachers recognize the lack of teaching and learning materials, regional level difference of the gifted children, Redundancy of program in the grade and school levels in managing of the gifted education as the problems. Second, it was found that perception of most gifted teachers about necessity of the National Standards Gifted Education Program development was very positive. Also, it has shown that gifted teachers expect the education with the overlapped contents and teaching methods would be managed differently, the difficulty of the topic selection could be resolved, and the quality of the gifted education by the programs development of various aspects would be increased. Especially, gifted teachers expect that the problem from the lack of gifted education continuity of school levels could be resolved by development of the National Standards Gifted Education Program. Therefore, for the improving quality of gifted education with resolving the problem from the Contents Redundancy and the lack of gifted education continuity of school levels, the national standards gifted education program should be studied developed as soon as possible.

The goal of this study is to suggest a scheme to vitalize the National Archives of Korea's education programs for children. For this we researched the cases in Korea and abroad operating education programs for children actively. Through analysis we suggested a course of improvement to vitalize the National Archives of Korea's education programs, policy, organization, staff for children. For an area of policy we suggested a stipulation of education program and an exclusive organization and staff placement for an area of organization and staff, an education program which is different from other cultural organization for a program.

베트남은 1991년 이래로 지속가능한 개발을 국가계획에 반영하여 온 최초의 몇 안 되는 실행국가이다. 2004년 4월에는 베트남의 수상이 베트남 아젠다 21의 지속가능성과 연계한 전략적 접근에 대한 결정을 문서화하고 있다. 아젠다 21의 제28장에서 언급된 바와 같이 지역 자치단체장은 지역 아젠다 21을 실행하기 위한 과정에 참여하고 있으며 이는 지역사회, 지역의 정책 및 프로그램이 국가계획과 연계되어야 하며 지역의 단체들은 이 부분에 준비 및 참여를 수행하였다. 본 논문은 이러한 국가 계획하에 아젠다 21을 수행한 2개의 지방자치단체에 대한 참여프로그램 분석을 수행한 연구이다. 랑손시의 대중위생관리 및 미칸마을의 녹색성장에 대한 참여프로그램을 분석하였다.

정부에서는 축산물의 안전성 확보를 위하여 축산물가공처리법 및 식육중잔류물질 검사요령에 의거하여 항생물질 등 유해잔류물질이 들어있는 육류의 생산, 유통을 방지하기 위해 1991년에 국가잔류검사프로그램을 도입하여 식육에 대한 잔류물질 검사를 실시해 오고 있다. 서울시 보건환경연구원을 비롯한 전국 16개 시ㆍ도 축산물위생검사기관에서 년간 약 10만건 이상의 가축에 의하여 잔류물질 검사를 실시하고 있다.
