Development of National Competency Standards for Automotive Maintenance (자동차정비직무를 위한 국가직무능력표준(NCS) 개발)

  • Automotive field specialist developed National Competency Standards for Automotive Maintenance to apply for the education and evaluation of automotive maintenance. National Competency Standards scope and system for Automotive Maintenance has been developed and provided Performance Criterion, knowledge, skill, attitude, and evaluation methods for each item. Also it has provided vocational basic knowledge level and qualification frame for automotive maintenance.

  • Along with developments in technology, National Competency Standards(NCS) education is rising as the new paradigm of change in university education. This study has the purpose of empirically investigating the factors on satisfaction of students before and after application of NCS. The SPSS 22.0 statistics program was applied for the frequency analysis, reliability analysis and t-test. The results and implications by analysis are as follows. First, academic environment and after application of NCS have statistically significant positive influence. Second, From general situation attribute, before application of NCS positively(+) influences regret to university life. It allowed for the developed application of NCS. Third, social satisfaction and after application of NCS were shown to the major variable except long for home characteristics. Through these, this paper suggest to reinforce NCS application. So I recommend that future researches should expand variable samples.

  • 최근 이슈화되고 있는 국가직무능력표준(NCS)에서 "방송통신직종"의 직무분석과 "국가기술자격검정"의 자격시험제도에 관한 실행방안을 알아본다. 국가직무능력표준은 학벌 중심의 사회에서 능력 중심의 사회로 전환하기 위한 정부의 정책방향에 따라 표준을 구성하였고, 표준에 기반 하여 학교교육 직업훈련 및 자격제도 개편을 하고자 시행되고 있다. 방송통신직종은 대분류가 정보통신이고, 중분류가 방송기술, 소분류가 방송제작기술, 방송플랫폼기술, 방송서비스로 분류되고 있다. 방송통신 직종의 각 세 분류 내에 능력단위를 보고 "국가기술자격검정"의 연관성을 검토하였다. 결과적으로 국가직무능력표준의 직무 능력단위의 수준을 검토함으로서 국가기술자격검정의 자격등급별로 타당성을 비교하였으나 능력단위 수준 및 능력단위의 내용이 가지고 있는 다양한 직업군을 자격검정으로 맞추지 못 할 것으로 판단이 되고, 자격제도의 올바른 시행을 위해서는 세부 항목을 검토하여 세분화하거나 자격검정을 새롭게 분류하여 제도화를 하거나 정비가 필요할 것으로 판단이 된다.

  • 최근 이슈화되고 있는 국가직무능력표준(NCS : National Competency Standard)에 관하여 "방송통신직종"에 대한 직무분석과 "자격검정"에 관하여 알아보고자 한다. 국가직무능력표준은 학벌 중심의 사회에서 능력 중심의 사회로 전환하기 위한 정부의 정책방향에 따라 856종의 표준을 14년도까지 완료하고, 이를 현장성 있게 학교교육(전문대학) 직업훈련 및 자격제도 개편을 하고자 시행되고 있다. 방송통신직종은 대분류가 정보통신이고, 중분류가 방송기술, 소분류가 방송제작기술, 방송플랫폼기술, 방송서비스로 세 분류가 있다. 또한 일부 콘텐츠적인 방송은 대분류 중에 문화 예술 디자인 방송에 속하여 있다. 결과적으로 "방송통신직종"의 자격검정 제도는 정보통신분야에 속하며, 국가직무능력표준에 따라 직무분석을 별도로 하기 보다는 현재의 검정제도를 순차적으로 변경토록 요구하도록 하여야 하며, 업무능력에 따른 경력자 관리도 이루어져야 할 것이다.

Analysis on the Trends of Studies Related to the National Competency Standard in Korea throughout the Semantic Network Analysis (언어네트워크 분석을 적용한 국가직무능력표준(NCS) 연구 동향 분석)

  • This study was conducted to identify the NCS-related research trends, Keywords, the Keywords Networks and the extension of the Keywords using the sementic network analysis and to seek for the development plans about NCS. For this, the study searched 345 the papers, with the National Competency Standards or NCS as a key word, among master's theses, dissertations and scholarly journals that RISS provides, and selected a total of 345 papers. Annual frequency analysis of the selected papers was carried out, and Semantic Network Analysis was carried out for 68 key words which can be seen as key terms of the terms shown by the subject. The method of analysis were KrKwic software, UCINET6.0 and NetDraw. The study results were as follows: First, NCS-related research increased gradually after starting in 2002, and has been accomplishing a significant growth since 2014. Second, as a result of analysis of keyword network, 'NCS, development, curriculum, analysis, application, job, university, education,' etc. appeared as priority key words. Third, as a result of sub-cluster analysis of NCS-related research, it was classified into four clusters, which could be seen as a research related to a specific strategy for realization of NCS's purpose, an exploratory research on improvement in core competency and exploration of college students' possibility related to employment using NCS, an operational research for junior college-centered curriculum and reorganization of the specialized subject, and an analysis of demand and perception of a high school-level vocational education curriculum. Fourth, the connection forming process among key words of domestic study results about NCS was expanding in the form of 'job${\rightarrow}$job ability${\rightarrow}$NCS${\rightarrow}$education${\rightarrow}$process, curriculum${\rightarrow}$development, university${\rightarrow}$analysis, utilization${\rightarrow}$qualification, application, improvement${\rightarrow}$plan, operation, industry${\rightarrow}$design${\rightarrow}$evaluation.'

  • This research is aimed to develop a National competency standards(NCS) as a method of job standardization, and then to be applicated as a baseline data on overall university curriculum by using the NCS. Study period is from June 21, 2014 to November 30, 2014. To accomplish the aims, a pool of researchers and experts like as industrial site experts, education training experts, and job analysis specialists was formed. Job title to be conducted in medical record is defined as medical information management and NCS was developed through deducing 12 competency unit, 43 competency unit elementary and competency unit each career during lifelong. And finally the developed standards proposal was completed to be NCS after verification by on-the-spot specialists.

  • This study was performed to design a field training curriculum model linked to the National Competence Standards (NCS) in Library and Information Science majors by analyzing factors influencing satisfaction of the field practice program and by drawing NCS capacity units suitable as field training configuration factors. It was also conducted to give shape to the standards and guidelines of NCS-based field training curriculum. For this study, first, we analyzed the implementation status of the National Competence Standards (NCS), particularly in Library and Information Science major. Second, we derived influencing factors of the field practice program through the field training satisfaction survey from Library and Information Science students. Third, we have designed a training curriculum model associated with NCS seeking proper matches with actual work of the library site through research methods including focus group interviews. Fourth, education guidelines of the field training required to interns were proposed in detail.

  • This study developed a National Competency Standard(NCS) regarding the casino operations management based on the manual for developing National Competency Standard of 13 years and a revised classification system chart of the National Competency Standard. For the research method, this study developed a national competency standard of relevant jobs after going through review, consultation, modification, supplementation, and reporting procedures 10 times with development experts of the National Competency Standard, the industrial setting professionals, education and training experts, qualification(job analysis) experts, facilitators, and a working group of job verification committee based on the phased range and DACUM procedure of study. The major development results of this study are as follows. First, this study selected and defined duties based on the revised classification system chart of the National Competency Standard, then drew and developed total 8 ability units based on the applicable duties. Secondly, based on the developed ability units, total 27 ability unit factors were deduced and developed. Thirdly, a standard system by ability unit factor was developed based on the level of the national competency standard and revised classification system chart, then this study deduced and developed a supra-domain of the standard system by competency units using the standard tranquility value by these competency unit factors. Based on such development contents and guidelines for the national competency standard ability unit classification number, this study deduced and developed category numbers by relevant competency unit. Fourthly, total 27 relevant performance standard by competency units and knowledge, skill, and attitude were deduced and developed. Fifthly, this study deduced and developed a scope of application, work situation, evaluation guide, core competency, and development history in reference to the total 8 relevant competency units based on the duties.

  • This study is to develop a curriculum for training workers in the port logistics field. NSC is a standardized method improving the capability and knowledge scientifically and systematically in order for individual to carry out its own job and task successfully. To develop a curriculum for workers in the port logistics field, the following methodology is used. First, questionnaire is carried out. Second, a MECE method is used to draw out a proper education programme. This study can contribute to improving the job capability of employers working at the port logistics industry. Further, it can improve firms' competitive power and furthermore national competitive edge by introducing the filed-oriented training programme to port logistics industry. In the future, a developed education is to be applied and evaluated through more intensified industry, academy, research linkage.

  • 해상교통관제사의 역량기반 교육훈련의 실시를 위해 개인의 역량을 파악하고 조직이 요구하는 수준에 대하여 개인에게 필요한 맞춤형 교육을 실시하는 것은 해상교통안전을 증진시키고 조직 내 전략적 인적자원관리를 위해 중요하다. 본 연구에서는 신임 해상교통관제사의 역량기반 교육훈련 과정 개발을 위한 기초연구로서 국가직무능력표준(NCS, National Conpetency Standards)과 IALA 권고서 V-103/1에서 제시된 해상교통관제사의 직무역량을 통합하여 하나의 역량모델로 구성하고자 하였다.
